Communist summit in the time of decimation

KOLKATA: After the drubbing in the last Lok Sabha elections, CPM and CPI, the front-line communist parties in India

, are in the throes of a monumental crisis in their home turf of West Bengal. Matters have been compounded further by their unresolved differences on key ideological and political issues.

But regardless of their differences, they are holding a three-day international conclave of communist and workers parties in Delhi from November 20. The sole mission is to strengthen communist movements globally and unite several communist groups.

The 10th international meeting of the communist and workers parties was held in Brazil's Sao Paulo in 2008 and at that time it was decided that the two Indian communist parties would hold the 11th session in India.

Till Tuesday, 82 speakers from the countries like Australia, Ukraine, Lebanon, Spain, Iraq, Palestine, Brazil, Denmark, Pakistan, Hungary, Belgium , Norway, Canada and USA have consented to attend the meeting.

Communists feel dismantling of socialism in the Soviet Union, the disintegration of USSR, collapse of the Communist-led regimes in eastern Europe and the process of restoration of capitalism in all these countries constituted to reversals for the world force of socialism.

"In this situation, many communist parties have carried out serious introspection of the basic tenets of Marxism-Leninism.

Efforts were also undertaken to regroup the international communist movement. We believe the Delhi session will help the international communist leaders to exchange their views on many national and global issues," said a senior CPM leader.

Calcutta, Nov. 20: Mamata Banerjee's plan of beating Buddhadeb Bhattacharjee at his own game by surrounding herself with artists and writers has been jolted by a sharp division in the culture clan.

In the unfolding drama over Kabir Suman's resignation threat, she is realising that riding the beast called "intellectuals" is probably harder than riding to power.

Although Trinamul leaders claimed that the row over the singer-turned-politician's comments against local party leaders was resolved today after a two-and-a-half-hour meeting at the Golf Green residence of writer Mahasweta Devi, the public controversy has exposed differences within Mamata's coterie of "people of prominence".

"Suman had clearly said that he would not attend meetings in the presence of (painter) Suvaprasanna and that's why the venue had to be shifted to Mahasweta Devi's residence. Although Shaonli Mitra and Bibhas Chakraborty (both theatre artistes) didn't attend the meeting today, they had earlier mentioned their reservations about the painter's possible presence in today's discussion," said a Trinamul insider.

Mahasweta Devi and Bratya Basu (also a theatre artiste) — in the presence of Trinamul leader Partha Chatterjee, poet Joy Goswami, academician Sunanda Sanyal and artists Jogen Chowdhury and Samir Aich — steered the discussion and persuaded Suman to join the remaining part of the winter session of Parliament from Monday.

According to Trinamul sources, the shifting of venue for today's rapprochement attempt and the role of Basu bore signs of a tilting of the power balance in Mamata's menagerie of artists and writers.

Till a few months ago, Suvaprasanna was the bridge between Mamata and her sympathisers from the world of art and culture and his Salt Lake address was one of her favourite meeting points.

It is no secret in the Trinamul ranks that Suman fell out of Mamata's favour because of Suvaprasanna, who recruited a rival singer, Nachiketa, for her.

"But things seem to be changing after the Suman saga and Basu has emerged as the new link between the party and this group of writers and artists. Mamata sent an SMS to Basu to resolve the Suman issue after Suvaprasanna's attempt to pacify the singer failed," said a source.

Although Suman had said that a call from Mamata would be enough to solve the problem, she did not ring him. But the singer's request for a political person's presence in today's meeting was accepted and Partha Chatterjee gave Suman a patient hearing before the two posed for the cameras.

"With Suman's concerns addressed, he would stop making statements…. But the world has come to know that there are two groups in Mamata's camp of writers and artists. She will find it difficult to manage these two warring factions," said a Congress leader.

According to him, the "differences" within the group are only to be expected as its members are from different backgrounds — from staunch Left supporters to Naxalite sympathisers.

"As they are from the world of art and culture, many of them had professional rivalries before they came into the Trinamul fold and the undercurrent still persists. Keeping them as a cohesive group will be a challenge for Mamata," he said.

In the competition between the two camps, some of Mamata's decisions are seen as showering favours on a select few. Suvaprasanna is the chairman of the passenger amenities committee of the railways, Nachiketa is a regular feature in railways shows and Mitra heads the heritage committee of the railways.

A Trinamul leader also admitted that there were differences within the group over who would be the link between Mamata and the rest.

"But all of them are unanimous that Mamata is their leader and their fight is against the CPM. So I think this episode will not have any impact on our poll prospects in 2011," said the leader.

The chief minister might be losing sleep over the possible outcome of the 2011 polls, but the cracks in Mamata's culture coterie might make Bhattacharjee enjoy a private chuckle.

Banerjee today said the tests will be conducted in regional languages simultaneously.

"The railway exams will be conducted in regional languages simultaneously apart from English and Hindi. In Maharashtra, the exams will be held in Marathi and in other states, these will be held in local languages," she told reporters here.

"The decision was taken after a review was carried out and a new policy was formulated," she said, adding that besides English, Hindi and Urdu, tests will be held in regional languages.

Banerjee said this after chief minister Ashok Chavan said at a function that "locals must be given importance. Whoever is a domicile of Maharashtra must first get an employment opportunity."

Chavan, however, said his government does not support agitations based on language and region. "It is not our policy."

He said irrespective of the language people of Maharashtra speak or the belief they follow, "we are concerned about their employment and request her (Mamata Banerjee) to pay heed to this matter."

Mamata said "all other cities must follow the footsteps of Mumbai as it is a growing and developing city. Also, the work culture of the state is good. The state government is undertaking several initiatives like monorail and metro rail."

Concerned over growing congestion in the existing trains, Chief Minister Ashok Chavan made a request that there was a need for more train services in the state.

"The population is increasing day-by-day and so there seems to be a need for more train services for Mumbai and Maharashtra," Chavan said.

"As we need to make Mumbai like Shanghai we need to take several steps towards its development which would in turn create employment opportunities for our people," he said.

Indian Railways to set up film cities and studios

New Delhi: To promote art and culture, Indian Railways are planning to set up film cities and studios across the country to impart training to deserving railway employees and their wards.

The proposed film cities and studios will be developed through public-private partnership model by the railways at locations to be identified by a railway committee headed by noted theatre personality Saonli Mitra.

Besides film cities and studios, railways will also develop art galleries and handicraft centres at major stations, a senior railway ministry official associated with the newly-constituted Railway Committee on Heritage and Culture told PTI.

The basic purpose is to set up professional institutions and cultural centres through PPP model for providing training and promoting these creative art forms, he said and added, "such institutes will impart training to deserving railway employees, their wards and also to outsiders."

On art gallery at railway stations, the official said it is not necessary that a separate enclosure will be created at platforms but the existing waiting halls and pillars can be utilised for art works.

Art galleries are existing at all major stations in Europe and Canada and this can be done here too, he said.

The committee will also explore possibility of introducing "moving libraries" in some premier trains.Railways haverecently constituted the eight-member committee on heritage and culture, first of its kind, to recommend various measures to strengthen, upgrade and proliferate cultural activities.

Besides Mitra, other members of the committee included renowned film director Rituparno Ghosh and eminent vocalist Ustad Rashid Khan.

Mitra had a series of meetings with concerned railway officials to chalk out the action plan. Mitra also met culture secretary Jawahar Sircar and Indian Council for Cultural Relations DG Virendra Gupta in the capital last week to showcase Indian Railways' heritage and culture through exhibitions to be held in India and suggest holding of similar cultural programmes abroad.

