Man made calamities across the Borders have made the Human suffering and Plight of Humanity Miserable while the Ruling Hegemonies continue to Keep us Starved, Persecuted and Suffering diverting all natural resources in War, Civil War and Violence.

Many parts of north India, including the capital, were threatened by floods Monday as a swollen Yamuna threatened to overflow its banks and the waters of the Tehri dam posed a danger to Uttarakhand, where at least 72people have been killed.The threat of flash floods is again looming large over several parts of Haryana in the wake of torrential rains in neighbouring Himachal Pradesh even as the swollen Yamuna river is posing a danger to people living in villages near its banks.

The Himalayas must be the Greatest Victim and we are quite UNAWARE that the Nature always strikes back. It may be Tsunami, Earth Quake, Land Slide, Floods, Drought, Pendamics and Famine!If the Governmnets and Political Class do recognise the fact, it would NEVR be a Problem to resolve whatsoever Stand Off or Vexed problem.

Unfortunately, the Governments in the Third World have been taken over Extra constitutional corporate Heads and world bank IMF Officials, the Super slaves of Washington. Thus, NO Peace Initiative is Enough without Freedom of Decision making, Political Will, Concern for the masses, Commitment to the Nation and Sovereignity which do MISS!

Meanwhile,Demands ranging from restoration of autonomy to withdrawing all security forces from Jammu& Kashmir were made to the all party delegation headed by Home minister P Chidambaram as top leaders of PDP and the separatist factions kept away.

Meanwhie,the threat of floods came back to haunt the city again with neighbouring state Haryana releasing over six lakh cusecs of water into Yamuna today resulting in the rise in water level above the danger mark.

We have been in touch with our families and friends statewide. While Girda breathed last, my Brothers and friends in Terai were busy in flood relief in the Bengali refugee colonies in Shaktifarm area inundated by Baigul Dam.

It is Nothing new for the refugees as PARAGAO became a virtual desert along with Shaktifarm Number One and Six just after the resettlement as earlier as in 1980s.

It was the same case in Pilibhit and Baharaich Districts of Uttar Pradesh time and again.

And the Polavaram dam Project threa maharastens Refugee Resettlement all over the Dandakaranya stretching to no less than Five Sates Maharashtra, Chhattishgargh, MP, Orissa and Andhra in the Godavari basin.

We all know about Narmada and Sardar Sarovar Dams ifnot about DVC project, bhakhra, Rihand and Mahanadi dam Projects which displaced aboriginal tribes without any Resettlement. Tehri dam has crossed the Danger level having Water Reservior all over the Bhagirathi and Bhilangan valleys Capable to destroy the Hills as well as the Meadows.

My Brother in law Satyada and his wife Shobah Bhabhi just shifted in Dharamnagari for a while as they could not avail Proper medical care in the Tehri Dam Project. But the Ganga Barrage a few KM away Inundated Scores of Villages there.

The innocent Gola River near Kathgodam is playing Havoc!

My father in law, late satish Biswas had worked in Kalagargh Ramganga Dam Project in Pauri.

Sabita completed her Intermediate from kalagargh. Emotionally she is very deep rooted in her childhood in the Hills.

But the Ramganaga Barrage is also endangered.

Before I could start my eading newpapers , she had read all the newsitems and browsed every Channel!

I have been talking to our family and friends in Dineshpur as they do not Pronounce any danger at this point.

But I know very well how Haripura Reservoir near Gularbhoj and Lalkuan poses the similar Threat as it happend in Sixties while NANAK Sagar Dam Nanak Matta between Khatema and Sitarganj Broke and it inundated Nainital,Rampur, Pilibhit and Bareilly Districts!

It reminds me an incident so funny!

I had just joined Dainik Amar Ujala Bareilly shifting from Dainik Jagaran Meerut.

It was the same scenerio in the Kumaun Hills and I published areport as Banner.

Next day, the Resident Editor Rajul Maheshwari called me and asked what BLUNDER I have committed as every one knew there could be No Flood in the Hills.

No one would listen to me nor would they recognise my roots in the Hills as it was beyond their vision how the Rivers could be fllooded in such Altitudes!

Even the Sahitya Academi Winner Hindi Poet, Viren Dangawal was dubtful. He was looking on the literary Supplement then. I had to convince Virenda that the Rivers do Flow in the Valleys and the Valleys are not the Altitudes.

Power, water and telecommunication services have been badly affected throughout the state.

All-party delegation in Kashmir interacts with 'open mind'!

Union Home Minister P Chidambaram on Monday said the all party delegation has come to Jammu and Kashmir with an 'open mind' and hopes to 'carve out a path for taking the region out of its present cycle of violence'.

"The team has come with an open mind and the main purpose was to interact with people, listen to them patiently," said Chidambaram.

"We are here to listen to your views, we will give you a patient hearing, what you think we need to do, in order to bring to the people of Jammu and Kashmir, the hope and the belief that their honour and dignity and their future are secure as part of India," he added.

