আজকালের প্রতিবেদনে রাজীব চক্রবর্তী: বছরের প্রথম 'মন কি বাত' অনুষ্ঠানে কৃষক ও যুব সমাজের দুর্দশা লাঘবের কথা বললেন প্রধানমন্ত্রী নরেন্দ্র মোদি৷ খাদির ব্যবহার বাড়ানো, কৃষি বিমার সুযোগ নেওয়া— নানা প্রসঙ্গেই তাঁর মনের কথা বলে গেছেন মোদি তাঁর মাসিক রেডিও অনুষ্ঠানটিতে। অবশ্যই তাতে ছিল না হায়দরাবাদ বিশ্ববিদ্যালয়ের গবেষক–ছাত্র রোহিত ভেমুলার আত্মহত্যা এবং দলিত অসন্তোষের প্রসঙ্গ। এই নিয়ে তাঁকে ঠুকেছে কংগ্রেস। দলের অন্যতম মুখপাত্র আনন্দ শর্মা বলেন, বিষয়টি তাঁকে যদি সত্যিই স্পর্শ করত তা হলে মন্ত্রী স্মৃতি ইরানি, বন্ডারু দত্তাত্রেয়র বিরুদ্ধে ব্যবস্থা নিতেন। ক্ষতস্থানে নুনের ছিটে দেওয়ার মতো বি জে পি এখন রোহিতের চরিত্র হননে নেমেছে। বি জে পি–র যশোবন্ত সিনহাকে উদ্ধৃত করে কংগ্রেস নেতা বলেন, মোদি আসলে সংলাপে বিশ্বাস করেন না, শুধু নিজের কথা বলতেই ভালবাসেন। মোদি এদিন মন কি বাত অনুষ্ঠানে খাদি বস্ত্র ব্যবহারে জোর দিয়ে অতিরিক্ত ১৮ লাখ মানুষের কর্মসংস্থানে জোয়ার আনার আর্জি জানান। সর্দার প্যাটেলকে উদ্ধৃত করে তিনি বলেন, 'দেশের স্বাধীনতা খাদির মধ্যেই নিমজ্জিত৷' সম্প্রতি কেন্দ্রীয় কৃষি মন্ত্রকের প্রচেষ্টায় নতুন কৃষি বিমা চালু হয়েছে৷ সেই বিষয়েও দেশবাসীর দৃষ্টি আকর্ষণ করেন মোদি৷ দেশের অর্ধেক কৃষককে প্রধানমন্ত্রী কৃষি বিমা যোজনার অন্তর্ভুক্ত হওয়ার ডাক দেন। ব্যাখ্যা করেন, কীভাবে রবি ফসলে কৃষি বিমার মাত্র ১.৫ শতাংশ এবং খারিফ ফসলের ক্ষেত্রে মাত্র ২ শতাংশ প্রিমিয়াম দিয়ে প্রাকৃতিক বিপর্যয়ে কৃষক তাঁর ফসলের বিমা সুরক্ষার সুবিধা পেতে পারেন৷ জানুয়ারির গোড়ায় 'প্রারম্ভ ভারত' প্রচার অভিযানে যুব সম্প্রদায়ের বিপুল অংশগ্রহণ অবাক করে দিয়েছে প্রধানন্ত্রীকে৷ মোদি বলেন, 'প্রারম্ভ ভারত অভিযান একটা ভ্রান্ত ধারণা ভেঙে দিয়েছে৷ সবার ধারণা ছিল প্রারম্ভ ভারত বোধ হয় শুধুমাত্র তথ্যপ্রযুক্তি বিষয়ের কোনও অভিযান৷ তথ্যপ্রযুক্তি একটি ছোট অংশ৷ প্রারম্ভ ভারত বহু ক্ষেত্রে সুযোগের সূচনা৷' হরিয়ানা ও গুজরাটে সাধারণতন্ত্র দিবস উদ্‌যাপন অনুষ্ঠানে গ্রামের স্কুলগুলিতে ওই গ্রামের সর্বাধিক শিক্ষিত মহিলাদের দিয়ে জাতীয় পতাকা উত্তোলনের ঘটনা প্রধানমন্ত্রীর হৃদয় স্পর্শ করেছে৷ মোদির দাবি, 'এটা বেটি বাঁচাও বেটি পড়াও যোজনার সাফল্যের উদাহরণ।' মোদি বলেন, 'আগে শুধুমাত্র সরকারি দপ্তরে খাদি বস্ত্র ব্যবহার হত৷ কিন্তু, এখন বেকারত্ব দূরীকরণে খাদির গুরুত্ব অনস্বীকার্য৷ এখন নৌবাহিনী ও রেলওয়ের মতো বিভাগ খাদি বস্ত্রের ব্যবহারে জোর দেওয়ায় খাদি শিল্পের দুর্দশা অনেকটাই ঘুচেছে৷' মোদি চান দেশের সব ক'টি রেলওয়ে স্টেশনের দেওয়াল অঙ্কনের মাধ্যমে সুন্দর করে তোলা হোক। এই সৌন্দর্যায়ন চান তিনি হাসপাতাল, স্কুল, মন্দির, মসজিদ ও গির্জার দেওয়ালেও। প্রধানমন্ত্রী এদিন জানিয়েছেন, এবার থেকে যে–কোনও সময় মোবাইল ফোন থেকে ৮১৯০৮৮১৯০৮ নম্বরে মিসড কল দিলেই শোনা যাবে 'মন কি বাত' অনুষ্ঠান৷

