The Central Bureau of Investigation (CBI) is India's premier investigating agency, responsible for a wide variety of criminal and national security matters. It was established on 1 April 1963 and evolved from the Special Police Establishment founded in 1941.

The Central Bureau of Investigation is controlled by the Department of Personnel and Training in the Ministry of Personnel, Public Grievances and Pension of the Union Government usually headed by a Minister of State who reports directly to the Prime Minister. While analogous in structure to the FBI, the CBI's powers and function are severely limited to specific crimes based on Acts (mainly the Delhi Special Police Establishment Act, 1946). The CBI is the official Interpol unit for India.The current director of CBI is Ashwani Kumar (since August 02, 2008).

The Punjab Chief Minister, Parkash Singh Badal said here today that the shoe-throwing incident at the Union Home Minister, Mr. P. Chidambaram's press conference in New Delhi this morning should serve as an 'eye opener' for the Center, especially for the Congress party.

The incident shows the depth and magnitude of pain and angst over clean chits given to those guilty of the unspeakable horror of the 1984 massacre of thousands of innocent Sikhs by the Congress goons.

"This pain and angst is not confined merely to the Sikh community but is shared by all the right-thinking people in the country and all over the world. The horrendous and brutal genocide of innocents was a crime not just against the Sikh community but an outrage against humanity of which the Congress party at the Center and the States should be permanently ashamed. The victims have been awaiting justice for nearly 25 years. What has rubbed salt into their wounds now is the unabashed clean chit given to Mr. Jagdish Tytler by the CBI," said Mr.Badal in a statement here this afternoon.

The Chief Minister said that it was significant that the journalist in question, Mr. Jarnail Singh, has no history of fundamentalists leanings and is in fact a liberal, educated Sikh, with no political affiliations. "The legality or decorum of the method adopted by him might be called into question but there is no mistaking the sanctity of his pain and the justness of his cause", said Mr.Badal.

The Chief Minister further said that various independent judicial Commissions, including the Nanawati Commission, had indicted Mr. Jagdish Tytler, Sajjan Kumar and many of their senior Congress colleagues for their inhuman role in the 1984 massacre. But instead of prosecuting them, the successive Congress governments at the Center have chosen to subvert the law of the country and outrage all norms of civilized human behaviour in order to shield the guilty men of 1984. The Congress party honoured Mr.Jagdish Tytler and Sajjan Kumar with party tickets for the Lok Sabha even before managing a CBI clean chit for them. Still more disgracefully, these men had been given Cabinet berths by successive Congress Governments since 1984.

As tension mounted over his political future and protests broke out in Punjab over his involvement in the 1984 anti-Sikh riots, Congress leader Jagdish Tytler Wednesday went about campaigning as usual and even met Sikh voters in his North East Delhi constituency



A day after a Sikh journalist threw a shoe at Home Minister P. Chidambaram to express his disgust over the Central Bureau of Investigation (CBI) exonerating Tytler, angry Sikhs disrupted train and road traffic in several places in Punjab.



But for the man in the eye of the proverbial storm, it was business as usual.



'There were no protests in his constituency. Tytler sahaab went about business like any other serious candidate and he was greeted warmly and affectionately by many voters,' said a party functionary.



Tytler's first stop was the densely populated Naveen Shahdara area of northeast Delhi, where he has been fielded after his earlier Delhi Sadar seat ceased to exist because of the delimitation exercise.



Kicking off his campaign early at 8 a.m. and surrounded by a motely group of supporters, Tytler visited his constituents, both young and old.



'Around 400-500 Sikhs participated in the programme and everyone pledged support. They even donated around Rs.51,000 for Tytler's campagin,' Dharmendra Malhotra, a close aide of Tytler, told IANS.



Amid widespread speculation that he may be dropped as a candidate, a seemingly blase Tytler told reporters that the party was 'supreme'. He was asked if he would withdraw from the polls but refused to make any more comments.

'India's rapid economic growth and the corporate performance is [due to] the man who single handedly dealt with the country's economy and pushed India on the economic prosperity,' Dikshit told the delegation, referring to Prime Minister Manmohan Singh.



Delhi Education and Transport minister Arvinder Singh Lovely and other prominent Sikh leaders also attended the meeting, an official statement said.


Several Sikh organisations, protesting against CBI's clean chit to Jagdish Tytler in a 1984 anti-Sikh riots case, blocked rail traffic in Punjab today.According to official sources, activists of the Sant Samaj, which includes organisations like the Damdami Taksal and the Dal Khalsa, squatted on railway lines at Gyaspura village near Ludhiana, Beas and Dakoya in Jalandhar.

The Amritsar-Delhi Shatabdi Express, the Malwa Express and the Paschim Express were affected by the blockade, said Government Railway Police (GRP) sources.


As it begins implementation of its new strategy on Afghanistan and Pakistan, the US underlined the critical role of India in the success of the policy as there was a "common threat".



US Special Envoy Richard Holbrooke, who held talks with Foreign Secretary Shivshankar Menon and National Security Adviser M K Narayanan, underlined that he was not visiting the region to "negotiate" between India and Pakistan. Criticising the Election Commission for transferring a top state official, UP Chief Minister Mayawati said on Wednesday that such action could demoralise the officialdom ahead of the first phase of polling and may lead to law and order problems in the state.


"Removing of the officer just due to political reasons on basis of their baseless allegation will demoralise officers of the state due to which law and order problem could erupt in the state. EC will be responsible if there is any terrorist or Naxal problem or any incident happens with me or any other leader during campaigning," Mayawati told reporters in Lucknow.







The EC, on Tuesday, had ordered transfer of UP Principal Secretary of Home, Fateh Bahadur Singh on following complaints from the opposition.



Meanwhile,Opposition leader, the so called prime Minister in waiting, L.K. Advani on Wednesday vowed to get back money stashed by wealthy Indians in illegal accounts abroad as the party stepped up its campaign for good governance in the general election.



Striking a populist chord, Advani, the head of the Hindu-nationalist Bharatiya Janata Party (BJP), said billions of dollars worth of recovered cash could be used for development and help raise living standards in India's villages.



The world's largest democracy goes to the polls in just over a week's time, where the main tussle is between the BJP and the ruling Congress party.



Raising the issue of the country's missing billions may resonate with voters in a country where a number of politicians face criminal cases, just as many pollsters say the BJP is struggling against Congress.



"I am yet again raising this issue publicly because I want that India should not suffer for lack of anything," Advani told a rally in Gujarat, on the day he filed his nomination.



"I believe that if we pursue this matter then there won't be any lack of resources to get India the top position among the nations of the world," he added.

When Justice Fails, Shoes Are Bound To Hurl!

It’s just Three months since Zaidi, and we see another shoe hurled at a High Profile politician except the difference in the place and the issue. Yesterday I was watching the umpteen times repeated telecast of the day’s Breaking News. Jarnail Singh turned out the otherwise dull, official Afternoon press meet to a burning sensation. He hurled the shoe muttering “In Protest” towards the dais of the Minister. Note. It could have been very easy for him to hurl it at the face of Chidambaram if he had intended to. But the Forty year old Jarnail Singh, who has been a respected journalist for the past 15 years, probably decided to understate. So he was merely throwing it towards the dais but clearly away from the Minister. He was protesting the home Minister’s justification of the CBI giving clean chit to Jagdish Tytler, so as to enable Tytler to get a party ticket in the forthcoming elections .

But you should have watched the excitement of Barkha Dutt even after Jarnail Singh expressing his regret on air and the ‘gentle soul’ who faced the shoe decided to forgive him. Who did the ‘crime?’ Which one is the Crime, Action or Reaction? Who can forgive whom and for what? Nobody questions But Just preach that one should not go beyond the limits and certainly not a Journalist. Even Chidambaram says Jarnail did it in a fit of emotion. Every one question the Sardar’s Anger. May be he cannot get as angry as Congressmen.

The quizzical thing was, even Balbir Punj of BJP was part of the discussion giving lectures on how Journalists should behave. Ashwini Kumar of Congress was maintaining ‘restraint’ like his minister, as we all know the time is such. It’s better to control the damage than to make it worse by saying something, that too, at this crucial election hour. Every one was engaged in a hollow discussion on the role of Journalist in Democracy, How-a- Journalist-should-not-become- an-activist and how crossing the limits of the roles is dangerous etc., etc.,

When the patience of the prolonged wait breaks you cannot expect or contain the reaction within the set and safe limits. The only true voice was of Harinder Baweja, Tehelka’s Editor, who put it succinctly.

"Jarnail Singh certainly didn’t act like a Journalist but he did what every sikh wants to do except that others don’t have access to high profile leaders. He is a symbol of the anguish and pain suffered by the sikh society which is waiting for justice for the past 25 years. I may not wonder if some day someone else hurls a shoe at Narendra Modi."

“Please take him away, gently, gently, gently, doesn’t matter, please settle down, please settle down,” were the words of Chidambaram following the commotion at the press conference. Sounds metaphoric, right? Exactly like the strategy of Congress on the 1984 genocide… taking away the memory of the genocide gently,gently,gently and settling down the dust, step by step for the past 25 years.

I whole-heartedly support what Jarnail did, but not the half-heartedness with which he did and regretted of what he did in the aftermath, while maintaining the issue remains. The Shoe should have hit the face which could have conveyed better what he wanted to say as a whole.

P.S: Reuters says, Throwing a shoe at someone is considered an insult in India. I remember reading the same thing when happened in Iraq too. Want to know in which part of the world throwing a shoe at someone is not an insult?