Chidambaram said the delegation has a tight schedule and asked the parties appearing before them to make their presentation effectively.

The People's Democratic Party (PDP) met the all-party delegation and suggested out of box solutions for resolving the Kashmir issue.

PDP President Mehbooba Mufti did not meet the delegation, but sent senior leader Nizamuddin Bhatt. who told reporters later 'although we were given just 15 minutes to put our point' , we have told the delegation that "all suggestions from the mainstream or separatist quarters should be considered."

He said that party renewed its demand for revocation of Armed Forces Special Powers Act AFSPA) and unconditional dialogue with all sections of people.

"The Centre will have to take steps for wriggling the people of the Valley from the siege and stop the killing so that they feel that they are living in a truly democratic system," he added.

The 39-member delegation, which arrived in Srinagar on a crucial two-day visit to assess the ground situation, was received by Chief Minister Omar Abdullah.

Led by Union Home Minister P. Chidambaram, the all-party delegation expects to find ways to restart the dialogue process with different sections of people in Jammu and Kashmir, and specifically in the Kashmir Valley.

The delegation comprises senior parliamentary party leaders, including BJP's Arun Jaitley and Sushma Swaraj, Samajwadi Party chief Mulayam Singh Yadav, Basudeb Acharia of the CPI (M), Gurudas Dasgupta of the CPI and JD (U) president Sharad Yadav.

They will meet different groups, legislators and members of political parties.

The Omar Abdullah-led coalition government in the state has sent out invitations to a cross section of leaders and people to come forward for the interaction.

Moderate Hurriyat Conference chief Mirwaiz Umar Farooq, Jammu and Kashmir Liberation Front (JKLF) Yasin Malik and Hardline separatist leader Syed Ali Shah Geelani have all rejected invitations to attend the all-party meeting in person in Srinagar.

Malik said they would instead submit a joint memorandum to the visiting delegation.

"We choose not to meet all party delegation and will send a joint memorandum to all. We have reiterated our four points for a peace process to begin. We propose talks between parliamentary committees of India and Pakistan," Farooq said.

The delegation will travel to Jammu from Srinagar on Tuesday and hold meetings there before returning to New Delhi on Wednesday.

The Central Government plans to convene a meeting of the Cabinet Committee on Security (CCS), the third in a little over a week, to take into account the inputs made available by the delegation.

The CCS, which met on Monday last, decided to enlarge the scope of discussion on the situation in the Kashmir Valley by holding an all-party meeting here on Wednesday, when the decision to send an all-party delegation was taken.

Sources said the CCS could be convened to take a view based on the deliberations that the delegation would have with people of the State, and also on withdrawal of the Armed Forces (Special Powers) Act from various parts of the State.

The armed forces feel that the Act is required for the soldiers to legally operate in the disturbed areas.

The state government, however, has been demanding that the Act be lifted at least from some parts of the Kashmir Valley as a measure to restore normalcy and calm the passions inflamed by the death of civilians in operations by security forces.

In taking a decision, the Central Government would have to keep the sensitivities of Jammu and Ladakh in mind, sources said.




The town of Nainital, which is also the administrative centre of Kumaon Division, stood cut off from the rest of the state as all roads leading to it were blocked on Sunday morning. Landslides led to the blocking of the Nainital-Haldwani, the Nainital-Bhawali and the Nainital-Kaladhungi roads as a result of which the supply of essential commodities to the town was badly hit.

Almora, Chamauli, Uttarkashi and Nainital are worst hit more than 25 homes washed away. Many tourist resorts near the Corbett National Park are damaged. Power and communication lines have snapped. The government has ordered schools to be shut till Tuesday.Almora district is the worst affected, where more than 33 persons have lost lives in rain-related incidents so far. More than 24 villages have been devastated. Thirteen persons were buried alive in their homes following a cloudburst at Badi village of Almora district. Hundreds of houses in the district have collapsed due to incessant rain over the past four days. The ITBP and Army personnel, along with state police jawans, had been looking for survivors and taking out bodies since last night.Inclement weather hampered relief and rehabilitation work as rescue teams were not able to reach far-off places. According to state Disaster Relief Department, 33 persons have died in Almora district alone. In Nainital district, 13 deaths have been reported so far. Nine bodies have been recovered while four persons missing in the floods have been presumed dead.

Rising water can be seen in Rishikesh and Haridwar, as water was released from the Tehri dam. The water level of Ganga at Haridwar is almost two meters above the danger mark.

"If it breaches the 830 feet mark, there could be a deluge. The Teri dam has the capacity to hold water up to 830 feet. The Koteshwar dam will overflow as a result. Massive damage is feared in parts of Rishikesh, Haridwar and western Uttar Pradesh," said Ramesh Pokherial Nishank, Chief Minister, Uttarakhand.

The National Disaster Management Authority is sending in men and resources to rescue the marooned villagers.

100 Jawans with 20 boats from the National Disaster Response Force have been sent to Haridwar, another batch of 125 jawans and 25 boats of have been sent to Rishikesh.