কিন্তু একই সঙ্গে তাঁর বক্তব্য, যদি পটেলদের সংরক্ষণের আওতায় আনা না যায়, তা হলে পুরো সংরক্ষণ ব্যবস্থাটাই তুলে দেওয়া হোক। এরই পাশাপাশি হার্দিক আবার তাঁর সংরক্ষণের আন্দোলনে সামিল করতে চান জাঠ, গুজ্জর, এমনকী অন্ধ্রের রেড্ডিদেরও। আরএসএসের একটি অংশ মনে করছে, জাতি-ভিত্তিক সংরক্ষণ তুলে দেওয়ার এটাই উপযুক্ত সময়।

As it happened in Kolkata ,it happened in New Delhi also!The governance of Fascism would not allow any dissent whatsoever.Thus the students were thrashed before Keshav Bhavan,RSS headquarter in Kolkata very recently as Mamata Banerjee`s police watched the event in peace and till this date no action taken.

Thus ,Manusmriti invoked Goddess Durga to kill the Asuras and branded the protest as Tamasha.

Irrelevant Minister of whoknowswhataffairs follows suit and Hindutva brigade continues to sing the rhyme that Rohith was no Dalit.

Meanwhile the asuras in Bengal rise from the ashes as phonex and hit the streets demanding #justice to Rohit.

It is not going to stop this time.SHarvan Kumar Paswan has already lodged dissent and Dr Udit Raj also demanded that  BJP should behave justice as Sunday Economic Times presented the dilemma of a Dalit face in detail.

Hundreds of Students who were protesting against the institutional murder of dalit scholar Rohith Vemula were brutally lathicharged by the police and hindutva goons near the RSS office in New Delhiyesterday. Students from several colleges and universtities in Delhimarched to the RSS office demanding justice for Rohith, on his 27th birth day. Students were stopped near the RSS office and police and hinudtva goons brutally assaulted them, injuring several students. Even the media persons covering the event were not spared. They too were attacked and cameras damaged. Moreover, there is a near total media black out of the incident!

he students demanded punishment to those who led the harassment and victimisation at the behest of the RSS-BJP which led to the death of Rohith. The students were demanding action against HCU VC Appa Rao and Union ministers Bandaru Dattatreya and Smriti Irani.

The protest against the suicide of University of Hyderabad (HoU) scholar Rohith Vemula has already turned into a national students movement. I know the Dalit face of the RRS Hindutva agenda,Dr,Udit Raj since his undergraduate days in Allahabad university and may ensure that if he wants not to be irrelevant,he has to explode sooner or later to expose the antinatinal regime of fascism unbound!

What if  Foreign minister Sushma Swaraj on Saturday reportedly said that the University of Hyderabad PhD scholar Rohith Vemula, who committed suicide, was not a member of the dalit community.

As Bajrang Bihari Tiwari pointed out very correctly in his article published in Jansatta today,Dalits never react in the same way as Dalits do in rest of India.It is just because of the continuity of Buddhist legacy. 

Dalit movement as well as Dalit literature in Bengal have to be different,not just impulsive or identity affair,it is rather deep rooted and always certain to make a change.

Thus, # justicetorohit movement in Bengal lauched by Dalits in Bengal is bound to strike the Bull`s eye as Chandal movement in Bengal abolished untouchability in Bengal even before Babasaheb emerged in Indian scenario,as Matua movement led by Harichand Thakur elected Babasaheb Dr.BR Ambedkar to draft not only the constittion of India ,but also the idea of India which is economic,social and political equality via the destination of Annihilation of caste.

Tiwari is absolutely correct that Dalit literature roots in Matua movement led by Harichand Guruchand Thakur and the emergence of Mahapran Jogendra Nath Mandal.

But Mr Tiwari should better know that none of them were writers in any way.

I am sorry to say Tiwari missed the leading names of Titas writer Adwait Mallabarman and the eminent Dalit poet Anil Sarkar from Tripura.He just named Manohar Mauli Biswas and Manoranjan Byapari,both of them have done excellent work and both of them happen my most dear friends.

