GENERAL BODY MEETING 
Date : 8th September,2013 Place : Dr. Babasaheb Mission Hall, Lashkari baug, 
Time : 10.00 am to 06.00 pm Near Kamal Talkies, Nagpur – 440017, Maharastra
In ancient India the Organisation "Bhikhu Sangha" which was started by Gautam Buddha was one of the World's first
Nationalist, largest, most effective and the last Institutional organisation to curb, terminate and put an end to the menace of Aryan
imposed slavery. Thereafter in Indian history many great saints, religious and social great leaders were born in the Indian
subcontinent who strived to terminate, abolish the mental and physicalslavery that wasimposed by the Aryansintruders. Butsince
the nature of theirsocial movement was person oriented rather than institutional, the movement came to an abrupt end after the
people vanished fromthe scene, dead.
In Modern history Mahamanav Rashtrapita Mahatma Jotirao Phule was the first social visionary to awaken the Shudras
(OBCs) and the Ati‐Shuras (SC/STs) of this country through " Satya Shodhak Samaj", an institutional organisation to its core which
was extremely successful and result oriented. Mahatma Jotirao Phule challenged the Brahminical hegemony on the strength of the
organisation despite of the tremendous opposition from the fundamental brahmical forces. But degree of literacy, motivation and
passion that was expected to be developed amongst the enslaved Shudra‐ Atisudra masses did not develop due to which after the
death of Mahatma Jotirao Phule and Rajarshree Chatrapati Sahu Maharaj entire Satya Sodhakmovement/revolution gotswallowed
into the power hungry and lustful jaws of Brahmins lead Congress. Now the entire burden of the movement against brahminical
hegemony and slavery fell on the able shoulders of Mahamanav Dr. Babasaheb Ambedkar. Dr. Ambedkar was well aware that any
social movement which is centered around one person, a Masiha had necessarily to come an catastrophic end with the end of the
person and hence on numerous occasions he cautioned the depressed masses about the ill‐effects of person centered social
movement and throughout hislife he advocated the need for an Institutional and Democratic organisation which can be the only
answer to wage a war against the mental and physicalslavery that wasso forcibly imposed by the crafty Aryan brahmin invaders.
But to mobilize and gain momentum in an institutional, democratic and social organisation there is a dire need of people in the
society who are socially intelligent, learned, with an very high degree of social honesty, mutually understanding and co‐operative
amongst each other. The greatest visionary Dr. Babasaheb Ambedkar was well aware of the fact that the masses he wasleading
clearly lacked these qualities in them and therefore Babasaheb very meticulously and painstakingly planned a scheme wherein a
highly intelligent class of people could emerge from these masses who will ensure establishing / creating an Institutional social
organisation to free the masses from the clutches of the aryan slavery and for this very reason provisions greatly supporting Dr.
Babasaheb's vision were enshrined in the Indian Constitution.
After the Mahaparinirvan (death) of Dr. Babasaheb Ambedkar, the scheme of emergence of intelligent and socially honest
people from amongst the masses bore fruits and this resulted in appearance of Hon. Kanshiram saheb, Hon. D.K. Khaparde saheb
and many more on the social central scenario. These great leaders came together with a vision of complete transformation of the
socialstatus of the enslaved Bahujans of this country. Only and only forthis purpose a social institutional organisation by the name
of "BAMCEF" was born. Due to their extremely hard, dedicated, determined and untiring activities, personnel sacrifices of the
highest order, hard personnel decisions, keeping self away from hording & accumulating money for selfish ends, simple and
dedicated living, pains and deep sense of social honesty these people made successful strides for BAMCEF. The organisation as a
whole achieved high level of successes throughout the country. The dedication, pain and devotion of these people for the society
bore fruits. But with time the leadership was not very serious with respect to the "institutional" character of the organisation, the
institutional character of the organisation was not given due importance, underestimated and a very costly, irreversible mistake/
error took place. Gradually the institutional character of the organisation went on diminishing, before anyone could identify the
most crucial error, thisinstitutional organisation culminated into an individual centered organisation. Thereafter major decisions ofNon‐institutionalized nature were taken in BAMCEF and before anyone would take steps to correct the situation, the organisation
broke into fragments. There was huge difference /riftin the preaching and deeds ofthe leadership. The people who once advocated
to the masses that – " the organisation whose non‐political roots are not strong enough can never ever succeed in a political
endeavor', went on to proclaim to the blind masses – " from now onwardsthere will be only politics and politics alone ", and the
sincere activists who were still struggling to make the non‐political roots stronger amongst the masses were deliberately and
maliciously termed as worthless,roadside rubbish and to make matters worse forsuch dedicated soldiers, an extremely erroneous
loop sided decision to end/ terminate "BAMCEF" wastaken. On Bahujan society /samaj had to pay such a very heavy price from
deviating themselves from the "institutional" character of Organisation. But the most unfortunate thing that has once again
happened isthatthe bahujanmassesforgotthis critical and heart breaking history and now this horrifying history once again has got
repeated after 18 years.