With the weathermen warning of scattered rain and thundershowers in Uttarakhand, there will be little respite for a day or two.

The government has sounded red alert in the state and sought assistance of the Army, the Air Force, the Indo-Tibetan Border Police (ITBP) and the Sahastra Seema Bal (SSB) to help the civil administration in tackling the situation. The leaves of all state government employees have been cancelled.

Most of the rivers flowing through the hills are in spate and the Ganga is flowing around 2m above the danger mark. Flood warning has been issued in the Uttar Pradesh plains situated alongside the Ganga banks.

KP Singh, Executive Engineer in charge of the Uttar Pradesh Irrigation Department at Haridwar, said it was for the first time since 1928 that the Ganga had been flowing 2m above the danger mark. "A warning has been issued for areas situated on the banks of the river in Uttar Pradesh and Bihar," he said.

According to Dr Anand Sharma, Director, Meteorological Department, Dehradun city, the 44-year-old record of rainfall has been broken. In 1966, the city received 2,930 mm of rainfall. However, it has already crossed the 3,000-mm mark this year so far. There has been excessive rain in 10 out of 13 districts of the state.

The natural calamity has its political fallout also. Uttarakhand Chief Minister, who gave Cabinet rank to four of his ministers of state yesterday, has been criticised by the opposition Congress. Harak Singh Rawat, Leader of Opposition, blamed the state government for being insensitive to the condition of common people. "At a time of such a calamity, the BJP government has rewarded its ministers. It is cruel joke on the people of the state," he said.

Meanwhile, the Chief Minister cancelled a meeting of BJP legislators and asked them to visit their respective assembly segments. He also had a video conference with the District Magistrate, Almora, and instructed him to speed up the relief and rehabilitation work.

The state government has ordered the closure of all government, government-aided and private schools in the state till September 22, in the wake of unprecedented rain in the state.

Governor Margaret Alva has expressed concern over the disruption of normal life, loss of lives and property due to landslides and floods.


Fearing a flood-like situation, Delhi Government has appealed to people living in low-lying areas to move to safer places while senior officials were constantly monitoring the situation.

With the release of 7.44 lakh cusecs of water, the water level in the river rose to 205.62 metre, which could rise to 206.95 m on Wednesday as per forecast. The danger mark is at 204.83 metres.

The water level had touched 206.78 metres last week.

  
"Haryana has released nearly one crore cusecs of water this year which is the highest in the last 60 years," Rajkumar Chouhan, Flood Control and Irrigation Minister, told reporters.

He said he has alerted concerned authorities to remain extremely vigilant besides deploying additional workforce to monitor the situation.

According to the Central Water Commission forecast, the water level will reach 205.65 m by Monday evening.

Chouhan said Irrigation and Flood Control Department has installed booster pumps in several areas along the river to pump out the water.

Stop being in denial, Mirwaiz tells India

Hurriyat leader Mirwaiz Umer Farooq said Monday that Kashmir was an international dispute and that the time had come for India to stop being in denial.
'Sitting in Kashmir, we come to the conclusion that the people of India are so ill-informed about Kashmir... Kashmir is an internationally accepted dispute. It is time to call a spade a spade,' the Mirwaiz told a group of Indian political leaders who called on him at his residence.
The Mirwaiz suggested the formation of a Kashmir Committee in the Indian and Pakistani parliaments that would exclusively discuss nothing but the decades old Kashmir dispute.
'Let a beginning be made,' he said, addressing mainly Communist leader Gurudas Dasgupta.
'Kashmir is an international dispute and it has to be addressed according to the wishes of the people,' he said.
He added that the issue of 'azadi' (independence) should be addressed by the people and political actors in India.
'We don't want to live in a constant state of fear and state terrorism,' he said passionately while displaying photographs of young boys killed by security forces in firing since June 11.
'You cannot force the will (of India) on the (Kashmiri) people. You are seeing the reaction to force,' he said, referring to the unending protests in Srinagar and other parts of the Kashmir Valley.
He denied accusations that the Hurriyat members were Pakistani agents. He also emphasized that Kashmiris were not looking for economic sops from New Delhi.
'We are not beggars... We want justice... We don't want jobs,' he said. 'The voices of dissent in Kashmir are not being recognised by New Delhi. New Delhi is in a constant state of denial.'
Dasgupta said while he did not agree with the Hurriyat demand for 'azadi', he would raise the issues raised by the Mirwaiz in parliament.
'We are not here to defend any indignity, not to defend any barbarism, not to support any wrong being done (to Kashmiris),' he said. 'We represent different political voices. We have never believed you are Pakistani agents. You are equally Indians.'