The panel will also suggest directions for holding cultural seminars, talk shows, TV programmes and making and showing of documentary films on various aspects of Indian Railways and Indian culture and heritage.

Annual awards will be instituted to felicitate prominent personalities from different fields of performing arts, literature and the fine arts.

The committee will examine the existing systems and recommend promotion of professional publications including periodicals, magazines and websites on different cultural issues.

New Delhi, Oct 20 (PTI) The Railway Heritage and Cultural Committee, constituted to recommend various measures to strengthen and promote cultural activities, will soon have its own website showcasing the diverse cultural landscape of the country and profiles of various artistes.

"The website will have profiles of artistes, issues related to heritage and list out the calender of events including the activities of the committee," said railway sources.

The eight-member committee was set up recently by Railway Minister Mamata Banerjee with theatre personality Saoli Mitra as its chairperson.

It is likely to convene for the first time tomorrow.

Talking to PTI earlier about her priorities, Mitra had said "there is a lot of scope in railways, given its wider network, to promote culture and preserve its rich heritage.

Railway archives, museums, auditoriums and cultural interaction at district levels are some of the areas where the committee has to look into.

Further, Indian railway has set up a committee to formulate strategies for faster implementation of public-private partnership (PPP) projects, Railway Minister Mamata Banerjee said. "We have set up a committee, which will look after the projects under public-private-partnership.

This committee will look after the speedy implementation of PPP projects in railways," Banerjee said after inaugurating the 15-car trains here. The government decided to set up the committee with a view to take up PPP projects at a faster pace, besides reducing the time taken to clear project proposals to three months, she said.

"The proposal under PPP model should be cleared within three months. We also have to make investments in innovative ideas," the minister said.

Railways plans to raise Rs 1,00,000 crore under the 11th five-year plan to develop rail infrastructure under the PPP model across the country, Banerjee said. This includes a 3,289-km dedicated freight corridor that will be set up at a cost of Rs 50,000-crore.

Besides, the government also plans to set up a joint venture company to build diesel and electric locomotives at Marhowra and Madhepura in Bihar which would cost about Rs 29,220 crore, Banerjee said.

Six weeks after its constitution, a railway committee has felt the need to improve the quality of food served in trains and on platforms.

"There is a need for improvement of food quality served in trains and on platforms," said Derek O'Brian, Chairman of the Railway Passengers Committee said in New Delhi on Tuesday.

"We are going to submit our first report to the Railway Board next month giving details of our experience at different stations and trains as also our recommendations," he said.

The committee is currently inspecting various trains, platforms and pantry cars, and interacting with passengers to have a first hand experience of the state of the affairs in stations.

"Till now we have visited various stations in many states including Madhya Pradesh, Orissa, Tamil Nadu, Karnataka, West Bengal and Uttar Pradesh," he said.

Soon diabetics need not carry their own food any longer while travelling long distance on Indian Railways.

The railways authorities are planning to introduce special diet for such passengers. Apart from mail meals, diabetics would also be given the option of choosing tailor made snacks.

"Thousands of people in India are suffering from diabetes and the number is increasing everyday. We have recommended that special diet be offered to diabetes patients travelling on trains," said Abu Ayesh Mondol, former member of Parliament and currently a member on the Passenger Services Committee (PSC).

India is reckoned to be the diabetes capital of the world with an estimated population of 50.8 million diabetics, more than the entire population of Spain. The PSC is a seven-member committee set up by railways minister Mamata Banerjee, 54, in July 2009 soon after taking charge.

It is headed by Trinamool Congress leader quizmaster Derek O' Brien and looks after catering and hospitality services of the railways and recommends measures to upgrade it. "The recommendations made by the PSC members were discussed in the committee's meeting.

Though it is yet to be sent to the Railway Board for sanction we are pursuing it," said Mondol who visited Howrah Station in Kolkata . Once the proposal is cleared by the board, passengers booking tickets on trains like Rajdhani and Duronto Express can mention their choice in the reservation slip, as the cost of food is included in the fare.

Both CPI-M, Trinamool misusing funds: Kabir Suman

Noted Bengali singer Kabir Suman, who is now a Trinamool Congress MP, has said that he did not see any difference between West Bengal's ruling Communist Party of India-Marxist (CPI-M) and the opposition in misusing funds allocated for development work, causing much embarrassment to his party.
"I don't see any difference between the CPI-M and the opposition parties in misusing funds allocated for the development of the poor. Everyone is concerned about their own political gain and nothing else," Suman said during the launch of a Bengali daily, Adivasi Sangbad, at Kolkata Press Club Sunday evening.

Noted Bengali singer Kabir Suman, a Trinamool Congress MP, Friday said all issues with the party following his criticism had been resolved and described himself as a "party slave".
"The matter has been resolved," Suman told reporters after a meeting with senior Trinamool Congress leader Partha Chattapadhyay.he wanted to resign from the Lok Sabha.
"I would like to submit my resignation to the honourable Speaker of the Lok Sabha. I shall also tell Prime Minister Manmohan Singh about my decision. I don't want to continue as an MP and I've decided to withdraw myself.Now tell me what to do," Suman said in an interview with a local television channel, Star Ananda, in Kolkata earlier.


"We had a very fruitful and open discussion on the issue. I have conveyed everything to my respected party colleague Partha Chattapadhyay," Now Suman said.

Suman had caused embarrassment to the party with his remarks earlier that he did not see any difference between West Bengal's ruling Communist Party of India-Marxist (CPI-M) and the opposition in misusing funds allocated for the development of the poor.

He expressed willingness to resign from the Lok Sabha membership.

Suman along with a section of city intellectuals Friday gathered at writer-activist Mahasweta Devi's south Kolkata residence to resolve the issue. Partha Chattopadhyay was also present at the meeting.

"I came to talk to Suman as a representative of Railway Minister Mamata Banerjee. I'll convey to her whatever Kabir Suman has said. I never came to resolve any matter as there was no problem between us at all," Chattopadhyay claimed.

Suman contested from South 24-Parganas's Jadavpur constituency and became an MP trouncing CPI-M heavyweight Sujan Chakraborty in the April-May general elections this year.

"I am a simple person and I don't believe in tricks. I wonder how people survive with mere trickery," he said, in reaction to Trinamool Congress chief Mamata Banerjee's remarks where she called Suman a "guest in the party".

Railway Minister and Trinamool Congress chief Mamata Banerjee Monday said that Suman was never a Trinamool Congress worker.

"He was a civil society representatives and he's a guest in our party. We respect him for his creative talent," Banerjee had told reporters after her party's core committee meeting Monday evening.

A day after noted singer Kabir Suman criticised mainstay political parties for misusing government funds, Railway Minister Mamata Banerjee Monday said it was his democratic right to express his opinion and the Trinamool Congress did not see the matter as a "major issue".
"It's a very small matter. Suman is a creative person and he has the democratic right to express his own opinion," Banerjee said.

"We don't want to make it an issue and we'll talk it out within our party. You don't have to be so worried about that," said Banerjee, who is the Trinamool Congress chief.

"I'll look into the matter that he has raised. It's true that our panchayats should function better," she said, adding that Trinamool will sort out the issue as early as possible.

"When our government will come to power, we'll try to address the functioning of the panchayat system, so that it could become more accountable to the people," she said.

Suman, a Trinamool Congress MP from South 24-Parganas' Jadavpur constituency, Sunday said that he did not see any difference between the CPI-M and the opposition parties in misusing funds allocated for development work.

