New Delhi, Oct. 11: The CPM will send comrades to school in the hope that those who strayed can be herded back to the straight and narrow, the first such concerted exercise in over a decade and under Prakash Karat.

The study classes will deal with subjects as complex and diverse as God and gold as the CPM grapples with the after-effects of the bourgeois vices on a section of the flock at a time the party's traditional strongholds are under siege.

CPM sources said a "central party school" will be held in Delhi, where rectification lessons will be taught to select members from across the country. The members will in turn impart the lessons to others.

The school session, expected to be held from November 1 to 5 in Delhi, will have lessons aimed at correcting "lifestyle deviations" and un-communist practices. The session will be different from other classes because the regular exercise usually focuses on theoretical explanations and clarifying ideological positions.

The CPM politburo — the first to be attended by chief minister Buddhadeb Bhattacharjee since the party's Lok Sabha poll debacle — today discussed the rectification campaign. A three-day central committee meeting in Delhi from October 23 will give the final shape to the rectification document.

The last rectification document was adopted by the CPM in 1996, although the party congress held in Coimbatore in 2008 spoke of taking up a fresh campaign.

More central schools to deal with policy and organisation issues was one of the ideas Karat had mooted after becoming general secretary. An old-timer said, not entirely in jest, that schools were a better option than being sent to gulags for "reformation" as was the practice in the erstwhile Soviet Union.

The sources said the two issues worrying the party included the influence of "the private sector" on comrades, especially those who became rich "overnight". "The party functionaries need to resist the lure of the private sector in the form of gifts and parties, etc," a source said. The issue was on centre stage during the Vedic Village controversy when it emerged that some CPM ministers used to visit the resort.

Another issue that confounds the party is the approach towards religious gatherings, which sources said are an "important aspect" in a democracy. "There is some confusion that needs to be clarified… where the religious functions are held, how we involve with them," a source said.

A proposal has been mooted to raise the stipend given to the party's whole-timers, suggesting it shouldn't be less than the minimum wage in the state concerned.

Whole-timers are paid a pittance (Rs 500 to Rs 800 per month) in north Indian states, though the figure can go up to Rs 4,000-5,000 in strongholds like Bengal. ( )

    The Railways have recently received a proposal for setting up the first automobile hub in West Bengal bordering Howrah and Hooghly districts, Railway Minister Mamata Banerjee said tonight.

    "We have land. It will not be a problem for making room for an automobile hub which promises huge investment and enough job opportunities," Banerjee told a local news channel.

    The proposal was under the active consideration of an expert committee, she said without elaborating.

    Noting that there were many proposals with the Railway ministry for industrialisation of West Bengal, Banerjee said she had already suggested that the land at Singur in Hooghly district, where the Tatas had abandoned their small car project, be given back and the Railways could set up a coach factory on 400 acre.
     
    However,  the Railway ministry said recently it would not seize private land for new projects, a move underscoring the political difficulties of acquiring land for large-scale infrastructure or industry.

    The decision is seen as the latest blow to industrialisation efforts of the Congress party-led government, whose key allies are blocking reforms like easier acquisition of land and privatisation of state-run firms.

    "It will be a drag on the overall economic growth prospect as infrastructure is key for growth," said N.R. Bhanumurthy, senior economist at the National Institute of Public Finance and Policy.

    The railway ministry said it would also review past land seizures, mostly from farmers. It needs land to proceed with a $5.8 billion project to connect Indian regions and spur economic activity.

    With two-thirds of India's billion-plus population dependent on farming, land for industry are a touchy issue. Violent protests have disrupted projects and politics plays a part.

     

    The Railways has decided to appoint a consultant to assist them in preparing bid documents for setting up an assembly unit for electric
    locos body shells at Chittaranjan Loco Works. The ambit of project would also include setting up a diesel component factory at Dankuni.

    The ministry of railways has come out with an advertisement inviting request for proposals to engage a consultant or a consortium of firms led by a consultancy firm. The latter will help the railways in its initiative to facilitate the setting up of the project.

    Application forms are being dealt with by the office of the executive director electrical engineering (development) at the Railway Board. The RFPs are being distributed between October 7 and October 28. The Railway Board will accept the completed applications by November 24. The proposals will be opened on the same day.

    The project to establish a diesel component manufacturing facility involves setting up a unit for machining of crankcase, fabrication of long hood and cab and fabrication of the underframe and bogie at Dankuni on the basis of a long term procurement contract on build, own and operate (B-O-O) basis.

    Incidentally CLW in West Bengal is the Railways' sole production unit that manufactures electric locomotives with a production of over 200 in 2008-09.

    Dankuni is set to emerge as the terminal point of the Ludhina-Dankuni leg of the Eastern Dedicated Freight Corridor. The railway minister in her railway budget speech this year, announced plans to establish training facilities at Dankuni. This perhaps also explains the choice of Dankuni as the site for a component manufacturing facility for diesel engines. Dankuni is also a key location since it connects the Eastern Railway with South Eastern Railway through a link line.

    Dankuni (Bengali: ডানকুনি) is a fast-growing industrial township near Kolkata, India. The town is part of the Hooghly District, in the state of West Bengal. It is a part of the area covered by Kolkata Metropolitan Development Authority.[1]

    It is well-reachable by road or trains from both Howrah Station and Sealdah Station. Dankuni Junction rail station is 15 km from Howrah Station. The "Heart of Dankuni" is Dankuni Railway Station.

    Major Industries like "Mother Diary","Coca Cola", "Dankuni Coal Complex Ltd", "Food Corporation of India" and many other have been established.

    Both NH 2 and NH 6 terminate at Dankuni.[2]The Palsit–Dankuni section of NH 2 is also referred to as Durgapur Expressway. Other major arteries meeting at Dankuni are Belghoria Expressway connecting to NH 34 and the Dankuni–Memari Delhi Road.

