Railways Minister Mamata Banerjee's rail budget today received mixed response from India Inc , which hailed announcements on PPP projects but expressed disappointment at not enough being done for safety and hygiene.
Budget presentations can be dry affairs with ministers poring into papers in front of them and rarely looking up as they reel out figures. Not so with Mamata Banerjee , who departed from the text frequently to address the house, admonish and even recited an Urdu couplet during the rail budget on Friday.
Breaking into heavily accented Hindi off and on, Banerjee was the picture of confidence as she presented her third rail budget.
"Hum aah bhi bharte hain toh ho jaate hai badnaam; woh qatl bhi karte hain to charcha nahin hota," Banerjee said towards the beginning of the presentation. The reference was to the flak that employees of the railways get everytime something goes wrong, ignoring all the good work that is done.
She looked up frequently from the papers in front of her, getting angry and cajoling in turn as she asked the members to listen on patiently. The minister had clearly read the reams of papers well before coming to the house.
For the third successive year, the Railway Budget for 2011-12 spared the passengers of any increase in fares and proposed no hike in freight rates while introducing 56 new trains, including nine non-stop Duronto trains and three Shatabdis.
Projecting a nine per cent GDP growth for 2011-12, the Economic Survey, tabled by Finance Minister Pranab Mukherjee in Parliament, has suggested a Reform Agenda for the government to achieve the targets.
The survey has also expressed concern over project delays due to tussle between various ministries like coal and power, where the Ministry of Environment and Forest has raised certain issues.
It suggested an "urgent need to streamline land acquisition and environment clearance for infrastructure projects".
The survey called for creation of a National Forest Land Bank with clear paper work and title to reduce approval time for forest clearance.
While recognising the contribution of agriculture sector in the overall development, especially to check food inflation, the Survey has asked the government to work for a 'second Green Revolution' with technological break-through in the sector.
The agriculture growth is expected to be 5.4 per cent for the current financial year as against just 0.4 per cent in the previous fiscal.
A second Green Revolution could help the farming community to devise ways to reduce dependence on monsoon, it said.
"Prioritisation of targeted development of rainfed area and effective marketing links be ensured for better returns to the farmers," it said.
One of the major tax reforms GST , which will combine the state and central taxes, could not be taken up amid differences between the Centre and States, particularly ruled by BJP.
Besides, there is need to explore avenues for increasing investment in infrastructure through Public Private Partnerships and occasionally exclusive private investment wherever possible, the Survey said.
Huge capacity addition in infrastructure should be planned and executed in a time bound manner, the Survey suggested and called for better convergence of the schemes to "avoid duplications and leakage and to ensure benefits reach to the targeted groups.
Industry body FICCI said it is encouraged by the announcements of expansion of public-private-partnership (PPP) projects in manufacturing and fruitification of public sector undertakings.
"These will give a fillip to and saving resources of the railways for more strategic uses," it said.
Ficci said that for the first time the focus of the budget has been towards the development of Jammu and Kashmir and North-East region.
"This will go a long way towards regeneration of these areas that have been among the most excluded regions of the nation hitherto," the chamber said.
However, Assocham said "authorities should do more in future to improve safety and hygiene for the passengers".
It said that in the rail budget, there is no clarity on how resources will be mobilised for network expansion and building new coach and locomotive factories.
ASSOCHAM said that more attention has been paid towards welfare aspects covering larger sections of the society rather than improving efficiency levels.
"The railway budget in nutshell has much less to offer to the business sector as its focus is more on welfare of the public and employees," Assocham President Dilip Modi said.
Presenting her third budget in UPA-II in the Lok Sabha, Railway Minister Mamata Banerjee announced a slew of concessions including reducing the eligibility age of senior women citizens from 60 to 58 years and the fare concession for men above 60 from 30 to 40 per cent.
Apparently with an eye on the coming assembly polls in West Bengal, where she is projected as the Chief Minister candidate of Congress-Trinamool combine, she came out with a number of projects for the state, including a metro coach factory in Singur, Rail Industrial Park in Jelligham, an integrated suburban network for Kolkata and 34 new services for the Kolkata metro.
Her announcements for the state evoked protests from members including those from Bihar, UP and Kerala, but she appealed to them to be patient for her other announcements.
The Minister also extended the concession for physically- challenged persons and Kirti and Shaurya Chakra awardees to travel in Rajdhani and Shatabdi trains, besides extending facility of card passes to parents of unmarried posthumous Paramvir Chakra and Ashok Chakra gallantry award winners.
She also proposed to induct 16,000 ex-servicemen in the Railways by March.