Taking a serious clue and lessonsfromthe historical eventsthat hastaken place rightfromthe ancienttimesto themodern
times accompanied by the deep understanding & observation of activities that is taking place in the country and the speed with
which the mentalslavery amongst the bahujan massesisspreading, it has become loud and clear that in a very shortspan of time
the catastrophe of counter‐revolution is going to crash on us. The bahujanmasses along with theminority communities are totally
unaware of what is happening around them asif they have already entered into a state of "COMA" (clinically death).Once again we
all will be deprived of human values and will be serious victim of social, education and economical inequality which will culminate
into absolute slavery for all of us, worst than what has happened in the dark ages of history. The brahminical forces of counter‐
revolution has very cunningly, deceitfully and treacherously conspired to make the "Indian Constitution" ineffective and they have
come togetherto finally end the Indian Constitution and rule of Constitutional Law. Any time from now the barbarian, crafty, filled
with the filth of inequality, recognizer and establisher of immorality, imposer of unlimited slavery upon the aboriginal Bahujans   ‐ 
the Manusmriti might replace the most pious and sacrosanct " Constitution of India". We do not only hear the sound of incoming
counter‐revolution stormbutthe sound ofitsfootsteps are gettingmore loud and clear and very fast approaching.
Though we required BAMCEF 30 years back, butmore than hundred timesfromwe need a very strong andUnified BAMCEF
organisation today which is more demanding and an absolute necessity. We need BAMCEF for our basic survival. We have only one
potion to save the Nation, its citizens and the Constitution of India – Revival of BAMCEF. What we require is notrevival of BAMCEF
but an Institutional, Democratic, objective oriented organisation – BAMCEF to truly establish the principals of Equality, Fraternity,
Brotherhood and Justice as enshrined in the Constitution of India at all the citizens of this country. An organisation which will
positively achieve itsObjective throughNational wide Mass awakening and itsresult oriented functional capabilities.
If we want to achieve the prime objective within the stipulated timeframe and restructure BAMCEF into a very capable,
awakened, result oriented and institutional organisation, we will have to sacrifice our personnel ego, personnel selfishness,
personnel gains and enforce upon ourselves a highest degree of discipline. Keeping the basic structure of BAMCEF intact there is
need restructure to functionalities of the organisation and to bring together like minded, having similar objectives and actions
organisation for which a Memorandum Of Understanding has been drafted. After a positive debate and discussion we need to give
our consent to this MOU and strive to achieve the Organizational objective, which will be an extremely important and our lifetime
contribution to the society in ourlifetime.
To give effect to the above organizational activity dedicated, motivated, honest and missionary activists of BAMCEF and
various other organisations with similar objectives and functionalities, throughout the country have called for a General Body
meeting, at Nagpur. At this meeting the Memorandum of Understanding (MOU) to make BAMCEF a truly institutionalized,
Democratic and result oriented organisation will be accepted by all of us. A resolution to make BAMCEF and other social
organizations with similar objectives to work together under a National umbrella and chalk out a well defined, target oriented
programme for future course of action will be decided. Once again with great dynamism and passion we will put ourstep forward
towards achieving the objective of National wide mass awakening to save the Nation and the Constitution of India,the only solution
to throw away the age‐old slavery imposed on us, once and for all.
We welcome you all from the depth of our heart to this historic General Body and offer you an opportunity to witnessthis
historic unification of BAMCEF & various social organisations with similar objectives. We are very hopeful you will honour our