He also termed himself as a 'party slave'.

"Everyone is concerned about their own political gain and nothing else," said Suman, who had trounced CPI-M heavyweight Sujan Chakraborty from the district's Jadavpur constituency in the April-May general elections this year.

To stop further embarrassment to the party and prevent any division among anti-Left intellectuals in the state, Mamata has fielded Gyanpith-winning writer and social worker Mahasweta Devi to bring Suman back into the Trinamool fold. After an hour-long meeting with the singer late on Wednesday evening, Mahasweta Devi said, "Everything is all right with him."

On Wednesday evening, Suman seemed to have resolved his issues with Mamata through talks, but on Thursday, he hardened his stand again. The singer-MP stayed back in Kolkata while his Lok Sabha colleagues went to New Delhi to attend the first day of the winter session of Parliament. "Unless the differences of opinion are settled, I will not accept the MP's allowance," Suman said on Thursday.

Now, it remains to be seen whether Mamata would fly back to Kolkata mid-session to console her rebel lieutenant or will Suman soften his stand and throw in his lot with the party once more.

If the Suman issue is causing embarrassment to Trinamool, it is creating confusion within the CPI(M). The party leadership, which goes into an overdrive on any issue that can be used against Mamata , is not sure how to treat this.

So far, only one reaction has come from CPI(M) Rajya Sabha member Shyamal Chakrabarty, who said, "Kabir Suman has realised it is impossible to operate honestly within the Trinamool." Left Front sources said that there were differences in the party on how the matter should be treated. While one section thinks it is an internal matter of the Trinamool, another wants to use it to divide the anti-Left intellectuals.

 Calcutta, Nov. 20: Partha Chatterjee and Kabir Suman today hugged each other and posed for the cameras claiming the "confusion" between the Trinamul Congress and its singer MP was over.

"We had an open discussion on the issues I had raised. I have now decided to join the winter session of Parliament by next week," Suman said af-ter two rounds of talks with Chatterjee and a host of Trinamul-backed artists, authors and activists.

A smiling Suman, peeved with the party days ago, said: "My primary objective is to see the CPM out and Mamata (Banerjee) take over as chief minister in 2011. I'm a Trinamul member like others and ours is a common goal."

A meeting was convened at writer Mahasweta Devi's Golf Green home — the second in three days — to persuade Suman to call a truce.

Earlier this week, the first-time MP from Jadavpur had threatened to quit the party, alleging that a section of its leaders was clamouring for control over his local area development funds and stalling development work.

Trinamul sources said Suman handed over a three-page letter to Chatterjee listing his grievances and requesting Mamata to initiate a clean-up in the party. He also wanted restrictions on the entry of people with a CPM background.

Although Mamata had steered clear of the episode and fielded her friends from the world of arts to assuage Suman's concerns, her comment — that he is a "guest" and not really a party member — had triggered the resignation threat.

Chatterjee today gave Suman a reason to smile. "He (Suman) is very much a Trinamul man and not an outsider," said the leader of the Opposition in the Assembly. "I have briefed Mamata about the developments," he added.

The meeting, originally scheduled at Suvaprasanna's Salt Lake house, was shifted to Mahasweta's as Suman and some others did not want the painter's involvement.

In the presence of some of Mamata's most trusted associates — theatre person Bratya Basu, painters Jogen Chowdhury and Samir Aich, poet Joy Goswami, academic Sunanda Sanyal and social activist Sujato Bhadra — the meeting went on for over two-and-a-half hours in two rounds.

"Suman's complaint about lack of development in his constituency is true. We agree with him," said Mahasweta.

When Suman and his friends emerged from the meeting, they tried to underplay his grievances against the Trinamul rank and file and highlighted how the singer was peeved with the Centre's offensive "against tribals (meaning Maoists)". "I don't agree with Union home minister P. Chidambaram on the deployment of forces in Lalgarh and I shall raise it in Parliament," said Suman.

'Union Home Minister P. Chidambaram held an urgent meeting with Tripura Chief Minister Manik Sarkar and talked about the possible steps to be taken to solve the stalemate over the repatriation of tribal refugees from Tripura to Mizoram,' a senior official told newspersons in Agartala.

The official said: 'During the meeting, the Tripura chief minister explained the socio-economic problems facing the state over the long stay of the tribal refugees and the recent exodus of tribals from Mizoram following the ethnic skirmishes.'

Meanwhile, a New Delhi-based rights body -- Asian Centre for Human Rights (ACHR) -- urged the central government to order a Central Bureau of Investigation (CBI) probe into the killing of a Mizo youth last week and the subsequent ethnic violence in Mizoram.

Over 35,000 Reang tribal refugees have been living in six north Tripura camps since 1997 after they fled Mizoram following ethnic clashes with the majority Mizos.

The tribal refugees' repatriation from Tripura to Mizoram has turned complicated with violent mobs in western Mizoram burning down around 500 houses of Reang tribals following the gunning down of a Mizo youth last week.

The central and Tripura governments have asked Mizoram to resolve the long-standing deadlock on the repatriation of Reang refugees to the state, the Tripura chief minister had told reporters in Agartala before leaving for New Delhi Friday.

The Reang tribal refugees, locally called Bru, have also sought Prime Minister Manmohan Singh's intervention to solve the 12-year-old ethnic crisis in Mizoram, bordering Myanmar and Bangladesh.

Following the arson and ethnic trouble, around 5,000 displaced Reang tribals have taken shelter in adjacent southern Assam and northern Tripura. Most of the displaced men, women and children are still living either in the jungle or under the open sky.

The tribal refugees Thursday, in a letter to the prime minister, demanded his urgent intervention to resolve the stalemate over their repatriation and recent ethnic troubles.

The Mizoram Bru Displaced People's Forum (MBDPF), an organisation of the Reang tribal refugees, has also demanded immediate deployment of central paramilitary forces in the Reang tribal dominated districts -- Mamit and Kolashib in western Mizoram.

Meanwhile, opposition Tripura Congress leader Ratan Lal Nath spoke with Mizoram Chief Minister Lal Thanhawla Friday and requested him to take steps to repatriate the Reang tribals.

Leaders of three Mizoram-based Reang tribal organisations Friday visited the affected villages in Mamit and Kolashib districts along the Tripura-Mizoram border and urged both the communities to maintain peace.

Suhas Chakma, director of ACHR, said: 'Prima facie evidence does exist to establish beyond any reasonable doubt that the Mizoram government and some Mizo NGOs were behind the premeditated attacks to stall the process of repatriation of refugees. The authorities have remained silent. Therefore a CBI inquiry is indispensable.'

A tripartite meeting held in Aizawl Nov 4 between representatives of the central and Mizoram governments and tribal refugees failed to resolve the 12-year deadlock to repatriate 35,000 Reang migrants from Tripura to Mizoram.

Meanwhile,Jharkhand police on Friday began investigating the incident of derailment of a passenger train in the state by Naxals, when they blew up railway track on Thursday. Two passengers were killed and over 40 others injured when eight of the ten bogies of the Tata-Bilaspur passenger train derailed after Maoists blew up railway tracks on Thursday night in Jharkhand's West Singhbhum district.

Trinamool Congress sources said that word was sent to the singer-MP through two "well-wishers" late on Tuesday night who went to meet him. Most of the party MPs including Mamata Banerjee are in Delhi to attend the winter session of the Parliament beginning from next week. Suman, who had earlier decided to stay away from the entire winter session, may change his mind and take part in Lok Sabha sessions, a trinamool leader claim.

