Need for developing appropriate plan for training of water resources professionals - Shri Punjiyar
CONFERENCE OF SECRETARIES OF WATER RESOURCES OF STATES AND UTs HELD
New Delhi : June 24, 2009
A Conference of Principal Secretaries and Secretaries of Water Resources, Irrigation, Minor Irrigation, Flood Management, CAD and Ground Water Departments of the States and UTs was organized by the Ministry of Water Resources here today. Shri U. N. Punjiyar, Secretary, Ministry of Water Resources in his augural address said that the objective of this meeting is to provide a forum for discussing broad issues of policy, plan, strategy, guidelines, constraints and way forward and sharing our experiences with a view to identify the best possible approach to address the issues related to water resources.
Shri Punjiyar emphasized that there is a need for developing appropriate plan for training of the water resources professionals at all levels - senior, middle and junior level. The State Governments may identify and indicate the areas of training as per their requirement and depute their officers for participating in the training programmes organized by the Ministry and its other organizations.
Shri Punjiyar said that there is a need to identify a specific topic for research for addressing the specific problems in water sector and undertake necessary studies and research on priority. Fortunately, many states have research institutes which need to be rejuvenated. Ministry of Water Resources also provide assistance under its 'Research and Development' Programme for carrying out research. He requested the States to submit necessary research proposals in this regard.
The Secretary mentioned about the institutionalization of 'National Water Mission' under the National Action Plan for Climate Change. The Ministry has forwarded the copy of draft mission document for National Water Mission to all the States and Union Territories for information and advance section, which will be discussed in the meeting of the National Water Board planned to be held in August, 2009. He called upon the States to establish a "Climate Change Cell" under the Department of Water Resources or the Department of Irrigation at the earliest.