Otis ready to 'negotiate' with India other rare items of Bapu

US-based collector James Otis, who was in the news recently for auctioning a set of Mahatma Gandhi's personal belongings, has claimed he has rarer items of the father of the nation including his blood drops which he was ready to "negotiate" with the Indian government to return. These articles include the original of 'Harijan', a journal edited by Bapu, cotton clothes spun by him and his blood drops, Otis who was spotted roaming at Mcleodganj last evening told a section of the media in DHARMASHALA, Himachal.

The 45-year-old Otis, grandson of the owner of the reputed Otis Lift Company, said he has blood drops of the Mahatma collected from the site of his assassination. He said an Indian had given Gandhijee's ashes and blood drops to a Professor in George Mason University of Virginia.

Otis, who had come here to meet the Tibetan Spiritual leader the Dalai Lama, said he has other personal items of Gandhijee like the original of the 'Harijan' journal edited by him and about 400 photographs of his collected from all over the world. Besides, he said he has cotton clothes spun by Bapu and a few signed letters by him to friends and associates.

On March five last on Otis' behalf a slew of articles belonging to Mahatma Gandhi including his iconic steel-rimmed spectacles, a pair of sandals, a pocket watch, a bowl and a plate were auctioned in the US which was bought by India's liquor baron Vijay Mallya for 1.8 million US dollars.

TERI, IMF join hands to encourage glacier studies in India

The Energy and Resources Institute (TERI) and IMF (Indian Mountaineering Foundation) signed a Memorandum of Understanding (MoU) today to study, preserve and safeguard the Himalayan glaciers under the National Mission of Sustaining the Himalayan Eco- system (NAPCC).

Present on the occasion were Dr. R.K. Pachauri, Director- General TERI, Prof. Syed Iqbal Hasnain, Padmashri and Senior Fellow TERI and Major HPS Ahluwalia, President IMF among other distinguished guests.

Stressing on the need to study the Himalayan belt, Dr. R.K.Pachauri said, "We wish to study more on glaciers as we are very dependent on them and our work till now has been negligible. We need to understand the drivers and implications of the changes happening in the Himalayan belt."

IMF along with TERI will encourage glaciologists and researchers to take training in mountaineering without which the study of the Himalayan region is incomplete. In order to carry out a detailed and successful research activity, IMF will be training young TERI scientists at the Mountaineering Institutes in basic and advanced mountaineering skills to work in high altitude regions.

To conduct glaciological studies in the Himalayan region the researchers require high level of physical fitness, technical climbing skills, mental alertness and first aid knowledge.

Speaking on the collaboration, Major HPS Ahluwalia said, "IMF is delighted to join hands with TERI to facilitate further research in the Himalayan region. As environment, climate change and conversation have taken the centre stage, IMF aims to work towards protecting the Himalayan eco- system. To study the glaciers in the belt, one needs to go beyond 4000 mts. to conduct research and most of the scientists and students cannot go that high due to absence of mountaineering skills. Thus, IMF and TERI see it important to provide mountaineering trainings to researchers and students and involve skilled mountaineers in the team to facilitate cohesive research. This MoU is an important milestone to encourage the study and research on this belt."

A case has been lodged against Rashtriya Janata Dal (RJD) chief Lalu Prasad Yadav for making derogatory remarks against Bharatiya Janata Party (BJP) leader Varun Gandhi.

The Kishanganj District administration filed its complaint against Lalu Yadav under the People's Representation Act this morning.

Addressing an election meeting in Bihar's Kishanganj on Monday, Lalu Yadav had said, "Had I been the country's Home Minister, I would have crushed Varun Gandhi under a roller and destroyed him without caring for the consequences of his hate speech against Muslims."

Varun Gandhi, who is a BJP candidate for the Pilibhit constituency in Uttar Pradesh was accused of making inflammatory communal remarks at an election meeting in his constituency on March 6.

However, Gandhi maintains his innocence claiming that the CD containing his speech was tampered with. He is currently in Uttar Pradesh's Etah jail.

A journalist threw a shoe at Home Minister P Chidambaram at a press conference on Tuesday, protesting against the minister's reply on his question on CBI's clean chit to Congress leader Jagdish Tytler in the 1984 Sikh riots case.
The shoe did not hit the minister and the journalist, a senior reporter with Dainik Jagran, was taken into custody.

The press conference was being held at the Congress headquarters where Chidambaram was presenting his party's report card on terrorism. The journalist asked the minister whether letting Tytler off the hook ahead of the elections was not politically motivated.

To which Chidambaram replied that CBI had only presented a report to the court and it was up to the court to either accept or reject it. The journalist wanted to ask another question but Chidambaram said he did not want to get into an argument and refused to take further questions.

The journalist then threw his shoe at the minister, saying 'I protest'.

It is the first of its kind incident in India but throwing shoes at political leaders has become a high-profile form of protest. The trend was started by an Iraqi journalist who had thrown shoes at former US President George Bush at a press conference in Baghdad last year.

Thereafter, the Chinese Premier Wen Jiabao was meted a similar treatment while delivering a speech at Cambridge University. The Israeli ambassador to Sweden was also hit by a shoe when he was addressing an audience in Stockholm University.

Meanwhile, the Sikh Students Federation (SSF) has said that the incident has highlighted the fact that those responsible for the riots have not been punished so far.

"We believe that the act by journalist Jarnail Singh, who threw a shoe on Chidambaram was right. He threw it because even after 25 years, the ones who were responsible for the Sikh riots have not been punished and no justice has been given to Sikhs," said Gurdeep Singh, SSF president in Ludhiana.

Sikh organisations in Mumbai also came out in support of Jarnail.

"The act may be different in different places. It may vary from person to person, but we are supporting the cause," said Kulwant Singh, general secretary of the Guru Singh Sabha.

Throwing a shoe at someone is considered an insult in India.

A leading advocate who belongs to the Sikh community condemned the incident, saying legal action should be taken against the reporter.

"I condemn the act. It's a crime and whosoever has done this act might it be because of aggression or sorrow. It's not justified. Legal action must be taken against it," said KTS Tulsi, a senior advocate in New Delhi.

The shoe missed Chidambaram, who leaned back to avoid it. He later smiled and asked security guards to take the reporter out of the room.

This was the latest incident of shoe-throwing as a mark of protest against political leaders, including former U.S. President George W. Bush and Chinese Premier Wen Jiabao.


Jarnail Singh released

Journalist Jarnail Singh who hurled a shoe at Home Minister P Chidambaram at a press conference was released by police after brief detention.

Station House Officer of Tughlaq Road Police station Anil Kumar Yadav told reporters that the scribe has been freed for the time being.

"No case has been registered against him. He has regretted about his action," the official said, adding that the journalist was questioned for his action and then he was released.

After being freed, the Sikh journalist of a Hindi daily, who has caused a flutter in the political circle, said the issue that he raised was an appropriate issue and the victims should get justice.

"May be my way of protest was wrong," said the scribe who later left with his journalist friends and Sikh supporters.

Meanwhile, Sunita Tiwari, who claimed to be his lawyer and had come to meet him at the police station, alleged that she was not allowed to talk to her client.

"I was misbehaved. The SHO asked the constables to take me out of the room. I wanted to talk to Jarnail as he was mentally disturbed," she said.

BJP condemns shoe hurling incident

BJP condemned hurling of a shoe at Home Minister P Chidambaram by a Sikh journalist at a press conference in New Delhi. "We condemn the incident," BJP spokesperson Balbir Punj said in New Delhi.

The Indian stock market has been termed as a potential "baby bull" as the Sensex may continue to advance over next 15 years and is likely to breach its all-time high level of 21,000 during the period, a report says. Sensex had touched all-time high of 21,206.77 points on January 10, 2008, since then it plunged even below 8,000.

At a time when developed markets across the world are in a bearish phase, a technical research report by US-based Elliot Wave International has termed India, Taiwan and New Zealand as potential "baby bulls", while stock markets in Japan, Singapore, Hong Kong, China and Australia are going to be under the "bear" grip, the report stated.

The report has analysed that recent sharp reversal rally in Indian market, post the October 2008 lows, points at regaining earlier high levels.

It added that if the rally continues in the same proportion as between 2003 and 2008, "the Sensex may continue advancing for 15 years before reaching the end of wave".

"The potential baby bulls completed only three waves down from their respective highs, which makes them strong candidates to rally back to at least near their all-time highs -- if not beyond," the report stated.


Meanwhile,Claiming that CBI has become a "political tool", SP General Secretary Amar Singh said he will make a big disclosure in the next few days to "expose" the country's premier investigating agency.


"The CBI has become a political tool and is no longer autonomous. It has become Congress Bureau of Investigation. I will be making a big disclosure in the next two-three days which will expose the wrong doings of the CBI," Singh told reporters in Lucknow.

He said that the manner in which the agency gave a clean chit to Congress leader Jagdish Tytler ahead of the Lok Sabha elections raised doubts.

"The manner in which a clean chit was given to Tytler before the elections raise suspicion," he said.

On asked about the incident wherein a journalist of a Hindi daily hurled a shoe at Home Minister P Chidambaram during a press conference in Delhi, he said that it was worth condemning.

"But Muslims and Sikhs will never forgive the Congress for demolition of Babri Mosque and operation blue star at Golden temple," he said.

