Terrorism in India is primarily attributable to Islamic, Hindu, Sikh, Christian and Naxalite radical movements.

The regions with long term terrorist activities today are Jammu and Kashmir, Mumbai, Central India (Naxalism) and Seven Sister States (independence and autonomy movements). In the past, the Punjab insurgency led to militant activities in the Indian state of Punjab as well as the national capital Delhi.

As of 2006, at least 232 of the country's 608 districts were afflicted, at differing intensities, by various insurgent and terrorist movements. [1] In August 2008, National Security Advisor M K Narayanan has said that there are as many as 800 terrorist cells operating in the country.[2]

Chronology of major incidents

Western India

Mumbai

Mumbai has been the most preferred target for most terrorist organizations, primarily the separatist forces from Kashmir. Over the past few years a series of attacks including explosions in local trains in July 2006, to the most recent and unprecedented attacks of 26 November, 2008, where two of the prime hotels, a landmark train station and a jewish Chabad house, in south Mumbai, were attacked and sieged.

Armed insurgency in Jammu and Kashmir killed tens of thousands till date[citation needed].

Northern and Northwestern India

Bihar

Although terrorism is not considered a major issue in the state, existence of certain groups like the CPI-ML, Peoples war, MCC,Ranvir Sena and Balbir militias is a major concern as they frequently attack local policemen and politicians.

Poor governance and the law and order system in Bihar have helped increase the menace caused by the militias. The Ranvir Sena is a militia of forward caste land owners which is taking on the might of powerful Naxalites in the area.

The State has witnessed many massacres by these caste groups and retaliatory action by other groups. All the militias represent interest of some caste groups.

The main victims of the violence by these groups are helpless people (including women, old and children) who are killed in caste massacres. The state police is ill equipped to take on the AK-47, AK-56 of the militants with their vintage 303 rifles. The militants have used landmines to kill ambush police parties as well.

The root cause of the militant activities in the state is huge disparity among different caste groups. After Independence, land reforms were supposed to be implemented, thereby giving the low caste and the poor a share in the lands which was till then held mostly by high caste people.

However, due to caste based divisive politics in the state land reforms were never implemented properly. This led to growing sense of alienation among the low caste.

Communist groups like CPI-ML, MCC and People's War took advantage of this and instigated the low caste people to take up arms against establishment which was seen as a tool in the hands of rich. They started taking up lands of rich by force killing the high caste people.

The high caste people resorted to use of force by forming their own army Ranvir Sena to take on the naxalites. The State witnessed a bloody period in which the groups tried to prove their supremacy by mass killings. The Police remained a mute witness to these killings as it lacked the means to take any action.

However now the Ranvir Sena has significantly weakened with the arrest of its top brass. The other groups are still active.

There have been arrests in various parts of the country, particularly those made by the Delhi and Mumbai police in the recent past, indicating that extremist/terrorist outfits have been spreading their networks in this State. There is a strong suspicion that Bihar is also being used as a transit point by the small-arms, fake currency and drug dealers entering from Nepal and terrorists reportedly infiltrating through Nepal and Bangladesh.

However, in recent years these attacks by various caste groups have come down with better government being practised.

Punjab

During 1970s, the Indian Green Revolution brought increased economic prosperity for the Sikh community in Punjab. This propensity kindled an age old fear in the Sikh community - that of being absorbed into the Hindu fold - and led to the rise of Sikh militants.

The insurgency intensified during 1980s when the movement turned violent and the name Khalistan resurfaced and sought independence from the Indian Union. Led by Jarnail Singh Bhindranwale who , though not in favor in the creation of Khalistan but also was not against it, began using militancy to stress the movement's demands. Soon things turned bloody with India alleging that neighboring Pakistan supported these militants, who, by 1983-4, had begun to enjoy widespread support among Sikhs.

In 1984, Operation Blue Star was conducted by the Indian government to stem out the movement. It involved an assault on the Golden Temple complex, which Sant Bhindranwale had fortifed in preparation of an army assault. Indira Gandhi, India's then prime minister, ordered the military to storm the temple, who eventually had to use tanks.

After a seventy-four-hour firefight, the army successfully took control of the temple. In doing so, it damaged some portions of the Akal Takht, the Sikh Reference Library and some damaged to the Golden Temple itself. According to Indian government sources, eighty-three army personnel were killed and 249 injured. Militant casualties were 493 killed and eighty-six injured.

During same year, the assassination of Indira Gandhi by two Sikh bodyguards, believed to be driven by the Golden Temple affair, resulted in widespread anti-Sikh riots, especially in New Delhi. Following Operation Black Thunder in 1988, Punjab Police, first under Julio Ribeiro and then under KPS Gill, together with the Indian Army eventually succeeded in pushing the movement underground.

In 1985, Sikh terrorists bombed an Air India flight from Canada to India, killing all 329 people on board Air India Flight 182. It is the worst terrorist act in Canada's history.

The ending of Sikh militancy and the desire for a Khalistan catalyzed when the then-Prime Minister of Pakistan, Benazir Bhutto handed all intelligence material concerning Punjab militancy to the Indian government, as a goodwill gesture. The Indian government used that intelligence to put an end to those who were behind attacks in India and militancy.

The ending of overt Sikh militancy in 1993 led to a period of relative calm, punctuated by militant acts (i.e. the assassination of Punjab CM, Beant Singh in 1995) attributed to half a dozen or so operating Sikh militant organisations. These organisations include Babbar Khalsa International, Khalistan Commando Force, Khalistan Liberation Force and Khalistan Zindabad Force.

Support for Khalistan is still widespread among Sikh communities in Canada and the United Kingdom.

New Delhi

Three explosions went off in the Indian capital of New Delhi on October 29, 2005 which killed more than 60 people and injured at least 200 others. The high number of casualties made the bombings the deadliest attack in India of 2005.It was followed by 5 bomb blasts on 13 September 2008.

Delhi security summit

The Delhi summit on security took place on February 14, 2007 with the foreign ministers of China, India, and Russia meeting in Hyderabad House, Delhi, India to discuss terrorism, drug trafficking, reform of the United Nations, and the security situations in Afghanistan, Iran, Iraq, and North Korea.[3][4]

Attack on Indian parliament

Terrorists on December 13, 2001 attacked the Parliament of India resulting in a 45-minute gun battle in which 9 policemen and parliament staffer were killed. All the five terrorists were also killed by the security forces and were identified as Pakistani nationals. The attack took place around 11:40 am (IST), minutes after both Houses of Parliament had adjourned for the day.

The suspected terrorists dressed in commando fatigues entered Parliament in a car through the VIP gate of the building. Displaying Parliament and Home Ministry security stickers, the vehicle entered the Parliament premises.

The terrorists set off massive blasts and used AK-47 rifles, explosives and grenades for the attack. Senior Ministers and over 200 Members of Parliament were inside the Central Hall of Parliament when the attack took place. Security personnel sealed the entire premises which saved many lives.

Uttar Pradesh

Ayodhya crisis

The long simmering Ayodhya crisis finally culminated in a terrorist attack on the site of the 16th century Babri Masjid -Demolished Ancient Masjid in Ayodhya on July 5, 2005. Following the two-hour gunfight between Lashkar-e-Toiba terrorists based in Pakistan and Indian police, in which six terrorists were killed, opposition parties called for a nationwide strike with the country's leaders condemning the attack, believed to have been masterminded by Dawood Ibrahim.

Varanasi blasts

A series of blasts occurred across the Hindu holy city of Varanasi on 7 March 2006. Fifteen people are reported to have been killed and as many as 101 others were injured. No-one has accepted responsibility for the attacks, but it is speculated that the bombings were carried out in retaliation of the arrest of a Lashkar-e-Toiba agent in Varanasi earlier in February 2006.

