United Nations (PTI): Climate change could uproot millions in the future causing displacement and migration, warns a new UN-supported report.
The report said that displacement will get worse "unless vulnerable populations, especially the poorest, are assisted in building climate-resilient livelihoods."
Researchers interviewed more than 2,000 migrants in various parts of the world and mapped climate change in the Ganges, Nile and Mekong deltas, Tuvalu and the Maldives, among other areas.
The publication supported by the UN University (UNU), UNHCR, the World Bank, Columbia University and the NGO CARE was launched at the UN climate change conference under way in Bonn, Germany.
"In coming decades, climate change will motivate or force millions of people to leave their homes in search of viable livelihoods and safety," it said.
"Unless aggressive measures are taken to halt global warming, the consequences for human migration and displacement could reach a scope and scale that vastly exceed anything that has occurred before," it warned.
Koko Warner of UNU's Institute for Environment and Human Security told UN Radio that the majority of the migrants polled said that the environment has affected their decision on where and how to live.Obama tells Manmohan he wants to deepen India-US ties

New Delhi, June 11 (IANS) US President Barack Obama is committed to broadening and deepening relations with India, according to a letter from him given Thursday to Prime Minister Manmohan Singh.
US Undersecretary of State William Burns handed over the communication from Obama to the prime minister.
"I conveyed a personal message from President Obama which underscores his commitment to broadening and deepening relations between India and the US," Burns told reporters later.
"The US views India as one of our key global partners in the 21st century. We can accomplish a lot together in the days to come," he added.
Earlier in Washington, the US special envoy for Afghanistan and Pakistan, Richard Holbrooke, disclosed that Burns was carrying a letter from the president for Manmohan Singh.
"It's a private letter," said Holbrooke, declining to disclose the contents. "But the important thing is that the number three person in the Department of State has gone to India … immediately after the (Indian parliamentary) election," he said.
"And without getting into Indian politics, all I can say is that all of us - Secretary (of State) Hillary Clinton, Bill Burns, myself, President Obama - everyone looks forward to working with the newly elected Indian government."

The US diplomat carried a private presidential letter for the Indian government, with whom the Obama administration is looking forward to work with. The aftermath of devastating cyclone Aila that ravaged large parts of the West Bengal delta May 25 could cause lasting ecological damage to the Sundarbans, the world's largest mangrove forest, experts fear.Environment experts and wildlife conservationists say the huge displacement caused by the cyclone may force many of the estimated 400,000 people who live among the mangrove forests, the narrow creeks and the wide rivers to enter protected forests, thereby seriously threatening one of the richest but most fragile ecosystems on earth.
"Aila has inundated the entire Sundarbans region and displaced thousands of residents in the islands. They have lost everything in the natural calamity. They are now living under the open sky with their families and children," WWF senior programme officer Subhro Sen told IANS.
Sen, along with his team works extensively in the Mousuni island, located in the western part of the Sundarbans.
"The agricultural lands and all water bodies are now filled with saline water. People who get their livelihood through vegetation, fisheries and cattle farming have landed in deep trouble. Everything has been washed away by the cyclone and the rural economy has virtually collapsed," he said.
According to Sen, the have-nots in the Sundarbans would now start entering the forest territories in search of a livelihood once the flood water recedes from the island region. This will largely disturb the Sundarbans biosphere that harbours rare animals like the estuarine crocodile, fishing cat and Gangetic dolphin.
"It will force marooned residents to depend more on forest products like honey and timber. This apart, people will also go for crab catching, fishing in the creeks and enter the restricted areas," he said, adding: "Lack of livelihood resource could also increase incidents of poaching in Sundarbans as people will be left with few options".
The alluvial archipelago called the Sundarbans, formed by 56 riverine islands, has been declared a World Heritage site by Unesco for its rich biodiversity and is home to the famous Royal Bengal Tiger.
Located in South 24 Parganas district of West Bengal, it is a vast area covering 4,262 sq km, including a mangrove cover of 2,125 sq km in India alone, and a larger portion in Bangladesh.
"As far as the environment and wildlife are concerned in Sundarbans, we're on the verge of another disaster just due to lack of administrative action and a disaster management plan on the part of the government," social worker Tushar Kanjilal told IANS.
Kanjilal runs a welfare organisation, Tagore Society for Rural Development, in the Sundarbans and has been working on various social and environmental projects in the deltaic zone since 1967.