'Pak not willing to work with US to manage terror'
Washington Calling Pakistan a "thriving sanctuary" for Al-Qaeda militants operating in Afghanistan, a prominent US think tank has said Islamabad is unwilling to cooperate with Washington to manage the "jihadist" problem.
"It (Pakistan) is a thriving sanctuary for both Afghan and Al-Qaeda militants operating in Afghanistan. At the same time, Pakistan contains the primary supply lines for US and NATO troops fighting those militants in Afghanistan," Stratfor, the think tank, said.

"Pakistani government is aware of the dangers posed to the country by the jihadist insurgency, particularly as attacks spread beyond the Pashtun borderlands and reach deeper into the Pakistani heartland of Punjab province," it said.

Pakistan does not appear to be any closer to seeing eye-to-eye with the Americans on how to manage the jihadist problem, it said.

"Unless something changes in Pakistan, the US plan for Afghanistan will be riddled with strategic flaws," Stratfor said.

It said Pakistani Taliban and Al-Qaeda forces are now focusing much of their attention on attacking NATO supply convoys inside Pakistan.

Stratfor's comments came when Richard Holbrooke, the Special US Representative for Pakistan and Afghanistan, and the US Joint Chiefs of Staff Chairman Admiral Mike Mullen were in Islamabad holding talks with Pakistani leadership.

The US strongly disapproves of Pakistani military and political leader's decision to strike deals with the Pakistani Taliban that aim to redirect the group's focus from Pakistan back to Afghanistan, Stratfor said.

But the Pakistani intelligence, who has a history with these militants, is not convinced that the US, despite its promised commitment of development in Pakistan and Afghanistan development, will keep its troops in South Asia for the long haul, it said.

"At the end of the day, Islamabad wants to keep its options open. That means not alienating these jihadist groups, as Islamabad fears US drone attacks in the tribal regions might do," Stratfor said.

The think tank also said when US is trying to beef up its military presence in Afghanistan by another 21,000 troops its policy on Afghanistan will depend on the situations in Pakistan.

Holbrooke said


"The answer is no," Holbrooke said at a press conference here when asked whether he had asked his Indian interlocutors to resume talks with Pakistan.

"Let me just be clear on my one word answer. We did not come here to ask the Indians to do anything. We came here to inform about our trips (to Afghanistan and Pakistan) as we always do and to get their views. We did not come here with any requests," said Holbrooke, while addressing the press along with US Chairman of Joint Chiefs of Staff Admiral Mike Mullen.

Holbrooke and Mullen emphasised that their visit here was in connection with the new strategy on Afghanistan and Pakistan, which the US has just started to implement.

"We cannot settle issues like Afghanistan and many other issues without India's full involvement and its own expression of views," said Holbrooke while pointing out that he had come to "listen" to Indian views and that his discussions with Indian officials were "terrific".

Contending that "priorities" of both India and the US in Afghanistan are the same, the Special Envoy on Afghanistan and Pakistan said "coordination", however, was missing and that his visit in New Delhi along with Mullen was aimed at accelerating that.

"Everyone in this part of the world should recognise that for the first time since Partition, India, Pakistan and the US face a common threat and a common challenge and we have a common task," he said.

Acknowledging that there was "history" between India and Pakistan as well as between Pakistan and Afghanistan, he said "but now as we face a common threat, we must work together."

He said the US is "working intensively with our friends in Pakistan to achieve a common goal. That is what we are doing. We know it's going to be difficult but the national security interests of all three countries are clearly at stake."

Noting that Pakistan is at the centre of the common fight, Holbrooke said, "What happens in Afghanistan is profoundly affected by what happens in Pakistan and the two issues are deeply inter-related."

He voiced concern over the peace deal between government and Taliban in Swat region of Pakistan and said the worries had been "further raised" after terror attacks on Sri Lankan cricket team and police training centre in Lahore.

"What has happened in Swat has stunned many people in Pakistan," the Special Envoy said, adding "everyone in this part of the world should recognise what's happening." Holbrooke said during his visit to Pakistan he had met some people from Swat to "learn more" about the peace deal and observed that "it was a difficult and touching meeting".

He described Baitullah Mehsud, chief of Pakistani Taliban as "a terrible man" and "a great danger to Pakistan, Afghanistan ... He (Mehsud) is as bad as any bad actor in a very dangerous region."

Asked about his assessment on whether the ISI was ready to sever its ties with terrorists, Mullen said that one of the priority issues of his visits to Pakistan over the last one year has been the "focus on intelligence activities and doing that in a constructive way".

He said the focus continues to be that but refused to go into the details of the discussions that were going on.

Tytler claims Akali Dal behind shoe hurl

With Congress adopting a "wait and watch" approach on the issue of Jagdish Tytler's candidature, the controversial leader on Wednesday blamed the Akali Dal for the shoe hurling incident, even as he put forward an unfazed exterior and continued his campaign trail in Delhi.
Candidate from Northeast Delhi, Tytler's role in 1984 anti-Sikh riots once again came to the fore with a Sikh scribe lobbing a shoe at Home Minister P Chidambaram on Tuesday protesting CBI's clean chit to the Congress nominee.

However, Tytler indicated that the incident was instigated by Akalis and described the reports of his candidature being reviewed by the party as "sheer nonsense".

"This is sheer nonsense," he said, reacting to the controversy that his name might be reconsidered.

Tytler claimed that the Sikh families in his constituency have pledged their support to "bring Manmohan Singh back (as prime minister)" and said "they told me that the whole move is motivated by Akali Dal".

Meanwhile, Congress appeared reluctant to take a clear stand on the issue, with party spokesperson Jayanti Natarajan saying: "When the time comes to make a clear statement, that will be made. At this point of time I would like to confine myself to saying let's wait and see what happens." Earlier, Tytler said he had left the decision on his nomination with the Congress leadership, saying the party is "supreme".

"No comments... my party is supreme, my party is supreme," Tytler said.

Journalist Jarnail Singh, who created a storm by tossing his shoe at Chidambaram, refuted his association with the Akalis, saying "people are politicising the issue. He (Tytler) should show when I get the membership of the Akali Dal."

CBI had given a clean chit to Tytler in the riot cases and sought permission from the court to close the investigations into the matter.

Meanwhile, Tytler continued campaigning in his constituency of Northeast Delhi and addressed public meetings at Naveen Shahdara, Uldhampur, Johripur, Sriram Colony, Seelampur, Jagdamba Colony and Yamuna Vihar.

Shiromani Akali Dal announces cash award for shoe-throwing journo

Praising Delhi journalist Jarnail Singh for his 'courage and bravery' in hurling a shoe at Home Minister P. Chidambaram during a press conference, Sikh political party Shiromani Akali Dal Tuesday announced a cash reward of Rs.200,000 for him.

'Decisions are not taken by throwing shoes but this incident has showed our pain and suffering. Bhagat Singh had also thrown a bomb in the assembly. We have thus announced a reward of Rs.200,000 for his courage and bravery,' Avtar Singh Hit, national general secretary of Shiromani Akali Dal, told IANS.

Jarnail Singh hurled a shoe at Chidambaram, at a press conference here, over his response to the Central Bureau of Investigation's (CBI) clean chit to Congress leader Jagdish Tytler on the 1984 anti-Sikh riots.

The president of the Delhi unit of Shiromani Akali Dal (SAD) Manjit Singh also supported Jarnail Singh's act.

'I fully support the journalist. What he has done represents the feelings of all the Sikhs of the country, and not only Sikhs it represents the feelings of all the law abiding citizens of the country,' Manjit Singh told IANS.

'Three months ago in Punjab, Rahul Gandhi had promised to not give tickets to Sajjan Kumar and Jagdish Tytler but they were given tickets, and CBI also gave a clean chit to them. We are waiting for the court's judgement and our struggle will continue,' he said.

Meanwhile, leaders of various Sikh organisation Tuesday held a sit-in at Jantar Mantar here to protest the CBI's clean chit to Tytler in a case relating to the 1984 massacre of Sikhs.

Around 4,000-5,000 people participated in the dharna. The protesters first offered 'ardas' or prayer at the Gurdwara Bangla Sahib at noon after which they proceeded towards Congress president Sonia Gandhi's house. They were, however, stopped near Jantar Mantar.

Punjab Cong apprises Sonia on poll implications of Tytler issue

In the wake of a Sikh journalist hurling shoe at Union Home Minister P Chidambaram to protest CBI clean chit to 1984 riots accused Jagdish Tytler, party's Punjab unit said on Wednesday that it has apprised its central leadership about the implications of fielding the controversial leader in the Lok Sabah polls.

"PPCC has already discussed and apprised party president Sonia Gandhi about the implications of Tytler issue on poll prospects in the state," party state chief Mahinder Singh Kay Pee told reporters, without revealing the detail of the communication.

Asked whether the PPCC had asked the party leadership to review its decision of fielding Tytler and another accused Sajjan Kumar in the elections, Kay Pee evaded a direct reply and just referred to the party's stand that it could reconsider the matter.

When asked about the shoe hurling incident, Kay Pee, without condemning the incident said, "It was an emotional outburst of a Sikh and since the Congress party has already forgiven the journalist, the issue should not be raked up any more.”

On a query about the statement of former chief minister Amarinder Singh that CBI's clean chit to Tytler had brought "embarrassment" for the party, Kay Pee refused to comment, saying "let us talk something else now".

India doesn't need a wrestler-like Prime Minister, says Pranab Mukherjee

Senior Congress leader and External Affairs minister Pranab Mukherjee on Tuesday said that a candidate for prime ministership need not be a muscular person or wrestler or be evaluated on the basis of his age.

