Asian Centre for Human Rights (ACHR) has the pleasure to inform that
second issue of "India Human Rights Report Quarterly" (IHRRQ) - the only
journal providing comprehensive information about the status of human
rights in India- has now been uploaded.

This issue contains a Special Report on Jammu and Kashmir entitled "J&K:
Abuse of Article 370". In the last 60 years, abuse of Article 370 of the
Constitution of India that provides special status to Jammu and Kashmir
has seldom been discussed. This issue of IHRRQ focuses as to how the
Article 370 has been abused to introduce draconian laws, refuse enactment
of progressive laws at per with mainland India and legalise discrimination
against minorities prohibited by international human rights laws. Under
Special Report section, this issue analyses the order of the National
Human Rights Commission setting aside the immunity claimed by J&K State
government for human rights violations, deplorable status of the Jammu and
Kashmir State Human Rights Commission and the discrimination against the
Hindu and Sikh refugees from Pakistan that majority Kashmiris have a case
of extreme discrimination to answer!

This issue also contains field reports on "Forced eviction of Adivasis
from Lungsung forest area in Kokrajhar district of Assam" and "Bru
repatriation: Mizoram fails to utilize the agreement facilitated by Asian
Centre for Human rights" as well as analysis of the Delhi High Court
judgment upholding the responsibility of the Government of India for
implementation of the UN Guiding Principles on the IDPs with respect to
the Kashmiri Pandits; and the judgement of the Supreme Court of India
[SLP(Crl) No. 10367 of 2010] declaring the Scheduled Tribes as "indigenous
peoples" of India and Concluding Observations of the UN CERD Committee on
the exceptional report submitted by the Government of India on the Gujarat
massacre of 2002.