Hectic parleys started from Tuesday evening onwards, as Suman's reservation against being described as a guest and subsequent threat to resign was aired. By the time, Suman's salvo came Trinamool chief and some other Trinamool MPs had already left for Delhi. Immediate contact was established with people close to both the party and Suman with instructions to sort out the problem. Later on Wednesday, Suman went and met a veteran writer.

Trinamool sources claimed that the "well-wishers" have managed to convince the first-time MP not to take any hasty decision. Trinamool sources claimed that Suman will attend the winter session.

"I'm waiting for a call from Mamata Banerjee," Kabir Suman said on Wednesday. The individualist that the singer is, he wants to retain his right to speak against the Union government on certain issues, like condemning the joint operation in Lalgarh. Trinamool Congress sources said the party general secretary and union minister of state for shipping Mukul Roy has already spoken to Suman and pacified him. Trinamool sources said that Mamata Banerjee is also likely to talk to Suman soon.

On Friday, acting Chief Justice Bhaskar Bhattacharya and Justice Prasenjit Mondal were hearing a PIL filed by Kamal Dey, editor and publisher of a Bengali periodical. Dey had submitted that the Ashok Chakra was being used without the writing Satyameva Jayate, which is integral to the emblem. In fact, a division Bench of the high court had earlier held that the national emblem should have the writing below under the Prevention of Insults of National Honours Act. Dey produced photographs before the court to show how the nation emblem was disregarded.
Lawyers pointed out that the authorities concerned were not paying heed despite the court order to rectify the error and submit a compliance report within three weeks. It was at this stage that the petitioner's lawyers, Tapas Bhanja and Sujay Bandyopadhyay, pointed out that even the chief justice's chair, on which Bhattacharya was sitting, did not have the Satyameva Jayate inscription.

The acting chief justice stood up immediately and turned around to have a look at the emblem. He then summoned the registrar-general. As soon as he came, Bhattacharya asked him to rectify the mistake and left the room.

The fault, however, could not be rectified in a short time. The registrar-general then asked to replace the CJ's chair with an ordinary one. Justice Bhattacharya sat on that chair and resumed court proceedings after the recess.

She has written to the home minister and the external affairs minister to get back her untraced belongings. She was removed from the city and was sent to Delhi on November 21, 2007, after a riot in Park Circus and adjoining areas.

Though she was taken to Delhi via Jaipur, her furniture and other belongings were later sent to Delhi by home ministry officials, where she stayed as a protected guest of the Centre. The Centre had been issuing her resident permits, but she had been not been allowed to return to Kolkata.

"I had a home in Kolkata and now my life has been shattered as I am continuously on the move. I am basically living out of a suitcase," Nasreen told TOI from Paris. The author is aggrieved that her repeated pleas to the home ministry officials have fallen on deaf ear and she is yet to get back her lost items. "I have urged the officials of the home ministry, but no one is responding. I am unable to locate my belongings. It's a huge loss, as many certificates and souvenirs have been lost."

She said that a person from the home ministry used to interact with her, but as she had to fly out India a number of times, she has not been able to keep in touch with that official.

"About 1000 Italian intellectuals are writing to Sonia Gandhi so that I can be allowed to settle in Kolkata, the city of my choice," the author said. "The Italian media is already writing about it and I hope that Sonia will help me." Nasreen said the intellectuals would write to Sonia by next week.

Prof Amlan Dutta said that if Taslima were not allowed to stay in Kolkata, it would be a victory for fundamentalists.

Buddhadeb Bhattacharjee seven acres in Rajarhat for its second campus.

The college authorities have asked for this favour in writing and will follow up on it soon. "For 150 years, we have served this state's educational needs on our own. I think the state owes this to us," said principal Father Felix Raj.

In 2005, the college had been given a seven-acre tract behind Satyajit Ray Film and Television Institute (SRFTI), off Eastern Metropolitan Bypass. This allotment, too, had been made by Bhattacharjee on a plea by the college that it needed land to expand.

However, four years down the line, the college has realised that building a campus on that piece of land is not possible. Hence, it is willing to hand it back to the state and wants this new tract in exchange.

"We have already written to the chief minister about this and I will meet him soon to request him to consider our case. We need to expand immediately, but the land that had been given to us is not fit for a second campus. So, we are ready to hand it back in exchange for a land of similar proportion near Rajarhat," said Father Raj.

Detailing the problems the authorities have faced for the past four years, trying to develop the earlier piece of land, Father Raj said: "The land is extremely low-lying and marshy. It would take a long time and a lot of money to fill it up. We cannot afford that. That apart, the plot is land-locked. While it is located behind SRFTI, there's a village on the other side. So, accessing the campus would be difficult. We will have to build a roundabout road negotiating the village, which would mean upsetting a lot of people. We do not want to get into that."

Father Raj will present a report on the problems of the present plot to the CM when he meets him, possibly before the end of the month.

The college authorities feel that since Rajarhat is developing into a planned township, it would be easier to set up the second campus there, especially because most of the land is developed and ready for construction. "Communication between the heart of city and Rajarhat is improving. The state needs to understand that young scholars need to reach their campus with minimum hassle and Rajarhat is the best choice," said Father Raj.

He also pointed out that a plot measuring about the required proportion, belonging to the state, has been lying vacant just opposite the Park Street campus of the college for a long time. "I know this land is locked in some litigation, but I would still suggest to the CM that it be given to us because it would make our job much easier," said Father Raj.

The college won its autonomy from Calcutta University in 2006 to become the first autonomous college of the state. At the moment, it runs only three humanities honours courses and five science honours courses, other than a few general, diploma and certificate courses.

"We can do much more than this, but space is our major constraint and hence this urgency to start a second campus. Once that happens, we would start all the major subjects in both humanities and science, along with management courses and other professional courses," said Father Raj.

therefore, if newcomers sometimes feel disillusioned. According to them, it is common for first-time MPs and MLAs to react when they are told that they can no longer take decisions without consulting the party.

"This is a unique situation. Trinamool is gaining in popularity every day and has a good chance of coming to power in 2011. It is quite normal that a large number of people will join the party at the grassroots, and some of them might already be working for personal gains. The top leadership is aware of the goings-on but this is not the right time to begin a purge. The effects will be counter-productive. The first-time MPs and MLAs will have to realize this and wait till the party gets stronger," one of them said.

Trinamool chairperson Mamata Banerjee has directed the top-level leadership to keep a watch on the goings-on but take no harsh steps for now. With great elan, she is steering the party through the stage of gaining maturity. After the Rajarhat land scam broke, Trinamool suspended local leaders as they were working against the party's interests. If such actions are taken too frequently, CPM is bound to take advantage of the situation, leaders believe.

"These are things that new entrants in politics will take time to realise. Mamata Banerjee chose her candidates very carefully and they are all very sensitive and honest people. It is natural for them to react to situations. We have held discussions with them and tried to make them understand the party's priorities," another leader said.

Sources close to Trinamool said Jadavpur MP Kabir Suman could be justified in his grievance that some of the panchayat bodies should execute their developmental projects better. "But, it is a fact of life that panchayats and zilla parishads cannot bypass district magistrates, who are officers of the state government. At places, cooperation may not be forthcoming to the desired extent," a source said. There were exceptions, however, like in Nandigram where MP Subhendu Adhikary was able to cut through red tape, through his personal and family influence, and execute developmental projects.

Artist Shuvaprasanna, who along with some other well-wishers met Kabir Suman, said the MP would attend the current Lok Sabha session. "Kabir Suman is very much a part of Trinamool and the misunderstandings are a thing of the past," he said.