Apparently responding to Opposition leader Lal Krishan Advani's repeated charge that Dr. Manmohan Singh was the weakest prime minister that India has had since it gained independence from the British, Mukherjee said: "Prime Ministers are not expected to be the wrestlers. Prime Minister is expected to deliver goods. For the last five years, Dr. Manmohan Singh has provided the leadership of a complex coalition."

"Of course he has his own style of approach. He is a decent gentleman. He is an expert in his own area. Secondly, I do not understand why he (Advani) is comparing with the age of Dr. Manmohan Singh. Dr. Manmohan Singh, I think, is not elder than Advani," Pranab added.

On India-Pakistan relations, Pranab stated that India expected Pakistan must fulfill its bilateral obligations, as had been agreed upon or conveyed at the highest levels of both the countries.

"We are insisting that Pakistan must fulfill its bilateral obligations given to us at the highest level by two presidents to our two prime ministers that Pakistani land will not be allowed to be used by terrorists, to dismantle the infrastructural facilities available to the terrorists, who are operating from the land of Pakistan, and to bring the perpetrators of the terror attacks to justice. This, we are demanding because these are the obligations which Pakistan has undertaken," Mukherjee said.

Mukherjee's remarks assume significance in the wake of a television report saying that extremists from Pakistan are making the entry into India from undisclosed locations.

Reminding Pakistan of its bilateral obligations, Pranab said: "Bilateral obligations, as I mentioned to you, the commitment made by President Musharaff and President Asif Zardari to our former prime ministers and to our incumbent prime minister, regional obligations as they are party to the SAARC, anti-terror convention, international obligations because they are party to the various UN resolutions to fight against terrorism. They must fulfill it. This is our simple demand."

Replying to a question regarding Jammu and Kashmir, Pranab chose to underline how people of Jammu and Kashmir had expressed solidarity and eagerness for peace by showing faith in nation's electoral process.

"We have made our positions quite clear, and the successive elections in Jammu and Kashmir have clearly demonstrated, particularly in the last two elections, that people of Jammu and Kashmir want peace. People of Jammu and Kashmir did not respond to the boycott call of Hurriyat or to the threat of disrupting the process of elections. They faced challenge, given by the extremists and Hurriyat, bravely in the most unfavourable weather at that point of time when elections were held," said Pranab.

Asked if Pranab foresees any possibility of occupying the top post himself, he categorically denied having any such ambition in his mind.

"No question of having that ambition because I am quite satisfied with the responsibilities, which has been entrusted to me by the party from time to time. Almost four decades here the various considerations, all aspects have to be looked into. More than often I say that there might have been so many people wanting to be the prime minister, they had the competence, capabilities.

India says progress 'disappointing' as climate change talks end

Bonn, April 8 (IANS) India said it was disappointed at the slow pace of progress as global talks to confront climate change ended in Bonn Wednesday amid a widening chasm between developed and developing countries on the future course of action.

As delegates from 175 countries wound up discussions ahead of a final conference in Copenhagen set for mid-December, the leader of the Indian delegation criticised the world's richest countries for refusing to agree binding cuts on their emission of greenhouse gases that contribute to climate change.

'We have only a few months left in which we must come up with concrete and significant decisions,' said Shyam Saran, the Prime Minister's Special Envoy on Climate Change.

'The progress achieved so far has been disappointing from our perspective.'

With only six weeks of actual negotiating time left before the Copenhagen meet, Saran said India and other developing countries had no clear indication yet about the emission reduction targets which wealthy industrialised nations are ready to commit to.

In addition, there was 'still no clarity' over how much money and technological resources rich countries were willing to pledge to help developing countries meet the hundreds of billions of dollars needed ever year to combat climate change and mitigate its impact.

Delegates attending the Bonn conference - one of three organised by the UN Framework Convention on Climate Change (UNFCCC) in the run-up to Copenhagen - must now go back to their respective capitals and submit concrete proposals to UNFCCC chairs by April 24.

These will then form the basis of negotiating texts to be discussed in June.

'If this process were a marathon,' said UNFCCC Executive Secretary Yvo de Boer, then delegates were in 'the final sprint'.

But rich industrialised countries at the conference pitched for an overhaul of the UN framework convention, arguing that large developing countries such as India and China must also commit to binding cuts in their greenhouse gas emissions - something they are exempt from at the moment.

The current convention is based on the 'polluter pays' principle, under which industrialised countries must first enforce massive cuts in their emissions because they are primarily responsible for causing climate change.

'We will not allow them to renegotiate the framework convention,' Dinesh Patnaik, Joint Secretary (UN) at the Ministry of External Affairs, told IANS.

'We are also asking for a relaxation of intellectual property rights (IPR) laws, just as we did with patented HIV/AIDS drugs,' Patnaik said.

'At the end of the day we want an agreement because we will be affected the most by climate change. But developed countries came up with nothing. We don't need the money, we need technology at low costs,' he added.

Bookings for small car Nano begin Thursday

New Delhi, April 8 (IANS) Tata Motors were set to accept the application forms for the world's cheapest car, the 624-cc jelly-bean shaped Nano, from Thursday in what will be the steepest booking fee charged in India for an automobile.

Over the next 17 days, prospective buyers can buy application forms for Rs.300 each and apply with an upfront payment of around Rs.95,000 - or Rs.2,999, if they wish to get it financed, company officials said.

That alone will not assure them the car, which group chairman Ratan Tata had promised to deliver at Rs.100,000 ($2,000) at factory gates - and which he had managed to keep amid awe and admiration of the global automobile industry.

The company, which had to shift its upcoming Nano factory out of Singur in West Bengal last October after some protests over farmland acquired by the state government for the project, has earmarked just 100,000 vehicles for the first phase.

So a lottery will decide the lucky ones who will drive out the Nano - the result of a Rs.20-billion investment, and five years of research and development by a 500-member team, which even fetched them 34 patents.

'We have already sold 50,000 forms at our dealerships. This figure does not include the sale at our Westside apparel stores and Croma appliance outlets,' said an official with Tata Motors in Mumbai.

'We have sold some 500 forms at our three showrooms in Delhi and the figure is likely to go up next week as the submission process begins to hot up,' said Ravi Bhattacharya, Nano sales manager with Autolink Delhi.

He said that ever since the car was commercially launched, his outlets received at least 100-200 unique enquiries daily. His firm has decided to deploy additional salespeople to handle the expected rush for the bookings.

Tata Motors - part of India's largest industrial house, the $62.5-billion Tata group - also has on offer online bookings for the Nano, the first such option in India. An online application will cost Rs.200.

Along with the provision to retail co-branded Nano merchandise such as watches, T-shirts and phones on the Internet, the dedicated website for the 'people's car' has a section to apply online, with a secure payments gateway.

Bhattacharya said most customers were looking at getting their Nano financed. 'Majority of the clientele is wary of the huge booking amount and is hence enquiring about the financing options available for the car.'

Apart from Tata Motor Finance, the banks associated with the Nano venture include: State Bank of India (SBI) and its subsidiaries, Canara Bank, Corporation Bank, Central Bank, Indian Bank, Union Bank of India, United Bank of India, Punjab National Bank, UCO Bank, Federal Bank and ICICI Bank.

Customers can submit their application forms to their chosen bank or financier, who will submit it to SBI, which is entrusted with managing the entire booking process.

For those opting to pay the entire booking amount can submit their forms directly to SBI through its 1,350 branches in 850 cities or with Tata Motors dealers, Westside and Croma outlets.

Tata Motors has also entered into agreements with five insurance companies to offer comprehensive insurance under the Tata Motors Insurance banner for Nano at an interest rate of just 2.76 percent of the ex-showroom price, the most competitive in the industry.

Accordingly, in New Delhi, the insurance premiums shall be: Rs.3,468 (Nano standard - ex-showroom price Rs.123,360), Rs.3,959 (Nano CX - Rs.148,360) and Rs. 4,431 (Nano LX - Rs.172,360).

Winners from the draw of lots would be announced 60 days after the bookings close April 25 and customers can drive the Nano out of showrooms from July.

The first set of cars is being manufactured at Pantnagar in Uttarakhand and Pune in Maharashtra.

Eventually, it will roll out from the new project site at Sanand in Gujarat, some 45 km from the state's commercial capital Ahmedabad. This site will initially produce 250,000 cars, going up to 500,000 units by the end of next year.

Lalu backs out on remarks against Varun after FIR

Garwah/Kishanganj (Bihar) An FIR was filed against Lalu Prasad for allegedly trying to create communal disturbances, as the RJD supremo went on a damage control mode following his provocative remarks that he would have crushed Varun Gandhi under a "roller" saying he meant to suggest "roller of law".
Facing the heat a day after his aggressive posturing against Varun, the former Bihar chief minister went on the defensive telling an election meeting in Garwah in Jharkand,

"What I meant was crushing him under the roller of law had I been the home minister." Lalu later told newsmen," I said that it doesn't matter how powerful a person maybe if someone indulges in opportunistic and communal politics then he will be bulldozed legally and politically. He will not be spared as far as I am concerned."

"Had I been country's home minister, I would have crushed Varun Gandhi under the roller and destroyed him without caring for the consequences for his hate speech against Muslims," Lalu thundered at an election meeting at the minority dominated constituency in Bihar.

