Itanagar, June 23: The 2,400MW Lower Siang hydel project has run into rough weather, with nearly 30,000 people living upstream and downstream along the Siang river opposing the proposed project.

 

The residents fear that the project will submerge vast areas. It also poses a threat to the life and property of thousands of people living in Assam's Dhemaji district.

 

The president of the Lower Siang Project Affected Peoples Action Committee (LSPAPAC), Orat Panyang, today said the state government entered into a memorandum of agreement (MoA) with M/s Jaiprakash Associates Ltd on June 22, 2006, without taking the people of the area into confidence.

 

Panyang today met the chief minister Dorjee Khandu and submitted a memorandum seeking his intervention to scrap the project.

 

Under the project, a dam would come up on the confluence of the Siang and Yamne rivers in the vicinity of Pongging and Bodak villages of Upper and East Siang district.

 

The reservoir could also wash away a 200-year-old cave, the habitat of thousands of bats.

 

The villagers of Pongging, Bodak, Silli, Jeru, Sibum, Padu, Sisen, Rottung, Kebang, Pangin-Boleng and Dite-Dime along the upper reaches of the river and the downstream ones of Yeksi, Ayeng, Mebo, Sigar, Raling, Motum, Mebo, Borguli, Seram, Namsing, Gadum, Mer, Berung and Pasighat, the headquarters of East Siang district, have been living in fear of inundation..

 

"We met chief secretary Tabom Bam on May 30 and submitted a memorandum, demanding that the state government stall the project," a villager said. The East Siang district administration convened a meeting with the affected people and Jaiprakash Associates, the executing authority of the project, on June 9 at Pasighat