    Dankuni is located on the Howrah-Bardhaman Chord line, which was constructed in 1917. The Calcutta Chord to Dankuni over the Willingdon Bridge (renamed Vivekananda Bridge) was opened in 1932.[3]It is part of the Kolkata Suburban Railway system. Already, there is a growing presence of freight and wagon movements around Dankuni Railway Station, which is important as it connects Eastern Railway with South Eastern Railway with a link line. Dankuni, has a fast growing freight yard, where goods traffic is moved, sorted, and packed to deliver at other destinations. In the future, Dankuni will play a significant role because it will be the endpoint of the Ludhiana-Dankuni leg of the Dedicated Freight Corridor that is being built by Indian Railways. Traffic, especially that of freight will continue to grow and will positively impact the railways.

    A new township is being developed at Dankuni. According to the Kolkata Metropolitan Development Authority (KMDA) the project area is 4,846 acres (19.61 km2) of which 4,069 acres (16.47 km2) is township area and 777 acres (3.14 km2) is earmarked as industrial area. The project area covers 20 mouzas (villages) – 5 full and 15 part, spread across four police stations, namely Dankuni, Chanditala, Singur and Serampore. Important railway stations in the project area are Gobra, Janai Road and Begampur, apart from the important station at Dankuni itself, all on the Howrah-Bardhaman chord. Important road corridors cutting across the project area are Durgapur Expressway (NH2), Delhi Road, Naity Road and Serampore-Siakhala Road.[4][5] The township is being developed by DLF.[6] Once the on-going work on the second Vivekananda Setu (across the Hooghly River) and the Belghoria Expressway through Nivedita Bridge is completed Dum Dum airport will be 20-25 minutes from Dankuni.[7]

    Mamata seeks CM's arrest after violence

     NEW DELHI: The Centre has extended its full support to West Bengal's Left Front government to combat Maoist terror in the state in what could spark
    fresh tension between Congress and UPA ally, Mamata Banerjee's Trinamool Congress.

    The Centre's stand was communicated to Bengal CM Buddhadeb Bhattacharjee during his 45-minute breakfast meeting with Union home minister P Chidambaram at the latter's residence on Sunday morning.

    Chidambaram, according to sources, assured the Bengal CM that central forces would remain in Lalgarh and Jangalmahal, as against the earlier plan to pull them out of the state in October. In fact, more paramilitary forces are being kept ready to be sent to the state if the need arises.

    With operations underway against Naxalites in the state the state police leading the offensive and central forces aiding them both Chidambaram and Bhattacharjee agreed that there should be "no talks with the Maoists, unless they agree to completely surrender their arms and come for a dialogue under the constitutional framework". Even the Prime Minister spoke about this condition for talks with Naxalites in Mumbai on Sunday.

    Bhattacharjee briefed Chidambaram of the situation in Bengal and submitted the state DGP's report on the status of the operations against Maoists. With the arrest of senior Maoist leader Chhatradhar Mahato last month, the CM is believed to have told Chidambaram that Maoists have been considerably weakened as their "supply lines" for arms, medicines, food and money have been cut off. This is considered to be one of the main reason for the Maoists offering to hold "talks".

    Bhattacharjee requested the Centre to start operations in neighbouring Jharkhand as well, where the Naxals, on the run from Bengal, are taking shelter only to return at a suitable time.

    Maoist leader Kishanji had said last week: "We are ready for a discussion, but the government should declare ceasefire." He also demanded release of Maoist leaders who are now in custody.

    While Chidambaram told Buddhadeb Bhattacharjee that the Centre is trying to locate Kishanji.

    Interestingly, Mamata, speaking to a Bengali TV channel on Saturday, hinted at facilitating dialogue between the Maoists and the government.

    The state DGP's report to the CM on Saturday warned that Maoists are trying to infiltrate into Trinamool ranks, making it difficult for the operations.

    Bhattacharjee, who also met finance minister Pranab Mukherjee on Sunday, will also meet Prime Minister Manmohan Singh on Monday.

    The chief minister is expected to discuss the Naxalite situation and the industrialisation issue, including the recent problems about providing land to Infosys and Wipro in the state, with the Prime Minister.

    The Chidambaram-Bhattacharjee meeting comes right after the CCS approved a plan for coordinated action to prevent Naxalite violence in selected areas and carry out development activities there. Before being approved, the plan was discussed by the Centre with affected states like Bengal, Jharkhand, Orissa, Chhattisgarh, Andhra and Maharashtra.

    Finance minister Pranab Mukherjee today said the government will soon announce new monetary policy after having a discussion with the Reserve
    Bank of India (RBI).

    "I will have discussion with the RBI Governor around Diwali," he told reporters here.

    Mukherjee, who was here to campaign for the Congress for the state assembly elections, hoped the series of fiscal and monetary stimulus given would "produce desired results".

    On the outlook for the remaining three quarter of the financial year, the minister said he "expected" the economy to perform better.

    "Some indications are available. Foreign Direct Investments (FDI) have substantially increased in the first three months. Industrial production has gone up by two per cent in July", he added.

    The negative trend in the exports too was showing a decline, the minister noted.
     
     A group of ministers looking into the pricing structure of jet fuel is expected to take up a proposal on Monday for freeing up imports of
    the commodity, a move that could spell relief for loss-laden airlines.

    The finance ministry seems in favour of the proposal, a government official privy to the development told ET. If accepted, the recommendation could provide respite to airline companies, as aviation turbine fuel (ATF) constitutes 40-45% of the operating cost of an airline.

    A proposal to allow import of ATF under open general licence (OGL) was mooted by the civil aviation ministry, after the country's airline industry suffered an estimated loss of Rs 10,000 crore in 2008-09.

    Today, only Indian Oil Corp (IOC), the designated agency, can import ATF. Once jet fuel is moved to the OGL category, the most liberalised import licence, any licence holder will be able to import it without an export obligation.

    If the airlines start importing ATF directly, they will be able to avoid high sales tax levied by states at 12-34% on the commodity, which will add to their savings. ATF imports also face a 7.5% countervailing duty (CVD) in lieu of excise duty, which is levied on domestic production, but enjoy nil customs duty.

    There are also issues with the jet fuel price, called base price, charged by oil companies.