The budget proposes the highest-ever plan outlay of Rs 57,630 crore for 2011-12. The gross budgetary support has been projected at Rs 20,000 crore, diesel cess Rs 1,041 crore, internal resources Rs 14,219 crore and market borrowing at Rs 20,954 crore.
The budget estimates for 2011-12 projects a freight loading of 993 million tonnes and a passenger growth of 6.4 per cent.
Gross traffic receipts has been estimated at Rs 1,06,239 crore, exceeding the Rs one lakh crore mark for the first time, despite pressure on finances on account of Pay Commission payout.
Ordinary working expenses have been assessed at Rs 73,650 crore and appropriation to depreciation reserve fund pegged at Rs 7,000 crore.
Provision of Rs 6,735 crore has been made for dividend payment and the excess for Railways for the new fiscal has been projected at Rs 5,258 crore, with an operating ratio of 98.1 per cent.
On the financial performance for the current year, the budget disclosed that disruption of train movement resulted in a loss of Rs 1,500 crore and Rs 2,000 crore due to the ban on export of iron ore.
Loading target was reduced by 20 million tonnes (MT) to 924 MT.
Gross traffic receipts have been fixed at Rs 94,840 crore, which is higher by Rs 75 crore over budget estimates.
The ordinary working expenses has been fixed at Rs 67,000 crore, an increase of Rs 2,000 crore over BE and the current dividend liability to be fully discharged.
The next year's budget provides Rs 9,583 crore for new lines. A target of 1,300 kms of new lines, 867 kms of doubling of lines and 1,017 kms of guage conversion has been targeted in the new fiscal.
Pranab loses cool, Lok Sabha adjourned for 5 minutes
Finance Minister Pranab Mukherjee shouted at, but later apologised to opposition members in the Lok Sabha on Friday when some of them interrupted him while he was replying to a question on black money stashed by Indians in foreign banks. A ruckus followed, prompting Speaker Meira Kumar to briefly adjourn the house.
"Don't interrupt me," a grim-faced Mukherjee shouted repeatedly at opposition MPs.
He was replying to a question on the black money issue and said Hasan Ali, who is alleged to have stashed away a huge amount of money in foreign banks, has not been allowed to leave the country as per the Supreme Court directions.
"There is a law of the land (to follow)," the finance minister said loudly prompting some MPs to troop into the speaker's podium in protest.
Amid the ruckus, Meira Kumar adjourned the house for about five minutes.
When MPs reassembled, Mukherjee apologised to the house saying he was provoked to speak loudly and didn't mean to offend anybody.

Mamata's populist budget
Mamata Banerjee's third Railway budget in UPA-II contains few surprises: full of populist symbolism and sops but weak in substance. She made it clear to Parliament that the Indian Railways was passing through a very difficult phase financially but has failed to come up with any credible solution. With elections to the West Bengal Assembly round the corner, there was no question of the leader of the anti-Left coalition altering the fare structure. As the freight rates were raised a couple of months ago, she has left them untouched. Nevertheless, she proposed an increase in the annual plan outlay, from just over Rs.40,000 crore in the current year to Rs.57,630 crore in 2011-2012. This would involve a market borrowing of Rs.20,000 crore. The opposition, especially the Left parties and Ms Banarjee's predecessor in the Railway Ministry, Lalu Prasad, were quick to point out that the implementation record of the Railway Minister has left a lot to be desired. The truth is that most of the projects she announced in the last budget and a number of others under execution have failed to get the budgetary support necessary for early completion. Ms Banerjee's response to her critics is the proposal to set up a Central Organisation for Project Implementation, with four regional offices, to keep a tab on progress.
Making no bones about her preference for her home State, Ms Banerjee announced a metro coach factory in Singur and a Rail Industrial Park in Nandhigram district — two areas where her party, the Trinamool Congress, launched violent agitations, allying with extremists, to prevent major private industries from coming up. In addition, the Kolkata Metro is set for expansion and more services. In keeping with recent trends, Ms Banerjee has lowered the eligibility age for women from 60 to 58 years to avail themselves of the fare concession for senior citizens, besides increasing the concession rate from 30 per cent to 40 per cent for both men and women. A special package is on the anvil for the North Eastern region, with a mission to connect all these States except Sikkim in seven years. The proposal to develop an integrated suburban railway network for Mumbai, Kolkata, Chennai, Hyderabad, and Ahmedabad is welcome. The really worrying aspect is the worsening operating ratio — which indicates how much the Railways spend to earn Rs.100 — to 92.1. For the Railways to be considered healthy enough, this figure should be in the 70s. If Nitish Kumar laid the foundation for the turnaround of the Railways, Mr. Lalu Prasad presided over the best years. What can Ms Banerjee claim at the end of the day?