On April 5, 2006 the Indian police arrested six Islamic militants, including a cleric who helped plan bomb blasts. The cleric is believed to be a commander of a banned Bangladeshi Islamic militant group, Harkatul Jihad-al Islami and is linked to the Inter-Services Intelligence, the Pakistani spy agency.[5]

Northeastern India

Northeastern India consists 7 states (also known as the seven sisters): Assam, Meghalaya, Tripura, Arunachal Pradesh, Mizoram, Manipur, and Nagaland. Tensions exists between these states and the central government as well as amongst the tribal people, who are natives of these states, and migrant peoples from other parts of India.

The states have accused New Delhi of ignoring the issues concerning them. It is this feeling which has led the natives of these states to seek greater participation in self-governance. There are existing territorial disputes between Manipur and Nagaland.

There is a rise of insurgent activities and regional movements in the northeast, especially in the states of Assam, Nagaland, Mizoram and Tripura. Most of these organizations demand independent state status or increased regional autonomy and sovereignty.

North Eastern region tension have eased off-late with Indian and state government's concerted effort to raise the living standards of the people in these regions. However, militancy still exists in this region of India supported by external sources.

Nagaland

The first and perhaps the most significant insurgency was in Nagaland from the early 1950s until it was finally quelled in the early 1980s through a mixture of repression and co-optation. The National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), demands an independent Nagaland and has carried out several attacks on Indian military installations in the region. According to government officials, 599 civilians, 235 security forces and 862 terrorists have lost their lives between 1992 and 2000.

On June 14, 2001, a cease-fire agreement was signed between the Government of India and the NSCN-IM which had received widespread approval and support in Nagaland. Terrorist outfits such as the Naga National Council-Federal (NNC-F) and the National Council of Nagaland-Khaplang (NSCN-K) also welcomed the development.

Certain neighbouring states, especially Manipur, raised serious concerns over the cease-fire. They feared that NSCN would continue insurgent activities in its state and demanded New Delhi scrap the ceasefire deal and renew military action. Despite the cease-fire the NSCN has continued its insurgency[citation needed].

Assam

After Nagaland, Assam is the most volatile state in the region. Beginning 1979, the indigenous people of Assam demanded that the illegal immigrants who had emigrated from Bangladesh to Assam be detected and deported. The movement lead by All Assam Students Union began non-violently with satyagraha, boycotts, picketing and courting arrests.

Those protesting frequently came under police action. In 1983 an election was conducted which was opposed by the movement leaders. The election lead to widespread violence. The movement finally ended after the movement leaders signed an agreement (called Assam Accord) with the central government in August 15, 1985.

Under the provisions of this accord, anyone who entered the state illegally between January 1966 and March 1971 were allowed to remain but were disenfranchised for ten years, while those who entered after 1971 faced expulsion. A November 1985 amendment to the Indian citizenship law allows non citizens who entered Assam between 1961 and 1971 to have all the rights of citizenship except the right to vote for a period of ten years.

New Delhi also gave special administration autonomy to the Bodos in the state. However, the Bodos demanded for a separate Bodoland which led to a clash between the Bengalis, the Bodos and the Indian military resulting in hundreds of deaths.

There are several organizations which advocate the independence of Assam. The most prominent of which is the ULFA (United Liberation Front of Assam). Formed in 1971, the ULFA has two main goals, the independence of Assam and the establishment of a socialist government.

The ULFA has carried out several terrorist attacks in the region targeting the Indian Military and non-combatants. The group assassinates political opponents, attacks police and other security forces, blasts railroad tracks, and attacks other infrastructure facilities. The ULFA is believed to have strong links with Nationalist Socialist Council of Nagaland (NSCN), Maoists and the Naxalites.

It is also believed that they carry out most of their operations from the Kingdom of Bhutan. Because of ULFA's increased visibility, the Indian government outlawed the group in 1986 and declared Assam a troubled area. Under pressure from New Delhi, Bhutan carried a massive operation to drive out the ULFA militants from its territory.

Backed by the Indian Army, Thimphu was successful in killing more than a thousand terrorists and extraditing many more to India while sustaining only 120 casualties. The Indian military undertook several successful operations aimed at countering future ULFA terrorist attacks, but the ULFA continues to be active in the region. In 2004, the ULFA targeted a public school in Assam killing 19 children and 5 adults.

Assam remains the only state in the northeast where terrorism is still a major issue. The Indian Military was successful in dismantling terrorist outfits in other areas, but have been criticized by human rights groups for allegedly using harsh methods when dealing with terrorists.

On September 18, 2005, a soldier was killed in Jiribam, Manipur, near the Manipur-Assam border by members of the ULFA.

Tripura

Tripura witnessed a surge in terrorist activities in the 1990s. New Delhi blamed Bangladesh for providing a safe haven to the insurgents operating from its territory. The area under control of the Tripura Tribal Areas Autonomous District Council was increased after a tripartite agreement between New Delhi, the state government of Tripura, and the Council. The government has since been brought the movement under control though certain rebellious factions still linger.

Manipur

In Manipur, militants formed an organization known as the People's Liberation Army. Their main goal was to unite the Meitei tribes of Burma and establish an independent state of Manipur. However, the movement was thought to have been suppressed after a fierce clash with Indian security forces in the mid 1990s.

On September 18, 2005, six separatist rebels were killed in fighting between Zomi Revolutionary Army and Zomi Revolutionary Front in the Churachandpur District.

On September 20, 2005, 14 Indian soldiers were ambushed and killed by 20 rebels from the Kanglei Yawol Kanna Lup (KYKL) terrorist organization, armed with AK-56 rifles, in the village of Nariang, 22 miles southwest of Manipur's capital Imphal. "Unidentified rebels using automatic weapons ambushed a road patrol of the army's Gorkha Rifles killing eight on the spot," said a spokesman for the Indian government.

Mizoram

The Mizo National Front fought for over 2 decades with the Indian Military in an effort to gain independence. As in neighbouring states the insurgency was quelled by force.

South India

Karnataka

Karnataka is considerably less affected by terrorism in spite of having many places of historical importance and the IT hub of India, Bengaluru. However, recently Naxal activity has been increasing in the Western Ghats. Also, a few attacks have occurred, major ones including an attack on IISc on 28 December 2005 and serial blasts in Bengaluru on 26 July 2008.

Andhra Pradesh

Andhra Pradesh is one of the few southern states affected by terrorism, although of a far different kind and on a much smaller scale. The terrorism in Andhra Pradesh stems from the People's War Group or PWG, popularly known as Naxalites.

The 'PWG, has been operating in India for over two decades with most of its operations in the Telangana region in Andhra Pradesh. The group is also active in Orissa and Bihar. Unlike the Kashmiri insurgents and ULFA, PWG is a Maoist terrorist organisation and communism is one of its primary goals.

Having failed to capture popular support in the elections, they resorted to violence as a means to voice their opinions. The group targets Indian Police, multinational companies and other influential institutions in the name of the communism. PWG has also targeted senior government officials, including the attempted assassination of former Andhra Pradesh Chief Minister Chandrababu Naidu.

It reportedly has a strength of 800 to 1,000 well armed militiants and is believed to have close links with the Maoists in Nepal and the LTTE of Sri Lanka. According to the Indian government, on an average, more than 60 civilians, 60 naxal rebels and a dozen policemen are killed every year because of PWG led insurgency.Also one of the major terrorist attack is 25 August 2007 Hyderabad Bombing.

Tamil Nadu

Tamil Nadu had LTTE Liberation Tigers of Tamil Eelam militants operating in state Tamil Nadu up until the assassination of former Prime Minister Rajiv Gandhi. LTTE had given many speeches in state Tamil Nadu led by Velupillai Prabhakaran, Tamilselvan and other Eelam members. Tamil Tigers, now a banned organisation, have been receiving many donations and support from India in the past. The Tamil Nadu Liberation Army, a militant Tamil movement in India that have ties to LTTE.