    The domestic airline industry, which has been hit by high fuel prices, excess capacity and weak demand, had asked the government to make ATF a declared good and remove restrictions on its imports. A declared good attracts a uniform 4% sales tax across states.

    However, the state governments had opposed the idea, as it would have led to substantial revenue loss and asked the Centre not to take a unilateral decision.

    The Centre can grant declared good status to a commodity under the Central Sales Tax Act, but this proposal was not pursued, after empowered committee chairman Asim Dasgupta took up the issue with Prime Minister Manmohan Singh.

    However, the move to free up ATF imports is likely to help the operators marginally in coastal cities such as Mumbai and Chennai, where jet fuel is not required to be transported. Airlines will also need to bear the cost of storage and transportation.
     
    Buoyed over 22-month high industrial growth of 10.4 per cent in August, Finance Minister Pranab Mukherjee today said it is a recovery
    process from the earlier slowdown caused by the global financial crisis and possibly there could be some higher growth projection.

    "It is a good sign and it is a recovery, process of recovery," Mukherjee told reporters here.

    "We are hoping that when the final figure of second quarter will be available, perhaps there will be some higher growth. If the higher growth projection is there, then in the third quarter, fourth quarter we can make up," he said.

    Industry production grew by 10.4 per cent in August against a mere 1.7 per cent in the same month a year ago, as manufacturing, mining and electricity sectors recorded double digit growth.

    The industrial upsurge may make up for likely decline in farm production, hit by weak monsoon.

    Finance Secretary Ashok Chawla said that there is a possibility of industrial production to move up.

    "We expect the trend to continue and expect better numbers in September," Chawla said.
     
    Despite the economic slowdown, Indian Railways saw its earnings rise 6.65 percent to Rs. 40,910 crore during the first half year of this
    fiscal ended Sep 30 from Rs.38,358 crore in the like period of last fiscal.

    Total income from freight movement went up 5.84 percent to Rs.27,631 crore during April-September 2009 from Rs.26,106.68 crore it clocked during the like period a year ago, as per a statement issued Wednesday.

    Earnings from passengers stood at Rs.11,573 crore in the period under review compared to Rs.10,755 crore last fiscal, registering an increase of 7.61 per cent.

    The railway carried a total of 3.69 billion passengers -- or a third of the country's population -- during the first half of this fiscal, against 3.53 billion people during the same period of last fiscal to log an increase of 4.5 percent.
     
    Meanwhile, Anil Ambani made a dramatic peace overture to Mukesh Ambani on Sunday after a series of public attacks that had heaped opprobrium on his estranged elder brother's company Reliance Industries Ltd (RIL) and alleged favouritism towards it by the oil ministry at the cost of national interest.

    Seeking "renewed efforts" for reconciliation, after their split in 2005, Anil Ambani said in a statement that he hoped his offer of peace "will be reciprocated" with "a generous heart, a willing mind, and accommodating spirit to resolve issues".

     
    The Indian railways has invited tenders for setting up electric locomotive component factories as well as an ancillary unit for the Chittaranjan Locomotive Works in West Bengal, under the public private partnership route.

    Mint had reported in its 21 September issue that an expert committee set up by the railways had suggested that the railways offer the planned component factories to private companies and to offer assured off take of components over a specific time frame.

     

    Under the terms of the deal, the railways would procure components for a 100 locomotives every year for ten years. It has also separately invited bids from consultants to help draft the procurement contracts that would govern these projects as well as assist in the bid process.

     

    In keeping with its decision to go ahead with the proposed coach factory in Rae Bareilly in Uttar Pradesh, the railways has also invited bids from consultants to help set up the factory as well as a township for its employees under the engineering procurement and construction, or EPC mode.

     

    In EPC contracts, the contractor merely develops the project for a specified fee, without having any equity stake or running the factory.

     

    The national transporter has also invited interest from companies for operating and maintaining the 'super specialty wing' of its central hospital in Patna, Bihar.

    KOLKATA: The Railways has decided to appoint a consultant to assist them in preparing bid documents
    for setting up an assembly unit for electric
    locos body shells at Chittaranjan Loco Works. The ambit of project would also include setting up a diesel component factory at Dankuni.

    The ministry of railways has come out with an advertisment inviting request for proposals to engage a consultant or a consortia of firms led by a consultancy firm. The latter will help the railways in its initiative to facilitate the setting up of the project.

    Application forms are being dealt with by the office of the executive director electrical engineering (development) at the Railway Board. The RFPs are being distributed between October 7 and October 28. The Railway Board will accept the completed applications by November 24. The proposals will be opened on the same day.

    The project to establish a diesel component manufacturing facility involves setting up a unit for machining of crankcase, fabrication of long hood and cab and fabrication of the underframe and bogie at Dankuni on the basis of a long term procurement contract on build, own and operate (B-O-O) basis.

    Incidentally CLW in West Bengal is the Railways' sole production unit that manufactures electric locomotives with a production of over 200 in 2008-09.

    Dankuni is set to emerge as the terminal point of the Ludhina-Dankuni leg of the Eastern Dedicated Freight Corridor.

    The railway minister in her railway budget speech this year, announced plans to establish training facilities at Dankuni. This perhaps also explains the choice of Dankuni as the site for a component manufacturing facility for diesel engines. Dankuni is also a key location since it connects the Eastern Railway with South Eastern Railway through a link line.
     

    An expert committee set up to suggest funding patterns for rail projects has recommended that Indian Railways seek bids for proposed diesel and electric locomotive component factories from private companies and forge a joint venture with the private sector for a planned coach manufacturing facility in West Bengal, all within one year.

    The panel has suggested stiff targets, with physical work on the projects to start within 60 days and project execution within 365 days.

    The committee, whose initial report was submitted to the railway ministry last week, has suggested that the railways offer an assurance that it would purchase components for around 100 diesel and electric locomotives each year for 10 years. A copy of the report was reviewed by Mint.