"If the basic problems of Sundarbans' residents are not addressed properly, the situation will worsen further. This would also affect the environment and wildlife too. Aila is not the last disaster. I am sure there will be many other cyclonic disasters; some of them could be more intense than what we've seen this time," he said.
The Sundarbans delta, formed by the myriad branches of the Ganga, has forest tracts that reach 130 km inland from the coastline. It forms the most effective barrier against tidal surges and tsunami waves known on earth. The flip side is that the area itself is on the frontline of natural disasters.
"As an alternative, we've suggested that the state government and local bodies like panchayat and zilla parishad should encourage people to build elevated structures to save human habitations from any flood-like situation in future," Sen said, adding that the government can also promote saline paddy cultivation in that salt-water belt as a sustainable alternative.

The US on Thursday pushed for resumption of Indo-Pak dialogue while emphasising that the resolution of the Kashmir issue should take into account the "wishes" of the people of the state, resonating Pakistan's view.
US Under Secretary of State William Burns told a press conference in New Delhi after discussions with Prime Minister Manmohan Singh that the "pace, scope and character" of the Indo-Pak dialogue, suspended since the Mumbai terror attacks, be decided by the leaders of the two countries.
"The US has always welcomed dialogue between India and Pakistan. But it is also obvious that pace, scope and character of that dialogue is something Indian and Pakistani leaders have to decide. And how and when to approach that dialogue is also something for them to decide," he said.

Burns meets Advani
US Under Secretary of State William Burns on Thursday met Leader of Opposition L K Advani and is understood to have discussed Indo-US bilateral ties and the situation in Pakistan with him.
Burns, who is the first senior official of US President Barack Obama's administration to visit India after the recent Lok Sabha elections, spent about 45 minutes with Advani.
"Since this was the first visit of a senior US official after the new government took over in India, several bilateral issues and Pakistan government's lack of sincerity towards India after the Mumbai terror attacks came up for discussion," a source close to Advani told PTI.
India, US to form Joint Working Group for ties in education
Seeking to take forward cooperation in the education sector, India and the US on Thursday agreed to set up a Joint Working Group which will focus on institutional linkages in the fields of secondary, higher and vocational education.
The Joint Working Group will be headed by Union Minister of Human Resource Development of India and its equivalent from the USA.
This was decided at a meeting between HRD Minister Kapil Sibal and a US delegation headed by William Burns, Under Secretary, Political Affairs here.
The visiting delegation expressed keen interest in pursuing a bilateral dialogue with India for fruitful cooperation in the field of education.
The Joint Working Group will meet once every year alternately in India and USA and will focus on having institutional linkages in the area of secondary, higher and vocational education, officials said.

Minority Affairs Minister Salman Khursheed on said that there is no point getting into a futile argument on reservation for Muslims till a Constitutional amendment enables it and instead favoured affirmative action for the betterment of the community.
"One day it might be possible if you get consensus in the country and you get a constitutional instrument by which it (reservation) could be done," he told PTI.
While arguing that he was not against reservation for minorities, he stressed the need for the "majority's acceptance, support and willing implementation in the empowerment of minorities". Till then why get into a futile argument, he wondered.
But reservation is not the only way (for minority welfare), he said, adding, "affirmative action has many other ways".
The minister said he would rather focus on existing tools to carry out minority welfare work.

Freeing petrol and diesel prices from official control, restoring tax breaks on natural gas production and tax holiday for private oil refiners should be part of the government's agenda in the first 100 days, industry wished.
The Petroleum Federation of India, the apex body of public and private oil firms, has submitted to the Oil Ministry a 100-day agenda for the new Government.
On top of its list is decontrol of petrol and diesel prices. Currently, public sector retailers sell auto fuel at Government-dictated rates, which the private sector competition is unable to match in times of high input cost (crude oil prices).
Petrofed has asked the Government to operationalise the March 28, 2002, resolution that freed petrol and diesel price from administrative control. State retailers fixed retail selling price every fortnight based on international rates till 2004 when the UPA came into power for the first time and brought back administrative controls.
The Federation also wanted the Government to gradually phase out subsidy on domestic LPG through provision of subsidy to families through coupons/smart cards. Also, it wanted the Government to provide targeted direct subsidy administered through a smart card system for distribution of kerosene.

Milad-un-Nabi, Mahavir Jayanti, Independence Day, Idu'l Fitr, Mahatma Gandhi's birthday, Dussehra, Guru Nanak's birthday and Christmas Day fall on either Saturday or Sunday next year.
