New Delhi: July 6, 2009
The Government proposes to enroll at least 50% of all rural women, in
the country, as members of Self Help Groups (SHG) over the next five
years and link these SHGs to banks. This was announced by the Union
Finance Minister, Shri Pranab Mukherjee, while presenting the Budget
for 2009-10 in Parliament today. He said that the Women's SHG movement
is bringing about a profound transformation in rural areas and today
over 22 lakh such groups are linked with banks.
The Union Finance Minister stated that the corpus of the Rashtriya
Mahila Kosh would be raised to Rs. 500 crore from the exiting Rs. 100
crore, in recognition of its role as an instrument of socio-economic
change and development. He lauded the Kosh for working towards the
facilitation of credit support or micro finance to poor women and for
developing a number of innovative schemes for their benefit.
Shri Pranab Mukherjee also announced that the Swarna Jayanti Gram
Swarozgar Yojna (SGSY) is being restructured as the National Rural
Livelihood Mission to make it universal in application focused in
approach and time bound for poverty eradication by 2014-15. Here,
also, stress will be laid on the formation of Women SHGs. Apart from
providing capital subsidy at an enhanced rate, it is also proposed to
provide interest subsidy to poor households for loans upto Rs. One
lakh from banks, he added.

Expansion of banking network in the country off-site ATMs without prior approval
New Delhi: July 6, 2009
The Union Minister of Finance Shri Pranab Mukherjee while presenting
the budget 2009-10 in Lok Sabha today announced that a sub-committee
of State level Bankers Committee (SLBC) would identify and formulate
an action plan for providing banking facilities in
under-banked/unbanked areas in the next three years. A sum of Rs. 100
crore has been set aside as one-time grant in aid to ensure provision
of at least one Centre/Point of Sales (POS) for banking services in
each of the unbanked blocks, he added.
For a country like ours, with significant sections of unbanked
population and regions, financial inclusion is vital for sustaining
long term equitable development the Finance Minister said. As part of
the financial inclusion drive, scheduled commercial banks have been
opening 'no frills' accounts either with 'nil' or very low minimum
balances. So far, these banks have opened 3.3 crore such accounts, he
added.
The RBI has announced a further relaxation in its Branch Authorisation
Policy. The Finance Minister further announced that the Scheduled
Commercial Banks are now allowed to set up off-site ATMs without prior
approval, subject to reporting.

Expert Group to advice on petroleum and diesel prices.
New Delhi: July 6, 2009
The Government will set up an Expert Group to advice on a viable and
sustainable system of pricing petroleum products. It is important to
recognize that with almost three quarters of our oil consumption met
through imports, domestic prices of petrol and diesel have to be
broadly in sync with global prices of these items, he added. The Union
Minister of Finance Shri Pranab Mukherjee while presenting the budget
2009-10 in Lok Sabha today said that the details about this expert
group will be announced by the Minister of Petroleum and Natural Gas.