    The diesel locomotive factory, in its first phase, would make components for rail engines being manufactured by Diesel Locomotive Works, a production unit of Indian Railways. Fabrication of bogies may be taken up in the second phase, the report said.

    The unit should come up on 80 acres of railway land, which the national transporter should lease to the factory operator for appropriate amounts, it suggested.

    The rail coach factory in Kanchrapara in West Bengal should be taken up as a joint venture with private companies, with the railways holding 26% equity in the project, the report recommended.

    The electric locomotive assembly and ancillary unit for the railways' Chittaranjan Locomotive Works in West Bengal, proposed to be set up on 100 acres of leased railway land, would build locomotive car bodies and other components.

    These were among several new projects announced by railway minister Mamata Banerjee in her first budget under the United Progressive Alliance administration in July.

    Railway officials said work on the projects had already started.

    "It is a stiff target. We have to work towards it," said a senior Railway Board official who didn't want to be named.

    Several private companies had shown interest in taking part in one of the projects at a meeting called to discuss it, the official said.

    The first phase of the committee's recommendations has focused on large railway projects announced this year, such as the railway component factories as well as the proposed multifunctional complexes and world-class railway stations.

    Some government officials have in the past questioned the composition of the 15-member committee, which includes Railway Board officials, two venture capitalists and union representatives.

    The committee will decide on funding patterns for almost all major railway projects, including freight terminals, logistics parks, the proposed Delhi-Mumbai industrial corridor to be developed alongside a dedicated freight corridor, as well as a 1,000MW power plant in West Bengal.

    Singh said on Sunday.

    Dr Singh, who was in the financial hub to campaign for the ruling Congress party ahead of state polls, also said he was confident the harvest will be normal, despite the weakest monsoon since 1972 that has ravaged rice and sugarcane fields.

    "The worst is indeed over," Singh said. "The price rise has been due to the drought. Steps are being taken. I am confident the harvest will be normal," he said.

    Singh had said earlier the Indian economy is likely to grow at 6.3 to 6.5 percent in the fiscal year to March 2010, or a seven-year low. Economic stimulus measures were likely to continue as Asia's third-largest economy was not operating at full capacity, Singh has said.

    Prime Minister said he expected a good rabi crop. "Prices of some things have risen... The rabi crop will be normal, I am hopeful, and it will have an affect on inflation. The worst is over it seems," he told reporters.

    Although the overall inflation is below one per cent, the prices of essential goods, especially vegetables like potato and onion, have continued to rise relentlessly causing pain to common man.

    Answering questions on the possibility of another farm debt waiver scheme, the Prime Minister said, "It will not be proper."

    Pointing out that loan waiver scheme was a one-time measure, Singh said the government would try to find out meaningful solutions to the problems of farmers if they continue to face problems after implementation of the debt waiver scheme.

    On the issue of inter-linking rivers, Manmohan Singh said that work on the proposal was in progress and added that "environmental concerns" were slowing it down.

    He made it clear that the government did not want to interfere in deciding the salaries of CEOs of companies.

    "I had raised the issue in a general way. The government has no such intention in imposing salary restrictions on CEOs."

     

    Enamoured by India's status as one of the world's fastest growing economies, the US is telling its companies that the time is right for

    them to enter the Asian nation and high rate of return on investments is the most compelling reason.

    "Now is the time for US companies to enter the rising Indian market," according to an export promotion agency of the US government.

    For the US companies, the agency has named civil nuclear energy as the biggest potential Indian export market segment, estimated at about 150 billion dollars, followed by areas like renewable energy, aerospace and defense, mining and coal, security, healthcare, retail and auto.

    "India is a free-market democracy with a legal and regulatory framework that rewards free enterprise, entrepreneurship and risk taking," according to a report compiled by Export.Gov, a collaboration of the US Department of Commerce's International Trade Administration with 19 other federal agencies.

    The agency, which offers export assistance to the US companies on the behalf of the US government, has identified India as the 'market of the month'.

    The US exports to India stood at 32.44 billion dollars in 2008, an 85 per cent increase from the previous year. The US imports from India was 39.89 billion dollars in 2008, up 65 per cent from the previous year.

    The dispute can be ended in weeks rather than months, the younger Ambani said, after a trip to the Kedarnath and Badrinath shrines.

    "I sincerely believe that Mukesh bhai and I can, even at this late stage, sort out all our disagreements, in a constructive, cordial and conciliatory manner, if we both commit to getting this done," Anil Ambani said. "The issues are only a handful, and the facts are well known. My judgement says that they can all be resolved in a matter of weeks, and will not require several months of discussions."

    In a statement, RIL said it hoped Anil Ambani's statement was a "positive change". The RIL response added, however, that "the dispute under litigation is not merely a family matter, as Shri Anil Ambani's statement once again tries to make out to be". The statement added that issues that arise from a decision of the Bombay high court "transcend any private differences between two brothers or two corporate entities, can now only be decisively resolved by a decision of the Highest Court".

    "Sadly, the conduct of R-ADAG (Reliance-Anil Dhirubhai Ambani Group) so far makes it difficult for RIL to believe that Shri Anil Ambani has had a real change of heart," RIL said.

    Anil Ambani said a reconciliation would be the perfect 75th year gift for their mother. "Throughout this very trying period, I have maintained the greatest of love, affection and respect for Mukesh bhai—as I have done since my birth," he said. "There can be no better gift to my mother, Smt. Kokilaben Ambaniin her 75th year, and to the legacy of our beloved father, Shri Dhirubhai Ambani, the proud creator of the Reliance Group."

    Firms owned by Ambani brothers, who divided the Reliance Group founded by their late father Dhirubhai Ambani after years of simmering acrimony, are currently locked in a lawsuit in the Supreme Court over claims to 28 million standard cu. m of gas a day (mscmd) for 17 years at a price that is 44% lower than the government-set rate.

    RIL refused gas to Anil Ambani's fuel-marketing firm, Reliance Natural Resources Ltd.(RNRL), saying that it cannot give gas to anyone without prior government approval and that the so-called family "memorandum of understanding" was never approved by RIL's board of directors.