Government declared holidays are Prophet Mohammad's birthday (February 27), Holi (Mar 1), Ram Navami (Mar 24), Mahavir Jayanti (Mar 28) Good Friday (Apr 2), Buddha Purnima (May 27), Janmashtami (Sept 2), Idu'l Fitr (Sept 11), Dussehra (Oct 17), Diwali (Nov 5), Idu'l Zuha (Nov 17), Guru Nanak Birthday (Nov 21), Muharram (Dec 17) and Christmas Day (Dec 25).
'PSUs to be nursed to health before disinvestment'
The government is working on a plan to nurse sick public sector units back to health before any disinvestment takes place in these companies, Chairman of the PSUs revamp board Nitish Sengupta has said.
"Yes, we want to bring the loss-making companies to record operating profits before they can be disinvested," the Board for Reconstruction of Public Sector Enterprises (BRPSE) Chairman told PTI.
Although, the government would not disinvest its equity in PSUs below 51 per cent, it could go in for strategic partners for those firms which are chronically sick and cannot be revived, the BRPSE chief said.
The board has convened a meeting on June 26 to consider few cases, including that of ITI Ltd, Bangalore and Burn Standard Company Ltd, Kolkata.
The board is also keen on studying the case of Air India, which is in the process of integration with Indian under the entity — National Aviation Company of India Ltd (NACIL).
"We have requested the Ministry of Civil Aviation that we would like to study Air India, they have not yet replied," he said.
India adds over 8 mn GSM mobile users in May
The GSM-based mobile operators in the country added 8.3 million subscribers in May taking the total subscriber base to 306.4 million.
As per the data released by the Cellular Operators Association of India (COAI), the total number of GSM subscriptions in India reached 306.4 million in May compared to a subscriber base of 298.1 million in April.
Bharti Airtel maintained its leadership position in the GSM-space with a market share of 32.48 per cent.
Airtel hit the landmark of reaching 100 (99.5) million subscriber mark with the addition of 2.8 million subscribers in May.
By adding 2.5 million new GSM subscribers, Vodafone Essar took its subscriber base to a total of 74 million. In April, Vodafone had added 2.7 million subscribers.
Idea Cellular with 14.84 per cent market share has added 1.3 million subscribers taking its subscriber base to 45.4 million.
Among the public sector players, BSNL's total subscriber base touched 48.1 million subscribers as it added 4.5 lakh users in the month of May.
The subscriber addition in May dropped drastically for BSNL as in April the firm had added 1 million new users.
BSNL has a market share of 15.72 per cent.
MTNL has managed to add 38,036 users taking its subscriber base to 4.2 million.

India's image as a safe investment destination has been further cemented by the post- poll stock market rally and global investors would keep coming in with huge funds during 2009, ICICI Securities' chief Madhabi Puri Buch said on Thursday.
"Market should sustain its growth momentum. The FII (foreign institutional investment) liquidity will also continue... We have a large number of FII clients and they all are very bullish about Indian market," she told PTI in a telephonic interview.
Buch noted that about 90 global funds, at a conference hosted by I-Sec in March, had said that "even if markets went down, their India allocation would be intact."
"That was the time when things were not so rosy for the stock market and there was a level of uncertainty among the investors... Despite that the funds were bullish about India," she added.
The MD and CEO of the country's top equity brokerage house said that in less than two and half months of the current fiscal, FIIs have already pumped in $6.3 billion -- which is more than half of the total outflow of about $11 billion in the previous fiscal 2008-09.
ATS submits chargesheet against Maoists arrested in 2007
Two years after the arrest of suspected Maoists - Shridhar Srinivasan and Vernon Gonsalves - Maharashtra Anti Terrorism Squad (ATS) has submitted a chargesheet against the two for initiating 'Guerilla war' against the state.
"As a part of the banned organisation, all the accused were initiating armed guerilla war against the state," said the chargesheet submitted before a sessions court on June 8.
According to the prosecution, while Srinivasan was a national member, Gonsalves was a state leader of the Communist Party of India (Marxist-Leninist).
The duo, along with four other absconding accused -- Gajrala Sariayya, Milind Teltimbde, Ishkara and Seema Hirani -- have been booked for heinous crimes of waging war and indoctrinating men to wage war against the country.
They are also charged for collecting money to hatch a criminal conspiracy and involving in organised crime syndicate.
