New Delhi: April 21, 2010

 

           The State of Arunachal Pradesh is leading in giving employment to Scheduled Tribes. Other three states namely Andhra Pradesh, Assam and Maharashtra have given employment to more than 1500 scheduled tribals in each state.

            The information received from 14 States and 2 Union Territories regarding employment of Scheduled Tribes against total number of posts in the Forest Departments is at Annexure-I.  Since no displacement of tribals has taken place in these States/Union Territories, no impact assessment studies have been conducted by them. 

             This information was given by the Minister of State for Environment and Forests (independent charge) Shri Jairam Ramesh in a written reply to a question by Shri  P.K. Biju in Lok Sabha today.

Launch of PSLVs and GSLVs

New Delhi: April 21, 2010

 

It is proposed to launch PSLV for launching remote sensing earth observation satellites into polar sun-synchronous orbit and GSLV for launching communication satellites into Geo-synchronous Transfer Orbit.

The lauch of CARTOSAT-2B is planned during the 2nd week of May 2010 using PSLV- C15. .

Space Agencies in Europe and United States of America have shown interest in sending their instruments. The lander is from Russia. .

This was stated by Shri Prithviraj Chavan, the Minister of State (I/C) for Science & Technology and Earth Sciences in the Lok Sabha today. .

Disaster Management Support

New Delhi: April 21, 2010

 

Department of Space, under the Disaster Management Support (DMS) programme, provides information derived from satellites and aerial survey data, to all States, at near real,-time basis. The information provided is mainly on impact of certain disasters, such as, flood, cyclone, earthquake and landslide; assessment of the severity of agricultural drought; and areas affected by forest fires. Such information derived by satellite and aerial data, provided by the Department, is used by concerned States in planning relief, rehabilitation and mitigation of disasters. Further, the department also supports emergency communication during natural disasters through satellite based fixed networks as well as mobile devices.

The devastating Kosi flood inundation, caused due to a breach in the embankment of the River (outside India), was continuously monitored using data from Indian and foreign satellites. The inundation information was made available to Government of Bihar, at near real-time basis, which helped them in planning the relief measures.

This was stated by Shri Prithviraj Chavan, the Minister of State (I/C) for Science & Technology and Earth Sciences in the Lok Sabha today.

Collection of NTFP from BRT Sanctrary

New Delhi: April 21, 2010

 

A proposal from the Government of Karnataka requesting permission for collection of Non-Timber Forest Products (NTFP) from BRT Wildlife Sanctuary by the Sholiga tribals was received in the Ministry. Since, the ban on collection of Non-Timber Forest Products etc., has been imposed as per the direction of Hon'ble Supreme Court in Writ Petition (Civil) No.202/1995 dated 14th February, 2000, the State Chief Wildlife Warden was advised to approach Hon'ble Supreme Court for any relief.

There was no ban on collection of NTFP from National Park & Sanctuaries before the order of Hon'ble Supreme Court passed on 14.2.2000 in Writ Petition (Civil) No. 202/95.

This information was given by the Minister of State for Environment and Forests (independent charge) Shri Jairam Ramesh in a written reply to a question by Shri Dhruva Narayana in Lok Sabha today.

Project to Shift Bisons from Kanha National Park to Bandhavgarh National Park

New Delhi: April 21, 2010

 

The Ministry of Environment & Forests has granted permission for translocation of 20 Gaurs (Bos gaurus) (both males and females of all ages) from Kanha Tiger Reserve to Bandhavgarh Tiger Reserve subject to the pre-condition that a viable buffer zone would be created and corridor connectivity would be restored.The permission has been given under Section 12 of the Wildlife (Protection) Act, 1972.

The State Government has not initiated a proposal for declaration of buffer zone in Bandhavgarh National Park so far.In this case, the question of consent of Gram Sabhas does not arise.

Sale of GM Crops

New Delhi: April 21, 2010

 

There is no ban on genetically modified (GM) agricultural products in the country. However, approval of the Genetic Engineering Approval Committee (GEAC) is mandatory prior to production and sale of GM seeds. As of date, Bt cotton is the only GM crop in commercial cultivation. The Government has recently imposed a moratorium on commercial cultivation of Bt brinjal.