    RNRL has cried foul several times with the attacks becoming more pointed through a recent media campaign in which it ran front page advertisements claiming RIL would make super-normal profits of Rs50,000 crore while the exchequer gets a measly 1% share.

    At RNRL's annual general meeting with shareholders in July, the younger Ambani gave an impassioned speech accusing RIL of "corporate greed" with "no respect for sanctity of contracts" and "firing from the petroleum ministry's shoulder to renege on its commitment" of supplying gas.

    Sunday's peace offer—RIL and RNRL have been advised twice before by two benches of Bombay high court to settle difference out of court—is the first concrete move towards reconciliation, given that a Supreme Court decision could be the final word on the issue. The apex court will be hearing arguments in the case from 20 October.

    The younger Ambani also sought "divine inspiration and blessings to heal the wounds with" his elder brother.

    Anil Ambani's move comes after another of his companies, Reliance Infrastructure Ltd, decided to take its government allotment of 0.54 mscmd of RIL gas from the Krishna-Godavari basin "under protest". It had earlier refused to pay the "illegal" marketing margin over and above the government price of $4.2 per million British thermal units being charged by the oil and gas explorer.

    RIL had retaliated, on 22 September, with a notice saying it will cut off the supply if the full payment was not made.

    New Delhi: The government has decided to revive an ambitious $6 billion (Rs29,220 crore) project to build diesel and electric locomotives.

    The project, which was originally conceived as a joint venture and which later became an arm of the Indian Railways, was in limbo after its prime mover, former rail minister Lalu Prasad, failed to retain his post when the Congress-led United Progressive Alliance regained power in the 15th Lok Sabha election.

    However, it seems to have acquired a fresh lease of life with new rail minister Mamata Banerjee approving a proposal to formulate a cabinet note on developing two locomotive factories—one electric and one diesel—as joint ventures with private sector partners, and not arms of the railways, according to two railway ministry officials who did not want to be identified.

    Both officials, however, declined comment as to when this note would be drafted.

    The project originally envisaged the production of nearly 2,000 diesel and electric locomotives—at Marhowra and Madhepura, respectively— over an eight-year period, with the winning bidder expected to maintain the locomotives for a specified number of years.

    Five companies, Siemens AG, General Electric Co., Bombardier Inc., Alstom SA and Electro-Motive Diesels Inc., were originally shortlisted for the project.

    The factories were later converted into departmental units by Prasad after several shortlisted bidders failed to put in bids for a variety of reasons, including the global economic slowdown.

    "Once the cabinet note is prepared, it would have to go through the IMG (inter ministerial group) process," said one of the railway officials.

    The Planning Commission had always been of the opinion that the locomotive factories should be built with the involvement of the private sector, as opposed to departmental units, this person added.

    "Our view is always that a JV (joint venture) is better," said a Planning Commission official who did not want to be named. "There cannot be a PPP in this because there are no services," the official said.

    PPP refers to a public-private partnership, where a private sector company develops the infrastructure and offers an allied service for a fee (such as tolling) for a specified number of years.

    Confirming the move by the railways, an executive with one of the previously shortlisted bidders said he had been "unofficially" told the railways was looking to restart the process.

    "They did mention one (other) thing. Having learnt from the past, they will modify a few of the terms (of the deal) that prevented some companies from bidding," he added, asking not to be named citing company policy. The executive said he was told that once the cabinet note is put out, there would be a pre-bid conference and an empowered committee would be set up to make decisions without the issue having to go back to the cabinet.

    A Siemens spokesperson said the company would not like to comment at this stage. Bombardier spokesperson Mahesh Ahuja said while the company was awaiting the final decision of the railways, the company was keen to participate in the forthcoming railway projects.

    "To my mind, it is a step in the right direction," said Arvind Mahajan, an executive director with KPMG Advisory Services Pvt. Ltd, adding that the railways should give companies enough time and set appropriate timelines if it wanted them to invest in the production units, as opposed to selling the technology as in the past.

    Modernise and speed up with new generation trains

    If one considers the chaos in railway passengers services waiting in the wings within the very next few years, IR has to take up, willy-nilly, the high-speed passenger train projects without any further loss of time.

    Indian Railways (IR) introduced the new generation Rajdhani Express trains-the Duronto Express-between Sealdah and New Delhi since September 18 and between Chennai Central and Hazrat Nizamuddin since September 22. A third between Mumbai Central and New Delhi is expected to be introduced soon, taking the total to three, as promised in her Railway Budget by Mamata Banerjee.

    So far, so good. The promise has been kept and passengers travelling by the two trains have expressed satisfaction over the quality of service, although the first Duronto had arrived from Sealdah to New Delhi 50 minutes late, owing to a glitch near Dankuni Station, less than 25 kilomtres from Sealdah, and in any case it was a non-scheduled train.

    However, how justified is the claim that these Rajdhanis belong to a new class of passenger service introduced by the new Railway Minister ? The fact that the coaches are of the LHB type, longer than the normal 72-feet Integral Coach Factory (ICF), Perambut, Chennai coaches and therefore providing half a dozen more berths per coach is the only new feature of the Durontos. They are neither faster than the original Rajdhanis nor are really non-stop, as pandered by spin doctors in Rail Bhavan.

    Consider these facts, verifiable from railway records. The first Rajdhani to be introduced over IR was on March 19, 1969 when the 101 Up Howrah-New Delhi Radhani Express was flagged off at 5 p.m from platform No. 9 of the Howrah Station. It had arrived on right time at New Delhi on 9.50 a.m the next day, after 16 hours and 50 minutes. The return train 102 Down New Delhi-Howrah Rajdhani had left at 6.15 pm arriving Howrah the next day at 1050 hrs, sixteen hours and fifty minutes later.

    The 101 Up/102 Down had no commercial halt at all, meaning that only Howrah-New Delhi- Howrah tickets used to be issued for this train. It did have "technical halts" at Gomoh Junction (not Dhanbad), Mughalsarai and Kanpur for change of crew, drivers and guards, etc. No passengers could board this train at these halts which used to be run with nine coaches twice a week-five chair cars, one first class one pantry car, one brake can and one generator car. The entire train of course was air-conditioned and with all-reserved seats and berths.

