    প্রতিশ্রুত অর্থ মেলেনি

    ২০০১ সালে ধনী দেশগুলোর একটি জোট বলেছিল, জলবায়ু পরিবর্তনের প্রভাব মোকাবেলায় সহায়তা করতে গরীব দেশগুলোকে তারা বছরে ৪০ কোটি ১০ লাখ ডলার দেবে ৻

    সেই খাতে খরচের জন্যে জাতিসংঘের দুটো বিশেষ ব্যাংক অ্যাকাউন্টও বরাদ্দ করা হয়৻

    কিন্তু সেই প্রতিশ্রুতি আদৌ পূরণ করা হয়েছে কিনা তা নিয়ে ধণী ও গরীব দেশগুলোর মধ্যে মতানৈক্য রয়েছে ৻

    উন্নয়নশীল দেশগুলোর দাবি , জাতিসংঘের জলবায়ু পরিবর্তন বিষয়ক কনভেনশনের আওতায় চালু হওয়া বিশেষ তহবিলের মাধ্যমে প্রতিশ্রুত অর্থ পরিশোধের কথা ছিল ৻

    সেটা হলে, ২০০৮ সালের মধ্যে তহবিলে জমা পড়ার কথা ছিল কমপক্ষে ১৬০ কোটি ডলার ৻

    কিন্তু, বিবিসির অনুসন্ধানে বেরিয়ে এসেছে, সেই পরিমাণ অর্থের কিছুই এখনো সেই বিশেষ তহবিলে জমা পড়েনি ৻ জমা পড়েছে মাত্র ২৬ কোটি ডলার ৻

    স্বল্পোন্নত দেশগুলোর জলবায়ু পরিবর্তন বিষয়ক শীর্ষস্থানীয় আলোচক রিচার্ড মিয়ুঙ্গি বলছেন, তাঁরা হতাশ বোধ করছেন ৻ কোন কোন ক্ষেত্রে তাঁরা প্রতারিতও বোধ করেন৻

    তিনি বলছেন বন চুক্তি নিশ্চিত করতে চেয়েছিল, জলবায়ু পরিবর্তনের বিষয়টি মোকাবেলায় বছরে ৪০ কোটি ডলার দেওয়া হবে ৻

    সেকারণেই, ঐ কনভেনশনের আওতায় উন্নয়নশীল দেশগুলোর সমস্যা সমাধানে ঐ প্রতিশ্রুত অর্থ বিশেষ তহবিলে যাওয়ার কথা ছিল ৻

    ধনী দেশগুলো বলে, বন চুক্তির লক্ষ্য সেটা ছিলনা মোটেও ৻ চুক্তিতে ছোট ছোট হরফে এমন কথাও লেখা আছে যে, তারা বিশেষ তহবিলে না দিয়ে অন্যান্য পথেও অর্থ বরাদ্দ করতে পারবে ৻

    এ বিষয়ে ইউরোপীয় ইউনিয়নের প্রধান মধ্যস্থতাকারী আর্থার রানয মেটজার বলছেন,
    ইউরোপের পক্ষ থেকে তাঁরা বন ঘোষণার প্রতিশ্রুতি রক্ষা করেছেন ৻

    তাঁর মনে হয় তাঁরা উন্নয়নশীল দেশগুলোর যেসব পল্লী উন্নয়ন , কৃষি কর্মসূচি কিংবা পানি কর্মসূচি চালান – সবগুলোর ক্ষেত্রেই জলবায়ুর বিষয়টি বিবেচনায় আনতে হবে ৻

    আর এটাই আলাদা করে দেখানো কঠিন যে, ঠিক কি পরিমাণ ইউরো তাঁরা জলবায়ুর সঙ্গে সম্পর্কিত খাতে খরচ করেছেন ৻

    কাজেই কিভাবে এই প্রতিশ্রুত অর্থ বরাদ্দ করার কথা ছিল তা নিয়ে বিভ্রান্তি রয়েছে ৻ জাতিসংঘের ব্যবস্থার বাইরে অর্থের পরিমাণ নির্ণয় করাও কঠিন ৻

    জাতিসংঘের বিশেষ জলবায়ু তহবিলের দায়িত্বে আছেন বনি বিয়াজিনি ৻ তিনি ইউরোপীয় সরকারগুলোর সঙ্গে একমত যে তারা উল্লেখযোগ্য পরিমাণে তাদের তরফে অর্থায়ন বাড়িয়েছে ৻ কিন্তু, কোনভাবেই এর পরিমাণ বছরে ৪০ কোটি ১০ লাখ ডলারের কাছাকাছিও নয় ৻