Kishanganj District Magistrate Ferak Ahmed said, "The FIR was lodged under Section 153 (wantonly giving provocation with intent to cause riot) of IPC and Section 125 of Representation of People's Act with Kishanganj Town police station."

"I have watched the CD of Lalu Prasad's speech. He has tried to create communal disturbance and divide the society by his speech," Ahmed said, adding, "the CD was being forwarded to the Election Commission."

In Delhi, the Election Commission said it will look into the video footage of Lalu's rally where he made the remarks against Varun.

"The state CEO has been asked to send the CD which is on the way," Deputy Election Commissioner R Balakrishnan said. Lok Janshakti party chief Ramvilas Paswan and Lalu's ally came out in defence of the RJD chief saying, "I think Lalu meant that he would have taken strong action against Varun Gandhi for his hate speech against the minority community and for fomenting communal passion," Paswan was talking to reporters while releasing his party's election manifesto.

When told that an FIR had been lodged against Prasad for his remarks at Kishanganj yesterday, Paswan said "anybody can file an FIR ... It is for the EC and the court to take a decision.”

"While the BJP is playing the Hindu card over the Varun Gandhi issue, BSP chief Mayawati is trying to appease Muslims by getting him arrested and invoking NSA against him," Paswan said, adding Lalu's remarks were political and nothing much be read between the lines.

Congress meanwhile termed Lalu's remarks as being against the tradition of democracy. "The manner in which Lalu Prasadji has expressed his view does not befit the dignity and traditions of democracy," Congress spokesperson Ashwini Kumar said in New Delhi.

"The manner of communication in a democracy should be as per the dignity of democracy," he said.

The BJP demanded the removal of the Railways minister from the Union Cabinet. Party general secretary Arun Jaitely asked Prime Minister Manmohan Singh to immediately remove Prasad from the Union Cabinet or own the responsibility of his controversial and intimidating statement against Gandhi.

Addressing a press conference in Varanasi, Jaitely said that the Prime Minister will have to tell the country that "how can he maintain such a person in the Union Cabinet?"

In a blistering attack on the Lalu's statement, Jaitely said, "it reflects lumpenisation of government and politics of UPA."

Jaitely alleged that such a statement of a Union Cabinet Minister reflects the policy and character of the UPA. He said the Election Commission will have to act in the matter as it cannot adopt double standards.

"Will now the EC send same sort of advisory to the UPA and the RJD not to field Prasad in the general elections as it had sent an advisory to the BJP in the Varun Gandhi case. We expect strong action from the EC in the matter," he said.

He said his party will formally complain about Lalu Prasad's statement to the Election Commission.

The CPI(M), which could not hide its glee when George W Bush was attacked with a shoe, on Tuesday fumbled for a response when it came to reacting to its Indian variant. At best, the party could say that the journalist’s mode of protest was “inappropriate”.

“In a democracy, people have the freedom to express their protest. This may be one way of expressing it. Now let the law take its own course,” CPI(M) Politburo member Sitaram Yechury said reacting to the Chidambaram shoe-throwing incident. When prodded further, he admitted that the mode of protest was “inappropriate”. “We feel it is not the way to be done. You tell me now. He is from your fraternity,” he shot back.

Yechury’s response to an Iraqi journalist throwing a shoe at former President Bush is a study in contrasts. “It should have happened earlier. It shows the level of anger and anguish people all over the world have against the US president, which our Prime Minister does not understand,” he had said then.

On the issue of the CBI giving a clean chit to Jagdish Tytler, Yechury said “as we have been saying all along, the CBI is used by the party in power for various agendas.”

CPM’s Prakash Karat said,”There is anger among the Sikh community... Obviously there is some anger against Congress for giving the ticket to a leader alleged to have been involved in the anti-Sikh riots.”

BJP spokesperson Balbir Punj: “We condemn this uncivilised act, but we also feel that this should act as an eye-opener for Congress. For, it shows the deep-rooted hurt over the gross injustice meted out to the Sikhs, even after 25 years of the riots, which killed more than 4,000 people.” “Both Sajjan Kumar and Jagdish Tytler should be withdrawn from the elections,” said another BJP spokesperson Sidharth Nath Singh.


Samajwadi Party

Amar Singh: “The wounds of the anti-Sikh riots are yet to heal”, Singh remarked and without naming the Tytler case cast doubts on the CBI’s neutrality. “I don’t believe that the CBI is neutral. When we were not in government it was used against us,” he said.


Janata Dal (United)

JD(U) general secretary Javed Raza termed the incident “unfortunate,” but said it underlined the deep sense of hurt in the Sikh community over the manner in which the 1984 riot cases had been handled by the UPA regime. He said the clean chit given to Congress leaders Sajjan Kumar and Jagdish Tytler ahead of the elections had obviously led to the attack, which should serve as an eye-opener for the ruling party.


Nationalist Congress Party

NCP general secretary Akhtar Hasan Rizvi defended the Congress and gave a clean chit to the party over fielding Jagdish Tytler and Sajjan Kumar. “The anti-Sikh riots issue is being used with political motives by those opposed to the Congress. If the CBI did not find any evidence against Tytler then what is wrong in fielding him? If both Tytler and Sajjan Kumar contested and won the elections in 2004 then why is such a hue and cry being raised now?”

However, Dr Sekhon has no choice but to comment and let the world know that the “alleged Indian Democracy alias the Democracy of Persecution, Terrorism, Atrocities, Genocide (Social, Political, Educational, Religious and Propaganda) or the Brahmins autocracy of the Brahmins-Hindus-pro-Hindus and Brahmins” is nothing but a fraud regardless what the international administrations and their news media think, i. e., whether they hypothesize with the alleged Indian democracy or the peace-loving and law-abiding Sikhs, the followers of Guru Baba Nanak Sahib to Guru Gobind Singh Sahib and their teachings inscribed in ‘Guru Granth Sahib, the Holy Scripture of the Sikhs’. If they do, it will not be a surprise. Additionally, the international administrations and their news media cannot and should not forget that, as I would think, a Sikh of the House of Guru Baba Nanak or the Guru Khalsa Panth alias PUNJAB (under the occupation of the alleged Indian democracy since 15th August, 1947) ‘Cannot’ commit any heinous crime, as the Hindus-Brahmins and pro-Brahmins, like Prakash Sinh Badal of the Punjab administration have been doing to ‘infiltrate in the Sikhs’ political, religious affairs, with the blessings of the New Delhi administration (NDA), to which P Chidambaram belongs, have been doing since 15th August, 1947. This was the time when the PUNJAB, the Sikhs’ holy and historic Homeland, the First Secular and Sovereign Nation of the South Asian region of a Sikh monarch Ranjit Singh, 1799 to 14th March, 1849, and later an “annexed” territory to The British Empire, 14th March, 1849 to 14/15th August, 1947, has been kept under the Indian oppression by force, including the military force and divisive forces of the deceitful rulers, the Brahmins-Baniya-pro-Brahmins, of the alleged Indian democracy.

It should be mentioned that the Sikhs of PUNJAB had been ‘Sovereign’ or ‘Struggling To Reclaim Their Sovereignty, Independence and Political Power, since the day they surrendered the Sovereignty of their Sovereign and Secular Nation, Punjab, The Sikh Raj, Khalistan, to The British Empire’s armed forces. At that time and until 15th August, 1947, the Brahmins-Hindus had been ‘subservient’ to the Afghans, Mughals, Sikhs, British, Portuguese, and others for more than 1,500 years. The Brahmins-Baniyas, who are now the rulers of the alleged Indian democracy, had played no role in the “Sovereignty Struggle” of The Sikh Nation. The so-called ‘Freedom of India’ began only after 1857, much after the ‘Sikhs’ Struggle for Sovereignty’. The Hindus-Baniyas’ freedom struggle began only in 1857 if that was their freedom struggle at all.