But Bengali Dalit literature roots back in Charya Pada,Buddhist literature written during Pala regime,Chandidas and Jaidev.

Jaidev used desi aesthetics and Lok folk departing from the classical Sanskrit Mahakavy dhara in his Geet Govindam which created the Boul movement intermingled with Sufi music and songs.

The result was Geetanjali which is nothing but Dalit autobiography by Tagore who was a Brahmo,outcaste Brahmin converted to Brahmo Samaj!

In fact ,in Bengal it might not be said that dalit literature or Dalit movement  either is subaltern as Shekhar Bandopadhyay and Ashish Nandi always tried to prove.It is rather the mainstream until the British raj and Permanent land settlement which created Zamindary and the ruling class in Bengal which dominate every sphere of life after partition and it is rather very hard to identify the tradition or the individual in false identity.

The apartheid in Bengal is more brute which divided India and Bengal.The mainstream literature and culture and even mass movement still being led by the out caste excluded agrarian communities in the other part of Bengal,Bangladesh.

Without having any idea of Bangladeshi literature,music and different forms of art,Bengali legacy inflicted with political partition is quite incomplete.

News agency ANI quoting Swaraj reported that the foreign minister said, "The facts have come out in the case and as per as my complete knowledge, that student (Rohith) was not a dalit. By calling him a dalit student, this whole case has been raised as a communal incident by some people."

Earlier on Thursday, in a secret intelligence report forwarded to national security adviser Ajit Doval, agencies cited the statement of Rohith's grandmother Raghavamma claiming that both her son (Rohith's father V Mani Kumar) and daughter-in-law (Rohith's mother V Radhika) belong to the Vaddera community, which is a backward caste and not dalit.

Rohith and five other students were suspended by the university in August 2015 in connection with an alleged attack on an ABVP leader. The HCU has already revoked suspension of the four students, following uproar over Vemula's suicide.

Rohith Vemula, research scholar at the University of Hyderabad, succeeded in turning the spotlight onto the plight of Dalit students in higher education. What his struggles could not achieve, his death did. Rohith is said to be the 11th student to have committed suicide since 2002 in the university. If Hyderabad, one of the centres of Dalit activism, can have such a horrific tale, the reality in other universities can only be imagined.

 That castes are a bitter reality of this land may be an understatement in the light of the rising incidence of atrocities, which truly proxy their presence, in recent years (they have risen from 33,507 in 2001 to 47,064 in 2014 as per the National Crime Research Bureau). And they are not the feature of only rural India, they very well pervade the board rooms of corporates, which have largely managed to remain untouched by Dalits.

 Universities, unlike them, have a sizeable presence of Dalit students and even Dalit teachers, and hence become an important arena of Dalit assertion. For decades, their presence remained subdued and ghettoised but in recent years, they have gained visibility, significantly aided by the political establishment promoting Ambedkar as an icon, opening of centres for exclusion and inclusion, and with caste evoking increasing interest of the academia. The prejudicial treatment of the Dalit students by the upper caste professors and administration, which was mostly swallowed, is now being discussed.

 In disciplines where professors have a big say, like natural sciences and professional courses, Dalit students still have to stomach humiliation. Calling caste names, insinuating incompetence, insulting before others, demoralisation, discrimination of various kinds are the order of the day. It is particularly experienced by research scholars pursuing PhD degrees as they are at the mercy of their supervisors. They are variously harassed right from not getting a guide to not being guided.

 R Balaraj, who hung himself in 2010 while pursuing his PhD in Telugu literature in the same university, was not given a guide for one full year. The suicides of Senthil Kumar, pursuing PhD in Physics in 2008, and Madari Venkatesh, a PhD scholar at the Advance Centre for Research in High Energy Materials in 2013, were investigated by the Vinod Pavarala committee and a Prof V Krishna committee, respectively, and observed that caste discrimination was the cause.

Most campuses today have multiple Dalit student organisations. They tend to take up issues of reservation and cultural discrimination which are neglected by others, reflecting the broader theme of the Dalit movement. For instance, in response to ban on beef in hostels, the Dalit students had organised a Beef Biryani Festival at Osmania University in Hyderabad in 2012. Last year, too, they held the festival defying court orders and were arrested.

 Elsewhere, Dalit students celebrated Savitribai Phule's birth anniversary as Teachers' Day, rejecting the official norm of celebrating September 5, the birth anniversary of Dr S Radhakrishnan, as Teachers' Day. They observed "Mahishasur Shahadat Diwas" (Mahishasur Martyrdom Day) contrasting the "upper caste" Hindus who celebrate his killing. Besides resisting imposition of Hindu culture, they came out openly against injustice to Muslims along with the Left students' organisations. The protest over the political hanging of Yakub Menon was one such instance.