    বন চুক্তির এই অস্পষ্টতার কারণেই ২০০১ সালে প্রতিশ্রুত অর্থের হদিশ পাওয়া সম্ভব হচ্ছেনা ৻

    আগামী মাসে সরকারগুলো জলবায়ু পরিবর্তনের প্রভাব মোকাবেলায় নতুন করে বরাদ্দ নির্ধারণের চেষ্টা করছে ৻

    এ সংক্রান্ত আগের চুক্তিটি নিয়ে ধনী আর গরীব দেশগুলোর মধ্যে সৃষ্ট অবিশ্বাস হয়তো কোপেনহাগেনে কোন সমঝোতায় পৌঁছোনো আরো কঠিন করে দেবে ৻

    Opacity surrounds govt's Passport Project

    The government's ambitious Machine Readable Passport/Machine Readable Visa project is again being stalled due to lack of a clearly defined evaluation process and cumbersome procedures for verifying bidder credentials.
    As per compliance requirements of the International Civil Aviation Organisation (ICAO), Bangladesh needs to start introducing MRP by April 2010. To attain this goal the Department of Immigration and Passports (DIP) under the Ministry of Home Affairs floated a tender on September 15 this year.

    BGMEA, BKMEA's mixed reaction: Tk 1000cr extra package for exporters

    The government yesterday announced a stimulus package of over Tk 1,000 crore for the country's export oriented industries in an effort to make those competitive in the global market.
    Finance Minister AMA Muhith at a press briefing at his office announced the package.
    The stimulus came following recommendations submitted by a sub-committee headed by former finance minister M Syeduzzaman.
    However, export-oriented BGMEA and the BKMEA has expressed mixed reaction on the package and said the small and medium factories would not be able to enjoy the package unless the government reconsiders the conditions mentioned in the announcement.

    Peelkhana carnage: Highest punishment to mutineers demanded

    The prosecution on Wednesday demanded "highest punishment" for rebellious Bangladesh Rifles (BDR) soldiers as nine of the accused border guards were served with copies of chargesheets a day after the trial began at a paramilitary court in the southeastern Rangamati district.
    "I demand the highest punishment for the accused under the BDR Act," chief prosecutor Lieutenant Colonel Habibul Karim told the four-member court headed by paramilitary force's chief Major General Mainul Islam as the suspects appeared the dock under heavy security escorts and were served with the chargesheets.

    'Raise voice against violence'

    With the slogan of Rise Break Silence: Raise Voice and Stop Violence against Women' the observance of International Day for the Elimination of Violence against Women, a 16-day-long campaign programme on violence against women was inaugurated at Rabindra Sorobar at Dhanmondi in the city yesterday.
    The programmes are including discussions, rallies, media campaign and publishing posters, leaflets and booklets.

    AL-led grand alliance faces discord

    The grand alliance led by ruling Awami League (AL) is facing discord in absence of coordination among the component parties.
    Jatiya Party Chairman HM Ershad is frequently retaliating to AL leaders for their frequent attacks on him while the leaders of left-leaning 14 party alliance are also unhappy with the government.
    No meeting of grand alliance or the 14-party alliance took place since the assumption of the government having two ministers - one from Jatiya Party and another from Smmyabadi Dal - in it.

    Narayanganj BNP confce held

    The biennial conference of the Narayanganj district unit of BNP was held at Ali Ahmed Chunka Municipal library at the town on Wednesday morning.
    BNP standing committee member Barrister Moudud Ahmed, MP, attended the conference as the chief guest. General secretary of the district BNP Kazi Moniruzzaman and joint secretary Shah Alam, among others, addressed the conference.
    District President Advocate Taimur Alam Khondakar presided over the conference.
    Barrister Moudud called upon the councilors and delegates to join the national conference of BNP to be held on December 8 in Dhaka and make it a success.

    Mannan Bhuiyan tells the New Nation: AL, BNP yet to get rid of old political culture

    Former BNP Secretary General Abdul Mannan Bhuiyan has said that two major political parties of the country-Awami League (AL) and BNP-are yet to get rid of their old political cultures.
    "After the general elections, people expected a change in the political cultures and practices. But no change has taken place so far," he told The New Nation on Tuesday.
    Mannan Bhuiyan, who was expelled from the BNP as secretary general following the arrest of party Chairperson Begum Khaleda Zia on September 3, 2007, said both the AL and the BNP had pledged that if voted to power, they would make Parliament effective and turn it into the focal point of all activities.

