Finance Minister Pranab Mukherjee has a way with play of words and can be extremely witty when he chooses to, just as he can turn sarcastic immediately thereafter.Ahead of his visit to Kolkata Saturday to meet Railway Minister Mamata Banerjee, the finance minister brushed aside suggestions that the leadership in New Delhi sought to seek explanations on her remarks at a rally in the Maoist stronghold of Lalgarh.At the Lalgarh rally Monday, Banerjee had slammed the killing of the Maoist spokesperson Cherukuri Rajkumar alias Azad in a shootout in Andhra Pradesh July 2, and even suggested that it was a staged shootout.

The Left accused Banerjee of 'political collaboration' with Maoists at the rally.

'I am not going with a red card, green card or a yellow card. Whatever is being reported is an absolute figment of imagination,' said the veteran Congress leader here, as he was leaving for Kolkata where Banerjee is convalescing from an illness.

'I am going to meet her because she is unwell. There is no political agenda,' he said, and shot back at the reporters: 'Ahead of my meeting, how do you know what I am going to discuss?'

I told Professor Vijoy kumar the same thing which I had written in response to VT Rajshekhar and repeated to friends who contacted after the GOM Green signal for the Optional Biometric caste census! On her way back from Lalgarh, the railway minister escaped injuries when a truck intruded into her convoy. She subsequently took ill and was advised rest. The West Bengal government also ordered a probe into the incident.

President Pratibha Patil Saturday appealed to Maoists and other extremists to abandon their path of violence and come for dialogue with the government.
'The proponents of extreme ideologies and the followers of Left wing extremism must abandon their path of violence. I call on them to join national efforts for growth and development,' Patil said on the eve of India's Independence Day.

'I hope that everybody, including the civil society, will come forward and move them in this direction. Protracted developmental efforts will be needed in these areas,' she said.

There are at least 36 districts in India that are Maoists-infested in states like Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, Orissa and West Bengal

Patil said nation building demands the ability to work diligently and patiently and requires the purpose and ability to focus on issues which unite.

'It requires a spirit of conciliation. This is possible when dialogue is chosen as the channel for communication,' she added.

The president also called for zero tolerance towards corruption.

'Zero tolerance towards corruption and working with the highest standards of public service will definitely result in efficient governance systems and will have a multiplier effect on development and growth,' she said.

The country's first woman president also expressed her anxiety about the 'growing insensitivity' shown to each other as increasing emphasis is given to materialism.

'Social consciousness is on the decline. Some social evils persist. This must change. Today is the best opportunity when ground-breaking achievements alongwith a moral and ethical renaissance can take place,' she added.

Mukherjee, on a two-hour visit to the city, arrived at Banerjee's residence at 6.15 p.m., accompanied by state Congress chief Manas Bhuniya.
Mukherjee expressed the hope that Banerjee will get well soon and attend the ongoing monsoon session of parliament.
"I had decided to come and see her during the weekend break in parliament. So, I am here. I have told her to go by the doctor's advice," he said.
Mukherjee took the opportunity to rubbish reports in a section of the media suggesting that the leadership in New Delhi wanted to seek an explanation on Banerjee's remarks at a rally in the Maoist stronghold of Lalgarh.
There were reports in some news channels that Mukherjee was sent to the railway minister by Congress chief Sonia Gandhi and Prime Minister Manmohan Singh.
"This is all bogus. I have come here on my own accord. There is no other reason. I have not come here at anybody's orders," said the minister.
Mukherjee also took potshots at the media for saying that he would be visiting Banerjee to show her the green card. "I have not come with a red card, green card or a yellow card."
Before coming to the city, the Congress veteran told mediapersons in Delhi: "Whatever is being reported is an absolute figment of imagination."

Truck driver who hit Mamata's convoy remanded to jail custody

TAMLUK (WB): A court on Thursday remanded the driver of the truck, which had hit a car of the convoy of railway ministerMamata Banerjee on Monday night, to 12 day's judicial custody.


The Tamluk sub-divisional judicial magistrate sent the driver, Gujjar Singh, to jail custody on the charge of attempt to murder and criminal conspiracy.


Singh's truck had hit a car of Banerjee's convoy near Kolaghat bridge when she was on her way back to Kolkata after addressing a rally at Lalgarh.