My dear friends of the international administrations and their news media must not forget that the ‘Sikhs or the members of the House of Guru Baba Nanak’ are their friends, patriotic citizens of their country in South Asia, North America, Europe, Far Eastern, Australia and other continents.
It was the JL Nehru, father of Indira Gandhi, a deceitful ‘Brahmins’ who was the architecture of the anti-Sikh policies and denied the ‘Sikh Identity, Sikh Culture, Sikh religious laws’ in the Indian Constitution 1950. The Constitution which has not been accepted/endorced/signed by any elected representatives of the Sikhs to the alleged Indian parliament, to this day of writing. JL Nehru’s daughter and her cabinet (included P Chidambaram) took the decision to wage an ‘undeclared’ war on the Sikh Nation, Punjab and its citizens, using the contingents of the Indian Armed Forces, i. e., Indian army, Navy and Air Force, to ‘exterminate the Sikhs’ of Punjab, in the name of ‘flushing out a few ‘terrorists’. The ‘undeclared’ war on the Sikh Nation, Punjab, took a toll of more than 260,000 innocent Sikh infants, children, male and female folks and elderly, who had come to pay their respects on the “Martyrdom of the 5th Master of Sikhs, Guru Arjan Sahib ji, the first Martyr of the Sikh religion.”
It should be noted that P Chidabaram, being a cabinet minister of the India Gandhi administration of NDA and a ‘One of the 3 or 4-Member Control Room Team during the ‘Undeclared’ war on the Sikh Nation, waged in the form of “Operation Bluestar” of June, 1984, and Prakash Sinh Badal and Badal Akalis, who became an agent of the Research and Analysis Wing (RAW), having office in the residence of the Prime Minister (Indira Gandhi), they ‘CONSPIRED’ against the killings of Saint-soldier Jarnail Singh Khalsa (Bhindranwale), his supporters, advisors and staunch followers. They deliberately made the Sikhs’ political and religious leader and the leader of PUNJAB of all walks of life, Saint-soldier Jarnail Singh Khalsa (Bhindranwale) and his associates the ‘terrorists’. What a heinous crime the NDA, Prakash Sinh Badal, Congress, Indian armed forces, Indian intelligence including the RAW, law-enforcing agencies, foreign intelligence advisors, etc., committed against the Sikhs and The Sikhs, PUNJAB!
Why did the CNN-IBN, Tue, Apr 07, 2009 at 12:44, Updated on Tue, Apr 07, 2009 at 18:28 in India section, call the journalist an ‘INDIAN’ journalist, who did the coronation of P. Chidambram, a member of the ‘Control-Room’ Team of the “Operation Bluestar” of June, 1984? Do, CNN-IBN and its administration’ had to call him a ‘Sikh Journalist’? There is something fishy about it. That is, these Brahmins-Baniyas-pro-Brahmins, are all out to get the Sikhs no matter how. Why did, the deceitful leadership of the Brahmins-Baniyas robbed the Sikhs, from their land of the Sikh Nation, Punjab, Khalistan, in broad day light? Now, they are all out to make the Sikhs ‘terrorists’, i. e., Criminals (what they did on the 10th October, 1947) by a ‘state ordinance’.
Would the international news media and administration question the Indian administration on the ‘Midair Explosion of Air India Flight 182, Toronto-Montreal-London-Delhi/Bombay), on the involvement of the Indian administration, its RAW, foreign Missions and India’s hired hands? In addition, the international News media should investigate on the ‘foiled’ midair explosion of Air India aircraft, for which the multi-national meeting took place in Rome, Italy.
A person in a turban and beard does not mean that he is a Sikh. Any person can grow a beard and tie a turban, may give the impression of a Sikh or ‘The Sikh Identity’. Would that mean that this turbaned person was a Sikh? How about any Brahmin-Hindu Congressman, member of the Bhartiya Janta Party, Communist party of India or the Rashtriya Sikh Sangat, a branch of the Hindus’ fundamentalist and militant BJP and or the Vishwa Hindu Parishad?
In writer’s view, the person who did ‘Taj-Poshi’ of P Chidambram was an ‘Indian journalist’. There were other Hindus, Bengalis, South Indian, Biharis, Orriyas, Rajsthanis, etc. They all were Indian journalists. Didn’t they? Why to call him ‘a Sikh’, why not ‘a turbaned Hindu or Brahmin or pro-Hindus-Brahmins’? Ask him whether he belongs to the ‘House of Guru Baba Nanakl Sahib’?

With regard to your posting (see below), regretfully I have to say that “neither the group(s) involved, i. e., banned ‘terrorist (?) groups(s) nor its/their advisors, namely one Armarjit Singh (Spokesman, Panthic Committee Dr Sohan Singh), who calls himself a ‘Doctor (Doctorate of what?), of the KAC (Khalistan Affairs Centre, Washington DC, USA), did make any attempt to contest the rulings made by the Government of Canada, the Government of the United States of America and quite likely the Government of the United Kingdom.



The Executive of the banned terrorist group(s) have failed to put their argument before the respective governments of Canada, the US and the UK that the “Midair Explosion of Air India 182, Toronto-Montreal-London-Delhi/Bombay, on 24th June, 1985, was, in fact, the creation of the alleged Indian democracy alias the Brahmins autocracy and its stooges like the Research and Analysis Wing (RAW), Indian personnel of the foreign missions (High Commissions and Embassies) and their hired hands to ‘Distract and demonize the Sikhs in and outside the Brahmins autocracy or the alleged Indian democracy; headed by Indira Gandhi’s son, Rajiv Gandhi, and her successors, along with creating disharmony and disrupting peace in the Sikhs’ Gurdwaras under the agenda of the Sikhs’ enemies – the Brahmins-Hindus-pro-Hindus and pro-Brahmins as well as the Dastaardhari/turbaned Hindus in ‘The Sikh Identity’. Sardar (Mr) Singh ji, can you guarantee or say with certainty that the organizations mentioned below (the International Sikh Youth Federation, the Babbar Khalsa and others, if any) are receiving the rightful advice before and after the governments in North America and the United Kingdom ‘banned and declared them terrorist groups’?



Please do not mind for my saying that the membership at large of the organizations ‘Do Not’ know the Sikh History from the Sikh points of view. Merely, wrapping in the shawls (loi in Punjabi) and putting on the garments of the olden days Sikhs (Puratan) or dressing like Shaheed-Bilas Saint-soldier Jarnail Singh Khalsa (Bhindranwale) will ‘Not’ serve any purpose relating to the Sikh Cause; simply that they do not have the qualities and character of Shaheed-Bilas Saint-soldier Jarnail Singh Khalsa. The cause of “ Sikhs’ Sovereignty, Independence and Political Power of the Sikh Nation, which is under the occupation of the Brahmins autocracy since 15th August, 1947.


If the Executive of the organizations are right, then ask them to come forward and try to make the concerned administration(s) understand the Sikhs’ History and the Sikhs Cause.

VANCOUVER, B.C. — A reference to a banned terrorist group on the social networking site Facebook has landed a British Columbia teen in court.
Insp. Paul Richards of the Integrated National Security Enforcement Team's Vancouver office says the Facebook web page was created by a youth bragging about being a member of the International Sikh Youth Federation.
The ISYF is among several banned groups under Canada's Anti-Terrorism Act.
"The ISYF has been linked with a number of violent acts, as well as other extremist groups related to Sikh extremism in India," Richards said.
He said the ISYF was investigated following the 1985 Air India bombings, along with another group listed as a terrorist entity, the Babbar Khalsa.
On June 22, 1985, explosions on board two separate Air India flights originating in Vancouver killed a total of 331 people.
According to Public Safety Canada, which maintains the list of banned groups, the Babbar Khalsa is a militant Sikh organization dedicated to an independent Sikh state in India and have conducted armed attacks, kidnapping, assassination and bombings in pursuit of that cause.
Police were first notified about the Facebook page in February and Richards said one of the pictures on the site showed a youth brandishing a prohibited, assault-style weapon.
"That led us to a young person who we worked with and interviewed . . . and the site was torn down," he said.
"He was simply using the name as a means of being very bold and being very out there and up front with that identification."
Though the youth was photographed with the assault weapon, an AK-47, Richards said the firearm belonged to another man.
Three weapons were surrendered to police without incident. None were legally owned weapons.
Bahadur Sandhu, 49, of Surrey, will appear in provincial court May 4 for a firearms prohibition hearing.
The youth will also face a hearing for firearms prohibition.

New Delhi With his headline-grabbing act on Tuesday, Dainik Jagran correspondent Jarnail Singh has joined a growing list of people worldwide who have been trying to make their point through their shoes.
•December 15, 2008: On his last visit to Iraq before leaving the US presidency, George Bush was addressing a joint press conference with Iraqi Prime Minister Nouri Maliki in Baghdad when Iraqi journalist Muntadhar al-Zaidi stood up and threw two shoes, one by one, at him. Bush was able to duck them. Zaidi also shouted “This is your farewell kiss from Iraqi people, you dog”.

•February 3: Chinese Premier Wen Jiabao was delivering a speech at Cambridge University when a German student threw a shoe at him, apparently in protest against China’s policies in Tibet. The shoe landed on the stage, some distance away from the target.

•February 5: Israel’s ambassador to Sweden Benny Dagan has been the only one to have been actually hit by the shoe thrown at him. He was delivering a speech at Stockholm University when a young woman threw her shoe at him. The shoe hit the ambassador in his stomach. Another protestor then joined in, hurling two books and notepad at Dagan. The protestors were expressing their unhappiness at Israel’s military action in Gaza.

•March 21: Supreme Court judge Arijit Pasayat was hearing a contempt petition against some members of a music school in Mumbai, when one of the accused women threw her sandal at him. The sandal missed its target.

Meanwhile, the government said there was no immediate move to review the security of VIPs in light of today’s incident. Sources in the Home Ministry said not much importance was being attached to the incident and there was no official discussion on the subject during the day.

They said an elaborate system was already in place to ensure foolproof security for VIPs. “Incidents like these have more of a nuisance value. The security cover for VIPs takes care of all genuine threats and is constantly under review to make it more effective and foolproof,” a source said.

'India salary hikes will be highest in region'

Salary increases in India this year is projected to be the highest in the Asia Pacific region at 10.8%, according to HR consultancy firm ECA International. The firm released its latest salary trends survey findings on Tuesday.

Even as almost a third of Asia Pacific-based companies surveyed plan to put salary increases on hold, and salaries in Japan, Taiwan, Hong Kong and Singapore have recorded the biggest downward adjustments, some Asian countries, including India, Vietnam and Indonesia, may still see big increases in 2009, the study predicted.

However, the survey points out that since the annual inflation figures are also significantly lower than what they were (oil and food prices have fallen from the highs last year), the real wage increases may not differ significantly from last year in some markets.

ECA regional director-Asia, Lee Quane, said, "There is still a huge demand for talent in India that is keeping pay increases high despite the current economic situation. While, in Vietnam and Indonesia, persistently high levels of inflation are keeping increases up."