    The UK investigated claims of links between Saddam Hussein and Al-Qaeda but decided they were not "natural allies", the Iraq inquiry has been told.
    Despite "sporadic" contacts between Al-Qaeda members and Iraq in the 1990s, there was no "serious collaboration", Foreign Office officials said.
    The 9/11 attacks actually drove Iraq and Al-Qaeda further apart, they added.
    In its second day of public hearings, the inquiry is looking into Iraq's weapons capability and UK policy.

    Commentary : Talking to Talibans should be the US option

    As President Barack Obama finalises his strategy on Afghanistan amid growing dissent against sending more troops to that war-torn country, US generals posted there have also made it clear that military tactics alone will not win this war. Talking with the Taliban thus seems to be the fastest, and perhaps only, way out of the quagmire, says a report published in the TIME newsmagazine.
    General Stanley McChrystal, the U.S. commander of international forces in Afghanistan, wrote in his recent assessment of the Afghan war that NATO "must identify opportunities to reintegrate former mid- to low-level insurgent fighters into normal society by offering them a way out.

    গত বছর আজকের এই দিনে ডঃ ইরতিশাদ আহমাদের অনুপ্রেরণায় মুক্তমনায় আমার অপরিণত লেখা ছাপার অক্ষরে দেখার স্পর্ধা করেছিলাম। আমার সেই বাঁধভাঙ্গা দুর্বার উন্নাসিক স্পর্ধাকে গত একটা বছর ধরে পরম  যত্নে লালন করেছেন মডারেটর ফরিদ আহমেদ।

