Dear Sir/Madam,

Asian Centre for Human Rights has the pleasure to share the "Human Rights
Implications of Sino-India tensions" outlined by Mr Suhas Chakma, Director
of ACHR, in an exclusive interview published by The Kathmandu Post (Nepal)
today i.e. 2 November 2009. The interview is available at:

http://www.ekantipur.com/news/news-detail.php?news_id=302356

In his interview Mr Suhas Chakma stated that the increasing hostilities
between India and China are "the result of the establishment of a Liaison
Office of the Ministry of External Affairs in Dharamsala which the Chinese
construe as de jure recognition of the Tibetan government in exile. That
is why the Chinese have been fingering India by issuing separate visas for
the people from Jammu and Kashmir in loose sheets instead of the passports
or depicting Kashmir as a separate country".

Mr Chakma further stated, "The human rights implications of increasing
hostilities between the two giants are too serious to be ignored. The
Himalayas and its foothills from Jammu and Kashmir, Nepal, Bhutan,
Arunachal Pradesh, Nagaland, Mizoram, etc, will be affected."

Mr Chakma stated that both China and India are insensitive to each other
and urged "to take each other's sensitivities into account, rather than
fingering at each other, as they have been doing in recent past".

Mr Chakma warned that Nepal will be a battleground if India-China tensions
grow.

On peace process in Nepal, Mr Chakma stated Nepal requires "a serious
facilitator who will have leverage on all political parties and iron out
differences, and possibly even come out with a text for negotiation and
running of the administration in the interim period. You need an engaging
facilitator, not just somebody who calls meetings or acts like a Viceroy".

We thought you would find the interview of interest.

With kind regards,

Yours sincerely
