RD MINISTRY RELEASES GRANT-IN-AID WORTH RS.50 CRORES FOR DEVELOPMENT OF ROADS IN BIHAR UNDER PRADHAN MANTRI GRAM SADAK YOJANA (PMGSY)

The Ministry of Rural Development has released Rs.50,00,00,000/- (Rs. Fifty crore) for construction of roads under Pradhan Mantri Gram Sadak Yojana (PMGSY) in Bihar. The amount comes from the special window created in NABARD (National Bank for Agriculture and Rural Development under Rural Infrastructure Development Fund (RIDF) towards payment for works taken up under Pradhan Mantri Gram Sadak Yojana. The Project would be undertaken by National Hydroelectirc Power Corporation (NHPC), the agency executing PMGSY works in Bihar.
Pradhan Mantri Gram Sadak Yojana is a 100% centrally sponsored scheme to provide road connectivity in rural areas of the country. PMGSY envisages connectivity to all habitations with a population of 500 persons and above in rural areas and about 250 persons and above in respect of the Hill States, Tribal areas and the Desert Areas through good and all weather roads.

The Ministry of Rural Development has released funds over Rs.71.13 crore as grant-in-aid to the States of Assam, Rajasthan, Nagaland and Kerala under Total Sanitation Campaign (TSC) of Central Rural Sanitation Programme during the year 2009-2010 for Rajasthan , Assam, Nagaland and Kerala. Total Sanitation Campaign is a comprehensive programme to ensure sanitation facilities in rural areas with broader goal to eradicate the practice of open defecation. TSC as a part of reform principles was initiated in 1999 when Central Rural Sanitation Programme was restructured making it demand driven and people centric. It follows a principle of "low to no subsidy" where a nominal subsidy in the form of incentive is given to rural poor households for construction of toilets. TSC gives strong emphasis on Information, Education and Communication (IEC), Capacity Building and Hygiene Education for effective behaviour change with involvement of PRIs, CBOs, and NGOs etc. The key intervention areas are Individual household latrines (IHHL), School Sanitation and Hygiene Education (SSHE), Community Sanitary Complex, Anganwadi toilets supported by Rural Sanitary Marts (RSMs) and Production Centers (PCs). The main goal of the government is to eradicate the practice of open defecation by 2010. To give a fillip to this endeavour, government has launched Nirmal Gram Puraskar to recognize the efforts in terms of cash awards for fully covered PRIs and those individuals and institutions who have contributed significantly in ensuring full sanitation coverage in their area of operation. The project is being implemented in rural areas taking district as a unit of implementation.