    চাঁপাইনবাবগঞ্জে বিচারিক সম্মেলনে তথ্য

    পুলিশ ও চিকিত্সকের সহযোগিতার অভাবে মামলা নিষ্পত্তি হয় দেরিতে

    চাঁপাইনবাবগঞ্জের আদালতগুলোতে ছয় হাজার ৩৬২টি মামলা বিচারাধীন। বিচারকের অভাব, বিচার কার্যক্রমের সঙ্গে সংশ্লিষ্ট পুলিশ ও চিকিত্সকদের সময়মতো ও যথাযথ ভূমিকার অভাবে মামলা নিষ্পত্তি হয় দেরিতে। এতে দিন দিন মামলার জট বেড়েই চলেছে।
    সম্প্রতি চাঁপাইনবাবগঞ্জ জেলা ও দায়রা জজ আদালতের সম্মেলনকক্ষে অনুষ্ঠিত বিচারিক সম্মেলনে এসব কথা বলা হয়। সম্মেলনে বলা হয়, জজ আদালতে নয়জন বিচারকের স্থলে রয়েছেন পাঁচজন। বিচারিক হাকিম আদালতে নয়জনের স্থলে আছেন চারজন। এ ছাড়া পুলিশের ভূমিকার কারণেও মামলার নিষ্পত্তি বিলম্বিত হয়। এ ক্ষেত্রে গ্রেপ্তারি পরোয়ানা যথাযথভাবে তামিল করা হয় না। সাক্ষীদেরও ঠিকমতো হাজির করানো হয় না।
    সম্মেলনে বলা হয়, ৫০ শতাংশ গ্রেপ্তারি পরোয়ানা তামিল করা হলেও বহু মামলা নিষ্পত্তি হতো। অনেক ক্ষেত্রেই পুলিশ মামলার ত্রুটিপূর্ণ তদন্ত করে। এক মামলায় দুই পুলিশ কর্মকর্তার প্রতিবেদন দুই রকম। এ রকম ৪৯টি মামলায় পুলিশ দুই রকম প্রতিবেদন দিয়েছে। আদালতে দায়ের করা মামলার ক্ষেত্রে আদালতের নির্দেশ অনুযায়ী পুলিশ সময়মতো তদন্ত প্রতিবেদন দাখিল করে না। বহুবার সময় নিয়েও আসামি ও সাক্ষীদের আদালতে হাজির করে না পুলিশ।
    বিচারাধীন মামলা নিষ্পত্তিতে বিভিন্ন সমস্যা ও সমাধানের উপায় নির্ধারণের লক্ষ্যে আয়োজিত বিচারিক সম্মেলনে সভাপতিত্ব করেন জেলা ও দায়রা জজ আনোয়ার হোসেন। আলোচনায় অংশ নেন বিচারক, আইনজীবী, পুলিশ কর্মকর্তা ও সিভিল সার্জন। জেলা ও দায়রা জজের কাছে আবেদনের পরিপ্রেক্ষিতে স্থানীয় কয়েকজন সাংবাদিকও সম্মেলনে উপস্থিত থাকার সুযোগ পান।
    সম্মেলনে পুলিশের পক্ষ থেকে বলা হয়, হাসপাতাল থেকে সময়মতো ও সঠিকভাবে চিকিত্সা সনদ পাওয়া যায় না। সাক্ষীদের যাতায়াত ভাড়া ও খোরাকি বিল পাওয়া যায় না ঠিকমতো। অনেক সময় বাদীর আবেদন আদালত থেকে সরাসরি এজাহার হিসেবে গ্রহণ করতে বলা হয় থানার ওসিকে। এটা কতটা যৌক্তিক? আদালত থেকে নির্দেশ হওয়া উচিত তদন্ত করে ব্যবস্থা নেওয়ার। চাঁপাইনবাবগঞ্জ জেলা মাদকপ্রবণ এলাকা। মাদক বিক্রেতা বা সেবনকারীরা দ্রুত জামিন পেয়ে যায়। ফলে গ্রেপ্তারের উদ্দেশ্য ব্যাহত হয়। সাক্ষীদের আদালতে নিয়ে আসা হলেও সরকারি কৌঁসুলিরা (পিপি) তাঁদের আদালতে ঠিকমতো হাজির করান না। এ ছাড়া বিচারকাজের সঙ্গে সংশ্লিষ্ট কার্যক্রমের চেয়ে অন্য কাজে বেশি ব্যস্ত থাকতে হয় পুলিশকে। জনবলও প্রয়োজনের তুলনায় অত্যন্ত কম। তাই বিচার কার্যক্রমের ক্ষেত্রে ভূমিকা রাখতে বিলম্ব হয় তাদের।
    বিচারক ও আইনজীবীদের পক্ষ থেকে বলা হয়, বেশির ভাগ ক্ষেত্রেই হাসপাতালের চিকিত্সকদের কাছে সময়মতো ও সঠিক চিকিত্সা সনদ পাওয়া যায় না। তাঁরা সাক্ষ্য দেওয়ার জন্য সময়মতো আদালতে উপস্থিত হন না। বারবার সমন দিয়েও তাঁদের আদালতে হাজির করা যায় না। চিকিত্সা সনদে শরীরে আঘাতের চিহ্ন নেই। ময়নাতদন্ত ও ভিসেরায় বিষয়ের কথা উল্লেখ নেই, তবুও হত্যা মামলার অভিযোগপত্র দেওয়া হয়েছে। প্রমাণের ভিত্তি অত্যন্ত দুর্বল, অথচ হত্যা মামলার সংখ্যা হচ্ছে ১১টি। এসব মামলায় জামিন না পেয়ে দীর্ঘদিন জেলহাজতে থেকে ন্যায়বিচার থেকে বঞ্চিত হচ্ছেন অভিযুক্ত আসামিরা।
    জেলার ভারপ্রাপ্ত সিভিল সার্জন মোফাখখারুল ইসলাম বলেন, একজন নন, হাসপাতালে চিকিত্সকদের বোর্ড চিকিত্সা সনদপত্র দিয়ে থাকে। এ ক্ষেত্রে চিকিত্সা সনদ বেঠিক হওয়ার আশঙ্কা কম থাকে। চাঁপাইনবাবগঞ্জের কারাধ্যক্ষ বলেন, কারাগার থেকে আসামি নিয়ে আসা হলেও অনেক সময় তাঁদের আদালতে হাজির করানো হয় না। আদালতের হাজত থেকেই তাঁদের ফেরত পাঠানো হয়।