If the charges are proved, they can face a maximum punishment of death penalty.

The latter may be because he is buoyed by the substantive mandate his party enjoys. Whatever the reason, the change is welcome. We only hope it is a sign of things to come. After outlining his government's priorities, Singh has now chalked out the rules of the game for his ministers. In a written note sent out to his council of ministers, Singh has touched upon issues from performance to giving more responsibility for young ministers. He wants ministers to get cracking on their 100-day agendas, which Singh expects to be in step with the government's stated vision. Importantly, Singh has instructed his ministers to "speak in one voice" which, when translated, means no more shooting one's mouth off on policy and controversial issues. The last government had several loose cannons, with ministers often playing out their turf wars in public. They created unnecessary controversies, deflecting attention from governance. It's time to bring such tamashas to an end. Singh has forbidden ministers from going public on policy issues - especially when they concern more than one ministry - until they have been cleared by consensus in cabinet. This stress on consultative governance is heartening. Just as Singh is being firm in dealing with his cabinet colleagues, he must brook no attempts by allies hell-bent on stalling the reforms agenda for their own political gains. Already the DMK and Trinamul Congress have cried foul at plans to divest public sector undertakings. We can expect more resistance when it comes to reforms in the insurance, education and retail sectors. Increase in social sector spending is vital. But the funds for that will not come out of thin air. Divestment and opening up our markets further are not mutually exclusive to shoring up the social sector and poverty alleviation; the latter, in fact, will depend on the former. We witnessed how the previous government was held hostage by the Left, and the reforms agenda was put in the deep freeze. Singh, the architect of India's first generation reforms, must put the development and reforms programmes on fast track, and make this clear to UPA allies right at the beginning. Else, this government could end up being in the same limbo as the previous one. Wish India provided all information on 26/11 'in one go': Pak
Islamabad (PTI) Pakistan on Thursday said it wished India had provided all evidence and information regarding the Mumbai terror attacks "in one go" and maintained that it was still awaiting the English translation of some material handed over to it last month.
To a question at his weekly news briefing on addressing India's concerns regarding the 26/11 attacks, Foreign Office spokesman Abdul Basit said Pakistan is committed to bring the "perpetrators of this reprehensible act to justice" and is "sparing no efforts" in this regard.
Pakistan is "not apologetic" on the issue of Mumbai attacks and sincerely believes that matters like terrorism and extremist violence can only be addressed through dialogue, he added.
At the same time, he said Pakistan wished that India had provided all evidence and information regarding the attacks "in one go".
Part of the information given by India on May 20 in various languages had now been provided in an English translation and Pakistan is now awaiting the remaining material, he said.
"This shows both sides are cooperating and have a constructive mindset about moving forward. It also underlines that bilateral cooperation is so important. Otherwise it will be difficult to address all these issues," he said.
Pak Army reaches Waziristan edge, minister attacked
Islamabad (PTI): Pakistan's war against Taliban on Thursday reached the edge of Waziristan, the suspected sanctuary of top commanders of Taliban and al-Qaeda, killing 66 militants as extremists made an abortive bid to assassinate a senior NWFP minister.
Fighting raged between the Army and Taliban in south Waziristan, the main base of Pakistan Taliban chief Baitullah Mehsud, as 400 militants attacked two military forts trigerring fierce clashes that left 22 extremists and three soldiers dead.
"400 Taliban militants attacked Siplatoi and Jandola forts late last night in which three soldiers embraced shahdat (martyrdom) and five injured, while 22 militants were killed," a military statement said.
Heavy fighting also raged in Bannu, Hangu and upper Dir, also on the fringes of Waziristan district, where attack helicopters and artillery pounded Taliban positions killing 34 militants and apprehending three.
Ten Taliban fighters were also reported killed in Pechor in the restive Swat valley, the home town of local Taliban commander Maulana Fazlullah who carries a bounty of Rs 50 million on his head.
A senior minister of the North West Frontier Province Mian Nisar Gul was wounded after suspected militants ambushed his car while he was travelling to the provincial capital Peshawar. Three of his bodyguards were killed.
Three gunmen ambushed the car of Gul, who is the Prisons Minister, spraying the car with automatic fire.
However, his car despite being hit managed to speed away, local police officials said.
The minister was later rushed to hospital for emergency treatment and officials said he has received three gun shot wounds, but his injuries are not life threatening.
