The state police said that 24 of its men, including SP V K Choubey, were killed when Maoists ambushed a party led by him while it was on the way to a police camp at Madanwada where the militants had this morning killed two of its personnel.

The CRPF on Sunday rushed 600 of its men to the ambush site in Rajnandgaon district of Chhattisgarh where 26 security personnel, including a top police officer, were killed in a twin attack by Maoists.
The troops, belonging to Rajnandgaon-based 188th battalion of the force and equipped with mine detection kits and rescue equipment, were rushed to the spot to start combing operations against the banned Maoists militants. "A battalion strength (around 1,000 men) of the force is being sent to the spot for starting combing operations and sanitizing the area. Six companies (comprising 600 men) have been sent initially," a senior CRPF officer said.
Twenty-six police personnel, including Superintendent of Police V K Choubey, were killed when Maoists ambushed a team, led by the slain officer, while it was en route to a police camp at Madanpara where the militants had killed two security men this morning.
The Station House Officer (SHO) of the Madanpara police station area, near the ambush site, was also killed in the attack, official sources said.
Additional reinforcements and communication equipment will also be sent as the CRPF troops will set up a temporary camp there, sources added.
Zeenews Bureau Raipur, July 12: In an audacious attack signifying a failure of the district administration, the Naxals on Sunday attacked a village in Chhattisgarh killing 26 policemen, including a SP rank officer.
The Naxals attacked the motorcade of IG, Bhilai range in Rajnandgaon district, which also left 31 policemen injured. Though the exact details of the attack are yet to be known, the extent of the damage shows that Naxals were well equipped. The attack comes barely three days after a Special Police Officer and a former SPO were killed by the Naxals with a sharp-edged weapon at Usoor village in the state's Bijapur district.
Earlier on June 21, 11 CRPF personnel were killed and as many injured when the truck in which they were travelling was blown up by Naxals in Dantewada district.
The incident took place at Kokanara village, nearly 375 kilometres from the state capital.
He said the Naxalites blew up the truck, which was bringing back personnel to Tonagapal from a patrol.
A 53-member joint police-CRPF team had gone on patrol after getting information that the militants had burnt down a truck near Kokanara village where a road was being constructed.
It may be noted that earlier this week the Centre said that there was no proposal to hold direct talks with Naxals but it would welcome such a dialogue between the Left wing extremists and any state government.
"There is no proposal for the Central government to hold talks directly with the Left wing extremists," Union Minister of State for Home Affairs Ajay Maken said in Rajya Sabha.
"State governments have, from time to time, appealed to the Left wing extremists to abjure violence and hold talks with the government on any issues that are of concern to them...," he said.
The minister said the Central government does not have any information whether any state government is now engaged in any talks with the Left wing extremists.

An analysis of FIIs activity in the domestic markets shows that overseas investors were the net purchaser of Indian stocks worth Rs 3,499.5 crore during the last week.
FIIs were the gross buyer of shares worth Rs 17,092.1 crore during the week, while they sold equities valued at Rs 13,592.6 crore, resulting in a net inflow of Rs 3,499.5 crore, as per the data available with the Securities and Exchange Board of India (SEBI).
Significantly, during the past week, the Bombay Stock Exchange's benchmark index Sensex -- composed of 30 bluechip stocks -- dropped 9.44 per cent to end at 13,584.22 points.
On the Budget day, FIIs booked profit and sold shares worth Rs 351.3 crore, dragging the benchmark indices in the negative zone. The SEBI compiles the trade data one day late.
On July 6, the day Finance Minister Pranab Mukherjee presented general Budget in the lower house of Parliament, Sensex suffered the biggest fall on any Budget day and in the year too by plunging over 870 points on concerns of high fiscal deficit.
Mukherjee said the fiscal deficit may rise to 6.8 per cent of gross domestic product in the year 2009-10, the highest since 1994.
In five trading sessions from July 6 to July 10, FIIs were the net seller for three sessions, while, for other days they remained net purchaser.
During the week, the foreign investors also put in money worth Rs 2,984.9 crore in the debt market segment, while so far this year, FIIs are the net seller of Rs 1,356.10 crore in debt instruments.
1.7 lakh vacancies in railways, says Mamata!