Tamil Nadu also faced terrorist attacks orchestrated by Muslim funadamentalists. For more information refer, 1998 Coimbatore bombings.

Air India Flight 182

Air India Flight 182 was an Air India flight operating on the Montreal-London-Delhi-Bombay route. On 23 June 1985 the Boeing 747-237B operating on the route was bombed over Irish airspace, killing all onboard. Until 11 September 2001, the Air India bombing was the single deadliest terrorist attack involving aircraft. It remains to this day the largest mass murder in Canadian history. This act was taken responsibility by Babbar Khalsa known as being a hardcore terrorist group which was and still is banned in Canada, United States, United Kingdom, Germany, and India in 1985.

The incident occurred within an hour of the Narita Airport Bombing. The plane, a Boeing 747-237B (c/n 21473/330, reg VT-EFO) named Emperor Kanishka exploded at an altitude of 31,000 feet (9500 m), crashing into the Atlantic Ocean killing all 329 people on board, of whom 280 were Canadian citizens and 22 were Indian nationals

The Trinamul Congress chief Mamata BanerjeeMamata Banerjee has an extremely difficult balancing task on hand – she wants to distance herself from Maoist links. That is why she cancelled the 10th anniversary program to commemorate the Chhota Angaria killings which had reportedly been unleashed by the CPM on Trinamul cadres in 2001. Her supporters are not happy with her decision. It has caught her own party men unawares. She is trying to, on the one hand, woo Bengalis from every corner via the largesse that she enjoys being the Railway Minister so that they vote for her party to come to power. That way she can become the next Chief Minister of West Bengal. Simultaneously, she has to ensure that her connections with Mao rebels are never revealed otherwise the CPM would take advantage. That is why she cancelled the proposed visit that her men were looking forward to – she cited some pressing appointments connected with the railways, a convenient excuse.

Telangana in no man's land, lack of consensus hampers talks

New Delhi: The cabinet Saturday discussed the vexed issue of statehood for Telangana but could arrive at no decision on the roadmap ahead, informed sources said.

"There was a meeting between the cabinet and the cabinet committee on economic affairs. It lasted about 10 minutes," the sources said.

"The main dilemma is that within the (Congress) party, there seems to be no consensus (on the issue). Maybe there will be more behind the scene discussions before a decision can be arrived at," the sources added.

One possible reason why Saturday's meeting was inconclusive was that Home Minister P. Chidambaram was away in Tamil Nadu.

Finance Minister Pranab Mukherjee and Urban Development Minister Jaipal Reddy were among those who attended the meeting, presided over by Prime Minister Manmohan Singh.

Auto sales up 68% in December

New Delhi: Automobile sales for December 2009 stood at 1,000,500 units, an increase of 67.5 per cent against the low base of 597,622 units in December 2008. This growth is the highest so far in 2009–10. The second highest growth of 46 per cent was witnessed in November.

"A combination of factors like the three fiscal stimulus packages, low interest rates on vehicle financing made possible by PSU banks, cash infusion from the sixth pay commission and new models from manufacturers have helped December sales to rise," says Pawan Goenka, President of the Society of Indian Automobile Manufacturers and President of Mahindra & Mahindra. He was addressing the media today at the ongoing Auto Expo 2010.

The 68 per cent rise in December 2009 sales was made possible by the sustained growth in cars and utility vehicles (50 per cent), continued growth in medium & heavy commercial vehicles on a low base last year (248 per cent), and in two-wheeler sales (67 per cent) last month.

Sales of passenger vehicles in December grew by 50 per cent, with the industry selling 149,097 units. November sales growth were the highest, at 67 per cent. "Despite the maintenance shutdowns initiated by car manufacturers, despatch on a wholesale basis (to dealers) was high. Broadly, we expect the sales trend to continue for the new year," said Shashank Srivastava, chief general manager (marketing) of Maruti Suzuki.

Industry executives are cautious on maintaining sustained growth. "Sales (growth) from January onwards would moderate, since the first quarter of 2009 was a high base," says Goenka. Other factors like rising interest rates, withdrawal of the government's stimulus package, which could force manufacturers to increase prices, introduction of the new vehicle tailpipe emission norms in April and newer safety standards forcing manufacturers to adopt new technologies in cars, would increase prices of vehicles. " In addition to these negative factors, prices of commodities are set to rise by 500 basis points, making vehicles more expensive," says Vaishali Jajoo.

Headley may not appear in court hearing next week

Chicago: Pakistani-American David Coleman Headley, charged with conspiracy in the 26/11 Mumbai terror attacks, may not be present at a status hearing of his case scheduled next week in a court here.

The hearing, during which the court will be updated on the progress of the case, has been set for January 12 before Judge Harry Leinenweber in the US District Court in the Northern District of Illinois.

After his arrest, Headley had first appeared in the court on December 9 when he had pleaded not guilty to charges that he plotted terrorist attacks in India and Denmark.

US citizen Headley, along with another terror suspect Pakistani-Canadian Tahawwur Rana, were arrested by FBI in October last year. Indian investigators say that he conducted a recce of the Mumbai attack sites.

The FBI has also charged him with criminal conspiracy in the 26/11 attacks.

"It is possible that Headley will not be present for the hearing on Tuesday since his presence has been waived by the defence," a spokesman for US Attorney's office said today.

He said "nothing significant" is expected to happen during Tuesday's hearing for which Headley would be needed in the court. Headley's attorney John Theis said the January 12 hearing would be a routine matter during which the court would be updated by the defence and prosecution on the progress and status of the case.

Theis said no new plea or motion would be filed during that hearing and added that there is no change in Headley's not guilty plea. Suspected Lashkar-e-Toiba operative Headley was arraigned in December in a hearing that lasted for only a couple of minutes.

During that court appearance, he had waived his right to be indicted by a grand jury, which meant that he had waived his right to have prosecutors present their evidence against him to a grand jury and obtain an indictment.

If convicted, Headley could face the "maximum statutory penalty" of life imprisonment or death.

However, in the charges filed by the FBI, the government has said that Headley is cooperating with the investigation, possibly to avoid the death penalty.

Security agencies in India, probing the footprints Headley and Rana, may also file a chargesheet against the duo in the country by this month-end for allegedly waging a war against India, Home Ministry sources said in New Delhi.

Once the chargesheet is filed against the two, Indian security agencies are likely to press America for the access of both for interrogation and subsequent extradition.

India, B'desh to sign 3 pacts on terrorism

India and Bangladesh will sign three pacts related to counter-terrorism and organised crime during Prime Minister Sheikh Hasina's visit here from Monday, a step that could help address India's concerns about Northeast insurgents taking shelter in that country.


The two countries will also sign an Memorundum of Understanding (MoU) on cooperation in the power sector during the three-day visit that is expected to give a push to the bilateral relations in the backdrop of recent positive atmospherics.

Clearing the way for their signing, the Union Cabinet today approved an agreement on Mutual Legal Assistance in Criminal Matters and a pact on Combating International Terrorism, Organised Crime and Illicit Drug Trafficking.

The meeting, chaired by Prime Minister Manmohan Singh, also gave a nod to the MoU on sharing of power between the two countries, official sources said.

The Cabinet had earlier approved an agreement on Transfer of Sentenced Persons, which also will be signed on Monday after the talks between Singh and Hasina, who is making her maiden trip to India after taking over last January.

The agreements are aimed at addressing India's concerns with regard to north-east insurgents taking shelter in Bangladesh as a legal framework would be put in place to transfer them, including those having undergone sentences in that country.

India has a lot of expectations on this front from the Hasina government. Dhaka has already taken a number of discreet measures to deny safe haven to north-east insurgents, which is reflected by the arrest of some top ULFA leaders like Arabinda Rajkhowa.

