New Delhi: August 5, 2010.

 

The Government has announced the Rajiv Gandhi Khel Ratna Award, Arjuna Awards, Dhyan Chand Awards, Dronacharya Awards and Rashtriya Khel Protsahan Puruskar for the year 2010, here today.

A large number of nominations were received for these awards this year, which were considered by two select panels of eminent sportspersons and sports administrators; one headed by Ms P.T. Usha ( for Rajiv Gandhi Khel Ratna Award, Arjuna Awards, Dhyan Chand Awards and Rashtriya Khel Protsahan Puruskar)  and other by Shri Ashok Kumar (for Dronacharya Awards).  Based on the recommendations of the Committees and after due scrutiny, the Government has approved to confer awards upon the following sportspersons/coaches/organizations.

National Sports Awards are given every year to recognize and reward excellence in sports.  Rajiv Gandhi Khel Ratna Award is given for spectacular performance in the year under consideration; Arjuna Award is given for consistently outstanding performance for three consecutive years preceding the year of award; Dhyan Chand Award for lift time contribution to sports development; and Dronacharya Award for producing medal winners at prestigious international sports events in past three years.

                Rajiv Gandhi Khel Ratna Award is given to only one sportsperson in a year.  Arjuna Award is given to not more than 15, Dhyan Chand Award to not more than 3 and Dronacharya Award to not more than 5 persons.

                With a view to recognizing the contribution made to sports development by entities other than sportspersons and coaches, Government has instituted last year, a new award entitled Rashtriya Khel Protsahan Puruskar, which has four categories, namely, community sports development, promotion of sports academies of excellence, support to elite sportspersons and employment to sportspersons.

                Apart from a medal and a citation, Rajiv Gandhi Khel Ratna Awardee will receive a cash prize of Rs.7.5 lakh.  Arjuna, Dhyan Chand and Dronacharya Awardees will receive statuettes, citations and cash prize of Rs.5 lakh each.  The recipients of Rashtriya Khel Protsahan Puruskar will receive trophy and citation.

                The awardees will receive their awards from Her Excellency the President of India at a specially organized function at the Rashtrapati Bhawan on August 29, 2010.

Home Minister's Statement on Honour Killings

New Delhi: August 5, 2010.

 

Following is the text of the statement made by the Union Home Minister, Shri P. Chidambaram in the Lok Sabha today in response to a Calling Attention notice on the situation arising out of the recent spurt in the incidents of "Honour Killings" in the country and the steps taken by the Government in this regard:

"Honour crimes are acts of violence, usually murder, mostly committed by family members predominantly against female relatives, who are perceived to have brought dishonour upon the family. Honour killings are rooted in antiquated traditions and social values.

Recently, instances of honour killings have been reported in the media. Since 'honour killing' is not a crime classified separately under the Indian laws, no data is collected separately regarding this crime by the National Crime Records Bureau, and the same is covered under 'murder'. Moreover, it is difficult to identify or classify an 'honour killing/crime' as such in any given community, since the reasons for such killings often remain a closely guarded private family matter. At present, there is no separate law to deal with the 'honour killing/crime', and such crimes are dealt with under the provisions of the Indian Penal Code and are investigated and prosecuted as offences under the IPC/Cr.P.C.

The Union Government attaches high importance to crimes of violence against women including the crime of 'honour killing'. As per Seventh Schedule to the Constitution , 'Police' and 'Public Order' are State subjects and, therefore, the State Governments/UT Administrations are primarily responsible for the prevention, detection, registration, investigation and prosecuting of crimes including that of 'honour killing'. Ministry of Home Affairs has sent a detailed advisory dated 4th September, 2009 to all States/UT Governments wherein States/UTs have been advised, inter alia, to make comprehensive review of the effectiveness of the machinery in tackling the problem of violence against women, and to take appropriate measures to curb the violation of women's rights by so called 'Honour Killings'. Government is also actively considering a proposal to amend the existing law or to enact a separate law in order to tackle the crime of 'honour killing'.

In pursuance of the Cabinet decision, a Group of Ministers has been constituted to consider a draft Bill on the subject".

Ninth National Youth Parliament Competition

New Delhi: August 5, 2010.