The clashes in south Waziristan, a remote area bordering Afghanistan, came amidst speculation that the Pakistan army was poised to launch major offensive there on the footsteps of operations in Buner, Swat and Dir.
Meanwhile, Pakistani and western security experts said the two commando-style attacks in the past one week by suspected Taliban militants indicate that they have acquired the capability to pierce iron-fortified gates, concrete barricades and cordons of armed guards.
"Such a level of sophistication may have been used in Afghanistan but rarely seen in Pakistan. They are meant to indicate that Taliban will strike soft targets if their strongholds are attacked," experts said.
They said the attack on Pearl Continental Hotel in Peshawar on Tuesday as well as attack on ISI provincial headquarters were identical as in both cases heavily-armed militants had targeted security guards to allow exposive-laden trucks to pass through their targets.Scientists urge G8+5 leaders to speed up low-carbon
Tokyo, June 11 (PTI) Warning that climate change was taking place "faster than previously estimated," a group of scientists from developed and developing countries, including India, have appealed to world leaders to accelerate the development and introduction of low carbon technologies to tackle global warming.
Scientists from the G-8 nations and five other states -- Brazil, India, China, South Africa and Mexico -- who met here ahead of the July 8-10 summit of the G-8 in L'Aquila, Italy, issued a statement, emphasising the urgency of adoption of "green technologies."
The statement warns that "climate change is happening even faster than previously estimated" and "the need for urgent action to address climate change is now indisputable."
Against this backdrop, the statement called on the governments to "collaborate in the implementation of low carbon and climate resilient infrastructure and technologies ... through the use of economic and regulatory instruments, to accelerate adoption of clear 'green' technologies."
It also emphasised the need for a rapidly increased adoption of renewable energy technologies such as wind, geothermal, solar energy, biofuels and wave power.
"The development of standards and certification for the environmentally sustainable implementation of these technologies is essential," Kyodo news agency quoted the statement as saying.China defends net filtering software amid outcry
BEIJING (AP) Chinese state media on Thursday issued an unprecedented defense of newly required Internet filtering software that must be packaged with every computer sold in China starting next month, after a public outcry at home and abroad.
Although the government says the software is aimed at blocking violence and pornography, users who have tried it say it prevents access to a wide range of topics, from discussions of homosexuality to images of comic book characters such as Garfield the cat.
Chinese authorities rarely feel compelled to justify their tight controls on the world's largest population of Internet users. They are quick to block content challenging the ruling Communist Party's positions on democratic reforms, religious freedom and policies toward Tibet.
Put on the defensive, state broadcaster CCTV announced on its noon news program Thursday that a ``vast number of parents and experts'' had endorsed the ``Green Dam-Youth Escort'' filtering software that must be packaged with all computers sold in China from July 1.
The official Communist Party newspaper Guangming Daily ran an almost identical report and praised the software as a breakthrough in the drive for ``civilized Internet management and access.''
The government has told computer makers the software must either be installed on the hard drive or enclosed on a compact disc. PC makers will be required to tell authorities how many computers they have shipped with the software, which is made by a Chinese developer under contract with the government.
Many industry experts have privately questioned the security of computers and stored information exposed to the software. The Washington-based Computer & Communications Industry Association has said that while blocking pornography is understandable, the technology can easily be expanded into more general censorship.
``The main difference is that it takes censorship down to the level of the individual computer,'' said Rebecca Mackinnon, a professor at the University of Hong Kong who studies censorship in the Chinese media and online.
That step ``very directly affects the individual, and what the individual can do on their computer, how they interface with the Internet,'' Mackinnon said.
Although porn sites are initially targeted, the program could be used to block other Web sites, including those based on keywords rather than specific Web addresses. Its developer said users could disable blocking of any site or even uninstall the software altogether.
A Ministry of Industry and Information Technology official went on CCTV Wednesday night to deny claims that the software incorporated monitoring or information-gathering functions.
``If there is sexual, violent or other sorts of content unsuitable for young people, then that content will be blocked,'' said Chen Ying, vice director of the ministry's department of software services industry.
However, the software requirement has prompted widespread derision among China's more than 250 million Internet users, who either accept government controls or have learned to evade them.
Users also mocked a temporary block on networking and image-sharing Web sites such as Twitter and Flickr last week over the 20th anniversary of the bloody crackdown on Tiananmen Square pro-democracy protests. An earlier attempt to ban foreign video content from Chinese sites fizzled with little fanfare.