    A WDM-4 (broad gauge, diesel and mixed) locomotive imported from General Motors, USA used to haul this train at a maximum permissible speed (mps) of 120 kilometres per hour (kmph). The speed was raised to 130 kmph later but the timings, if one recalls correctly, were not changed. Even otherwise, Indian Railways had curiously, stuck to the mps of passenger-carrying trains to 60 miles (slightly more than 97 kilometres) an hour set by the British since 1853, which was considered a great step forward when the mps was raised to 100 kmph in 1967

    The Mumbai Rajdhani was introduced in 1972 and its was considered the final step because the concept then was that the Rajdhani should be an overnight train between State capitals and the national capital and no other metropolis had qualified for this criterion for a long time.

    The frequency of the Howrah-New Delhi Rajdhani was extended gradually till this train had fallen into bad days by the late 1970s. There were two factors contributing to this deterioration. First, the tracks on the route had degenerated because of lack of upgradation with times owing to paucity of funds , and even though the load was raised, there was no corresponding electric locomotive at that stage for this prestigious train.

    It would astonish many if they were told that while the entire Rajdhani routed was electrified by 1976,the Rajdhani used to be hauled by double headed (that is two locomotives) WDM-2 diesel locos for several years.

    It was after ABA Ghani Khan Chaudhari became the Railway Minister in 1982 that the Chittaranjan Locomotive Works (CLW), Chittaranjan, had developed the WAP-1 ( broad gauge, alternating current and passenger-train hauling variant one) which had started hauling this prestigious train. A later variant WAP-3 was developed for the Shatabdi Express trains during the time of Shri Madhavrao Scindia.

    Nevertheless, the Durontos are a good beginning for modernising passenger train services. However, if one considers the chaos in railway passengers services waiting in the wings within the very next few years, IR has to take up, willy-nilly, the high-speed passenger train projects without any further loss of time. We cannot subject, any longer, to passengers starting from say Dibrugarh in Assam for say Thiruvananthapuram in Kerala to observe four sunrises and three sunsets during their journey by rail. The next railway Minister may introduce another one hundred new trains after taking over charge but he will only add more powder keg to the chaos bomb in railway passenger services.

    Please go ahead, resolutely, towards launching the 250 to 300 kmph passenger carrying trains on major trunk routes without any further loss of time. If there is a resolute will, finances can come. IR engineers are capable of achieving this feat. There is certainly a mention of this programme in the Explanatory Memorandum to the Railway Budget this year, one admits. Let Mamata launch the project in right earnest. She will then render a better service to the country than merely winning the State Assembly elections in West Bengal in, 2011.

    NEW DELHI: India's industrial output grew at its fastest pace in 22 months in August as factories cranked out more big-ticket household goods and
    cars as stimulus spending drove demand, but economists said the Reserve Bank was unlikely to lift interest rates at its review later this month. ( Watch )

    Industrial output rose 10.4 percent in August from a year earlier, beating the median forecast in a Reuters poll, and July's annual growth was revised up to 7.2 percent from 6.8 percent, data showed on Monday.

    Economists said while the data reinforced expectations for rising inflation, the Reserve Bank was unlikely to raise interest rates at an Oct. 27 policy review as it would want more evidence of a sustained economic upturn.

    "I think it gives leverage to RBI to completely concentrate on inflation," said N.R. Bhanumurthy, professor at the National Institute of Public Finance and Policy in New Delhi, who expects tightening in monetary policy by March.

    "RBI would like to wait for the IIP (index of industrial production) and inflation numbers for the next month," he said.

    Consumer durable goods output surged by an annual 22.3 percent as stimulus measures helped fuel demand, although Ramya Suryanarayan, an economist at DBS in Singapore, said the growth was driven by pent-up demand and pre-holiday season spending that was unlikely to be sustained.

    "Inflation is rising, production is rising fast, so logically the data does suggest that it makes sense to move, but the central bank will probably wait it out at this meeting," said Suryanarayan, who expects the first rate hike by January at the earliest.

    Manufacturing production in Asia's third-largest economy rose 10.2 percent in August from a year earlier, while mining output was up 12.9 percent and power generation rose 10.6 percent.

    India's industrial output growth, which expanded for the eighth consecutive month, was the fastest since October 2007 but still lagged China's 12.3 percent growth in August, the quickest pace there in 12 months.

    The September purchasing managers' index showed the pace of manufacturing activity picked up as domestic demand and factory orders rose.

    MUMBAI: Indian shares raced 2.3 percent on Monday in their biggest one-day rise in seven weeks, after an indicator showed industrial activity
    picked up sharply in August and a government official said output could improve further.

    Energy giant Reliance Industries Ltd led the rally in what was seen as a knee-jerk optimism to overtures for a resolution to a long winding dispute between the warring billionaire Ambani brothers, Mukesh and Anil. Industrial output in August grew at its fastest pace in 22 months as factories produced more big-ticket household goods and cars as stimulus spending drove demand, but economists said the central bank was unlikely to raise interest rates this month.

    Industrial output rose 10.4 percent in August from a year earlier, beating the median forecast in a Reuters poll, and July's annual growth was revised up to 7.2 percent from 6.8 percent. Finance Secretary Ashok Chawla said the data pointed to signs of recovery and the output could improve further. Financial stocks rose on the data, with top lender State Bank of India gaining 5.2 percent to 2,172.55 rupees and rival ICICI Bank adding 2.1 percent to 920 rupees. The 30-share BSE index closed 2.31 percent, or 384.01 points, higher at 17,026.67 points.

    Twenty-seven of its components advanced. "The speculation that Ambani brothers may settle differences and good IIP numbers contributed to today's gains. But, I don't think the larger picture has changed," said R. Ganesh, director of Systematix Shares. "The market will find it difficult to hold on to higher levels, because we are already at stretched valuations."