Geelani meets members of all-party delegation

Hardline Kashmiri separatist leader Syed Ali Shah Geelani Monday met a small group of the all-party team after he refused to talk to the delegation from New Delhi that was led by Home Minister P. Chidambaram.
Five leaders, including Communist Party of India-Marxist (CPI-M) leader Sitaram Yechury and Majlis-e-Ittehadul Muslimeen's Asaduddin Owaisi, met Geelani at his residence in the curfew-bound city.
T.R. Baalu of the DMK, Rattan Singh Ajnala of the Shiromani Akali Dal (SAD) and Namanageshwara Rao of the Telegu Desam Party (TDP) were also present in the meeting with the separatist leader who is known to be spearheading the current wave of street protests in the Kashmir Valley.
The meeting assumes significance as Geelani had refused to meet the all-party delegation that is currently in Srinagar.
The details of the meeting were not available immediately.
Sources said two similar small groups are likely to meet moderate Hurriyat leader Mirwaiz Umar Farooq and Jammu and Kashmir Liberation Front chairman Yasin Malik also.

PDP asks all-party team to think out of the box

The Opposition PDP in Jammu and Kashmir today asked the visiting all-party delegation to come out of the fixation and consider "out of box solutions" for resolving the Kashmir issue.
"Although we were given just 15 minutes to put our point, we have told the delegation that they have to come out of the fixation and come up with out of the box solutions to resolve the Kashmir issue. All suggestions from the mainstream or separatist quarters should be considered," PDP leader
Nizamuddin Bhatt told reporters after meeting the team.
He said the all-party delegation should have visited the affected areas, including the hospital and district headquarters, to get a first-hand account of the sufferings of the people.
Bhatt said the present crisis has been a simple outcome of two factors which need to be addressed -- the long pending Kashmir dispute and immediate "mishandling" of the situation by the state government.
He said the party has reiterated its demand for taking steps that will make the situation conducive for starting a process of resolution which included revocation of the Armed Forces Special Powers Act (AFSPA) and removing the "gag on freedom of expression".
The Centre will have to take steps for "wriggling the people of the Valley out of the siege and stop the killing so that they feel they are living in a truly democratic system".

On Batla anniversary, e-mail talks of 'martyrs', Kashmir 'genocide'

The Home Ministry has sought technical help from Google to trace the gmail account and relevant IP address from which the e-mail was sent, purportedly by the Indian Mujahideen, claiming responsibility for the firing outside Jama Masjid, two and a half hours after the incident.
The five-page e-mail, sent at 1:37 pm, "dedicates" the attack to the "martyrdom" of Mohammed Atif Amin and Mohammad Sajid two years to the day at Batla House in Delhi.
Titled "As We Bleed, So Will You Seep", it warns against the hosting of the Commonwealth Games, saying it was preparing for a "great surprise", and warns "Bombayites" of a "fresh bloodbath". Also, for the first time in an e-mail attributed to the IM, the Kashmir problem is talked about at length.
However, the mail, which was also addressed to Dar-ul-Uloom Deoband, in addition to television channels and newspapers in India and abroad, neither makes any direct mention of today's incident nor provides any details about it.
While the Delhi Police are not yet dubbing it a terror attack, investigators acknowledge that the e-mail bears a striking resemblance to previous such mails sent by the IM.
"The mail is indeed from the Indian Mujhaideen as the logo and scanned image of signatures (on it) are still in their possession and seem to have been used," said a senior official. Like the previous mails, this one too has verses from the Koran (though not the same ones as used earlier).
What may have changed, the official adds, are the content writers. Today's e-mail consistently refers to 'Bombay', including 'Bombay Police', instead of calling the city Mumbai. Three earlier mails sent by the IM had used Mumbai all along. The repeated use of the term "idol worshippers" to describe the security forces is another new feature. And unlike earlier e-mails, the latest does not have any pictures.
The e-mail sent today was signed 'Al Arbi' and sent from an id called al.arbi999123@gmail.com. Al Arbi, as in the IM e-mails sent before the 2008 Ahmedabad blasts, is said to be the call sign of the group's top terrorist, Iqbal Shahbandri of Bhatkal, just as Guru-Al-Hindi is reportedly the signature of his younger brother, Riyaz Shahbandri of Bhatkal.
According to Mansoor Peerbhoy, accused in the Ahmedabad serial blasts case, Riyaz had given an image of his signature while Iqbal had signed "Al Arbi" with his own hand on the Ahmedabad e-mail. Iqbal Bhatkal has taken over as the chief of operations of IM from Amir Raza Khan. Khan and Riyaz Bhatkal have shifted to Dubai, while Iqbal is based in Karachi.
According to officials at the Mumbai Crime Branch who have investigated the IM's e-mails, it is Iqbal Bhatkal who decides the content — most of it news of "atrocities on Muslims" pulled from Islamic websites — and instructs the media cell. Once the content is decided, it is given to Mubin Shaikh, a 26-year-old resident of Kondhava, Pune, to write it in the manner decided. Then a scanned image of "Al-Arbi" is pasted on the e-mail. Shaikh is also credited with having designed the logo of IM.
The e-mail sent today dwells at length on the Kashmir problem, including making a reference to Pandit Jawaharlal Nehru. It says Kashmiris are being slaughtered by Indian forces, who are not sparing 8-year-old boys to 80-year-olds, and that 22 stone-pelters were killed by the Army on Eid day. "Just as our children have faced horrors, so will your kids," the e-mail says.
The e-mail also talks about the "criminal silence of the international community" being far more dangerous than the "oppression perpetuated on the helpless Kashmiri Muslims by the imperialist and expansionist attitude of the Indian state".
Questioning the "so-called Islamic scholars who waste their energies designing fatwas against us", the e-mail asks: "Why are they lip-locked over the genocide of Kashmiri brothers and sisters?"
The e-mail makes a mention of three specific incidents — one relating to a teenager named Salman, who was allegedly beaten up by the Delhi Police, the other relating to a hijab-wearing woman who was "insulted and humiliated" at Mumbai's KEM Hospital and the third relating to "the detention and torture of more than 700 Muslim youth" in Ratlam during Eid. Rains kill 19 in Uttar Pradesh