Replying to questions, she said the Railway Recruitment Board (RRB) is being reviewed. "We have to examine (the recruitment process) and address lacunae. We will come back once we have done the review."
She said there were issues of regional aspirations and problems in Maharashtra, Karnataka and Guwahati over RRB exams. "We are reviewing the entire process."
Of the total sanctioned strength of 15,66,964 employees, there were 1,72,444 vacancies, she said. Most of the vacancies were in Group 'C' at 1,12,566, followed by Group 'D' at 58,329. There are 1,549 vacancies in A and B, she said.
"Any large organisation like the Railways will have certain vacancies at any point of time. Arising of and filling up of vacancies is a continuous process," she said. "Vacancies arise due to normal retirement, voluntary retirements, deaths, promotions or creation of posts. Vacancies are filled primarily through open market recruitment and promotions."
To a separate question, she said there was a backlog of 1,814 vacancies of SCs in Group 'C' service of the Railways and 1,688 for STs. There is no backlog of vacancies of SC and ST in recruitment for Group A and B.

Admitting that the quality of passenger amenities like on board food service and drinking water at the station has deteriorated, she said "regional and national food" along with Janata food will be introduced in the Railways.
In a reference to burger being sold at the stations, she said children like it and she had nothing against it but a poor passenger paying Rs 200 on fare cannot spend Rs 60 on a burger. "They need Janata food," she added.
When members raised questions about regional food in lighter vein, Banerjee said, "what people like should be there. People like chilly chowmein. I eat dosa..." she said.
She also admitted that there was problem of drinking water at stations.

The country's 30-blue chip firms may witness as much as 10 per cent decline in their first quarter profits in the current fiscal,
"We expect Sensex PAT to de-grow by 9.7 per cent Year-on Year (YoY) in Q1FY10-- the third straight quarter of decline. Sensex sales is likely to fall by four per cent," domestic brokerage firm Religare said in a report.
However, earnings are likely to be relatively better due to a favourable swing in currency movement during the quarter and extraordinary items.
"The Sensex earnings (excluding-oil companies) are estimated to drop by 4.9 per cent YoY, implying a better performance compared with the 8.8 per cent decline seen in Q4 FY2009," another brokerage firm Sharekhan said in a report.
"The first quarter figures are not expected to be good as there were concerns of election results and budget. Now that everything is in place we can expect better earnings figures in the second half of FY10," Religare Capital Markets President Equity Amitabh Chakraborty said.
Global research firm Macquarie said recovery in the economy is still in its early stages and that it may be too early for a significant pass through to corporate earnings. "However, the foundation for the recovery has been set," it added.
Sectors such as real estate, metals and pharmaceuticals are likely to act as a drag on the Sensex's earnings. While banks and oil & gas companies are expected to be the "best performers for the quarter", brokerages said.
Elaborating on the factors that would impact corporate earnings in the near term, brokerages pointed out that the new political equation, strong domestic liquidity and emerging new opportunities, continued focus on infrastructure and economic reforms would determine the next move.
"We expect aggregate operating margins to improve sequentially by more than 150 basis points as lower costs kick in. Auto sales volumes have increased sequentially, with better financing from state-owned banks and higher rural sales the key drivers.
"Infrastructure should also see continued moderate growth due to the robust order backlog, with stable margins," the Macquarie report said.
"Possible divestment, increase in permissible FDI in sectors like insurance, steps towards consolidation of state-owned banks, oil price deregulation, continued infrastructure thrust would be viewed positively," it said.
The 30-Sensex companies which started their first quarter earnings season with Infosys last week, would see HDFC Bank and L&T announcing their results this week.
"Q1FY10 is low on expectations and hence could prove to be something of a non-event. Instead, the budget outcome and the monsoons are the highest event risks today," Religare said.
E Sreedharan resigns as Delhi Metro Chief