Ranaghat MP Sucharu Haldar also a first-time MP and like Suman concerned about projecting the image of a clean party on Thursday denied anything was wrong in the grassroots. "I deny having said anything about the workers of our party, AITC. I have not given any list of corrupt' party workers to Mamata Banerjee and I deny having said so. I have not said anything about our partymen pressurising me for MPLAD fund," he said in a statement to TOI.

The proposal to appoint the 2000-batch IAS officer of Bengal cadre as Mamata's personal secretary is awaiting a formal clearance from the PMO. But sources at Writers' Buildings said that Basu's selection was now "almost final".

Apparently, no other member in the UPA-II Cabinet has taken so much time to choose a private secretary. In July, barely two months into her ministership, Mamata is believed to have selected N Manju Prasad, a former Bengal cadre officer who is now serving in Karnataka. But she herself withdrew the proposal soon after sending it to the PMO.

Since then, several IAS officers serving in Bengal and also those on deputation elsewhere in the country have been lobbying for the post.

"For a while, people even thought that the railway minister would manage without a secretary and make do with officers-on-special duty (OSD) Gautam Sanyal and her executive director, public grievances, Jayanta Saha. Both have been her most trusted lieutenants for handling her Delhi job. But with the Assembly polls scheduled to be held in 2011, the Trinamool Congress chief will have to concentrate on the state politics as well," said an official.

A senior Bengal bureaucrat said, "The railway ministry, too, has started demanding a lot of Mamata's attention. Quite a few accidents have occurred in the recent past and any other minister who only had Delhi in mind would have his hands full. Under this circumstance, a competent private secretary would be an absolute necessity for the minister."

Basu's selection, however, is likely to disappoint many of his seniors vying desperately for the post after that of finance minister Pranab Mukherjee's private secretary. Among the names doing the rounds were Krishna Gupta, a 1991 officer posted in Delhi, his junior in the 1994-batch, Manish Jain, Atanu Purakayastha (1983), and a couple of blue-eyed bureaucrats of the Buddhadeb Bhattacharjee government.

deputation in Delhi, had almost made it. "His candidature was rejected by the PMO because Manmohan Singh has decided that only officers below the level of joint secretary should be selected as private secretaries to ministers," said an official.

"The PMO's logic is that senior officers should be given greater responsibilities. An officer with less than 18 years of service behind him should be okay for the private secretary's job. The choice, therefore, would have to be made from those in the rank of deputy secretary or director," he explained.

Trinamool Congress parliamentarian from Jadavpur Kabir Suman stuck to his resignation threat on Wednesday, but also maintained that party chief Mamata Banerjee should understand his problems and find out a political solution.

Noted painter Suvaprasanna met Suman for reconciliation on Wednesday and later in the evening, Suman met litterateur Mahasweta Devi. "I am not going to Lok Sabha for the time being," Suman said. "And I am sticking to my wish of tendering my resignation as an MP. But I want Mamata Banerjee to find a political solution to the problem."

The issue began recently with Suman expressing his displeasure over the functioning of the party and told the media that some party leaders were not allowing him to carry out development activities.

Irked about the meeting with Suvaprasanna, Suman said: "Why send Suvaprasanna to talk to me? He is not a political man. I am a political man and the questions I have raised are political."

Trinamool leaders, however, chose to stay mum. Partha Chatterjee, TMC legislator and the Leader of Opposition in state Assembly, said: "I do not want to comment. Our leader Mamata Banerjee is in Delhi, she will decide."

Suman had offered to quit on Tuesday after Mamata Banerjee described him as a "guest in Trinamool Congress". "How can I be a guest?" an infuriated Suman had said. "I pay subscription to the party as a member. I was elected as a party candidate and sit in the Treasury benches with other Trinamool MPs. If anyone describes me as a guest, I may not have an option other but to step down as a parliamentarian."

Trinamool Congress chief and Railway Minister Mamata Banerjee today played down the remarks of her party MP Kabir Sumon, who had said yesterday he felt "suffocated and helpless" in his own party which was "not doing any work for the people".

"He is an artiste. He was not initially a Trinamool worker. He has a good image in public. Therefore, he can express his opinion. There are some legal problems in works at the panchayat level and maybe because of that, he is facing some problems. I too face problems in undertaking development work in many cases because of such issues. Anyway, it is an issue at the block level and nothing big," Banerjee said after her party's core committee meeting in Trinamool Bhawan today. "The Trinamool did not mind his comments. It's is not unhappy with him," she said.

Source said the Trinamool chief, who held a closed-door core committee meeting today, chided local leaders of South 24-Parganas, under which Jadavpur constituency of Kabir Sumon lies, for hindering development work undertaken by the MP.

Suman keeps up heat, friends say cool down

Calcutta, Nov. 19: Trinamul Congress MP Kabir Suman today said he did not know when he would attend Parliament and, even if he did, he would neither accept his salary nor his allowance.

"I am not going to accept the daily allowance and the monthly salary of Rs 16,000 as a member of the Lok Sabha even if I attend the session. I had spoken out against some party leaders because I felt aggrieved. They have to be resolved first," he said.

Earlier, Suman had said he was "seriously considering" quitting the party and his post in Parliament.

Today, he again slammed a section of the party that is "out to prevent me from carrying out development projects".

"I know some party leaders who do not like me are spreading canards against me. This has to be stopped. I have my self-respect," he said.

However, he indicated it was important for him that Trinamul won the 2011 Assembly polls, saying: "Aamar ijjat jemon aachhe, 2011 shalo aachhe (my self-respect is important and so are the 2011 elections)."

Author Mahasweta Devi spoke to Suman today, this time over the phone, to persuade him to attend the Lok Sabha and promise that all his grievances would be looked into.

She had invited the Jadavpur MP to her house yesterday at Mamata Banerjee's behest.

"I again tried to convince Suman that he should attend Parliament. He said he did not want Mamata to be hurt. So I hope he would act in the right perspective," she said today.

Theatre person Bratya Bose, who emerged today as a potential trouble-shooter for the first time, said he along with others like Bivash Chakraborty would meet the MP tomorrow. "After talking to Suman, I was given to understand that he would join Parliament once Mamatadi speaks to him. Didi will speak to him on her return to Calcutta," he added.

Trinamul's Lok Sabha chief whip Sudip Bandopadhyay said he got a text message from Suman last night in which he expressed his inability to attend Parliament today. "He did not say he would skip the entire session. I consider this a positive gesture because I'm convinced he would be here from Monday," he said from Delhi.

He will "speak to Suman in a day or two so that he attends the session".

A Trinamul minister said he hoped Suman would change his mind once Mamata spoke to him.

Railways

The Railways in India provide the principal mode of transportation for freight and passengers. It brings together people from the farthest corners of the country and makes possible the conduct of business, sightseeing, pilgrimage and education. The Indian Railways have been a great integrating force during the last more than 150 years. It has bound the economic life of the country and helped in accelerating the development of industry and agriculture. From a very modest beginning in 1853, when the first train steamed off from Mumbai to Thane, a distance of 34 kilometres Indian Railways have grown into a vast network of 6,909 stations spread over a route length of 63,327 kilometres with a fleet of 8,153 locomotives, 45,350 passenger service vehicles, 5,905 other coaching vehicles and 2,07,719 wagons as on 31st March, 2007. The growth of Indian Railways in the 150 years of its existence is thus phenomenal. It has played a vital role in the economic, industrial and social development of the country. The network runs multigauge operations extending over 63,327 route kilometres.