ineteen people died today in rain-related incidents in Uttar Pradesh where flood situation aggravated in several districts, affecting road and railway traffic, due to rain and rise in level of major rivers.

While five persons were killed in Bareilly, four deaths were reported from Unnao and two each from Faizabad, Badaun, Shahjahanpur, Muzaffarnagar and Pilibhit, officials said.

Flood waters submerged more than 200 villages in Bareilly and Moradabad divisions as incessant rain lashed the region and water from Ramganga and Kosi rivers released from Kalagarh, Naraura, Behgul, Nand Sagar and Dhaura dams.

Seven trains have been cancelled in the region in the wake of the deluge.

Inclement weather prevented IAF helicopters, sent from Bareilly, to carry out rescue and relief operations in Bijnore and Uttarakhand from landing at the two places.

"IAF helicopters were sent to carry out relief and rescue work in Bijnore and Uttarakhand, but they returned back to Bareilly after failing to land due to bad weather," an official said.

Vehicular movement on the National Highway connecting Delhi with Lucknow, which was closed on Saturday last after its section near Moradabad division was flooded, will remain suspended till September 22.

Water seeped on roads on all the four sides of Pilibhit district after around four lakh cusec water was released in Devaha river, officials said.

The Ganga river was flowing one metre above danger mark in Badaun district after five lakh cusec water was released from the Naraura dam.

The district administration has directed to evict villagers in Sahaswan, Junawai, Kachla and Dataganj areas located alongside Ganga.

Meanwhile in Rampur, two lakh people were affected due to floods.

"The capacity of the Kosi river was 35,000 cusecs of water. With two lakh cusecs of water being released into it, unprecedented devastation has been caused," Rampur District Magistrate of T N Singh said.

National disaster society has dispatched teams of ITBP jawans to assist district administration to help in relief and rescue work.

All the educational institutions in the area will remain closed for next three days.

According to the Central Water Commission, Ganga is flowing almost at danger mark in Gumatia (Kannauj), Ankinghat ( Kanpur dehat), Kanpur and Dalmau (Rae Bareilly) and was rising at Fafamau and Chatnag in Allahabad, Mirzapur, Varanasi, Ghazipur and Ballia.


Ramganga is flowing above red mark in Moradabad and is rising in Bareilly and Dabri (Shahjahanpur).

Yamuna is flowing above danger mark at Prayag Ghat in Mathura and is swelling at Bagahpat, Mohna, Etawah, Auraiyya, Naini (Allahabad) and Chillaghat (Banda). Sharda river is flowing at danger mark at Kheri, while Ghaghara is above the danger mark at Elgin Bridge in Barabanki, Ayodhya and Turtipar in Ballia.

Kashmiris future secure with India: Chidambaram

On a mission to understand the ground situation in Jammu and Kashmir, the all party delegation today began its two-day exercise with Home Minister P Chidambaram promising the people of the state that their future, honour and dignity are secure as part of India.
Main opposition PDP leader Mehbooba Mufti and separatist leaders, including Syeed Ali Shah Geelani, Mirwaiz Umar Farooq and Yasin Malik, decided not to meet the delegation. While a 15-strong PDP delegation would meet the all party leaders and explained the party's stand, but some of the separatists factions would be giving memorandum to the team.
Flanked by leaders of different political parties and Chief Minister Omar Abdullah, Chidambaram said the delegation would like to hear the grievances of the people. "We hope and believe that the honour, dignity and future (of Kashmiris) are secure as part of India," he said. Chidambaram said the delegation has a tight schedule and asked the parties appearing before them to make their presentation effectively.
The 42-member team, which arrived here on a crucial two-day visit to assess the ground situation, was received by Chief Minister Omar Abdullah, as curfew remained clamped in the summer capital of Jammu and Kashmir. The death toll during violence and clashes in the last three months is now at 103.
Asked whether her decision not to meet the delegation was a symbolic protests, Mehbooba said she did not believe in symbolism but was sending a strong delegation to put forth her party's point of view. She said her views were well known as she had attended the all party meeting in Delhi last week and that her party's senior leaders should have a chance to make their presentation.
Mehbooba also accused the ruling NC of trying to hijack the all party delegation. Moderate Hurriyat Conference led by Mirwaiz Umar Farooq and JKLF will skip meeting the team but will submit a memorandum to it, JKLF chief Yasin Malik said.
"It is a creative memorandum. Hope it is taken in the right spirit and that the delegation understands the pulse of the people," Malik said.
Some members of the delegation are likely to call on hardline Hurriyat leader Sye Ali Shah Geelani at his Hyderpora residence here.
Though Geelani has officially refused to meet them, he said the delegation members will not be turned away if they decide to call on him at his house as they were guests.