    দৃষ্টি রায় কার্যকরের দিকে

    বঙ্গবন্ধু হত্যা মামলার রায় কার্যকর করার বিষয়টি এখন সরকারের সর্বোচ্চ অগ্রাধিকারে রয়েছে। এ রায় কার্যকরের আগে অন্য কিছু ভাবছে না সরকার। আওয়ামী লীগের বর্ধিত সভা এবং সদস্য সংগ্রহ অভিযান চলতি মাসেই হওয়ার কথা থাকলেও এসব কর্মসূচি এখন স্থগিত রাখা হয়েছে। তা ছাড়া দলের কেন্দ্রীয় নেতাদের সাংগঠনিক সফরও স্থগিত থাকবে। তবে ডিসেম্বর মাসজুড়ে বিজয় উত্সব পালন উপলক্ষে সারা দেশে সভা-সমাবেশ হবে বলে দলের নীতিনির্ধারণী সূত্রে জানা গেছে।
    সংশ্লিষ্ট নির্ভরযোগ্য সূত্র জানায়, আওয়ামী লীগের সদস্য সংগ্রহ অভিযান ও বর্ধিত সভা আগামী জানুয়ারির শেষ সপ্তাহ বা ফেব্রুয়ারির আগে হচ্ছে না। এরপর কেন্দ্রীয় নেতাদের সাংগঠনিক সফর হতে পারে।
    গত অক্টোবরে আওয়ামী লীগের কার্যনির্বাহী সংসদের বৈঠকে দলের বর্ধিত সভা, সদস্য সংগ্রহ অভিযান ও কেন্দ্রীয় নেতাদের সাংগঠনিক সফরের সিদ্ধান্ত হয়। এসব কর্মসূচির পর পর্যায়ক্রমে ওয়ার্ড, ইউনিয়ন, থানা/উপজেলা ও জেলা কমিটির সম্মেলন হওয়ার কথা। এরপর মধ্য অক্টোবরে আওয়ামী লীগের সম্পাদক-মণ্ডলীর বৈঠকে নভেম্বরে বর্ধিত সভা করা নিয়ে প্রাথমিক আলোচনা হয়েছিল।
    সরকারের উচ্চপর্যায়ের সূত্র জানায়, বঙ্গবন্ধু হত্যা মামলার রায় কার্যকর করা নিয়ে সামগ্রিক পরিস্থিতির ওপর সরকার তীক্ষ নজর রাখছে। রাজধানীসহ সারা দেশেই নিরাপত্তা জোরদার করা হয়েছে। আওয়ামী লীগের কার্যনির্বাহী সংসদের সভা ডেকে দলীয় নেতাদের এ ব্যাপারে সতর্ক থাকার নির্দেশ দেওয়া হয়েছে।
    সূত্র জানায়, প্রধানমন্ত্রী শেখ হাসিনা আগামী প্রায় এক মাস রাষ্ট্রীয় কাজে দেশের বাইরে থাকবেন। আজ বুধবার তিনি ত্রিনিদাদ ও টোব্যাগোর উদ্দেশে যাত্রা করবেন। সেখানে কমনওয়েলথ সম্মেলনে যোগ দেওয়ার পর ৪ ডিসেম্বর প্রধানমন্ত্রীর দেশে ফেরার কথা। এরপর তিনি ডেনমার্কের রাজধানী কোপেনহেগেনে যাবেন। মধ্য ডিসেম্বর পর্যন্ত তিনি সেখানে থাকবেন। এরপর প্রধানমন্ত্রী দেশে ফেরার পথে ভারত সফরে যাবেন।
    সূত্র জানায়, আওয়ামী লীগের সাধারণ সম্পাদক ও স্থানীয় সরকারমন্ত্রী সৈয়দ আশরাফুল ইসলাম চীনা কমিউনিস্ট পার্টির আমন্ত্রণে আগামী ২৯ নভেম্বর বেইজিংয়ের উদ্দেশে ঢাকা ত্যাগ করবেন। তিনি আওয়ামী লীগের পাঁচ সদস্যের প্রতিনিধিদলের নেতৃত্ব দেবেন। সপ্তাহখানেক তিনি চীনে থাকবেন। সূত্র জানায়, সরকার ও দলের নীতিনির্ধারকদের রাষ্ট্রীয় কাজে দেশের বাইরে থাকার জন্যও পূর্বনির্ধারিত দলীয় কর্মসূচিগুলো স্থগিত রাখা হয়েছে।
    সূত্র জানায়, আওয়ামী লীগের বর্ধিত সভা ও সদস্য সংগ্রহ অভিযান এই মুহূর্তে স্থগিত থাকলেও এ সংক্রান্ত সহায়তামূলক কাজ এগিয়ে চলেছে। সদস্য সংগ্রহ ফরম, দলীয় গঠনতন্ত্র ও ঘোষণাপত্র ছাপার কাজ চলছে। তা ছাড়া আওয়ামী লীগের নির্বাচনী ইশতেহারের একটি সারসংক্ষেপ ছাপানো হচ্ছে। নতুন বছরে দলের গঠনতন্ত্র, ঘোষণাপত্র ও নির্বাচনী ইশতেহারের সারসংক্ষেপ সংশ্লিষ্ট ব্যক্তিদের মধ্যে বিতরণ করা হবে।