The MoU on power provides for import and export of electricity to the tune of over 900 million units per annum depending on availability, need and price, the sources said.

The price and various modalities for exchange of power will be worked out later for the MoU under which about 250 MW is expected to be exchanged initially and eventually it could touch 1,000 MW.

Energy-deficient Bangladesh will receive the power from Indian grids in West Bengal and Tripura.

New Delhi The economy is likely to return to an annual growth rate of 9 per cent by the fiscal year ending in March 2012, a top policy adviser said on Saturday.

Asia's third-largest economy expanded 6.7 per cent in 2008/09 (April-March), slower than the 9 per cent or more recorded in the previous three years.

"By the end of the 11th five-year plan we hope to back to 9 per cent growth rate. In the 12th plan the aim of the government is to bring the economy to 10 per cent growth rate," said Montek Singh Ahluwalia, deputy chairman of the Planning Commission.

India's 11th five-year plan began in April 2007.

Ahluwalia said: "This may not be easy but not unrealistic. One critical objective for the government is massive expenditure in education."

Prime Minister Manmohan Singh on Friday said he was optimistic that India, which along with China is leading the drive out of a global recession, could return to annual growth of 9-10 per cent in a few years time.

He said the economy was expected to grow by around 7 per cent in the 2009/2010 fiscal year, slightly below previous forecasts by his policymakers.

The economy grew an annual 7.9 per cent in the quarter through September, its fastest in 18 months, prompting policymakers, including the finance minister, to revise the growth forecast for the current fiscal year to around 8 per cent from 7 per cent.

Railway Minister Mamata Banerjee warned the Maoists not to target railways and innocent passengers to pressurise the government to give in to their demands.

Speaking after flag off six new trains from the Howrah station in Kolkata on Wednesday, Mamata Banerjee said: "I want to tell those who carry out subversive activities and play with the human lives that if you want to fight, fight politically, fight like a brave not as a coward."

Baffled over Maoists removing fish plates along 400 metres of railway tracks near Gidhni in West Midnapore on Wednesday, she said Maoists are fighting like cowards and targeting the railways.

"Sabotaging trains, killing people is fighting like cowards," she added.

Asserting that she was not politically biased while discharging her duty as the Railway Minister, she pointed out that passenger security was her topmost concern.

Nevertheless,Despite land acquisition problems, West Bengal has received investments of up to Rs 5.3 lakh crore till September 2009 over a 12-year period, according to the Associated Chamber of Commerce and Industry of India (Assocham) study.

Mind you, MAMATA BANERJEE'S silence in condemning the Maoists, her act of dubbing a lady journalist and her crew members as 'contact killers', filing of FIR against them and alleged acts of covering up a raid on Writers' Buildings by her party legislators to demand the arrest of the Chief Minister Buddhadeb Bhattacharjee, has put the Trinamool Congress leader into a tight spot in West Bengal.

As a result, her announced programme of a sit-in demonstration at Esplanade to protest the arrest of party legislators, turned out to be a damp squib. Even though she had announced she would address the gathering, she cancelled it at the last moment after getting report of a poor turnout.
 
"What is she up to? She must stop these gimmicks and should not deviate from her agenda of capturing power in the next assembly election," said a retired government employee, who voted for her party in the last Lok Sabha election.
 
Her constant refusal to condemn the attacks by the Maoists in the state and growing demand to withdraw the central para-military forces, engaged in combating the rebels in three districts of the state, has raised many questions in the political circle. While CPI (M) leader Mohammed Salim asked Banerjee to clearly spell out her party's stand against the Maoists, a senior state Congress leader said she could not oppose the Centre's actions as a partner of the UPA Government.

Railway Minister and Trinamool Congress chief Mamata Banerjee Saturday lashed out at the union home ministry, saying it lacked seriousness in tackling the Maoist menace in West Bengal. She also accused the central government of giving "oxygen" to the state's ruling communists by deploying joint security forces in Lalgarh.
A day after the Maoists shot dead two Trinamool supporters in Muriboni village of West Midnapore district, Banerjee slammed the rebels giving them an "ultimatum" to "behave properly". She also called upon the masses in the three western districts of West Midnapore, Bankura and Purulia to stand up to the Left wing ultras.

In a stinging attack on the Congress-led United Progressive Alliance (UPA) government, of which the Trinamool is the second largest partner, Banerjee said that her party henceforth would not expect "anything from anybody. We will fight out own battles".

"The union home ministry is not at all serious about tackling the Maoist menace in West Bengal. The central government has facilitated the joint forces' operation for providing oxygen to the CPI-M, which is desperate to regain its lost political ground," Banrjee said during a press conference at her Kalighat residence in South Kolkata.

"The Trinamool Congress demands immediate army action in Lalgarh and adjoining areas," she said.

The joint forces comprising central paramilitary troopers and state armed police have been deployed in the Lalgarh belt of West Midnapore district since June 18 after the Left wing ultras created a virtual free zone in the area by torching police camps and killing political opponents.

Asked whether she has raised her grievances on the issue with the Congress leaders, Banerjee said: "I have said so many times. I have informed the prime minister (Manmohan Singh) and union home minister (P. Chidambaram) repeatedly."

Banerjee also pointed out that the UPA did not have any coordination committee of the alliance now.

To a query whether he had spoken to UPA chairperson Sonia Gandhi on the matter, she said: "She is not in the government. Why should I disturb her?"

Launching a virulent assault on the Maoists, who are active in the three western districts, Banerjee termed them as "most corrupt". They kill people and then leave behind chits saying they have punished the corrupt. But they are themselves most corrupt".

"And who are they to give out such punishments? There is law, administration, courts and police. We will rip off their masks. They are actually cowards," said a fuming Banerjee.

Talking tough, the railway minister said: "We are not like the Communist Party of India-Marxist (CPI-M) that they will murder us and we will bear it calmly. We will isolate them from the masses. I am giving these terrorists an ultimatum to either behave properly or face the people's wrath.

Banerjee also came down heavily on the CPI-M for misusing the Lalgarh "security operation" to regain lost ground.

Alleging collusion between the CPI-M and the Maoists, she said: "They are Marxists in the morning and Maoists in the evening. They have joined hands to kill Trinamool supporters and innocent civilians."

She claimed that seven of her party supporters have been killed in the past five days.

Though the Trinamool Congress Chief preferred to remain silent, her lieutenants made ridiculous statements accusing the CPI (M), for encouraging Maoist attacks in the state. Leader of the opposition Partho Chattopadhyay, demanded a central probe into Tuesday's attack on Sankaril Police station and alleged that the CPI (M) cadres had been trying to gain lost ground, with the help of the central and state forces. He also claimed that there was no Maoist in the state.
 
Union Minister Sisir Adhikari, went a step ahead and blamed the Chief Minister "for organising the attack on the police station", while his son Subhendu Adhikari, also an MP, urged the policemen in the state to revolt.
 
The Maoists, who reportedly came on motorcycles, killed two police officers, kidnapped the officer in charge and looted firearms from the police station and cash from a nearby nationalised bank, before escaping onto the jungles at Sankrail near Jhargram, West Midnapore district on Tuesday.
 
The state government has been demanding a joint operation by the security forces from West Bengal, Jharkhand and Orissa, to flush out the Maoists. The CPI (M) has alleged that big money powers from within the country and abroad had been playing a heinous role to forge an alliance between the extreme leftists and the extreme rightists to overthrow the Left Front government.
 
Intelligence agencies have also been probing the role of two foreigners, who recently visited the Maoist dominated areas of Jharkhand and Lalgarh. The two were reportedly members of a foreign NGO. The agencies were also looking into a report that the Maoists attended a couple of meetings with their Nepalese counterparts and other rebel groups from the North eastern parts of the country.
 