Indian Railways is now reorganized into 16 Zones. Two new Railway Zones viz. East Central Railway, Hajipur and North-Western Railway, Jaipur became functional on 1st October 2002. Five more new Zones viz. East Coast Railway, Bhubaneshwar, North Central Railway, Allahabad, South-East Central Railway, Bilaspur, South-Western Railway, Hubli and West Central Railway, Jabalpur became functional on 1st April, 2003. Along with the reorganisation of the Zones, eight new Railway Divisions, viz. Agra on North Central Railway, Ahemdabad on Western Railway, Guntur and Nanded on South Central Railway, Pune on Central Railway, Raipur on South-East Central Railway, Ranchi on South-Eastern Railway and Rangiya on North-East Frontier Railway became operational on 1st April, 2003.

Co-operation between public and Railway administration is secured through various committees including Zonal Railway Users' Consultative Committees and Divisional Railway Users' Consultative Committees. The rolling stock fleet of Indian Railways in services as on 31st March 2006 comprised 44 Steam, 4,793 diesel and 3,188 electric locomotives. Currently, the Railways are in the process of inducting new designs of fuel-efficient locomotives of higher horse power, high-speed coaches and modern bogies for freight traffic. Modern signaling like panel interlocking, route relay inter-locking, centralized traffic control, automatic signaling and multi-aspect colour light signaling are being progressively introduced. The Indian Railways have made impressive progress regarding indigenous production of rolling stock and variety of other equipment over the years and is now self-sufficient in most of the items.

The main objectives of railways planning have been to develop the transport infrastructure to carry the projected quantum of traffic and meet the developmental needs of the economy. Since the inception of the planned era in 1950-51, Indian Railways have implemented nine five-year plans, apart from annual plans in some years. During the Plans, emphasis was laid on a comprehensive programme of system modernization. With capacity being stretched to the full, investment of cost effective technological changes become inescapable in order to meet the ever-increasing demand for rail transport. Along with the major thrust directed towards rehabilitation of assets, technological changes and upgradation of standards were initiated in important areas of tracks, locomotives, passenger coaches, wagon bogie designs, signaling and telecommunication.
Public Undertakings

There are ten public undertakings under the administrative control of the Ministry of Railways, viz.

    * Rail India Technical & Economic Services Limited (RITES);
    * Indian Railway Construction (IRCON) International Limited;
    * Indian Railway Finance Corporation Limited (IRFC);
    * Container Corporation of India Limited (CONCOR);
    * Konkan Railway Corporation Limited (KRCL).
    * Indian Railway Catering & Tourism Corporation Ltd. (IRCTC);
    * Railtel Corporation of India Ltd. (Rail Tel);
    * Mumbai Rail Vikas Nigam Ltd. (MRVNL);
    * Rail Vikas Nigam Ltd. (RVNL); and
    * Dedicated Freight Corridor Corporation of India Limited (DFCCIL).

The Centre for Railway Information System (CRIS) was set up as a registered society to design and implement various railway computerization projects.
Railway Finance

Since 1924-25, railway finances remain separated from general revenues. They have their own funds and accounts and the Railway Budget is presented separately to Parliament. However, the Railways contribute to the general revenue a dividend on the capital invested. Quantum of contribution is reviewed periodically by a Parliamentary Convention Committee.
Passenger Traffic

Passengers originating had risen from 1,284 million in 1950-51 to 6,219 million in 2006-2007 and passenger kilometre from 66.52 billion in 1950-51 to 695 billion in 2006-2007. Despite constraint of resources, the Railways have been able to cope with increasing demand of passenger traffic. Railways are the premier mode of passenger transport both for long distance and suburban traffic.
Freight Traffic

Rapid progress in industrial and agricultural sectors has generated a higher level of demand for rail transport, particularly in core sectors like coal, iron and steel, ores, petroleum products and essential commodities such as food grains, fertilizers, cement, sugar, salt, edible oils etc. Revenue freight traffic increased from 73.2 million tonnes in 1950-51 to 727.75 million tonnes in 2006-2007. Transport effort measured in terms of net tonne kilometres (NTkm) increased from 38 billion in 1950-51 to 481.0 billion in 2006-2007. Some of the measures taken for improvement are:

    * Line capacity augmentation on certain critical sectors and modernization of signaling system;
    * Measures such as unit train operation for bulk commodities like coal;
    * Increase in roller-bearing equipped wagons;
    * Increase in trailing loads to 4,500 tonnes;
    * Operation 'UNI-GAUGE' on Indian Railways;
    * Strengthening the track structure by providing heavier and stronger rails and concrete sleepers; and
    * Production of prototype electric locomotive of 5000 HP for freight operation by Chittaranjan Locomotive Works.

Railways set up committee to overhaul training process

24 May : As part of its modernisation process, Railways have set up a committee to overhaul training methodologies for its officers to raise their efficiency level.
The four-member committee, comprising adviser of Railway Board as its chairman and three executive directors from different departments, is expected to submit its report within 45 days, a senior Railway Ministry official told a news agency."They will evaluate the training needs of probationers of Indian Railways keeping in view the changing environment in the transport sector and initiation of a vibrant new culture in governance," he said.

The Railways is currently in the midst of modernising its resources and plans to pump in crores of rupees for Dedicated Freight Corridor (DFC) project among other ambitious schemes.

Railways felt the existing training pedagogies, which has remained the same for long, was inadequate and lagging behind the advancements that have taken place over the years, the officer said.

New entrants are provided training at the Railway Staff College in Vadodara to help them understand the nuances of railway operations.The committee would further review the content and duration of the training module keeping in view the evolving learning methodology prevalent in the corporate sector, PSUs and other civil services, the official said.\\

RAILWAY CONVENTION COMMITTEE

The Railway Convention Committee is an ad hoc Committee constituted from time to time on Resolution adopted by Lok Sabha and concurred in by Rajya Sabha. It consists of 18 members. The 12 members from Lok Sabha nominated by the Speaker and 6 members from Rajya Sabha nominated by the Chairman, Rajya Sabha are associated with the Committee. The Chairman of the Committee is appointed by the Speaker from amongst the members of the Committee.

The Minister of Finance and the Minister of Railways were hitherto among the members nominated to the Committee. However, in 1989 (9th Lok Sabha), for the first time, the Minister of Finance was not nominated as a Member of the Committee. After change of Government at the Centre on 10 November 1990, the new Railway Minister was not nominated to the Committee and the former Railway Minister continued to be the member of the Committee. On constitution of Railway Convention Committee (1991), the Railway Minister and Finance Minister were not nominated as members of the Committee. However, both the Ministers were nominated to the Committee against subsequent vacancies. In the Railway Convention Committee (1996), only Minister of Railways was nominated to the Committee. Similarly both the Ministers of Railways and Finance were not nominated to the Railway Convention Committee (1998) and (1999) as members of the Committee. The Railway Finances were separated from General Finances in India in 1924. By a resolution adopted in September 1924, the Central Legislative Assembly approved what is commonly known as 'Separation Convention' providing for a definite annual contribution from the Railways to the General Revenues which was to be the first charge on the net receipts of the Railways. The working of the 'Separation Convention' was reviewed from time to time by the Committees appointed by the Legislative Assembly. The Railway Convention Committee constituted in 1949 was the first Committee after Independence. Since 1954, each Lok Sabha has been having a Railway Convention Committee. The Committee becomes functus officio after presenting its final Report regarding rate of dividend. \

Functions

The Committee reviews the rate of dividend which is payable by the Railway Undertaking to the General Revenues as well as other ancillary matters in connection with the Railway Finance vis-a-vis General Finance and make recommendations thereon. It also suggests the level of appropriation to various funds of Railways like the Depreciation Reserve Fund, Development Fund, Pension Fund etc. The House or the Speaker may also refer to the Committee the ad hoc issues of public importance relating  to the Railways and Railway Finances.