    The benchmark index has climbed more than 76 percent so far this year, powered by foreign portfolio inflows of $12.8 billion. On Sunday, Anil Ambani said he wanted an end to the disputes with his Mukesh over the Reliance empire that was split between the brothers in 2005 after the death of their father in 2002. Reliance Industries, controlled by Mukesh, said it welcomed the move, but added the dispute under litigation was not merely a family matter and that it hoped "any overtures for rapprochement are in no way related to the ongoing hearing of the case".

    Reliance Industries, which has the heaviest weight in the index, rose 3.2 percent to 2,167.10 rupees, while Reliance Natural Resources Ltd controlled by Anil Ambani jumped 5.3 percent to 87.40 rupees. Reliance Power and Reliance Infrastructure led by Anil, rose 2.6 percent and 5 percent respectively. "All stocks with the Reliance tag have gone up in a knee-jerk reaction on hopes that there can be a patch up between RIL and RNRL," said Deven Choksey, managing director and CEO of K.R. Choksey Shares. "But I think it's too late for that. It's a corporate battle now."

    1. Geography

    Chittaranjan is located at  / 23.87°N 86.87°E. [1] It has an average elevation of 155 metres (508 feet).

    The Asansol-Durgapur region is composed of undulating latterite region. This area lies between two mighty rivers - the Damodar and the Ajay. They flow almost parallel to each other in the region - the average distance between the two rivers is around 30 km. For ages the area was heavily forested and infested with plunderers and marauders. The discovery of coal led to industrialisation of the area and most of the forests have been cleared. [2] At the western fringe of the area the Barakar forms the boundary with Jharkhand. There is a small stretch of land border with Jharkhand in the Chittaranjan area.

    2. Demographics

    As of 2001 India census, [3] Chittaranjan had a population of 45,925. Males constitute 53% of the population and females 47%. Chittaranjan has an average literacy rate of 83%, higher than the national average of 59.5%; with male literacy of 88% and female literacy of 79%. 10% of the population is under 6 years of age.

    3. Transport

    Chittaranjan is a railway town on the border of the Indian states of Jharkhand and West Bengal. The town is named after the Indian freedom fighter, Chittaranjan Das. The passenger rail head serving Chittaranjan is in Mihijam, which is in Jharkhand. The Chittaranjan railway station is in Howrah-Patna-Mughalsarai main line at a distance of 237 km from Howrah. Nearest railway junction is Asansol, 25 km away. Most of the Patna,Barauni bound express trains coming from Howrah, Sealdah, Ranchi, Kharagpur, Tatanagar, Dhanbad stop here. The GT road or NH-2 passes 20 km south to Chittaranjan. By road it is well connected to Asansol (30 km), Dhanbad(65 km) and Dumka(100 km).

    4. Chittaranjan Locomotive Works

    Main article: Chittaranjan Locomotive Works

    Chittaranjan is well known for Chittaranjan Locomotive Works (CLW), which manufactures mainline electric broad gauge locomotives. This factory commenced production in 1950; and up to 1972, it was involved in the production of Broad Gauge & Metre Gauge Steam Locomotives. Production of Electric Locomotives commenced in 1963. In addition to steam and electric locomotives, CLW also produced Narrow Gauge (762mm) diesel locomotives of the ZDM class and Broad Gauge Hydraulic shunting locomotives of the WDS4 class. Production of steam locomotives was discontinued in 1972, when the last steam locomotive titled 'ANTIM SITARA' (The Last Star) was rolled out. Towards the early 90s production of diesel locomotives in CLW was discontinued altogether.

    Chittaranjan township has neatly arranged row-houses, broad and clean roads, lots of greenery and lakes. This township houses over 9000 quarters of various types and sizes for its employees of CLW. All these quarters are neatly grouped under various areas, with each area, having its own Primary Health Unit (also known as a Dispensary), marketplace, school, Community hall and Playground. In addition to a dispensary in every area, CLW also has its own Hospital - the Kasturba Hospital. A bird's eye view of a part of Chittaranjan Township can be had from Chittaranjan's own little hill resort - the dimunitive HillTop, located within the town limits. Chittaranjan also has two big playgrounds: The "Oval" ground and the "Srilata" Ground which holds various Sub-divisional tournaments. Chittaranjan has two multi-Sports Stadiums, two Swimming Pools, Basketball Court, Badminton Court, Lawn Tennis Court, many Football Grounds and a Gymnasium.

    Chittaranjan has two movie theaters - Ranjan Cinema and Sreemati Cinema. While the former screens mostly Hindi movies, the latter screens Bengali movies and the occasional Hindi movie.

    Chittaranjan has many Community Halls where annual Durga Puja festival is organized and celebrated.

    Chittaranjan Locomotive Works, Chittaranjan

    Chittranjan Locomotive Works, specializes in manufacturing of electric locomotives for Indian Railways and is also one of the largest locomotives manufacturers in the world. The site for the construction of the Chittaranjan Locomotive Works was finalized in the year 1947 and the construction of the factory started in the year 1948. The site of Chittaranjan Locomotive Works was near the Mihijam station in Bihar, at a distance of 67 kilometers from Durgapur.

    Establishments and Productions

    In the year 1947, the construction of the Chittaranjan Locomotive Works cost Rs. 14 Crores. The Chittaranjan Locomotive Works was finally established and inaugurated in the year 1950 on January 26th in collaboration with the North British Locomotive Company. The factory started its valuable production and produced its first locomotive in the same year on the 1st of November. The then President, Honorable Dr. Rajendra Prasad dedicated this first steam rail-engine to Deshabandhu Chittaranjan Das and named the locomotive ?Deshabandhu?. The first production was a WG class locomotive and had the registration number 8401.

    Some important productions and dates

    This factory became one of the major producers of steam locomotives. Chittaranjan Locomotive Works started with the manufacturing of electric locomotives in the year 1961. Then the factory also went ahead to manufacture AC electric Locomotives. In the year 1967-68, Chittaranjan Locomotive Works started manufacturing diesel-hydraulic shunters. This factory produced BG and MG steam locomotives till the year 1972. In the year 1994, the factory stopped the production of diesel locomotives. Since 1994, the company is into manufacturing only electric rail-engines at present the factory offers traction motors, steel foundry and steel castings for steam locomotives.