Ayodhya verdict: Orissa govt issues directions to districts

Orissa government has issued instructions to the districts administration to keep a vigil on the law and order situation after the September 24 verdict on the Ayodhya title suit by the Lucknow Bench of Allahabad High Court. "We have issued instructions to all 30 districts to maintain law and order situation following the court verdict on Ayodhya title on September 24," Home Secretary U N Behera told PTI today.
Stating that the state government had been reviewing the situation on daily basis, the home secretary said that one needed to be careful as the court was going to pronounce verdict on a sensitive issue.

Indian MPs met detained Kashmiri separatists on Monday, despite a rebel boycott of government-sponsored talks to end the biggest independence uprising in Kashmir in over 20 years, but no breakthrough was expected.
Among the separatists were Syed Ali Shah Geelani, who has emerged as the leading face of the anti-India demonstrations and who is seen as a hardliner by the government, and Mirwaiz Umar Farooq, the head of All Parties Hurriyat Conference.
The politicians were sent to the region by Prime Minister Manmohan Singh, who has been accused of not taking seriously enough the protests that exploded in Kashmir this summer, causing more than 100 deaths.
Nearly all the victims have been killed by police bullets, heightening anger against New Delhi.
"We don't want to live in a constant state of fear and state terrorism, Kashmir is an international dispute and it has to be addressed according to the wishes of the people," Farooq told the visitors, displaying photographs of young boys killed by police.
Geelani and Farooq, like other separatist leaders, had refused to meet the delegation, prompting a few of the Indian politicians to visit them at their homes. Both were placed under house arrest this morning by the police.
There was no meeting of minds between the two sides.
Geelani spurned New Delhi's offers of economic assistance for the state, saying "we want independence," while Indian communist lawmaker Gurudas Dasgupta told Farooq: "We do not agree with the Hurriyat demand for azadi (freedom). You must help in restoring the peace."
Since the first death in June, Kashmir has been thrown out of gear by strikes and curfews. Schools, colleges and businesses remain shut. Food and medicine are scarce.
As New Delhi's representatives landed this morning in the summer capital Srinagar, authorities enforced a strict curfew across the region.
Heavily armed security forces patrolled deserted streets and loudspeakers mounted on police vehicles asked residents to stay indoors in a bid to head off more protests, witnesses said.
Seven people were injured when police fired at stone-pelting protesters in north Kashmir, police said.
Pro-India politicians in the Muslim-majority region asked the delegation for political concessions, including autonomy for the region and for the repeal of a widely hated law that gives security forces immunity in cases of civilian deaths.
The ruling National Conference and the opposition Peoples Democratic Party accept Indian rule in Kashmir.
Prime Minister Singh has been accused of not taking the protests seriously even as a new generation of Kashmiri youth erupts in anger at living in one of the world's most militarised regions.
Militant attacks, which first broke out in 1989, have declined considerably, but street protests have grown.
While a previous generation of Kashmiris often embraced militancy, a new generation has used street protests, Facebook and mobile phones to spread revolt, mindful of how violence and an army backlash led to more than 47,000 deaths after 1989.
"Boys pushed to the brink may pick up guns again. The generation which grew up amidst a bloody conflict is capable of prolonging the conflict for many more decades to come," Firdous Syed wrote in his Greater Kashmir newspaper's online edition.

Floods in northern India sweep away homes, crops

Unusually heavy monsoon rains over northern India have flooded villages, leaving more than half a million people homeless and submerging crops in a key sugar producing region, officials said on Monday.
Torrential rains have lashed the impoverished and densely populated state of Bihar since Friday, causing the Gandak river to overflow and sweep away hundreds of homes and destory 30,000 hectares of rice, maize and sugarcane.
In neighbouring Uttar Pradesh, at least 50,000 hectares of were under water, mainly in the sugar cane-growing western region, Relief Commissioner K.K. Sinha said, adding the government was assessing how much of crop had been lost.
Local television showed villagers wading through chest-deep water, carrying cots, goats and children in their arms.Weather officials have predicted more heavy rains in Uttar Pradesh.
Uttar Pradesh is India's top cane-producing state and any output loss would reduce sugar supply in India, the world's top consumer and second-largest producer of the commodity.
Sugar industry officials said it was early to judge the impact of the rains on cane yields. "We have to wait for some days before saying anything," said Shyam Lal Gupta, secretary general of the Uttar Pradesh Sugar Mills Association.
The government did not say how many people have been killed in the recent flooding. Floods in India kill 1,793 people each year, on an average, and cause losses of $575 million each year, including damaging crops in 3.7 million hectares.