E. Sreedharan, known world wide as India's 'Metro man', resigned as the chief of the Delhi Metro Rail Corporation (DMRC) on Sunday, taking
Sreedharan, who has been the managing director of the DMRC since its inception, announced his resignation at a press conference here and expressed "lot of pain and remorse" over the pre-dawn accident in south Delhi. Incidentally, Sunday was Sreedharan's birthday and he turned 77.
The DMRC chief announced a four-member committee to probe into what caused the accident, claiming five lives, and said the committee has been tasked with giving its report within 10 days.
"I have been in charge of the Metro since beginning. I take full responsibility for the accident, and having taken the full moral responsibility I resign as the managing director of the Delhi Metro," Sreedharan told reporters.
"I may not be directly connected with the accident. But I am the head of the organisation and have to take the moral responsibility," Sreedharan said.
The 77-year-old, who has come to be known as "Metro Man" for delivering to the capital a world-class Metro rail system, sent his resignation to Delhi Chief Minister Sheila Dikshit and Governor Tejendra Khanna following the accident around 5.00 a.m. Sunday.
In one of the worst accidents involving Delhi Metro, a span under construction in a congested area of south Delhi collapsed Sunday morning, killing five people, including an engineer, and injuring 15 others.
The span that collapsed was part of an elevated section of the Delhi Metro Rail Corporation's (DMRC) new route on the Central Secretariat-Badarpur section. The accident took place around 5 a.m. at the construction site at Zamrudpur near Amar Colony. A launching girder along with a portion of the pier set up on pre-fabricated pillars collapsed.
"I have been working as the in charge of the Delhi Metro project for 10 years... We have maintained fairly high standards of safety. The first accident was in Laxmi Nagar and was a jolt. But today is still a bigger jolt.," Sreedharan said.
"This is more serious, according to me, than Laxmi Nagar," he added.
This Metro section was slated to open by September 2010, a month before the Commonwealth Games next year. However, Sreedharan said that the accident would cause "serious" delay in the completion of the line besides inflicting a damage of Rs.6 crore (Rs.60 million).
"Due to this accident, the estimated damage is Rs.6 crore (Rs.60 million) to the whole work. This accident is going to cause a serious delay. We anticipate on this section a delay of at least three months," said Sreedharan.
Sreedharan has been responsible for the construction of the Metro rail project in Delhi, which uses some of the most advanced technology in the field of civil, electrical, signalling and telecommunication engineering worldwide.
Sreedharan was earlier responsible for building the largest rail project in India after Independence by linking the west coast of India through the 760 km-long Konkan Railway line.
He has been conferred several honours, including the country's fourth highest civilian award, the Padma Shri in 2001 and he was named the Asian Hero by the Time magazine in 2003.
Railways plan budget hotels at major stations
NEW DELHI: The railways ministry has asked the Indian Railway Catering and Tourism Corp (IRCTC) to set up budget hotels at all major stations
"IRCTC follows the two packet open competitive bidding system to grant licenses. Tender for each site is separately issued by IRCTC," Minister of State for Railways E. Ahamed told the Rajya Sabha Friday.
The ministry will give land on license to IRCTC for 30 years on a revenue-sharing ratio of 40:60 between the railways and IRCTC, the minister said.
Apart from that, there is a nominal land license fee to ensure that the total earning for the railways is not less than 2.5 percent of the market value of the land, Ahamed added.
The detailed contract conditions with the licensee are framed by IRCTC.
Railways in talks with EMD for tech transfer
KOLKATA: The Railways is negotiating with Electro-Motive Diesel (EMD) of US, an erstwhile arm of US automaker General Motors, for technology
"Railways is in talks with EMD for advanced technology to induct new locomotives which will have higher horsepower in the future," an official in the Railways told ET.
EMD, one of the world's largest builders of railway locomotives in terms of overall sales, was recently hived off as a separate company from its parent, the US automobile giant General Motors. Railways earlier had a 10-year technology agreement, which got over in 2006. In the aftermath of the US recession, the company is increasingly looking at India and the railways to scout for new business.
The Railways has been manufacturing diesel locomotives of 4,000 HP based on EMD design at the Diesel Locomotive Works (DLW), its dedicated facility for such engines in Varanasi. More recently, however, Railways has started manufacturing locos of 4,500 HP. By the end of 2009-10, DLW is likely to completely switch over to manufacturing such locos. The road ahead is to introduce locos of 5,000 or higher HP, for which the Railways is keen to source the best technology.
Last year, DLW produced its best-ever output of some 257 locos, including 80 EMD type. A majority of DLW's production caters to the Railways with corporates, including power and steel companies, accounting for the rest. In addition to this, Diesel Loco Modernisation Works at Patiala has also been regularly taking up the job of upgrading older 2,600 HP locos into 3,100 HP ones.
The target is to upgrade a substantial part of the 5,000 locos in operation. At the same time, these locos are also being retro-fitted with advanced micro-processors.

However the survey work in Assam portion is suspended due to obstruction by local people. For the current fiscal an outlay of Rs 5 crore is earmarked and the project is targeted to be completed by March 2014.
Similarly, final location survey is in progress for the Dimapur-Zubza (kohima) railway link in Nagaland. Location survey was stopped in a portion due to objection by villagers. An amount of Rs 5 crore is earmarked for this fiscal and the project is scheduled to be completed by 2015.
Agaratala-Sabroom new line work is under progress. Location survey is completed from Agartala to Sabroom and land acquisition is under process. The project is targeted to be completed by 2014.
The gauge conversion work between Lumding-Silchar-Jiribam and Badarpur to Kumarghat is under way. Overall physical progress of the work is 43.89 percent. However the progress of the work is badly affected due to militancy, law and order problems. Project is slated to be completed by March 2012. For this fiscal Rs 100 Crore is earmarked for the project.
Tenders are invited for the Rangapara North to Murkongselek railway track. Railway minister, Mamata Banerjee has however asked to ensure strict adherence to time schedules for completion on these projects, senior officers are being entrusted with their close monitoring.