The survey stated that pay rises across Asia-Pacific are down 40% from hikes predicted prior to the global economic crisis and almost one-third of firms surveyed are planning to put salary increases on hold.

According to survey, pay hikes in the Asia-Pacific region are expected to average at 4.8% in 2009, a drop of 30% from last year's 6.9% increases.

This is almost in tune with the salary increase surveys released earlier this year by other HR firms, which predicted a 7.5-8.5% salary increase in India and projected the increase to be the highest in the world.

India Inc will report an average salary increase in single digit at 8.2% or lower this year, down from 13.2% in 2008, another HR firm, Hewitt Associates, had projected.

Despite the dip to be witnessed, India will fare better than its immediate and extended neighbours as the expected salary increase estimates continue to be the highest in the Asia Pacific region and among the highest globally, according to the a global human resources consulting firm that conducted a survey across 480 companies across sectors.

Sandeep Chaudhary, leader, Hewitt's performance and rewards consulting practice, said, "Expectedly, salary increase projections have dipped from previous years. Still, the Indian and Chinese economies are continuing to grow at greater than 7%, and salary increases in these markets will be among the highest in the globe. In fact, with inflation well below 5.5%, an average increase of 8.2% can be considered significantly healthy."

Chaudhary, however, cautioned against taking such salary increases at face value as lower salary increases in the US or other developed economies is taking place at a much higher base, which implies that the highest salary increases in India will not match the developed economies in terms of salary levels.

They chose their candidate through public forum

New Delhi, April 8 (IANS) Trying to set an example in how people's ideal candidate can be chosen, a youth group here has selected its nominee - a former woman army officer - through a public debate on who should be fielded from the New Delhi constituency in the upcoming elections.

Major Sangeeta Tomar, 39, a former army officer will be the candidate of Youth for Equality, an organisation that says it is working on reforms in public sphere and bring a change in political scenario.

The group decided to take the plunge into politics by fielding its own candidate and 'setting a precedent'. Tomar was chosen after a hectic selection process.

'We invited people to send their resumes to become a true people's representative. Our criteria for selection was that the candidate had to be below 40, should be a Delhi resident, should have done some kind of developmental work for the society and have a clean record,' Jiten Jain of the group told IANS.

The group received 223 applications.

'Of the 223, we started selection process by conducting interviews and finally shortlisted three candidates,' Jain said.

Among the three, Tomar was finalised by a panel of judges and people in an open forum Tuesday evening, Jain added.

The selection process saw all the three candidates - the other two being a PhD scholar from Jawaharlal Nehru University and a marketing professional - take part in a open forum discussion and a question-answer session.

'It was an open forum discussion like the US presidential debate on three main issues - corruption, caste based reservation and the right not to vote any candidate.

'The candidates also took questions from the public, after which a panel of judges, which included former director IIT Madras and an ex IIM dean, selected the final candidate,' Jain said.

The group will, however, not field any other candidate from any other constituency.

'This was just a way to set an example to others that without using muscle power and bringing in criminals, you can choose a candidate who is a people's representative,' Jain said.

Open Protest Letter from the Communist (Maoist) Party of Afghanistan

The Nepalese Armed Lackeys, a Contingent of Occupying Forces in Afghanistan


The presence of Nepalese armed lackeys was seen in Afghanistan almost simultaneously when the American private security companies appeared in Afghanistan. Since then the issue has been reported in Shola Jawaid, central organ of our party, several times. The new government of Nepal that is lead by the Communist Party of Nepal (M) was expected to pay serious attention; take decisive measures in deploying Nepalese armed lackeys out from Afghanistan. Unfortunately, despite abolishing the Monarchy no measure is taken so far - in fact, the presence of Nepalese armed lackeys is more vividly spreading. The number of these forces stationed only at an important airport of country (Shindand Airport in Herat Province) was estimated to be 700. Groups of armed Nepalese now are seen at Kandahar Airport in Kandahar Province, at PRT(1) headquarter in Ghazni Province and some areas that are critical from security point of view in Kabul and other places. The number of Nepalese armed lackeys is estimated 1500 - 2000.

We recently learned - from other sources in RIM, not from the CPN(M) - that the new government of Nepal has agreed to contribute armed contingents to the “peacekeeping missions” of the UN. It is not known yet if the increase of Nepalese armed lackeys in Afghanistan is the outcome of this agreement. However, two issues are obvious:

1- The new government of Nepal and all its constituents – including its leading body the CPN (M) –not only have not opposed the presence of Nepalese armed lackeys in Afghanistan, but they have tolerated further expansion of these forces and practically have allowed it to happen.


2- Under the previous government of Nepal, Nepalese armed forces in Afghanistan worked only with the American private security companies. Now, in Shindand Airport they are under the direct command of the US “Special Forces”. In Kandahar, they “work” with Canadian forces, at PRT headquarter in Ghazni they are associated with Polish forces, in Kabul and other regions they are linked with the American private security companies. They are not stationed in a specific location for a specific “mission”; rather they are moved from place to place, hired to render various “tasks”.

Our Party as a participant of the 6th Conference of CCOMPOSA(2) – see the report in Shola Jawid No. 18, January 2007 – in addition to raising other issues in the Conference, emanated the presence of Nepalese armed forces in Afghanistan as a serious issue. We demanded the CPN (M) to pay close attention to deployment of Nepalese forces out from Afghanistan. The CPN (M) promised to launch serious efforts for taking action.

Almost one year after the “6th Conference of CCOMPOSA”, the CPN (M) declared the "COMMITMENT PAPER… FOR THE CONSTITUENT ASSEMBLY ELECTION". During that one year no measure - neither in word nor in deed - was taken by the CPN (M) to deliver what was promised in the Conference. So declaration of the " COMMITMENT PAPERS … " did not help stop “breaking promises”.

Before reviewing the “COMMITMENT PAPER … FOR THE CONSTITUENT ASSEMBLY ELECTION", it was incomprehensible for us why a communist Maoist party, seriously committed to proletarian internationalism, would agree the citizens of its country participate in imperialist occupation and practically execute the plans led by the US imperialism.

Several weeks after the Election, when we read the content of the "COMMITMENT PAPER … FOR THE CONSTITUENT ASSEMBLY ELECTION", we were surprised to see what was promised in the 6th Conference has been completely ignored. In part four of the “COMMITMENT PAPER…" the GorKha recruitment has been mentioned only in passing - without clearly discussing or opposing the presence of Nepalese armed lackeys in Iraq and Afghanistan.

The passage reads: "3. Gorkha Recruitment Centre: The shameful tradition like Gorkha recruitment centre, in which Nepali citizens are recruited in foreign army, should be ended and, reverent and productive employment should be arranged for them within the country. On this, creating public opinion and helpful environment, necessary steps will be taken up. "

This topic is discussed under a major title “Vision of CPN (Maoist): Establishment of Prosperous New Republican Nepal", subtitled under “Question of Nationalism and International Relation". In other words, “COMMITMENT PAPER…" approaches the issue of GorKha recruitment from a narrow nationalist perspective. By reading the sentence carefully one can clearly see that the tradition of Nepalese recruitment by foreign armies is discussed in the context of Nepalese “national pride" and this type of "employment" is called dishonorable. Certainly that is right!

But paying attention only to the dishonorable aspect of the "employment" is only one obvious aspect of the tradition – the remark fails to offer an in-depth explanation how shameful this tradition really is. The true disgrace of this tradition can be described only if it is explained in the context of proletarian internationalism, not merely from the perspective of narrow nationalism.


Furthermore, the CPN (M) position in the “COMMITMENT PAPER …” - calling the Gorkha recruitment center overall as “shameful” - does not clearly and specifically put finger on the presence of Nepalese armed lackeys in Afghanistan and Iraq; neither it deciphers how it serves the imperialist campaign led by the US occupying forces.

The “shameful tradition of Gorkha recruitment center ” is an ancient one that dates back to the British colonialism in the Indian Continent. After independence of India, the Nepalese paid-soldiers not only continued to provide service to Britain, but India also started to hire the Gorkha soldiers. In fact, one of the first infamous Indian army units was the “Gorkha Regiment”. Refugees migrating from northern India to Pakistan, during formation of Pakistan, have bitter memories of brutality of the “Regiment”. These units still exist in India.


Although the “shameful tradition” is a tradition of the past, in the context of present situation, it is quite brand new. What makes it “new” is the seal specifically put on it by the UN, approving it to be used in Afghanistan.

We had no illusion or expectation in the past, nor we would have in the future, that feudal-comprador constituents of the new government of Nepal – forces like Nepalese Congress, the revisionist United Marxist-Leninist who served the Royal Nepal Army and the US imperialists – deploy forces out of Afghanistan. However, the CPN (M) a participant of the Revolutionary Internationalist Movement, a signatory of two important documents of 1993 (On the International Situation) and 2000 the “Millennium Resolution”, and as an important host and organizer of the 6th Conference of CCOMPOSA who promised to launch a vigorous campaign for deployment of Nepalese armed lackeys from Afghanistan - has no right to agree with and/or practically serve the imperialist occupiers.

Currently, the Chairman of the CPN (M) is the Prime Minister of Nepal. The Ministry of Defense belongs to a leader of the CPN (M). The Ministry of Finance and other critical positions in the cabinet belong to the CPN (M). In short, the coalition government is under the leadership of the CPN (M). However, the citizens of this government is a part and parcel of occupying forces in Afghanistan and in Iraq – a party that led Peoples War for ten years in Nepal - now shamefully agrees with the occupation forces and implements their plans!

