           To accelerate the sanitation coverage in rural areas, the Information Education and Communication (IEC) and Human Resource Development (HRD), the key components to generate and meet demand for sanitation have been strengthened.  In addition, regular reviews are held with the State Governments, State level workshops are held to give district officials more exposure to good practices and encouragement to increased involvement of Panchayati Raj Institutions in implementation of TSC.

Proposals for Upgradation of PMGSY Roads

New Delhi: August 17, 2010.

 

 

Rural roads constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) are covered by 5-year maintenance contracts, to be entered into alongwith the construction contract, with the same contractor, in accordance with the Standard Bidding Document.  Maintenance funds to service the contract are to be provided by the State Government. After five years maintenance period is over, State Government is expected to prepare a maintenance plan for maintenance and upgradation, if any required, for these roads.

 

No funds for maintenance or subsequent upgradation of a road which has been constructed under PMGSY is provided by Ministry of Rural Development.

On receipt of proposal from State Governments, these are examined by National Rural Development Agency (NRRDA) for their technical suitability as per programme guidelines. On the recommendation of NRRDA, these proposals are approved by the Ministry of Rural development based upon their eligibility as per priority of Government of India, volume of works under execution with State Government, execution capacity of implementing agency and availability of funds etc.

Status of different schemes running in Andhra Pradesh

New Delhi: August 17, 2010.

 

 

The demand driven schemes being implemented by the Ministry of Rural Development in the state of Andhra Pradesh are Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Integrated Watershed Management Programme (IWMP) which include Drought Prone Areas Prorgramme (DPAP), Desert Development Programme (DDP) and Integrated Watershed Development Programme (IWDP) and Total Sanitation Campaign Programme (TSC).

 

The Centrally Sponsored Scheme with 100% central financial assistance is Pradhan Mantri Gram Sadak Yojana (PMGSY). The Centrally Sponsored Schemes where the Central and the State Governments share finances are: Swarnjayanti Gram Swarojgar Yojana (SGSY), National Rural Livelihood Mission (NRLM), Indira Awaas Yojana (IAY) and National Rural Drinking Water Programme (NRDWP).

 

Scheme-wise central  allocation, release and utilization  by the Government of Andhra Pradesh during last three years (i.e. 2007-08, 2008-09 and 2009-10)  is below:

Ministry of Tourism                   

India and Mexico to Promote Bilateral Tourism Cooperation

New Delhi: August 17, 2010.

 

A five-member delegation led by Minister for Tourism, Mexico, Smt. Gloria Guevara called on Minister for Tourism and Housing & Urban Poverty Alleviation Kumari Selja here today. During their 40-minute meeting, both sides agreed to promote cooperation in tourism sector between the two countries. Welcoming the visiting dignitary, Kumari Selja said that India deeply admire the uniqueness of Mexican culture and heritage which has been preserved and conserved over the years. She said, the diplomatic relations between the two countries should be strengthened by exchange of ideas for tourism development and promotion, exchange of visits by travel and tour operators, travel media, opinion makers, holding road shows and food festivals in each others country. She said, two countries should exchange best practices in the tourism and hospitality education for Human Resource Development. Two countries may encourage student exchange programmes. Kumari Selja said, Indian Council of Cultural Relations proposes to open an Indian Cultural Centre in Mexico City and it will be an excellent platform for promoting Indian culture, cuisine and arts in Mexico. She said, a festival of India in Mexico is also being proposed for next year where Ministry of Tourism will focus among other things to promote Yoga and Wellness Tourism.

 

Smt. Gloria Guevara agreeing to strengthen the bilateral cooperation in tourism sector between the two countries lauded the success of INCREDIBLE INDIA CAMPAIGN and overseas marketing. She praised the manner in which the government and the private sector efforts are being synergised in India to promote tourism sector. She also appreciated the quick recovery of tourism sector in India after the recent global economic slowdown. She suggested to renew the Agreement on Tourism Cooperation Between India and Mexico signed in 1996. Smt. Guevara invited Minister for Tourism, Kumari Selja to attend International Fair on Cultural Tourism in Mexico in November 2010.

 

Smt Gloria Guevara is scheduled to visit Agra tomorrow to see the Taj Mahal.

Study Conducted on MGNREGS

New Delhi: August 17, 2010.

 

Centre for Research in Rural and Industrial Development (CRRID) had conducted appraisal of Mahatma Gandhi NREGA in selected districts of Himachal Pradesh (Sirmaur), Punjab (Hoshiarpur) and Haryana (Sirsa). The main objective of the study was to identify efficient management practices, procedures, processes, factors for better performance and degeneration and to suggest interventions and strategies for dissemination of   positive impact of the Act and suggest strategies for dissemination of those practices and factors that can help to check the shortcomings of the scheme. Main findings are as under;

 

(i)         Economic conditions of the wage earners have improved. Workers need not to go outside the village for work

 

(ii)         People's faith in Panchayats has increased (reported in Sirmaur). Flow of funds to Panchayats has increased (reported in all the three districts).

 

(iii)        Agricultural productivity has increased due to Mahatma Gandhi NREGA.

 

(iv)        Overall development of the area due to construction of link roads, pulia and bridges etc.

 

(v)        Women belonging to poor strata of the villages are getting jobs and their wages are same as of men.

 

(vi)        Lack of awareness, inadequate staff, need for formation of vigilance committees and more transparency and accountability.

 

With a view to address the constraints indicated in the report, the following steps have been taken:

 

(i)         Awareness generation through intensive IEC activities involving print as well as electronic media.

 

(ii)         States have been directed to appoint adequate dedicated staff with the implementing authorities. Administrative expenses limit under the Act has been enhanced from 4% to 6% from which salary expenses of such dedicated staff is met.

 

(iii)        Vigilance and Monitoring Committees at State and District level have been set up.

 

(iv)        The Ministry has accorded utmost importance to the organization of Social Audits by the Gram Panchayats and issued instructions to the States to make necessary arrangements for the purpose.

 

(v)        Payment through accounts of NREGA workers has been made mandatory to infuse transparency in wage disbursement.

Ministry of Shipping                  

Atulya Misra Appointed as Chairman, Chennai Port Trust

New Delhi: August 17, 2010.

 

The Government has appointed Shri Atulya Misra, IAS (TN:88) as Chairman, Chennai Port Trust, for a period of five years w.e.f. the date of assumption of charge of the post or until further orders, whichever is earlier.

 

Shri Misra is presently posted as Secretary, Transport Department, Government of Tamilnadu.

 

The above appointment will be subject to the final outcome of the Court case W.P. No.12259/09 in the Delhi High Court.