    Chittaranjan Township

    The name of the factory and place was given after the famous Indian freedom fighter, Chittaranjan Das. Along with the factory, there were plans to set up a small township with schools and hospitals and colony for the staffs who will work in the factory. All these were materialized as the work on the project commenced over a land area of 7 square miles.

    Chittaranjan Locomotive Works/Chittaranjan is manufacturing Electric Locomotives of type WAG-7 and WAG-9 for freight, traffic and WAP-4, WAP-7 and WAP-5 for passenger traffic and is in need of capable and competent vendors having wide experience in fabrication of stainless steel, MS steel panels, wiring and assembly of different control panels consisting of different electrical switchgears and equipments procured from approved sources for manufacture of control panels like AC-2, BA
    Panels, HB-1 & HB-2, SB-1 and SB-2 for Electric locomotives being manufactured at CLW. Firm may take fabricated panels from CLW approved sources.     Founded in 1947 the company is named after the Indian freedom-fighter Chittaranjan Das. The manufacturing unit was established at a place close to the Mihijam railway station, in the state of West Bengal. The 18.34 sq. km township, which included a factory, 191 km. of roadways, 43 schools, 9,131 staff quarters, 8 clinics (including a 200 bed hospital) and 7 markets, was built at a cost of Rs. 140 million and had a population of over 80,000. The factory commenced the production of steam locomotives on the 26 January 1950 (the date when India formally declared itself a Republic), in collaboration with the North British Locomotive Company. On November 1, 1950 Indian President Dr. Rajendra Prasad formally dedicated the first steam rail-engine produced by the company (a WG class locomotive bearing the registration number 8401) to the freedom fighter Deshbandhu Chittranjan Das. The name of the nearby railway station Mihijam was also changed to Chittaranjan. Post-1968 the factory began to manufacture diesel-hydraulic locomotives. The production of steam and diesel locomotives were discontinued in 1973 and 1994 respectively. The company has since been manufacturing only electric rail-engines. It is now the only government under electric loco producing factory in India. The township under CLW ie. Chittaranjan is bordered by high boundaries and 3 main gates, and guarded by Railway Protection Force(RPF), Railway Protection Special Force(RPSF) and also West Bengal police.

    HISTORY

    EARLY   LOCOMOTIVE    MANUFACTURING    IN    INDIA

    In 1921, The Peninsular Locomotive Company was incorporated and they erected their factory near Jamshedpur in Bihar. Due to internal difficulties and insufficient encouragement from the Government, the company dissolved in 1924 without having produced any locomotive. The factory was revived by the Defence Department during World War II and in 1945 it was given to Tata Sons' Limited to build locomotives and was renamed as Tata Engineering and Locomotives Company ( TELCO ). The company still exists and is engaged mainly in producing Diesel Engines and bulk carrier vehicles of road traffic. Incidentally TELCO had given 604 nos. of YG (2-8-2) class locomotives to Indian Railways from 1952 to 1966.

    The issue of setting up the locomotive building unit continued to be under active consideration of the Central legislature and after the first World War , as a result of agitation of Indian leaders, the Government in July 1930 appointed a committee consisting of Mr. J. Humphrey, Sr. Mechanical Engineer Bengal-Nagpur Railway and Mr. K. C. Srinivasan, a Sr. Accounts Officer to investigate the possibility of establishing a locomotive manufacturing units and to consider its economic viability. The committee submitted its report in 1940 by when the World War -II  had started. Subsequently in 1945  Chandmari, a place near Kanchrapara in Bengal was provisionally selected  as a possible site and planning work was taken up. This also could not mature due to proposed partition, which inevitably necessitated change of site.

                            Soon after the war, the scheme was followed  up and the manufacture of locomotives in repair workshops was not considered feasible. The result was Chittaranjan.

    "The Chittaranjan Locomotive Works and the new city of Chittaranjan, carry the impress of the modern age. They symbolise the spirit of a free and independent India. Both the city and the works are named after one of India's noblest sons - a great and indomitable fighter in nation's struggle for freedom, a leader and statesman of great foresight and vision - the late Deshbandhu Chittaranjan Das." .....  This is how goes the preface to CLW in " Indian Railways : One Hundred Years" , published by Railway Board in 1953 during Centenary celebration of Indian Railways.

    The production of Diesel Hydraulic Locomotives was taken up during 1968. After manufacturing 2351 Steam Locomotives of 5 types and 842 Diesel Hydraulic Locos of 7 types, production of steam and diesel hydraulic locos were discontinued from 1973-74 and 1993-94 respectively.

    The Township

    was named after the Patriot, Deshbandhu Chittaranjan Das. The name of the railway station was also changed to Chittaranjan from Mihijam. "Loco Building Factory" to the nation on November 1, 1950 and on the same day the factory, which was originally called) a WG class bearing number # 8401 (Chittaranjan Locomotive Works (CLW) was initially established for production of Steam Locomotives. Production of steam locos commenced on January 26, 1950, the day when India became a Republic, in collaboration with the North British Locomotive Company of Scotland. The first President of India, Dr. Rajendra Prasad dedicated the first Steam locomotive Deshbandhu

    Chittaranjan Works was built with a cost of approximately 14 crores ( in 1947). Initially the planned city had an area of little over 7 square miles. including the workshop, the staff colony, schools, hospitals etc.

    The site for India's first Locomotive manufacturing works was finally selected at a place close to Mihijam Station in Bihar 32 Km from Asansol and 67 km from Durgapur in September 1947 and construction was taken in hand  in March 1948.

    Kudos to the people who selected the site. This the BEST township  of all Railway establishments in India . The town situated on an undulating terrain with a number of lakes gives a fascinating  treat to the eyes of the beholder at night when all the lights are lit up in the houses rising tier upon tier in terraces. The place itself till the yester years was considered as a health resort because of its salubrious climate