Political observers said the Congress leaders Sonia Gandhi and Dr Manmohan Singh must pursue Ms Banerjee to take and against the Maoists and support the joint actions by the Centre and the states to crush the Maoist depredations.
 
Some Maoists have claimed that they had been working jointly with the Trinamool Congress in Nandigram, Singur, Khejuri and Lalgarh against the CPI (M). The Trinamool Congress leaders had repeatedly denied the existence of the Maoists in the state.
 
      
In west Bengal, however,Around 42.5 per cent of the proposals were in various stages of implementation. The study was released by Venugopal Dhoot, past president of Assocham.

Swati Piramal, president Assocham said, West Bengal would be able to see execution of couple of more projects amounting to Rs 1,00,000 crore in the remaining part of the current fiscal.

She pointed out that services, manufacturing and real estate hub centre in West Bengal for public and private investments in the last three years which was evident from the fact that it could collectively attract close to Rs 3,50,000 crore across 899 projects.

Of the total investment up to September 2009, about 51 per cent was at the announcement stage. Around 0.82 per cent accounting for an investment of Rs 4,347 crore was completed during the quarter.

The Assocham has suggested that West Bengal should come out with a strategy of using public investment, exclusively for development of primary sector and private investment for industry and services.

The state should restrict itself to the role of regulation while the private sector developed and managed industry and services, felt the association. The Assocham team met chief minister Buddhadeb Bhattacharjee on Wednesday.

However, the railway minister said she would not walk out of the alliance. "We are committed to the people who want the alliance to continue," Banerjee told a press conference here.

"The Centre has surrendered to the CPI(M) and has failed to check Marxist violence on our partymen in the state," she said.

Meanwhile, Buddhadeb ridicules Opposition's slogan for change in Bengal!
West Bengal Chief Minister Buddhadeb Bhattacharjee on Saturday ridiculed the Opposition's slogan for political change in the state, saying that the Left Front government has empowered the landless and would go ahead with its industrialisation drive.

"They (Trinamool Congress) say that they want change in the state. What kind of change do you want? Does it mean that you are going to take back land deeds from the poor farmers who were provided land," Bhattacharjee asked at a public meeting here.

In an obvious reference to Trinamool capitalising on the land issue in Singur and Nandigram against his government, he said, "We changed the pattern of ownership of land in the state. Eighty-four per cent of land here are now with poor farmers. We gave over 11 lakh acre to landless farmers from jotdars (land owners). This is our biggest strength.
"Now poor farmers have to decide whether they want the jotdars back."

Bhattacharjee strongly advocated the need for setting up industries saying without it the state could not progress. "Maharashtra, Gujarat, Tamil Nadu are advancing in industry, but the opposition here is putting up hurdles against everything, be it electricity or roads or putting up electricity poles," he said.

Claiming that all rightist forces had banded together demanding change, he challenged the Opposition to prevent industrialisation and said the people would give them a proper reply. "West Bengal is producing 150 lakh metric tonne of rice and is topping in production of vegetables. It was possible because land was given to poor farmers," he said.

"We also achieved remarkable progress in panchayats which did not exist during Congress rule in the state," he said. According to him, the new industrial policy in the state was initiated during the tenure of Jyoti Basu and in 2006-07 and there was capital inflow of Rs 15,000 crore.

"Have we done wrong in setting up factories," he asked adding that many new industries including steel and chemicals were coming up. The educated youth were looking up to the state government for jobs, he said, but the Opposition was trying to obstruct the industrialisation drive.


The Cabinet Committee on Prices will meet on Tuesday and is likely to consider various options to curb rising inflation and keep essential commodities from spiralling further.

Food inflation stood at 18.22 per cent during for the week ended December 26, 2009. Prices of metals, basic raw material for industry, have also shot up in the last 45 days.

To reverse the rising trend, the Cabinet Committee on Prices (CCP) to be presided over by Prime Minister Manmohan Singh may explore options like easing imports of essential commodities.

Containing sugar prices, which have more than doubled over the last one year to Rs 45 a kg in the retail market is among the major concerns for the government.

The government has put a virtual ban on sugar exports and liberalised import of several steel items.

The rise in prices is worrisome as it is feared it may lead to hardening of interest rates and could hit economic recovery.

Meanwhile,CPI-M veteran leader Jyoti Basu is in a critical state, West Bengal Chief Minister Buddhadeb Bhattacharjee said today.

"Basu is in a critical state. The doctors are treating him in a difficult situation. We all want that he should get well," he said while addressing a Left Front meeting here.

Bhattacharjee said Basu, who had pneumonia, did not want to be hospitalised. "But we took no risk and had him admitted (to hospital) on January 1."

He said doctors at the private AMRI hospital, where Basu was admitted, had consulted specialists of All India Institute of Medical Sciences yesterday on Basu's treatment.

Banerjee alleged that the Centre was 'providing oxygen' to the CPI(M) by launching the anti-Maoist operations by central forces and the state police in West Midnapore.

Reiterating her opposition to the operations in the troubled district, she said, "Union Home Minister P Chidambaram owes an explanation to the people for the failure of the joint operations.

The Union budget for 2010-11 is likely to be presented on February 26, two days ahead of the conventional date.


Finance Minister Pranab Mukherjee indicated this to journalists during a lunch hosted by him at his residence here today.

The annual budget date is being advanced from the normal practice of being presented on February 28, because February 27 is a government holiday on account of Prophet Mohammad's birthday and February 28 being a Sunday.

The Cabinet is expected to approve the date soon. Mukherjee said that the economy was generally looking up and signs were good.

This would be the second budget of the UPA-II, with the first one presented in July last year after the general elections.

The budget exercise has already been initiated by the Finance Ministry amid a debate on whether stimulus measures should continue and if so, for how long, in the wake of the economy showing signs of recovery.

A sizeable number of Americans believe that the next Bill Gates would come from India or China – as the two Asian giants are fast marching ahead on the global platform, a new US survey has revealed.

"When asked where the 'next Bill Gates will come from', 40 per cent of Americans predicted either India or China," said a national survey released by the Consumer Electronics Association (CEA) on the sidelines of the world's largest consumer technology tradeshow at Las Vegas.

The vast majority of them, about 96 per cent, believe that innovation was critical to the future success of the US as a world economic leader but they were concerned that the rising federal deficit would jeopardise prosperity of future generations, the survey said.

The economic survey, conducted by Zogby International, found that 68 per cent of Americans think innovation was key to the future success of their place of employment, with 50 per cent maintaining that innovation was important for their job remaining in the US.

After the World Economic Forum reported that the US has lost its global competitiveness ranking while India, China and Brazil have gained, 74 per cent of Americans said it was unlikely the US would regain its status next year.

But 44 per cent pointed to innovation was the most important factor in seeking US competitiveness, it said.

According to the survey, nearly 60 per cent Americans agreed that the rising national deficit would have a "major impact" on the prosperity of future generations.

But when it comes to reducing the deficit, they were largely split on three issues: discontinuing corporate bailouts (23 per cent), reducing military spending (20 per cent), and relying on the free market to correct the imbalance (31 per cent).

Nearly 60 per cent of the respondents said that they were concerned that current path being taken by Congress would be detrimental to medical innovation.

Tensions seemed to run high: nearly half of them said they were "very concerned", the survey said.

The Zogby survey was conducted between November 20 and 23, with a sample size of 3,779 US adults over the age of 18.

"The general condition of Jyoti Basu's health has deteriorated and his urine output has gone down," the official said.

The former West Bengal Chief Minister was admitted on January 1 in the AMRI Hospital in Salt Lake with chest congestion and he was diagnosed with pneumonia.

 Union Home Minister P Chidambaram Friday said the country remains vulnerable to terror attacks, while complimenting the Jammu and Kashmir Police and Central Reserve Police Force (CRPF) for Srinagar Operation.