Our party in its internal debates, when launching campaign in defense of revolution in Nepal, indicated that this issue will not be debated internally after the election of the Constituent Assembly in Nepal. Some debates are already surfacing openly in the Revolutionary Internationalist Movement. Still we may need to discuss some ideological and political issues internally. However, agreement of the CPN (M) on Nepalese citizens to serve along with imperialist contingency forces in Afghanistan and Iraq must be vigorously and openly contested and exposed.

The CPN (M) is in a position – if she desires so – to end the shameful situation of presence of Nepalese citizens along with the occupying forces in Afghanistan and Iraq immediately once and for all. We believe no preparation is needed for creating public opinion around this issue, nor more time is needed for creating respectable employment inside Nepal for deployment of its citizen from Afghanistan and Iraq. This issue has an immediate solution, should the CPN (M) take immediate measures to this end.

We are of the opinion all participants of the Revolutionary Internationalist Movement, including the CPN (M), pay immediate attention to this urgent issue. The current embarrassing situation has raised questions around the international alignment of CPN (M) in its entirety, especially on its connection with the aggressive campaign of occupation forces under the leadership of US imperialists. If this disgrace continues on, and a serious struggle for ending the situation is not decisively launched, the present silence makes all participants of RIM - first and foremost our Party and the CPN (M) - responsible for atrocities that imperialists are committing against people. We must launch a fierce struggle on this issue as an integral part of line struggle against the current CPN (M) line, whose hideous ugliness is now openly reflected in the presence of Nepalese armed lackeys in Afghanistan along the imperialist occupying forces.

We especially ask members of the CPN (M), the Communist Youth League, the warriors of PLA, all guerilla forces and mass organizations under the leadership of the CPN(M), to bear pressure on the leadership of this Party and the government under its leadership to end this shameful situation. Otherwise, Nepalese lackey armed forces, just as they are spilling the blood of masses in Afghanistan in the interest of imperialist invaders, soon they will spill the blood of the members of the Communist (Maoist) Party of Afghanistan, along with the blood of all masses related to our Party.

Jagdish Tytler is a well known man. Too well known. So is Sajjan Kumar. So were a bunch of other worthies, the HKL Bhagats, the Kamal Naths, the Dharmanand Shastris. Each of these names was involved in the anti-Sikh genocide of 1984. Politicians who led killer mobs with voter lists in hand – chasing, hunting down innocent Sikhs, raping women, maiming children and burning men alive. Street after street, gully after koocha, mohalla after colony, house to house, door to door, tinshed to tinshed, tarpaulin covered shelters to rickshaw pullers' nightsheds. These mobs went around, setting right what they saw as a wrong of contemporary history. A history that was only hours old at that time.

Before they could cremate Indira Gandhi, they ensured that hundreds of Sikh families could not cremate their dead ones. Sikhs were burnt alive on the roads of the capital of this country. Merely a few kilometers from the embassies of scores of countries, and in the same city, members of a brave community were running to save their lives. Among them was a General of the Indian Army called Jagjit Singh Arora. Among them were many Sikh armymen, travelling in trains on call of duty. Among them were little children returning home.

Surely, the operation to trace, track, hunt, beat, kill, maim, burn more than 3,000 Sikhs in a limited number of three or four days needed more people than just the ones we have come to know over the years. It needed mobs of hundreds, of thousands. It needed men ready to kill perfect strangers who meant no one any harm. It needed men ready to burn innocents using burning cycle tyres.

Where are these hundreds, thousands of people today?

It is possible for men like Tytler, Sajjan Kumar, HKL Bhagat to be thick skinned, not to have nightmares like an ordinary murderer, and get a good night's sleep. Just as Maya Kodnani slept tight every single night. She is a strong hearted woman, a doctor, a gynaecologist trained to save lives and bring new ones into the world, but one who knows the matters of the heart are meant for the weak hearted. She led mobs to shed blood that tasted different than the one the Tytler mobs had shed a few years earlier. Tytler was after Sikh blood; Maya was shedding Muslim blood.

Both did not lose any sleep. Both are strong hearted people.

But where are the simple, ordinary, next door neighbour, petty criminal looters and killers who were out there on the roads of Delhi in 1984 and in the streets of Naroda Pataya in 2002? Where are these hundreds, thousands of people today?

The police in 1984 Delhi was a mere bystander; Modi's police in 2002 Gujarat was a bit of an active participant, when not a bystander. Those cops, those lower and middle level officers were merely either following orders or saving their jobs by remaining passive. But did they lose any sleep?

Surely, the operation to trace, track, hunt, beat, kill, maim, burn more than 3,000 Sikhs in a limited number of three or four days needed hundreds, thousands. Where are these hundreds, thousands today? Do they get to sleep? In Delhi as well as Gujarat? How?

Ever watched a sparrow shot down by a slingshot of a wayward Tom Sawyer? It is difficult to sleep after watching the feathery beauty gasp to death. Far lesser mortals have cried over the death of a pet just as many grown ups did. If you hit and run a school going little kid in the morning on your mobike, you may escape the law and the consequences but heavy questions keep nagging, keep tugging at your conscience. Did I hurt him too much? Might he have broken a limb? Hope he was not too poor? Should I have stopped? May be the passersby would not have beaten me, may be I could have been of help.

So what happened to the hundreds, thousands who were moving with voter lists in hand, tyres in great supply, and sloganeering for a dead mother keeping up the spirits? Did they sleep tight? Did they face questions tugging at the edges of their conscience?

Too bad, law is so slow. Kodnani gets entangled in an FIR when her government is in power and she a minister. Tytler gets into trouble when his party is ruling in India and he is about to fight a Lok Sabha election.

This is too much.

Men like Tytler and Sajjan Kumar had ensured that rioters and killers who followed their orders stay risk-assured. If they would not have done that, who the hell will next time instigate, lead and participate in riots? But even all the Tytlers put together cannot vouchsafe that these hundreds, thousands will not have questions tugging at their inner self.

The stuff that Babu Bajrangis are made of comes in short supply. Criminals often brag about their crimes, killers about their cold bloodedness. But taking hundreds of real lives in hand to hand combats of one versus a mob and then burning people alive without much previous experience is not pulp fiction. On top of it, there was not even a religious crusade attached to it that has sometimes made it easier to take away lives, extinguish hope of humanity and turn the barbaric into acceptable. Heretics were not being burnt on the stakes; fellow citizens, neighbourhood shopkeepers, well acquainted good men were being burnt alive on the roads with garlands of burning tyres around their neck.

The pieces of human flesh, the stench of half burnt bodies, the heat from the fires set to their shops, the shrieks of their widows were not helping carry out this business in any orderly manner. And all of this was not their idea of a picture postcard memory recall of important assignments that decide the course of history. How, then, do they recall what they did after 25 years? The 19-year-olds who burnt men with flowing beards by pouring kerosene would have turned 44 now. The 30 year old would have become 55. And forgetting is not an easy job, not when the fellow being burnt was making it difficult to put the burning tyre around his neck. He was repeatedly trying to run away, and some were even trying to create confusion by cutting their hair quickly with borrowed scissors. Just as some in Gujarat were trying to say Har Har Mahadev when their lingo was clearly Urdu.

These hundreds, thousands did their job pretty well. They certainly were promised punitive immunity, and knew there will be no consequences. Unfortunately, a few good men and women have created problems for the likes of Tytler and Sajjan Kumars but largely the Indian society has well absorbed the hundreds, thousands.

But where are they? And as we asked earlier, are they able to sleep tight? In Delhi and Gujarat, both?

Why was it so easy for them to burn the Sikhs alive? To kill the Muslims in Gujarat? And why has it been easy for them to sleep tight after all this? Not a single case of someone wrestling with his conscience for years and coming out in the open? Not a single case of someone buckling under the burden of the gravity of what he did and trying to commit suicide?

What do such mob killers survive on? Where do they come from? And how do they survive it all? This soul thing, the conscience thing?

It is this that we must engage with. It is this that gives the Tytlers the hundreds, thousands needed to carry out genocidal killings. It is this that a Modi needs to become a hero of the communalists.

These hordes are being brought up in an ideology of brahaminism to which both major parties of India subscribe. Congress goes for the soft variety, the BJP for the hardcore one. For exceptionally inspired students, there are choices ranging from Sanatan schools, Shishu Mandirs, Vishwa Hindu Parishad, Bajrang Del, Shiv Sena, Sri Ram Sene, Abhinav Bharat, Sadhvi Pragya, Lt Col Purohit.

For Sikhs, bring on the vengeance argument. Avenging the death of a woman by her bodyguards. And avenging the killings of many in Punjab. For Muslim, avenging the burning of Kar Sewaks in a train bogie, and avenging the partition of the country and every other terrorist incident that ever took place.

“Will you send your daughter with this taxi driver to school?” shrieked the punch line of full page advertisements run by Congress in India’s most respected national newspapers. The taxi driver was a Sikh. There was a snake also in the picture to add some added dollop of sinister imagery. “Barre khatarnaak naam hote hain inn ke…rahmatullah…karimullah,” this was Varun Gandhi.

Distrust is a key weapon. Make people distrust the Sikhs, make them distrust the Muslims. The RSS shakhas all across the country do little else but this. When was the last time you saw a TV reporter bringing you what the Shakha teaches? Five year olds sing songs about raising a Ram Temple at Ayodhya with their fists clenched. In any Godhra situation, they will come in handy as 19-year-olds.