Obama's remarks may lead to protectionism: Mukherjee

India is concerned about the growing trend of protectionism and will raise the issue at the G20 meet next month, Finance Minister Pranab Mukherjee said Monday.
'Obama's statements may lead to protectionism. I am, of course, worried about the growing trend of protectionism. And G20 leaders should take note of it and when they meet in (South) Korea they will make it quite clear that the answer to the problems in international financial crisis does not lie in protectionism,' Mukherjee told a television channel.
Mukherjee said he would raise the issue during the meetings of G20 finance ministers scheduled to be held next month.
'In itself the statement of Obama may not be protectionist but it may lead to protectionism and I will have the opportunity to share my views with finance ministers' meetings in G20,' he said, adding there was no need to press the panic button on the issue.

Two NDFB insurgents killed

Rangiya (Assam), Sept 20 (PTI) Two NDFB insurgents of anti-talk faction were shot dead today in an encounter with army in lower Assam''s Baksa district. Acting on a tip-off about the movement of the two ultras towards forests in Botsha village in Goreswar police station, the troops of Maratha Regiment cordoned off the area, defence sources said.
Seeing the army personnel, the militants fired at them and in the retaliatory shooting the two rebels were killed on the spot, the sources said. Two 9-mm pistols and some documents were found from the extremists who were yet to be identified, they added.

AGP decides to snap ties with BJP

In a decision that could affect state politics, the main opposition Asom Gana Parishad (AGP) today decided to snap its election alliance with the BJP. The decision was taken here tonight in the general council meeting of the party, its spokesperson Apurba Bhattacharya told PTI here. The spirit of the meeting was to go for alliance with regional parties rather than a national party, Bhattacharya said.
"The unanimous decision was that a political platform of regional parties has to be formed to give a fight to the ruling Congress in next year''s Assembly election," he said. The party had a tie-up with the BJP in the last Assembly and Parliament elections.
On the EVMs, the party was of the view that a campaign has to be organised as the machines could be tampered. About the current opposition against construction of big dams in Arunachal Pradesh, he said the AGP will chalk out an agitational programme against it.

Cannot trust BJP, VHP, RSS on Ayodhya: Digvijay

Congress general secretary Digvijay Singh Monday said he cannot trust the Bharatiya Janata Party (BJP), the Rashtriya Swayamsevak Sangh (RSS) and the Vishwa Hindu Parishad on the Ayodhya dispute as 'they could do anything'.
He said the Congress made a mistake in 1992 by believing the affidavits filed by Sangh parivar organisations. The Babri mosque was demolished Dec 6, 1992 by Hindu mobs who had gathered at the spot.
'I cannot trust BJP, RSS, VHP. In 1992, we made a mistake by believing their affidavit,' said Singh, who is Congress general secretary in charge of Uttar Pradesh.
The Congress leader said he had information that Sangh parivar organisations were making some plans. The Lucknow bench of Allahbad High Court is expected to give its verdict in the title suits relating to the Ayodhya dispute on Sep 24.
He said the party has asked its MPs and legislators in Uttar Pradesh to remain in their constituencies on Sep 24 and work for communal harmony.
Singh alleged that posters had been put up by Hindu fundamentalist organisations in Bhopal and Indore to recruit people.
He said he had told Madhya Pradesh Chief Minister Shivraj Singh Chouhan during a telephonic conversation that the state government should control 'overzealous' workers in the current scenario.

NEW DELHI: The drought in Russia and the floods in Pakistan that have affected wheat production will impact food prices as in 2007-08, says a senior official of the World Food Programme.
WFP Deputy Executive Director Ramiro Lopes da Silva says: "The world is not yet there," because the outlook for global wheat production is still positive. "But if countries start reacting to the phenomenon by imposing export bans, import duty and that kind of restrictions that start distorting the market, … we have the risk of having an inflationary trend on food prices in 2011 and 2012," he told The Hindu here.
Mr. Lopes da Silva heads the External Relations for the WFP and is a globally acclaimed expert on Emergency Operations. He is here looking for a new outlook for relations with India that contributes $20-$30 million to the WFP a year. One of the main players in the WFP's support to the school-feeding programme in Afghanistan, India donates high-energy, high-protein biscuits for one million schoolchildren.
"Taking into account the successes India has had — despite the challenges in achieving food security and nutrition levels — in several areas, including food production, we believe we can take lessons from here to other countries and vice versa. Countries such as Chile, Brazil and Egypt are examples which have overcome in different context with different challenges," Mr. Lopes da Silva said.
"The political commitment and how to achieve those goals for a country that spends $17 billion on the public distribution system are important lessons that one can take from India to other countries that do not make even an effort."
At the same time, Mr. Lopes da Silva feels that one learns lessons even from difficulties such as India's problems with targeting, the management of the supply chain and access and consumption within the broad food security approach. "We remain in dynamic dialogue with India and other countries and serve as a platform to connect them in a multi-lateral manner. For instance, India can learn from Brazil the technique to prevent post-harvest losses, or about the management supply chain and about biometrics."
On the debate on whether India's public distribution system should be targeted or universal, Mr. Lopes da Silva said that somehow social protection has to be targeted. Governments and institutions provided a safety net for those who fell below a certain benchmark, so it had always to be a targeted social programme.
"Although it is not much spoken about, the United States has [a] public distribution system. The big difference is that the PDS in the U.S. is in the form of food stamps: the beneficiaries use the booklets [of food stamps] to buy food commodities in super markets… It is not universal. It is for those who fall below a benchmark, and I know that the food stamps in the U.S. have expanded to double what it used to be because of the economic and financial crisis and unemployment," he said.
"The concept of universal should be for everybody who is below a certain benchmark. The benchmark itself has to be dynamic. When incomes increase, so does the cost, and the benchmarks have to be responsive to that new context."
As for the debate on the Right to Food in India, Mr. Lopes da Silva said the right of a person to have access to adequate food so that he can lead a healthy and productive life is a basic human right.
"In my view, the Food Security Act should be the conveyor of a broader vision for moving on to the next level of food production, processing food, improving the produce made available to the population. It should be legislation that has the vision to mobilise the society — the private sector, state institutions, the academic world towards the next challenge in India's journey to achieving food security. It has to go beyond the PDS."