 

The Youth Parliament Scheme of Ministry of Parliamentjary Affairs aims at inculcating among the younger generations the spirit of self-discipline, tolerance of diverse opinion, righteous expression of views and other virtues of a democratic way of life. Besides, the scheme also acquaints the students with the practices and procedures of Parliament, techniques of discussion and debate and develops in them the quality of leadership. Ministry of Parliamentary Affairs have been organising Youth Parliament Competitions in Universities/Colleges since 1997-98.

Under the scheme of Youth Parliament Competition for Universities/Colleges, the 9th National Youth Parliament Competition in the series was organised among 36 Institutions spread all over India. Teams of judges which included MPs/Ex-MPs/MLAs/Ex-MLAs/MLCs/Ex-MLCs along with Officers of the Ministry of Parliamentary Affairs and academicians of repute from non-participating Institutions evaluated the performances of the Institutions.

The Prize Distribution Function of the 9th National Youth Parliament Competition for Universities/Colleges will be held at 3.00 p.m. on Friday, the 6th August, 2010 in Mavalankar Auditorium, Rafi Marg, New Delhi. The Running Parliamentary Shield and Trophy for standing first in the 9th Competition was won by Madurai Kamaraj University, Madurai, Tamil Nadu. Besides, merit trophies were also announced for 4 Institutions for standing first in their respective Groups.

Shri Prithviraj Chavan, Hon'ble Minister of State (Independent Charge) of Science and Technology, Minister of State (Independent Charge) of the Ministry of Earth Science, Minster of State in Prime Minister's Office, Minister of State in the Ministry of Personal, Public Grievances and Pension and Minister of State in the Parliamentary Affairs will preside over the function and distribute the prizes to the prize-winning students/institutions for their meritorious performance in the Competition. On this occasion, the students of Madurai Kamaraj University, Madurai, Tamil Nadu will present a short sitting of "Youth Parliament".

Ministry of Food Processing Industries                  

Towards Modernising Food Processing Industry

New Delhi: August 5, 2010.

 

The Government has formulated and is implementing several Plan Schemes to provide financial assistance for the establishment and modernization of food processing units, creation of infrastructure, support of R&D, human resource development besides other promotional measures to encourage development of food processing industries. Giving this information in a written reply in the Lok Sabha, Shri Subodh Kant Sahai, Minister of Food Processing Industries said that moreover, the Government has taken several fiscal incentive measures like tax reduction, waiver/reduction of excise duty, reduction of custom duty on specific food items with a view to encourage the growth of food processing industries and make them more competitive. Further, the Ministry of Food Processing Industries under its Plan Scheme of establishing Food Testing Labs, Implementation of Quality Systems such as Hazard Analysis Critical Control Points (HACCP), Promotion of Research and Development, Capacity Building and Human Resources Development provide assistance to food processing industries to enable them to compete in the international market.

The Minister further informed the House that apart from above, Ministry of Food Processing Industries extends financial assistance in the form of grant-in-aid @ 25% of the cost of plant & machinery and technical civil works subject to a maximum of Rs.50 lakhs in general areas or 33.33% subject to a maximum of Rs. 75 lakhs in difficult areas under the scheme of setting up/modernization/expansion of food processing industries.

Under the Scheme of Infrastructure Development, the Government has approved establishment of 10 Mega Food Parks in the first phase out of 30 Mega Food Parks envisaged for the 11th Five Year Plan. The States selected for setting up of Mega Food Parks in the 1st phase are Andhra Pradesh, Assam, Jharkhand, Tamil Nadu, Uttarakhand, West Bengal, Karnataka, Maharashtra, Punjab and Uttar Pradesh. Ministry has initiated steps to upscale the scheme for setting up of more Mega Food Parks in different States, the Minister informed the House.

Vision 2015 for Food Processing Industries

New Delhi: August 5, 2010.