The Government has not permitted "Monsanto India" to trade in genetically modified seeds and other agriculture inputs.

The application of M/s Mahyco pertaining to commercial cultivation of Bt brinjal Event EE-I is pending consideration of the GEAC in light of several views that have emerged during the public consultations on Bt brinjal organized by the Ministry of Environment and Forests during January to February, 2010. .

World Bank Assistance for ICZM

New Delhi: April 21, 2010

 

Under the World Bank assisted Integrated Coastal Zone Management (ICZM) project, pilot scale Integrated Coastal Zone Management Plan is proposed to be prepared in identified stretches of the States of Gujarat, Orissa and West Bengal.

 

The above World Bank ICZM project, with its various components, is estimated to cost Rs. 1155.63 crores, with World Bank contribution of Rs.897.00 crores and the balance amount being borne by the Government of India and by the participating States.

Tourism Activities Around Tiger Reserves

New Delhi: April 21, 2010

 

Advisories have been issued to tiger range States for regulating tourist visitation in tiger reserves. Further, guidelines have also been issued to phase out tourism activities from the core/critical tiger habitats, while creating buffer in its peripheral areas to mainstream tiger concerns vis-à-vis the provisions of the Wildlife (Protection) Act, 1972.

 

Reports relating to disturbance of wildlife habitat / corridor on account of tourism infrastructure have come to light.The tourism activities around tiger reserves have become new source of tension and threat.

 

Action has been initiated for evolving a set of ecotourism guidelines to benefit fringe dwelling local people and relocated villagers, with a view to elicit local public support for tiger conservation.

Kumari Selja Urges Finance Minister to Consider Exempting Houses Being Constructed Under the Central Govt. Schemes From Service Tax

New Delhi: April 21, 2010

 

Minister of Housing and Urban Poverty Alleviation Kumari Selja, in pre-budget discussions with the Finance Minister took up the issue of extension of concession under Section 80(I)(B) of IT Act as a one time interim relief to the housing and real estate sector. Ministry of Finance agreed to this in respect of pending projects which have now been allowed to be completed within a period of five years instead of four years for claiming a deduction on their profits. The Ministry hopes that the real estate sector would transfer these benefits to house owners and facilitate the dream of 'Affordable Housing' for masses in the country.

 

The cumulative effect in cost of construction of houses due to levy of newly imposed service tax, increase in custom and excise duties on construction materials and petroleum products may be around 5 percent. Kumari Selja, Minister of Housing & Urban Poverty Alleviation has now written a letter to Finance Minister to consider exempting at least houses being constructed under the Central Government schemes from levy of service tax, as this may not affect much the revenue collection, but will go a long way in giving respite to the urban poor covered under these schemes.

 

Housing provides a strong impetus to economic growth. It is estimated that overall employment generation in the economy due to additional investment in the housing/construction is 8 times the direct employment.

Ministry of Housing & Urban Poverty Alleviation to hold a series of workshops to prepare the second draft of the model real estate (regulation of development) act

New Delhi: April 21, 2010

 

Ministry of Housing & Urban Poverty Alleviation, headed by Kumari Selja, in August 2009 had prepared a draft Model Real Estate (Regulation of Development) Act 201_____, in consultation with various stakeholders, to promote planned and healthy real estate development of colonies and apartments with a view to protecting consumer interest on the one hand and facilitate smooth and speedy urban construction on the other. The draft bill was put on the website of the Ministry (http://mhupa.gov.in). Comments/suggestions on the draft bill were invited from public and other stakeholders including State Governments and Union Territory administrations, business chambers.

 

Responses poured in from real estate associations, real estate developers, consumers and State Governments; and continued to be received well after the last date of 06.11.2009. More than 350 comments were received.

 

As the second step of this exercise, after analyzing each comment, the Ministry of Housing & Urban Poverty Alleviation discussed the comments received and the issues raised with representatives of some of the State Governments in a meeting held in March, 2010.

 

It is proposed to hold a series of Workshops and to prepare the second draft with the participation of urban development and urban law experts from some of the states. The workshop will proceed clause-wise taking into account the comments received in the Ministry.

 

The second draft will be placed before a wider group of states, developers and experts in another round of consultations before being finalized.