| MUMBAI: The country's top 10 firms saw their total market capitalisation being wiped out by over Rs 1,73,000 crore last week, and Mukesh RIL lost Rs 38,935 crore in market valuation, with its market cap dipping below Rs three-trillion mark to Rs 2,79,897 crore during the week ended July 10, 2009, as against Rs 3,18,832 crore in the previous week. Shares of the company on Friday ended 12.21 per cent lower at the BSE to close at Rs 1,778.40. The total market cap of the top 10 firms, comprising four private and six state-run companies, fell Rs 1,73,462 crore at Rs 14,31,433 crore last week as against Rs 16,04,896 crore the previous week. State-run firms Oil and Natural Gas Corporation Limited (ONGC) and National Thermal Power Corporation (NTPC) together lost Rs 40,872 crore in market cap. The total market valuation of ONGC stood at Rs 2,10,967 crore and NTPC at Rs 1,59,344 crore on Friday. Telecom services provider Bharti Airtel lost Rs 6,635 crore in market cap but moved up one place to fourth position on the top ten list. Minerals and Metals Trading Corporation of India slipped to fifth position from fourth after losing Rs 21,181 crore. Market cap of Airtel stood at Rs 1,48,509 crore and of MMTC at Rs 1,36,384 crore. Mining major National Mining Development Corporation (NMDC) lost Rs 20,398 crore from its market cap to end the week at Rs 1,22,549. Further, IT bellwether Infosys Technologies jumped to seventh place from ninth, though it lost Rs 4,264 crore while State Bank of India slipped to eight slot from seventh after losing Rs 16,954 crore. During the week, Infosys beat forecast with better-than-expected 17.28 per cent growth in net profit at Rs 1,527 crore compared to a year earlier period. The company ended the week with a market cap of Rs 98,939 crore. Bharat Heavy Electricals Ltd slipped to ninth position from eight after losing Rs 9,663 crore from its market valuation and engineering major Larsen & Toubro (L&T) lost Rs 14,560 crore. The market cap of BHEL and L&T stood at Rs 97,153 crore and Rs 79,692 crore respectively. Jackson was killed for his billion-dollar assets, claims sister
LONDON: Pop legend Michael Jackson's elder sister La Toya has claimed that the singer was murdered by people conspiring to lay their hands on his
"Michael was murdered, and we don't think just one person was involved. Rather, it was a conspiracy of people. I feel it was all about money. Michael was worth well over a billion in music publishing assets and somebody killed him for that. He was worth more dead than alive," she said in a four-hour interview to the News of the World.
La Toya, 53, however, refused to name people involved and said: "I can't say who I believe is responsible as I don't want to jeopardize the police investigation."
She also said that Jackson feared he could be targeted in a conspiracy.
"A couple of years ago, Michael told me he was worried that people were out to get him. He said that 'they're gonna kill me for my publishing. They want my catalogues and they're gonna kill me for these'," she said.
"Michael was being controlled. No one could get through to him...Michael was being inappropriately treated by people who got him hooked on drugs," she added.
Millions of dollars in cash and jewels disappeared from the "Thriller" star's house the day he died in his rented Los Angeles mansion June 25, she claimed.
"Michael always had cash in his homes, usually around 2 million pounds which he used to keep. People said he wasn't wealthy, but Michael always had money with him," she said.
"When I went to the house later that day, there was no cash or jewellery. So many people had been through that house before I got there. Someone went in there and did a good job. It was very strange," she added.
She also revealed that the staff loyal to the pop star were fired within hours of his death.
"When the family returned to his rented Holmby Hills mansion at 11:30 pm on the day of his death, we were told all the guys loyal to Michael had been fired. I couldn't work it out."