"The two militants, who were killed in Thursday's encounter, were in communication with their handlers outside India. The incident highlights the fact that the country, especially Jammu and Kashmir, remains vulnerable to militant attacks sponsored by forces from across the border," Chidambaram said in a statement issued from New Delhi.

No intention to hurt Muslim sentiments: Chidambaram


 Union Home Minister P Chidambaram on Saturday said he had no intention to hurt the sentiments of Muslims by his recent remarks equating 'jihad' to terrorism and said he was "happy to stand corrected."

"I may assure you that there was no intention to hurt the sentiments of anyone in the Muslim community," Chidambaram said in a letter to M H Jawahirullah, president of Tamil Nadu Muslim Munnetra Kazhagam (TMMK), who had objected to his remarks on jihad.

He said as a "devout Muslim," Jawahirullah was more informed about the teachings of Islam and the true meaning of the word 'jihad.'

Pointing out that the words 'jihad' and 'jihadi' are in common parlance used to describe militant activities and militants in different parts of the world, including India, Chidambaram said he had used the word as it is used in common parlance.

"Like others,I used the word as it is used in common parlance, and I am happy to stand corrected," he said in his letter.

He said leaders of terror outfits like Al-Qaeda and Lashkar-E-Taiba used the word "jihad" on more than one occasion.

Did Srinagar attack carry a bigger message?


"At the same time, our capacity to neutralise a militant attack has also increased considerably. I would emphasise once again that the country, especially the security forces, must maintain a high level of vigilance; but there is no cause for panic. We must remain calm and confident that our security forces can face any challenge," the Home Minister said.

Meanwhile, he complimented the J&K police and CRPF for the success of Thursday's encounter.

"Based on intelligence inputs, the J&K police were on alert in Srinagar on Wednesday (Jan 6). While they were conducting frisk and search operations, two militants opened fire and then fled into a nearby building. In the initial burst of fire, one policeman was killed and 11 persons were injured. One of the civilians later succumbed to his injuries.

"The alert J&K police, assisted by the CRPF, immediately swung into action. In a brilliant operation, executed with great skill and patience, they neutralised the two militants without suffering any casualties. They also evacuated nearly 600 civilians to safety. It is noteworthy that the J&K police and the CRPF conducted the operations without calling upon the NSG or the Special Forces of the Army."

Chidambaram further said: "I compliment the J&K police and the CRPF for the successful operation in Srinagar. I offer my sincere condolences to the families of the two victims of the attack."

Meanwhile, within 48 hours, another encounter between security forces and militants were reported at Pampore area in Jammu and Kashmir on Friday.

According to latest reports, the two militants, who holed up inside a house at Pampore, has been killed.

One of the militants has been identified as a Lashkar-e-Taiba operative called Altaf, who killed two Special Police Officers (SPOs) in the area in December 2009.

Buddhadeb's efforts to break deadlock over jute strike fail

KOLKATA: West Bengal Chief Minister Buddhadeb Bhattacharjee's efforts to break the deadlock over the continuing jute strike failed to yield any result.

The indefinite strike began on December 14, 2009 affecting 2.5 lakh workmen all over the State.

Emerging from the meeting, which was held at the secretariat on Friday, representatives of the 20 trade unions who took part in the bipartite meeting said that Mr. Bhattacharjee said that he would take up the issues with the mill-owners.

"Our strike will continue and we will not give up," Subrata Mukherjee INTUC leader said.

All the Central trade unions are participating in the strike although the Trinamool Congress-affiliated Indian National Trinamool Trade Union Congress has stayed away from it.

The strike was called to press for implementation of earlier accords and for payment of arrears.

Guwahati: The Indian Railways has finally sacked one of the country's most wanted terrorists on the charge of not attending office for close to three decades after it was reported that he continued to be a central government employee supposedly posted in Assam.

Self-styled commander-in-chief of the outlawed United Liberation Front of Asom (ULFA) Paresh Baruah was appointed a porter of the Northeast Frontier Railways in 1978 at the Tinsukia division in eastern Assam.

ULFA threatens to attack security forces, vital installations

But the ULFA leader was absent from his work since January 1980.

Hailing from Jeraigaon village in Tinsukia district, about 500 km east of Assam's main city of Guwahati, the elusive Baruah is described as a 'violent man' with red corner notices issued against him and the Interpol on the prowl. The maximum penalty he potentially faces is the death sentence, according to the Assam police.

A formal notification was issued on Thursday sacking Paresh Baruah from service with the order put up at the notice board at the Tinsukia railway station.

Jailed ULFA leaders could be freed for peace talks

IANS reported Dec 1 last year that Baruah was still a registered employee of the railways. Following the report, the railway ministry swung into action and processed the file for sacking him.

'Two dates were first fixed for hearing and then after two weeks when no one turned up to claim the post, Paresh Baruah was sacked as per government procedures,' a senior railway official said.

He was 21 when he got a porter's job in 1978 under the sports quota (he was a footballer) at a monthly salary of Rs.370.

Baruah, now 52, formed the ULFA in April 1979 along with five others, including self-styled Chairman Arabinda Rajkhowa, now in jail at Guwahati.

Govt allows Pepsico to inject $200 mn additional equity

The government today cleared a proposal of the US-based soft drinks major Pepsico Holdings to inject additional equity of $200 million (around Rs 930 crore) into its Indian arm within three years.

 
A few month ago the company had announced plans to pump in $200 million in 2010 on expanding manufacturing capacity, market infrastructure, supply chain and R&D.

The investment, approved by the Cabinet Committee on Economic Affairs at its meeting here, would take Pepsico's total foreign direct investment (FDI) into the country to $655 million.

The company had said of the planned $220 million investments, $170 million will be from Pepsico while $50 million would come from its bottling partners.

The approval is to invest the money within three years but the company has plans to spend it within a year.

"This is by far the largest investment made by the company... In a single year since its entry into India," PepsiCo India chairman and CEO Sanjeev Chadha had said in a recent interview.

The $200 million is part of PepsiCo's $500-million investment plans, spread over three years, announced by the company's India-born global head Indra Nooyi during her visit to the country last year.

Pepsico, which held its high-profile global board meeting in India in November, had announced that it would triple its business in country every five years.


Mamata says CM misled PM, wants joint forces out of Lalgarh

Kolkata Trinamool Congress chief Mamata Banerjee on Tuesday termed the anti-Maoist operation in the Lalgarh-Jhargram belt as a "total failure" and demanded immediate withdrawal of joint security forces from the area.

"The Central forces are doing what the state police are asking them to do. The CPM is using the Central forces to re-establish its cadres in the area and bringing in arms," Benerjee told mediapersons at her Kalighat residence.

She alleged that the CPM was using the Central forces to "capture" villages and stem out any kind of opposition from the area. On Tuesday, Banerjee had demanded that the Centre should directly oversee the operations and deploy the Army in the Maoist-affected part of the state.

She, at the same time, distanced herself from the tribal uprising and said her party does not support either the tribal movement in Lalgarh or the Maoists.

"No one has the right to kill anyone. If anyone is guilty, action should be taken against them under the law," she said.

She accused the CPM for being behind the murders of people belonging to several political outfits in the Lalgarh-Jhargram belt.

"The supporters of our party, Naren and Chunibala Hansda groups of Jharkhand Party and even converted Naxals are being killed. The CPM is behind all this," she added. The Railways Minister also accused the Left Front government of misleading Prime Minister Manmohan Singh on the law and order situation in the state.

"When the chief minister met the Prime Minister recently, he said Hooghly is the only place where political violence is going on. He has misled the Prime Minister. The CPM is engaged in political violence in other parts of the state as well," said Banerjee.

Though she refused to comment on Union Home Minister P Chidambaram, who had sent a team to Bengal to review the situation, she said the Centre should not maintain silence on the issue.