The Railway Convention Committees uptill 1970 confined themselves only to the question of determining the rate of dividend payable by Railways during the succeeding quinquennium. Since 1971, the Railway Convention Committees have, in addition to recommending the rate of dividend payable by the Railways to the General Revenues,  been also taking up for examination and report subjects which have a bearing on  the working of Railways and Railway Finances.

Working of the Committee

Although the Committee has not drawn up any separate rules to regulate its internal working, it functions more or less on the same lines as other Financial Committees of Parliament. The Committee has the power to send for persons, papers and records. The Ministry of Railways and other concerned non-official individuals/organisations are asked to furnish the necessary memoranda and other material relating to the selected subjects for the information of the Members of the Committee. Sometimes, it also invites memoranda from State Governments. The Committee may, from time to time, appoint one or more Study Groups for carrying out detailed examination of various subjects. If it appears to the Committee/Study Group that it is necessary for the purpose of its examination that on-the-spot study should be made, the Committee/Study Group undertakes tours to study any particular matter, project etc. Notes relating to the organisations/workshops/establishments etc. to be visited are called for in advance from the Ministry of Railways and circulated to the Members of the Committee/Study Group. These notes form the basis for informal discussion which the Committee holds with the Railway officials etc. When the Committee/Study Groups are on study  tour, only informal sittings are held at the places of visit and at such sittings neither evidence is recorded nor any decisions are taken. However, notes on the study tours undertaken by the Committee/Study Groups are circulated to the Members for their information and use.

The Members of the Committee, while on tour, may also meet and have informal discussions with the representatives of State  Governments/non-official individuals which are concerned with the subject under examination of the Committee. In the light of these informal discussions of the Committee and the memoranda and the other information received from the Ministry of Railways, the official witnesses re invited to tender evidence at formal sittings of the Committee held in Parliament House/Parliament House Annexe, New Delhi. All discussions held by the Committee are to be treated as confidential and no one having access to the discussions, directly or indirectly, should communicate to the Press, or any unauthorised person, any information about the matters taken up during the discussions. The observations/recommendations of the Committee, are embodied in its reports which are presented to Parliament. As regards the rate of dividend, that may be payable by the Railways to the General Revenues, the Committee invites a memorandum from the Financial Commissioner of Railways.

The memorandum contains, the views both of the Ministry of Railways and Ministry of Finance on the various proposals made in the memorandum. The Report of the Committee on the Rate of Dividend is considered by the House on a Resolution moved by the Minister of Railways.

Reports of the Committee normally are not discussed in the House.

After a Report has been presented to the House, the Ministry of Railways and other concerned Ministries are required to take action on various observations and recommendations contained in the Report. The replies of the Government are examined and an Action Taken Report is then presented to the House.

CHAPTER V

RAILWAY USERS' CONSULTATIVE COUNCIL AND COMMITTEES

501. The following Consultative Bodies have been established with a view to affording more frequent opportunities for consultation between Railway Administrations and Railway Users on matters relating to the service provided by railways and means of improving the efficiency of such service :—

(1) Railway Users' Consultative Committees at the Divisional levels;

(2) a Zonal Railway Users' Consultative Committee at the Headquarters of each railway; and.

(3) a National Railway Users' Consultative Council at the Centre.

 Divisional Railway Users' Consultative Committees

502. The Divisional Railway Users' Consultative Committees in the Divisions represent the local users in the territories served by the railway and consider matters relating to;

(1) provision of amenities in the area with which the Committee is concerned;

(2) proposals regarding opening of new stations within the jurisdiction of the Committee;

(3) arrangements regarding time tables;

(4) improvement of the services and facilities provided by the railways; and

(5) any subject of general public interest or public convenience or such matters affecting the services and facilities which has been the subject of representation by users, or which has been referred to them for consideration by the Zonal Railway Users' Consultative Committee, the National Railway Users' Consultative Council, or by the Administration.

Zonal Railway Users' Consultative Committee

503. The Zonal Railway Users' Consultative Committee at the Headquarters of each railway represents the general railway users of the territory or zone served by the railway as a whole, and considers :

(1) such matters, from the point of view of the zone as a whole, as are referred to in para 502;

(2) matters arising from the reports of the Divisional Committees, or such other matters relating to the subjects referred to in para 502, as may be specifically forwarded by the Divisional Committees for consideration; and

(3) matters referred for consideration and report by the Administration, Ministry of Railways or the National Railway Users' Consultative Council.

National Railway Users' Consultative Council

504. The National Railway Users' Consultative Council at the Centre considers :

(1) such matters relating to the services and facilities provided by railways as may be referred to it for consideration by the Minister for Railways;

(2) such matters being within the scope of the functions of the Zonal Committee as are referred to it for consideration by such Committees; and

(3) such other matters relating to the services and facilities on railways which individual members of the Council may, with the approval of the Chairman, desire to be included in the agenda.

505. All the Committees and the Council established under these rules are consultative in character.

506. Questions relating to staff, discipline, and appointment should not be brought before the Consultative Committee or the Council.

Divisional Railway Users' Consultative Committees

507. The Divisional Railway Users' Consultative Committee will consist of members to represent the principal interests among railway users of the area, the membership being determined as follows :—

(1) Not more than six on the Divisional Railway Users' Consultative Committee to be appointed by the General Manager, made up of one representative each of Local Chambers of Commerce, Trade Associations and Industries, and Agricultural Associations registered in the State or States.

(2) Two representatives of the registered Passenger Associations in the area, to be appointed by the General Manager; and

(3) Nine representatives of special interests not otherwise represented on the Committee (eight to be nominated by the Minister of Railways and one by General Manager).

(4) One representative each of the Governments of the States and one each of the Legislatures of the States served by the Division, recommended by the State Government.

(5) Two Members of Parliament one each from Lok Sabha and Rajya Sabha (to be nominated by Ministry of Parliamentary Affairs).

(6) One representative of Consumer Protection Organisation served by the Division.

508. Where by reason of the larger number of Chambers, Trades Associations, Passengers Associations, etc., representation cannot be given to all such bodies, representation may be given to them by rotation.

509. The Divisional Railway Manager of the Division concerned will be the Chairman of the Divisional Railway Users' Consultative Committee. One of the senior traffic officers of the Division concerned will function as the Secretary of the Committee.

Zonal Railway Users' Consultative Committee

510. The Zonal Railway User's Consultative Committee at the Headquarters of each railway consists of persons appointed by the Minister for Railways to represent the general railway users in the territory served by the railway as stated below:—

(1) One representative each of the Governments of the States served by the Railway as recommended by such Governments.

(2) One representative each of the States Legislatures as recommended by the State Governments.

(3) Not more than five representatives of principal Chambers of Commerce and Trades Associations recognised by the State Government or Governments and having a standing of not less than five years.

(4) Two representatives to be sent by State Government or Governments of Agricultural Associations and other bodies, not included in, or affiliated to the Chambers of Commerce etc., referred to in (3) above.

(5) One non-official representative elected from each of the Divisional Railway Users' Consultative Committees.

(6) Two representatives of the Public Sector Undertakings including Ports in the case of Railways serving Ports. On the N.F. Railway, the representative will be given to one Public Sector Undertaking only.