 

The Ministry of Food Processing Industries (FPI) has sponsored a study to suggest a roadmap for the growth of food processing sector. M/S Rabo Bank has conducted a study and submitted a Vision Document suggesting strategy & action plan for food processing sector in India namely Vision 2015. This information was given by Shri Subodh Kant Sahai, Minister of Food Processing Industries in a written reply in the Lok Sabha. Shri Sahai informed the House that the Vision Document was prepared in the year 2005 and the same was adopted by the Government. Vision Document suggested strategy to ensure faster growth of the sector. The adopted Vision 2015 provides for enhancing the level of processing of perishable from 6% to 20%, enhancing value addition from 20% to 35% and increasing India's share in global food trade from 1.5% to 3% by the year 2015. To achieve these targets, investment of Rs.100 thousand crores was estimated by year 2015, out of which Rs.10,000 crores was to come from the Government. Accordingly, Ministry of FPI formulated its 11th Plan schemes to attract the required investment in the sector, the Minister said.

Ministry of Housing and Urban Poverty Alleviation                          

Review of Projects Under JNNURM

New Delhi: August 5, 2010.

 

The Minister of Housing and Urban Poverty Alleviation Kumari Selja has said that regular reviews are held by the Ministry at the State, Regional and National level under Basic Services to Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP)- components of Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The main purpose of the review is to monitor the physical and financial progress, the quality of projects and to identify the bottlenecks in implementation of sanctioned projects.

In a written reply in the Rajya Sabha today she said, under JNNURM Guidelines, encouraging Public-Private partnership is one of the reforms. It is for the State Governments to prepare and propose projects involving private partnership. In this regard, the Government has also launched a new scheme called Affordable Housing in Partnership, with an outlay of Rs. 5000 crores, for supporting the construction of 1 million houses for EWS/LIG/MIG category with at least 25% for EWS. The scheme aims at partnerships between various agencies – Government/Parastatal/Urban Local Bodies/Developers for realizing the goal of affordable housing for all. It is a part of Sub-Mission –Basic Services to Urban Poor (BSUP) under JNNURM.

Ministry for Development of North-East Region                               

North Eastern Council to Establish Institution for Paramedical Education in Nagaland

New Delhi: August 5, 2010.

 

The North Eastern Council will establish a Para Medical Institution for Paramedical Education in the PPP mode in Nagaland. This was decided in a review meeting of NEC chaired by Shri.Bijoy Krishna Handique, Minister of Mines & DoNER in New Delhi recently. The institution will be established in the Regional Referral Hospital Campus in Nagaland where adequate land is available. The Regional referral Hospital was funded by Ministry of DoNER through it Non Lapsable Central Pool of Resources (NLCPR) Fund. The MOU between NEC and the Government of Nagaland will be formally signed on 15.09.2010. In the review meeting, Shri Handique emphasized on the issue of a study on the Health Infrastructure Gaps in the North Eastern Region was also discussed. NEC has approached Hospital Services Consultancy Corporation Limited under the Ministry of Health & Family welfare, Government of India to do a gap analysis of three aspects including Manpower, Referral Services and Health Infrastructure in the North Eastern Region. The study will not cover the primary health sector but restrict itself to secondary and referral services. It was also decided in the meeting that NEC will conduct the study on the operationalisation of assets in the Health Sector in the two states of Nagaland and Tripura. The up gradation of the nursing college in Regional College of Nursing, Imphal was also discussed. It was also decided in the meeting that the North Eastern Council is going to sponsor students of the Down town Hospital which has started its health education facilities recently.

 

Shri Handique further reviewed the status of the studies / Action Plans in various sectors of Vision 2020 for the North Eastern Region. The action plans for the Inland Waterways and Telecommunications sectors are ready for implementation. The Action Plans for other sectors like Railways, Tourism, Civil Aviation, Border Trade and Power Transmission are also in the Pipeline. The North Eastern Council has commissioned a Master Plan on Circuit Based Tourism in NER by Tata Consultancy Services. This study is supported by Ministry of Tourism, Government of India. NEC is also funding a study commissioned by the Director General of Civil Aviation for a comprehensive study and road map for Civil Aviation in NER. A study on the Border Trade by Research and Information System for Developing Countries has also been commissioned by NEC. In the power sector, NEC and Power Grid Corporation of India Limited have jointly funded the preparation of DPRs for strengthening of transmission, sub transmission and distribution systems in NER.

 

Shri Handique hoped that the measures being taken would hasten the process of implementation of the action plans under Vision 2020. He urged for a better coordination between the Ministry of DoNER, North Eastern Council and the related line Ministries and agencies. .