The new software's blocking of content about homosexuality prompted a letter of protest from a coalition of Chinese advocacy groups representing gays and AIDS sufferers in the country.
Such content is crucial for psychological and emotional health, and it is ``absolutely reasonable and beneficial, as a result, to see the sites accessible over the Internet,'' the groups said in an open letter e-mailed to journalists.

Govt. slaps anti-dumping duty on imports of potassium carbonate
New Delhi (PTI) The government has imposed anti- dumping duty on imports of potassium carbonate, used in soap making, to guard the domestic industry from cheap shipments from EU, China, Taiwan and Korea.
The duty imposed would be ranged between USD 17.18 per tonne and USD 123.58 per tonne, the Finance Ministry said in a notification.
Potassium carbonate has been exported to India by the regions below the normal value of the chemical, it said.
The anti-dumping duty on potassium carbonate would be effective for a period of five years, it said.
India has already imposed anti-dumping duty on several items such as yarn, fabrics, some of the stainless steel products and chemicals imported from China.
Meanwhile, a WTO report recently said India topped the list of countries that have resorted to anti-dumping investigations between July and December 2008 to protect their domestic industries against cheap imports.
PwC, E&Y among eight shortlisted consultants by BSNL
New Delhi (PTI): State-run BSNL has shortlisted eight consultants, including Ernst & Young, McKinsey, KPMG and PriceWaterHouseCoopers, for its plans of mergers and acquisition, strategic partnerships and overseas forays.
A BSNL official told PTI that British Tele Consults, Value Partners, PRPM Consults and Diamond Management and Technology Consultants have also been empaneled.
The official said PwC has furnished a certificate to BSNL saying it has not been barred to deal with any PSU and BSNL, if found later so, it can terminate the services of PwC.
These consultants will have to enter into an agreement with BSNL by tomorrow. Each time BSNL undertakes an overseas initiative, these eight firms will be asked to quote their commission price and the the lowest bider will be selected for that particular job, the official said.
The official said the PSU is looking at Africa as an area of focus as it is an emerging region and also culturally, financially, African countries suits more to India firms.
The state-run firm, which so far concentrated only on the Indian market (except Delhi and Mumbai), has decided to expand overseas. New Delhi (IANS): The surge in the Satyam Computer Services scrip might prompt the scam-tainted IT major to issue fresh shares to its new owner Tech Mahindra, analysts say.
Tech Mahindra, which acquired 31 per cent stake in Satyam in a global auction, is required under the bidding process stipulations to make an open offer for another 20 per cent.
But existing shareholders may not be willing to part with their holding at a discounted market price.
Tech Mahindra's open offer is to be made at Rs 58 per share. Since Mahindra's 31 per cent stake acquisition April 13 - when the Satyam scrip was priced at Rs 54.90 - the stock has soared.
It closed at Rs 80.85 on the Bombay Stock Exchange on Thursday.
"This allotment would happen at the agreed price of Rs 58 per share, which is less than the current market price," said Jagannadham Thunuguntla, equity head at SMC Capitals, one of India's largest brokerage firms.
Because of this, there may not be too many takers for Tech Mahindra's offer — which just might work out in favour of the Mahindra and Mahindra IT arm.
"It is highly unlikely that Tech Mahindra will up its offer price. They would rather prefer to go in for a preferential allotment," noted Mr. Thunuguntla.
In the case of Satyam, market regulator Securities and Exchange Board of India (SEBI) has relaxed takeover norms to ensure 51 per cent stake for the new owner.
Under this special concession, the investor has the right to subscribe to additional newly issued equity so that the resultant share is 51 per cent.
"To that extent, it will work out in Tech Mahindra's favour, though they have taken a gamble by bidding for Satyam," added Mr. Thunuguntla.Oil near $72 on economic recovery hopes
VIENNA (AP) Oil prices hovered near $72 a barrel Thursday as investor optimism about a global economic recovery pushed crude to fresh highs for the year.
Oil has jumped from below $35 a barrel in March on expectations the worst of a severe U.S. recession was over. Traders are now beginning to price in a recovery and improving demand for crude by the end of the year.
Benchmark crude for July delivery rose as high as $72.18 a barrel and was up 55 cents to $71.88 by afternoon European time in electronic trading on the New York Mercantile Exchange. On Wednesday, it rose $1.32 to settle at $71.33.
The International Energy Agency added to investors' optimism Thursday, forecasting that the slump in global oil demand in 2009 would be slightly less severe than previously expected. The organization revised up its estimates for the first time in 10 months.