Forty-eight Congress leaders, meanwhile, formally joined the Trinamool. The leaders include former MLAs, chairpersons of a number of municipalities and councillors.

Kabir Suman hits jarring note, gets earful from Mamata

Singing a different tune again from his party Trinamool Congress, singer and MP from Jadavpur Kabir Suman was on Wednesday rebuked by party chief Mamata Banerjee, who said he is a "guest" in her party, which does not "approve of the ideas expressed by him". The flashpoint was a recently recorded album, in which Suman has gone lyrical about the Lalgarh movement and demanded the release of tribal leader Chattradhar Mahato, a line that was no music to the ears for Mamata who is already facing fire from the Left for alleged links with Maoists and Mahato's outfit, PCAPA.

"The party does not approve of the ideas expressed by him. He is a singer and he has his own ideas. There are some guests in the party. He is one of them," Mamata said, adding that her party's stand on Lalgarh is diametrically opposite to what the singer has expressed in the album. "His is an individual opinion; our party opinion is collective," she said. This is not the first time the singer has hit a jarring note. A few months ago, Mamata had to rush veteran writer Mahasweta Devi and other intellectuals to Suman's residence to pacify him after a rebellious outburst. The singer openly said some party leaders were interfering in his functioning as an MP. He also said he wanted to raise the Lalgarh issue in the Parliament but was not allowed to do so by his party. Now, Suman has recorded eight songs for an album called "Chhatradharer Gaan" in support of the Lalgarh movement and demanded Mahato's release.

'WB lacks investment in knowledge industry'

Even as it retained its optimism on West Bengal as an attractive investment destination, apex industry association Associated Chambers of Commerce and Industry of India (Assocham) said that it would shortly place before the West Bengal Government, a comparative study on land acquisition policy and status in other States while also outlining a futuristic industrial policy that the State could follow.

Assocham President Swati Piramal said that the State lacked investment in knowledge industry. Areas such as digital music and new media could also be developed in the State, she felt. Chamber Secretary General D. S. Rawat said after a joint pressmeet that the chamber had met West Bengal Chief Minister Buddhadeb Bhattacharjee on Tuesday and it agreed to submit draft papers on public-private partnership in the health sector and industry-education partnership.

"We will shortly submit these papers," he told reporters.

Dr. Piramal said that services, manufacturing and real estate remained hub centres in West Bengal. The chamber suggested that West Bengal should come out with a strategy of using public investment, exclusively for the development of the primary sector and private investment for industry and services.

"By following this strategy, the State needs to restrict itself to role of regulation while private sector develops and manages industry and services."

She also said that the State needed to develop minor ports and could also launch a special purpose vehicle for creating road and rail connectivity.

Dhoot prods Bengal to seek coal block allocation from Centre

Videocon chairman Venugopal Dhoot today turned the heat on the West Bengal government and said it should demand allocation of coal blocks from the Centre.

      
    
Speaking on the sidelines on a seminar organized by Assocham along with the Bengal Chamber of Commerce & Industry and Merchants' Chamber of Commerce, Dhoot said that it was not enough to be assertive.

West Bengal commerce and industry minister Nirupam Sen said at the seminar that he had met the coal minister with chief minister Buddhadeb Bhattacharjee for coal allocation.

A number of coal blocks in Bengal were pending allocation.

The Centre had recently written to the state government saying that coal blocks would be auctioned according to new mining regulation being drafted.

Dhoot added that Maharashtra and Gujarat had got coal block allocation from Bengal.

However, commerce and industry secretary, Sabyasachi Sen said, only Uttam Galva got coal allocation about a year back when blocks were allocated through the state dispensation route.

Videocon is setting up a steel plant in Asansol-Durgapur belt in Bengal. It would also have a captive power plant.

Dhoot said, the project would not make headway unless it got coal allocation. However, Videocon was not looking to pull out from Bengal.

Videocon to open 10,000 stores in next three yrs

Consumer durable major Videocon today said it will open over 10,000 new stores of its retail venture-- Next and Planet M over a period of next three years as part of its plan to increase foot print in the rural and hinterland areas.



"There are over 10,000 small towns in the country. We will have one store in each town in the next three years," Videocon Industries Director Pradeed Kumar N Dhoot told reporters on the sidelines of franchise India 2009 summit here.

Videocon has retail operation under the brand Planet M and Next.

However, Dhoot didn't disclose the company's investment. He said the company will cover 33 per cent of the country's geographical space in the first year and continue it for the next two years.

"The rural areas have immense potential for growth and we want to tap this. We have currently 45,000 dealerships across India and we are looking to increase their numbers," Dhoot said.

WITH THE aim of enhancing safety, capacity and efficiency in train operations, the Ministry of Railways has decided to up mark signaling and communication technology. Progressive implementation of route relay/panel/electronic interlocking, installation of block proving axle counters and data loggers, track circuiting along with multi aspect colour light signallng system are works currently spread over the network.

This was stated by Sudesh Kumar, Member Electrical, Railway Board at the inauguration of a seminar on "Role of Modern Signalling, Telecom & ICT system in making Indian Railways a world class Rail Network" here today. The seminar was organized by the India Section of the London-based Institution of Railway Signal Engineers (IRSE) in collaboration with Institution of Railway Signalling and Telecom Engineers (India).

Mentioning the Vision 2020 document of Indian Railways released recently by the Railway Minister in Parliament, Shri Sudesh Kumar said that Indian Railways has carefully thought up investment plans for the next decade for upgrading the technology aimed at bringing about substantial improvements in services with user centric focus.
Sudesh Kumar said that the multi cabin mechanical systems which have outlived their purpose will all get replaced with electrical/electronic interlocking system at more than 200 stations during the year 2009-10. Further, to reduce dependence on humans and for verification of clearance of track, thrust has been given for track circuiting of the complete station section. Track circuiting at more than 700 locations has been provided during the year 2009-10 and about 1500 additional locations are targeted for completion within the next two years. Simultaneously, plans are afoot to monitor the alertness of the onboard engine pilots electrically or biometrically.
 
Filament lamp signals are being replaced with high visibility, low power consumption durable LED based signals. Over 600 stations have been equipped with these LED signals during the year 2009-10 and this will be extended to over 1000 stations within the next two years. Data loggers would be installed for progressing from time elapsed maintenance regime towards predictive maintenance of signals, he added.
 
Referring to the importance of imported technologies, Kumar said that appropriate thought has to be given to ensure that adopted technology is customized to environmental and technical needs of the Indian Railways and desired safety and quality standards. This needs building up of desired competence levels in existing manpower. He emphasized on implementing best maintenance standards and on making technology more user-oriented instead of being only equipment-oriented.
 
Sudesh Kumar further added that in order to enhance safety, onboard train warning and protection/collision prevention systems would be installed after evaluation of trial results of different projects currently under way. In order to prevent cases of "Signal passing at Danger" (SPAD) and check over speeding by drivers, the pilot project of Train Protection and Warning System (TPWS) has been commissioned on suburban section (50 route kms) of Southern Railway. The trial of TPWS system on non-suburban section is underway on Delhi-Agra section (200 route kms). Mobile train radio communication, extension of Optical Fiber Cable (OFC) over the entire route are among the measures to be used to improve reliability of the communication system and enhance the capability of the transport system, Kumar said.
 
Wishing the seminar a success, Kumar expressed the hope that by 2012 when the IRSE/London commemorates 100 years, the Indian chapter would participate with significant contribution from ideas and concepts that would evolve during the day-long deliberations at the seminar.
In his address, Ajay Bhattacharya, Administrator, Universal Service Obligation Fund (USOF) set up by the Ministry of Communication and Information Technology, Government of India and the guest of honour at the inaugural session of the international seminar, made a categorical reference to the core strength of the Railways' PSU viz. Railtel for extending optical fiber based communication to remote, non urban and far flung areas. The Railtel by itself or in collaboration with other agencies could also work to extend the reach of the modern communication technology to the remote areas with assistance of the USOF.
 