The Tehri Dam is a rock and earth-fill embankment dam on the Bhagirathi River near Tehri in Uttarakhand, India. It is the primary dam of theTehri Hydro Development Corporation Ltd. and the Tehri hydroelectric complex. Completed in 2006, the Tehri Dam withholds a reservoir of 2.6 billion cubic meters for irrigation, municipal water supply and the generation of 1000 MW of hydroelectricity along with an additional 1000 MW of pumped storage hydroelectricity.^[1]

A preliminary investigation for the Tehri Dam Project was completed in 1961 and its design was completed in 1972 with a 600 MW capacity power plant based off the study. Constructed began in 1978 after feasibility studies but was delayed because of financial, environmental and social impacts. In 1986, technical and financial assistance was provided by the USSR but this was interrupted years later with political instability. India was forced to take control of the project and at first it was placed under the direction of the Irrigation Department of Uttar Pradesh. However, in 1988, the Tehri Hydro Development Corporation was formed to manage the dam and 75% of the funding would be provide by the federal government, 25% by the state. Uttar Pradesh would finance the entire irrigation portion of the project. In 1990, the project was reconsidered and the design changed to its current multi-purpose, including a 2400 MW power production capacity. Construction on the Tehri Dam was complete in 2006 while the second part of the project, the Koteshwar Dam, remains ongoing.^[1]

The 1000 MW Tehri Dam is part of the Tehri Hydropower Complex which also includes the 400 MW Koteshwar Dam downstream and the 1000 MW Tehri Pumped Storage Hydroelectric Power Plant which is set for completion in 2013.^[1] The Tehri dam along with the downstream Koteshwar Dam and the Tehri pumped storage hydroelectricity power plant will afford a power generation capacity of 2400 MW, provision of irrigation to an area of 270,000 hectares, irrigation stabilization to an area of 600,000 hectares, and a supply of 270 million gallons of drinking water per day to the industrialized areas of Delhi, Uttar Pradesh and Uttarakhand.

The Tehri Dam has been the object of active protestation by environmental organizations and local people of the region. In addition to the human rights concerns, the project has spurred concerns about the environmental consequences of locating a large dam in the fragile ecosystem of the Himalayan foothills. There are further concerns regarding the dam's geological stability. The Tehri dam is located in the Central Himalayan Seismic Gap, a major geologic fault zone. This region was the site of a 6.8 magnitude earthquake in October 1991, with an epicenter 500 km from the location of the dam. Dam proponents claim that the complex is designed to withstand an earthquake of 8.4 magnitude, but some seismologists say that earthquakes with a magnitude of 8.5 or more could occur in this region. Were such a catastrophe to occur, the potentially resulting dam-break would submerge numerous towns downstream, whose populations total near half a million.

The relocation of more than 100,000 people from the area has led to protracted legal battles over resettlement rights, and ultimately resulted in the project's delayed completion.

Since 2005, filling of the reservoir has led to a reduced flow of Bhagirathi water from the normal 1000 ft³/s to a mere 200 ft³/s. This reduction has been central to local protest against the dam, since the Bhagirathi is considered part of the sacred Ganges whose waters are crucial to Hindu mythology. At some points during the year, the tampering with Bhagirathi waters means this tributary stops flowing. This has created resentment among many Hindus, as the sanctity of the Ganges has been greatly compromised for the generation of electricity.Though the officials say that when the reservior is filled to its maximum capacity the flow of the river will again become normal. In spite of concerns and protestation, operation of the Tehri Dam continues, and the complex generated its first unit of electricity in June 2006.Now it is generating electricity with its full capacity of 1000MW.