(7) Registered Passengers Associations—one each of the States which have a sizeable route kilometreage on the Railway.

(8) Three Members of Parliamentary—2 from the Lok Sabha and 1 from the Rajya Sabha.

(9) One representative of Consumer Protection Organisation.

(10) Nine representatives of special interest not otherwise represented on the Committees (eight to be nominated by the Minister of Railways and 1 by General Manager).

511. The members of the Zonal Railway Users' Consultative Committee representing industries, commerce and trade are ordinarily drawn from important local Chambers or Associations representing pre-dominant trade interests and approved by the State Governments concerned. After the Chambers or Associations etc. are approved for representation by the Minister, how the Chambers or Associations, etc. select their representative, i.e., by election or otherwise, is left to them. However, whereby reason of the large number of Chambers, Trade Associations, Passengers Associations, representation cannot be given to all such bodies, representation may be given to them by rotation.

512. The General Manager will be the Chairman of the Zonal Railway Users' Consultative Committee and the Secretary to the General Manager or such other officer as may be nominated for the purpose by the General Manager, will function as Secretary of the Committee.

National Railway Users' Consultative Council

513. The National Railway Users' Consultative Council at the centre consists of persons appointed to it by the Minister for Railways as stated below :—
(1) Secretaries of each of the following Ministries of the Government of India :

(a) Ministry of Industry;

(b) Ministry of Commerce;

(c) Ministry of Tourism.

(2) Ministry of Railways : Chairman and Members of Railway Board.

(3) Fifteen Members of Parliament, Ten of whom being from the Lok Sabha and Five from the Rajya Sabha.

(4) A representative of each of the Zonal Railway Users' Consultative Committee, not being an official to be elected by the respective Zonal Railway Users' Consultative Committees.

(5) One member each from the following All India Associations :

(a) Federated Chambers of Commerce;

(b) Associated Chambers of Commerce & Industry;

(c) Indian Sugar Mills Association;

(d) All India Manufacturers Association;

(e) Cement Manufacturers Association;

(f) All India Travel Agents Association, and similar All India Associations;

(g) Fertiliser Association of India.

(6) One to represent Agricultural Interests.

(7) Two retired officers of Railway (Member of Board/General Manager).

(8) Such other members as the Minister of Railways may appoint to represent interests which he considers are necessary to be represented on the Council.

514. The Minister for Railways presides at the meetings of the Council and in his absence the Minister of State for Railways acts as Chairman. The Joint Director, Traffic (General), Railway Board, acts as Secretary of the Council.

515. Persons holding assignments of profit connected with the Railway, e.g., catering and vending contractors, out-agency contractors, handling contractors, engineering contractors, etc. are debarred from the membership of the Railway Users' Consultative Committees and the National Railway Users' Consultative Council.

Tenure of Membership

516. The appointment to the Consultative Committees under these rules or to the National Railway Users' Consultative Council is for a period not exceeding two years. The tenure of Divisional and Zonal Committees and National Council will generally commence in January, April and July respectively and run for full term of 2 years from those months.

Meetings

517. The Divisional Railway Users' Consultative Committees will ordinarily meet once in a quarter, but not less than three times a year; the Zonal Railway Users' Consultative Committees will ordinarily meet three times in a year.

Travelling Facilities and Travelling Allowances

518. Members of the Divisional Railway Users' Consultative Committees, Zonal Railway Users' Consultative Committee and the National Railway Users' Consultative Council, when attending meetings of the Committees or of the Council or of sub-committees of these bodies, will be afforded facilities for travel and travelling allowance as prescribed from time to time.

Suburban Railway Users' Consultative Committees

519. Separate Suburban Railway Users' Consultative Committees have been set up at Madras. Calcutta and Bombay on the Southern, Eastern, South Eastern, Western and Central Railways with the following membership.

Officials:

(1) Chief Operations Manager.

(2) Heads of the Commercial and the Engineering Departments.

(3) The Deputy General Manager (G)—or such other officer as may be appointed by the General Manager— Member Secretary.

Non-Officials:

(4) One representative of the City Corporation or the Municipalities where the headquarters of the railway are located.

(5) One representative each from not more than two municipalities in the area served by the suburban services, if there are any municipalities in that area.

(6) One member from the Divisional Railway Users' Consultative Committee within whose jurisdiction the Suburban sections fall (to be elected).

(7) One representative from the Zonal Railway Users' Consultative Committee (to be elected).

(8) *Four representatives of Suburban Passengers on Central & Western and two representatives on other Railways.

(9) One nominee of the General Manager. This must be a lady member (preferably from the Parliament or the Local State Legislature) if no lady member is in the Committee under items (4), (5), (6). (7) and (8) above.

(10) Four representatives of special interest not otherwise represented on the Committee.

*The two Associations will be selected by the General Manager, and the Associations so selected will select their own representatives.

520. Separate Suburban Railway Users' Consultative Committees may be set up for the B.G. and M.G. Suburban sections, if considered desirable by the General Manager of the Railway Administration concerned.

Functions

521. The Suburban Railway Users' Consultative Committees will function in the same manner as other Consultative Committees so far as problems relating to the suburban sections are concerned. They may also consider the time tables of suburban trains, where the timings of the suburban train or trains under consideration do not affect the timings of main line trains.

Tenure

522. The tenure of the Suburban Railway Users' Consultative Committee is for two years.

 Travelling Allowances payable to Members of the Suburban Railway Users' Consultative Committees

523. Non-official members of the suburban Railway Users' Consultative Committees will be paid travelling allowance at the same rate as is applicable to the non-official members of the Divisional Railway Users' Consultative Committees.

Station Consultative Committees

524. Station Consultative Committees comprising of representatives of all types of Railway Users' function at District Headquarters and at important industrial, commercial and political centres. These committees consider all local problems of users in their dealings with the railways in consultation with railway officials and also look into the question of passenger amenities alongwith other commercial matters regarding the booking and other facilities for parcels, luggage etc. The choice of the centres where such Committees are to be set up, the composition of the Committees and their functions are left to be decided by the General Managers in consultation with the appropriate Divisional Railway Users' Consultative Committees.

Railways to set up a permanent memorial for 26/11 victims

Mumbai: Saluting the brave men and women who fought the terrorists during the November 26 attacks on Mumbai, and to pay homage to those who were felled by their guns, therailways will set up a permanent museum in the city, Railways Minister Mamata Banerjee said today.

Speaking at a function, organised by Central and Western Railways, she said it would be a memorial from the railways for the departed souls. Photographs of every one, both Indian and foreign, who lost their lives during the orgy of terrorist attack on the city would be displayed permanently besides highlighting the valiant role of some of the people who fought the terrorists.

New Delhi: A railway committee on passenger amenities has disapproved of the ministry's existing policy of not providing toilets in local and suburban trains and stressed the need to review the rules.

The members were of the view that the present rule that bars toilets on local trains with running time of three hours or less be reviewed for the comfort of passengers on local and EMU trains, a Railways official said.

The six-member committee also stressed on forging greater synergy between Railway administration and the GRP and use of modern technology to prevent passengers falling prey to anti-social elements.

The committee sought initiative on Private Public Partnership (PPP) mode for better maintenance of toilets at stations.

During its second meeting in Kolkata recently, one of the members also drew attention to absence of toilets at Kolkata
metro stations.

The committee took note of the fact that hapless passengers who were drugged and robbed were left to fend for themselves without any help from the Railways.

Such victims were not provided treatment at railway hospitals, despite the incident having taken place on railway premises, the official said quoting a member.