The Institution of Railway Signals Engineers, known more usually as IRSE, London is an international voluntary organization and active throughout the world as a professional body of those engaged or interested in Railway Signalling and Telecommunication and allied disciplines. This has played a pivotal role in making railway networks in European countries as world class most modern Railway networks. This seminar will help Railway professionals to identify suitable technologies to make Indian Railways a world class rail network.
 
The topics discussed at the seminar included "Development of new competence to match existing technologies", "IP based communication for a safer and secured train operation" and "Broadband on Trains – A means for operational excellence and passenger delight".
 
The seminar was attended by Ajay Bhattacharji, Administrator, Universal Service Obligation Fund, K.D. Sharma, Additional Member (Telecom), Railway Board, S.K. Vasishta, MD, RailTel, K.K. Study cites land acquisition as a major problem in Bengal

West Bengal has been able to execute close to 42.5 per cent of the investment proposals worth Rs 530,000 crore received between 2007 and 2009, according to a study by the Associated Chambers of Commerce and Industry of India (Assocham).

"Despite problems of land acquisition and global economic slowdown, the State received investment proposals to the tune of Rs 5,30,000 crore in 1,002 projects and has put 42.5 per cent of them, amounting to Rs 2, 25,438 crore, in various stages of implementation," Dr Swati Piramal, President, Assocham, said while announcing the findings of the study at a press conference here on Thursday.

Assocham, Ms Piramal said, was hopeful that the State would witness execution of a couple of more projects amounting to Rs 1 lakh crore during the remaining period of the current fiscal.

Preferred sectors

Services, manufacturing and real estate were the key areas that attracted public and private investments over the last three years and was able to collectively attract about Rs 3,50,000 crore in 889 projects, she pointed out.

The West Bengal Government also received Rs 1, 01,176 crore of investment up to September 2009 in services in about 478 projects.

"Manufacturing sector saw investment proposals worth Rs 2,15,954 crore in 285 projects while the real estate sector in the State garnered about Rs 32,723 crore in 136 projects," she said.

Electricity and mining sectors received investment proposals to the tune of Rs 1, 74,744 crore and Rs 5,247 crore respectively, while irrigation sector could only garner Rs 1,770 crore of investments for nine projects, she added.

Acquisition problems

Land acquisition problems in the State, the study said, has dented its image as an investment destination. "The Eastern Link Expressway project, a Rs 3,300-crore investment, has recently been reported to be shelved primarily due to land acquisition problems. Issues of land acquisition and rehabilitation of the displaced need special attention," the study pointed out.

Assocham, headed by its President, Dr Swati Piramal and others, had met the Chief Minister, Mr Buddhadeb Bhattacharya, on January 6 to place their oral recommendations and also reinforce their faith in the State Government.

"The Chief Minister has asked us to prepare a draft industrial policy for future assessment involving issues such as land acquisition, healthcare, education and allocation of coal blocks and we are hopeful of coming out with the study soon," said Mr D.S. Rawat, Secretary General, Assocham.

Banerjee demands ban on CPI-M for 'armed operation' on rivals

Kolkata, Nov 1 (IANS) Seeking to counter West Bengal Chief Minister Buddhadeb Bhattacharjee's charge that her party was hand-in-glove with the Maoist rebels, Trinamool Congress chief Mamata Banerjee Sunday demanded action against the state's ruling communists for "carrying out armed operation" against political rivals.
"The CPI-M (Communist Party of India-Marxist) cadres are conducting armed operation. The Moists are also doing the same. Maoists are banned. Then why should not CPI-M be banned?"Banerjee asked.

The railway minister also made a direct attack on Bhattacharjee, describing him as the 'leader' of both Maoists and Marxists. "The Maoists and Marxists are opposite sides of the same coin,"Banerjee said at a media conference at her south Kolkata residence.

She also referred to two police constables, Kanchan Garai and Sabir Ali Mullah, who are missing since July 30 after they were deputed to Lalgarh for the anti-Maoist operation amidst fears that the Left wing ultras have abducted them.

"How did they go missing? Was it not Buddhadebbabu's duty to inform their families about what happened to them?" she asked.

Banerjee also accused the CPI-M of having killed 69 of her party's activists across the state in the last couple of months.

"Many more Trinamool workers are still missing after they were taken away by the CPI-M. I have got reports that these people have been beaten to death and their bodies thrown into rivers. There is no rule of law in the state," said the Trinamool supremo.

"Would the Marxists have sat silently had such things taken place in Gujarat or Madhya Pradesh or Delhi?" she asked.

Two days back, Bhattacherjee blasted the railways for not naming the Maoists in the FIR lodged in connection with the OCT 27 Rajdhani Express hold-up drama, and alleged that the Trinamool Congress had an understanding with the Maoists to dislodge the Left Front government.

A Maoist-backed tribal organisation had held up the Delhi-bound Bhubaneswar Rajdhani Express for over four hours at Banstala Halt station in Midnapore district, demanding the withdrawal of the joint security forces fighting the rebels and release of some tribal leaders.

Will sue Buddhadeb for linking Trinamool with Maoists: Mamata

Kolkata, Nov 9 (IANS) Trinamool Congress chief Mamata Banerjee Monday threatened to file a defamation case against West Bengal Chief Minister Buddhadeb Bhattacharjee for alleging that her partymen were aiding the Maoists in killing Communist Party of India-Marxist (CPI-M) activists.
."We will look for legal redressal. In the past whenever we have given legal notice to CPI-M leaders, their lawyers have denied that their clients ever made such statements," Banerjee said at a party rally here.

"This time we will sue him for defaming us by bracketing us with Maoists.

"It's a baseless charge," said Banerjee, also the railways minister.

At a rally in West Midnapore district's Debra, Bhattacharjee had Sunday reiterated his charge that the Trinamool was in collusion with Maoist rebels to kill CPI-M leaders.

"The Maoists don't have the organisational strength to go to all the villages. It is the Trinamool which is guiding them and showing them CPI-M party offices and houses of our leaders. It is also helping the Maoists identify our leaders. And within a few days, these leaders are being murdered by the ultras," Bhattacharjee had said.

Banerjee also countered Bhatacharjee's claim that the railways had deliberately not mentioned the name of the Maoist-backed People's Committee Against Police Atrocities (PCAPA) when it detained the Bhubaneshwar-New Delhi Rajdhani Express at Banstala station for over four hours Oct 27.

"If I had links with the Maoists, passengers of Rajdhani Express would not have remained held up for six hours," she said.

Banerjee said there was a vast difference between the ideals of the Maoists and the Trinamool. "We are for peace. We are opposed to all kinds of violence. We believe in Gandhiism and socialism. But that does not mean we harbour hatred against supporters of Marxism and Leninism. We are receptive to whatever is good in every ideology."

She also accused the chief minister of making provocative statements at Debra which resulted in the Maoists fatally shooting four Eastern Fronter Rifles (EFR) jawans at Jamboni.

"Irresponsible statements made by the chief minister provoked Sunday's killing. Only he is responsible for the attack," she said, and demanded an inquiry into the Jamboni killings.

"I doubt who killed these policemen. Is it the Maoists or the CPI-M?" she asked.

She exhorted the policemen to safeguard their own security. "This government is not going to do anything to protect you".

Throwing a challenge to the Maoists, Bhattacharjee had said: "We'll defeat Maoist ultras and will chase them out of our state".

Several intellectuals like painter Subho Prasanna and singer Nachiketa walked three km alongside Banerjee and a number of Trinamool MPs and MLAs in the rally which threw traffic out of gear in parts of central Kolkata.

The rally was called against the ongoing terror and violence in the state.