 In all this, the Dalit students' organisations mainly came in conflict with the right-wing student bodies like the Akhil Bharatiya Vidyarthi Parishad (ABVP). In most cases, the ABVP, backed by the police, had attacked them. Apart from blocking their Hindutva agenda, Dalit organisations have surely deprived them of the supply of Dalit foot soldiers. On many issues, the Left students' organisations took a supportive stand, and vice versa, but the Dalit students have kept safe distance from them, reflecting the historical attitude of the Dalit movement towards the Left. They contend that the Left's class obsession is unable to deal with caste issues.  

Countering right-wing groups 
The main challenge today is posed by the Hindutva organisations that seek to take the country to dark ages to the detriment of the entire lower strata of society, which needs to be countered. The Dalits have a vanguard role in this struggle. As such, all other student organisations should back them as they did in the current episode at the Hyderabad University.

 There is no denying the fact that with the upsurge of Hindutva, the hitherto suppressed prejudices of the hegemonic classes have resurged in recent times. The government of the saffron party at the Centre has largely saffronised our academic institution. The episode of banning the Ambedkar Periyar Study Circle last year in IIT-Madras has thoroughly exposed it. The same has been repeated this year in Hyderabad University devouring the life of Rohith. Both have badly boomeranged on them. But instead of learning lessons, the Hindutva forces seem to persist with their agenda.

One can clearly observe that the issues taken up by the Dalit students related with democracy and justice which are in the long-term interests of the country. And the responses to them from the government and administration have been short-sighted and against the long-term interest. This truth cannot be suppressed from the student community. They are all coming together isolating the ABVP completely. One expects the government and the university administrations to see the writings on the wall. They can ignore it only at their peril.

सचाई -
प्रार्थना करने जा रहे निहत्थे बूढ़े वैष्णव पर गोली दाग कर वह कायर भाग खड़ा हुआ । वहां उपस्थित ज़्यादातर लोग गांधी को सम्भालने लपके , लेकिन कुछ हत्यारे के पीछे भी भागे । कुछ देर की भागम भाग के बाद उसे उत्तराखण्ड के चमोली ( तब पौड़ी) ज़िले के निवासी एक होम गार्ड ने बिड़ला हाउस की फुलवारी के पास दबोच लिया । गांधी अपने अगल बगल हथियार बन्द सुरक्षा के सख्त खिलाफ थे । भीड़ नियंत्रण के लिए , उनकी जानकारी में लाये बगैर , वहां एक होम गार्ड का जवान तैनात किया गया , जिसके पास मात्र एक सीटी होती थी । हत्यारे को भीड़ से बचाने के लिए तुरन्त छुपा दिया गया । लोग उसके खून के प्यासे हुए जा रहे थे । अदालती कार्रवाई के दौरान भी आक्रोशित भीड़ से बचाने हेतु उसे सहेज कर रखा जाता था । हत्या के तुरन्त बाद संघ परिवार ने अफवाह फैलाई कि गांधी को एक मुसलमान ने मारा है । इससे मुसलमानों की जान पर बन आई । मुम्बई में तो दंगा शुरू हो ही गया था । मौके की नज़ाक़त भांप प्रीमियर नेहरू ने रेडियो पर लाइव प्रसारण किया कि गांधी को एक पागल हिन्दू ने मारा है । उनके इस प्रसारण में कुछ मिनट भी देरी हुयी होती तो हज़ारो , शायद लाखों भी , मुसलमान , इस पृथ्वी से कम होने वाले थे ।

निसन्देह , एक सवाल मुझे भी सालता है । 1918 के बाद से गांधी जी हमेशा बकरी का दूध बरतते रहे हैं । बकरी सदैव उन्ही के साथ रहती थी । यहां तक कि गोल मेज़ सम्मेलन में लन्दन भी मोहतरमा बकरी साथ गयी थीं , और ब्रिटिश नौ सेनाध्यक्ष एडमिरल स्लेड की गांधी भक्तिन पुत्री मीरा उस बकरी की डोर पकड़े आगे आगे चल रही थीं । बकरी हमेशा दूध देती थी , तो गाभिन भी होती होगी । उसे कौन बकरा गाभिन करने की गुस्ताख़ी करता होगा , जबकि गांधी जी अपने आश्रम में सेक्स को प्रतिवन्धित कर रखे थे । वह स्वयं भी 35 वर्ष की उम्र में ब्रह्मचर्य व्रत ले चुके थे । उनका पुत्र मणी लाल एक युवती के साथ झरने में स्नान करता पकड़ा गया , तो गांधी ने उसे 35 वर्ष तक ब्रह्मचारी रहने की कठिन सज़ा सुनाई , जिसका पालन भी हुआ । ऐसे कठोर ब्रह्मचर्य व्रती के सान्निध्य में बकरी की सेक्स लाइफ कैसे चलती होगी । सुधी जन ज्ञानवर्धन करें ।