Revival efforts start paying off, NTC Mills on hiring mode in Coimbatore
COIMBATORE: Not long ago, a bleak future starred at a group of National textile corporation operated spinning mills in the texcity Coimbatore.
The sick mills encountered problems like surplus workforce, vintage machinery and lower output. Now, they are on a come back trail thanks to the modernisation programme.
What is more, the four NTC run mills are on a hiring mode. The mills revived by the textiles ministry through a modernisation scheme at a cost of Rs 64.35 crore in the last twelve months, are looking to hire an additonal 1000 workers to increase production.
The mills- Cambodia Mills, Coimbatore Murugan Mills, Pankaja Mills and Rangavilas Ginning, Spinning & Weaving Mills are seeing the benefits of the modernisation scheme.
While the Cambodia Mills weaving unit was upgraded with imported machinery, the other three mills had also equipped themselves with latest technology. Apart from importing machines from China, NTC also procured latest machines from LMW, the Indian textile machinery major.
While the formal inauguration of the mills ( after modernisation) is scheduled to take place later this month, they have already kick started production. "After the modernisation, the four mills are working at 80% capacity and they have also reached breakeven in the last two months," NTC southern region chief GM (technical) M M Chockalingam told ET.
"We need additional 1000 workers to reach 95% utilisation level ," he added. Currently there are 2337 permanent workers and around 2000 causal workers employed in the four mills.
"We have already received more than 1000 applications for the vacant spots and it is in the process of scrutiny. We will soon call them for interview and hire them on our rolls as casual workers. Later, we will shift them to fill the permanent vacancies and pay occupational salary," said a senior executive in NTC.
Currently, NTC pays around Rs 125 to Rs 135 per day for casual workers and up to Rs 6000 per month for permanent employees.
Apart from aiming to make profits, the four mills are also ready to compete with private mills by producing value added products. Following upgradation of machines, the spindles speed has gone up to 21000 RPM from the earlier 13000 RPM. "We are expecting a increase in production from earlier 60 to 65 gram per spindle to up to 100 grams per spindle," said Mr Chockalingam.
He said, among the four, Coimbatore Murugan Mills and Rangavilas Mills are the top performers and they are specialised in producing round form hand yarn, which would be useful for handlooms. "These two mills would mainly produce cotton yarn and new value-added products like slub yarn, high twist yarn and cotton 2/1 gassed mercerized yarn," he added.
The other two mills would concentrate on 100% polyester yarn and also polyester mixed with cotton and viscose yarns respectively. The mills are also planning to produce hosiery yarn as a value-added product. Mr Chockalingam said the yarn from the four mills would go to all the important markets in India apart from supplying to local markets in Tirupur, Somanur and Erode.
In the last 30 to 35 years, ten mills had come under the purview of NTC in the texcity. When four mills were shutdown (two sold and two under litigation), surplus workers were relieved through VRS scheme or accommodated in other running mills. Two more mills namely, Sharadha Mills and Coimbatore Spinning & Weaving Mills are to be operated under JV and the remaining four revived through modernization scheme.
Figures available from NTC show that nearly 2352 people opted for VRS scheme following closure of mills or on medical grounds. Also more than 2000 people had retired from these mills and NTC hasn't filled up the vacancy following ban on recruitment.

The $55-billion Indian textiles sector surely had high expectations from Pranab Mukherjee after one million layoffs and partial shutdowns of The chairman of the Rs 3,000-crore Vardhman Group, SP Oswal, went on to say that the sector has been left untouched this year. So, was it really a no-show Budget for the textiles sector? Not really, But certainly an opportunity missed to lift this export-oriented and labour-intensive sector out of its current crisis, according to the Confederation of Indian Textile Industry chairperson, RK Dalmia. While the reintroducton of 4% optional excise duty on cotton textiles would benefit the domestic industry, the hike in duty from 4% to 8% on man-made fibres (MMFs) will further increase the disparity between natural fibres and MMFs, reducing the latter's profitability. Also, the much-hoped announcement of a national fibre policy will have to wait. "The proposals are a mixed bag of positives and negatives, but don't have the potential to bring the industry back on track, neither in terms of growth in production nor in exports," he said. As for the positives, the substantial increase in allocation for Technology Upgradation Fund Scheme from Rs 1,090 crore last fiscal to Rs 3,140 crore in 2009-10, would help clear the backlog of central assistance, he said. The FM increased allocation for integrated textile parks and announced handloom clusters each in West Bengal and Tamil Nadu and one powerloom cluster in Rajasthan. The Budget also announced mega clusters for carpets at Srinagar and Mirzapur, Uttar Pradesh. However, according to Mr Dalmia, the benefit of these measures would take a while to materialise. Surat, the MMF capital of the country, lost 3 lakh labour in 2008-09 owing to volatile crude prices in early 2008. Indian Spinners' Association president VK Ladia said the decision to increase the excise duty on MMFs is the "last nail in the coffin". At least 23 policemen have been killed in an attack by suspected Maoist rebels in eastern India, police say. It happened in Chhattisgarh state, 90km (56 miles) west of Raipur.