``Investors are expecting a quick turn around,'' said Ben Westmore, an energy analyst with National Australia Bank in Melbourne. ``If the data in the coming months shows there isn't a quick rebound, the oil price should fall.''
Prices rose despite indicators of continued economic problems. Chinese exports fell 26.4 percent in May from a year earlier while imports dropped 25.2 percent, the customs agency said.
Still, U.S. crude stocks have fallen for four straight weeks, suggesting demand could be recovering.
The Energy Department's Energy Information Administration said Wednesday that crude inventories fell 1.6 million barrels in the week ended June 5. Analysts had expected a build of 800,000 barrels.
``We might be seeing the early signs of a trend,'' Westmore said.
In Paris, the IEA said in its monthly survey that global oil demand would fall by 2.9 percent to 83.3 million barrels a day this year, 2.5 million barrels a day less than in 2008.
In May, the IEA was expecting a 3 percent annual fall in demand, the sharpest rate of decline since 1981.
Investors have also sought crude as a hedge against inflation on fears massive fiscal stimulus spending could weaken the U.S. dollar. The euro gained to $1.4029 on Thursday from 1.3990 the previous day.
Iran and Kuwait, members of the Organization of Petroleum Exporting Countries, said Wednesday the group may raise output if oil prices keep rising. OPEC slashed output 4.2 million barrels a day between September and January in a bid to bolster prices.
The group appears to have plently of marketable crude in reserve.
Saudi Arabia's ``production capability will reach 12 million barrels a day in the next couple of weeks,'' said Vienna's JBC Energy, citing Saudi Aramco, the kingdom's oil company. A JBC newsletter said the Saudis last month were pumping 7.9 million barrels a day.
In other Nymex trading, gasoline and heating oil for July delivery both rose by more than a penny to $2.03 a gallon and heating oil gained more than a cent to fetch $1.84. Natural gas for July delivery was up by more than 3 cents at $3.74 per 1,000 cubic feet.

New Delhi (PTI): Indian economy may grow at 7.2 this fiscal on the back of improvement in consumer sentiment, policy reforms and projected growth in agriculture and industrial sector, a Assocham survey said.
In a survey of 300 businessmen, about 42 per cent of the respondents said that policy reforms would cast large impact on the GDP growth.
"Indian economy is expected to register a GDP growth rate of 7.2 per cent in 2009-10 on account of improvement in consumer sentiment, rural India and policy reforms," the chamber said.
Majority of the respondents said that the government would be able to bring about significant reforms this year, and about 91 per cent believed that there are good chances of improvement in consumer sentiments in the following months.
About 40 per cent respondents felt that isolation of the rural India from the impact of recession has a huge impact on the GDP growth rate, it said.
"The agriculture sector is expected to record the growth rate of 3.5 per cent as good monsoons, better crop prices and upward revision of the crop forecast has ensured a healthy growth rate for the agriculture sector," it said.
The industry sector which was reeling under pressure due to high interest rates, reduced demand and global recession is expected to record the growth rate close to 4.6 per cent in the fiscal.
With the improvement in consumer sentiment, increased government spending and anticipated reforms, the services sector is estimated to chart 9.7 per cent growth in 2009-10, Assocham said.
About 75 per cent of the respondents believed that government would use further fiscal incentives to stimulate the economy, it said.
However, the factors which continue to inhibit the economic growth rate from pacing up include poor state of the world economy and money market conditions, it added.Indian industry hopeful about economic situation
New Delhi (PTI): Corporate India is optimistic about improvement in the country's economic situation in the next 18 months and believes developing nations will become more powerful as a fallout of the global slowdown, a survey says.
According to a survey by the All India Management Association (AIMA), at a time when the global economy is experiencing the deepest downturn in 50 years, Indian managers are still showing optimism towards both the global and Indian economy.
As many as 61 per cent of Indian managers are bullish about the economy, while just about 7 per cent are pessimistic about the situation in the coming months, the survey said.
"With the stable government in power again, reforms will be unstoppable. Special focus should be laid on employment generating projects and increasing money flow in the economy besides reducing taxes to bring back both consumers and investors confidence," AIMA Research Committee Chairman BS Sahay said.
Despite higher optimism for the economy, about 35 per cent of those surveyed feel that economic recovery in India and rest of the world would not be too spaced out.
Further, almost half of the respondents felt that liquidity crunch was the major problem facing corporate India.
