Asian Centre for Human Rights has the pleasure to share an exclusive
article titled, "Seize the day", published today in The Kathmandu Post of
today on the occasion of the visit of India's Foreign Minister, S M
Krishna from today.

In this exclusive article, the Asian Centre for Human Rights (ACHR) urges
India's Foreign Minister S M Krishna not to undertake the visit on the
assumption that everything is hunky-dory with the government of the day.
He must address what ails Nepal and seize the opportunity provided by the
formation of the High Level Political Mechanism (HLPM) which includes
Nepali Congress leader G P Koirala, CPN-UML leader Jhala Nath Khanal and
Maoist Supremo Prachanda as members.

ACHR recommended the Foreign Minister to address the issue of power
sharing. ACHR also recommended that for power sharing, the Prime
Minister-ship of Nepal may be rotated amongst the three main political
parties i.e. the CPN-UML, the Nepali Congress and the Maoists. The PM can
be assisted by three Deputy Prime Ministers drawn from other two main
political parties not holding the Prime Ministership and the Madhesis.
Further, agreement could be reached to share the seats in the Council of
Ministers and key Ministries with guarantees for representation of the
Madhesis, the Janjatis and women. Since there had been disputes about the
role of the President, it must be clearly stipulated that the
recommendations of the Council of Ministers, not the Prime Minister alone,
shall be binding on the President.

ACHR warned that if the power-sharing is not addressed, the HLPM will
collapse and the process will also fail. If that happens, India and
international community will be required to start from scratch.