Singh was arrested by security personnel on the charge of rash and dangerous driving and handed over to the police. He was later released on bail. The truck was seized.


He was rearrested after local MP Subhendu Adhikari lodged a complaint that there was an attempt on the life of the Trinamool Congress chief.

    'A CPI-M supporter, Choton Mahato of Chandebila village in Kotwali police station area, was found shot dead early Saturday. He was dragged out of his house by a gang of armed Maoists Friday night,' West Midnapore's Superintendent of Police Manoj Verma said.

    The ultra left rebels carried out a series of subversive attacks in several areas in the district's Jhargram sub division.

    In Bhowadi village near Dharampur, the rebels triggered two landmine blasts in a forest beat office, blowing up a major portion of the building.

    A commandant of the paramilitary Central Reserve Police Force (CRPF) said: 'Early Saturday we heard a huge explosion but fearing that the rebels had planted more landmines in the area we did not proceed towards the spot in the dark.'

    'We have recovered several Improvised Explosive Devices (IEDs) and wires from the area. The building was badly damaged and all the documents kept in the forest beat office have been destroyed,' said the commandant.

    The Maoists also set ablaze a wooden bridge over a ditch in Chaltabera village near Nayagram, to prevent the entry of the joint forces in the villages, Jhargram police chief Praveen Tripathi said.

    'Acting on specific information that the Maoists have taken shelter in the forest near Nayagram, the joint forces conducted raids in the area Friday night and Saturday morning,' said Tripathi.

    He also said that a Maoist linkman, Lakshmikanta Soren was arrested from the area by the security forces Saturday after a search operation.

    'It was learnt that Lakshmikanta was a Maoist sympathiser and the rebels used to hold regular meetings in his house,' said the police chief.

    The Maoists are active in three western districts of West Bengal - West Midnapore, Purulia and Bankura.

    Eyes of the world on India, says PM on CWG

    Prime Minister Manmohan Singh Saturday said the 'eyes of the world' were on India for hosting the prestigious Commonwealth Games and described the sporting event as an occasion to celebrate 'sporting excellence and spirit of kinship'.
    'The eyes of the world are on the country as we conduct this prestigious event. The Commonwealth Games is an occasion not only to celebrate sporting excellence but also the spirit of kinship and camaraderie among the Commonwealth fraternity,' said the prime minister after conducting a high-level review meeting on the preparations to hold the mega sporting event in the national capital Oct 3-14.
    'India will have an opportunity to present its culture, its achievements, its warm hospitality and its organisational capabilities to the world,' he added.
    He also emphasized that it was 'very important that as a country, the people work together to give our honoured guests a warm welcome and a memorable experience of all that our nation has to offer.
    'Our athletes and sportsmen are training hard and need the full support and encouragement of their fellow Indians,' the prime minister said after his meeting with union Urban Development Minister S. Jaipal Reddy, Sports Minister M.S. Gill, Delhi Lieutenant Governor Tejendra Khanna and Delhi Chief Minister Sheila Dikshit besides other senior officials.
    The meeting was called to discuss ways of damage control over the controversies surrounding the Commonwealth Games preparations.
    The prime minister also urged all concerned to work single-mindedly so that the Games could be held in a manner the nation could be justifiably proud of.

    Bridge infrastructural deficit: President

    President Pratibha Patil Saturday called for speeding up of projects to fill the 'infrastructural deficit' that impedes India's economic growth and was not in sync with its image of an emerging global player.
    Addressing the nation on the eve of India's 64th Independence Day, the president also laid importance on expansion of industries and encouraging and pursuing cutting-edge technologies, research and development.
    'The categorisation of nations as rich and poor, developed and developing may well be overtaken by a new definition of those nations that innovate rapidly, as opposed to those which do so on a lower scale.
    'To be in the forefront of cutting-edge technologies, research and development in all fields must be encouraged and pursued in the country,' she said.
    'We must also speed up the construction of physical infrastructure. We need new roads, ports, airports, power projects as well as reinforcement of existing facilities. The augmentation will fill the infrastructural deficit that impedes overall economic growth and is, in many ways, out of sync with our image of an emerging global player,' she said.
    She also emphasised the importance of education in building a India of tomorrow.
    'I believe that empowerment through education is important as it opens many doors of opportunity. The Right to Education Act has made free and compulsory primary education for children a fundamental right. It is important that secondary education is also universalised, as we seek to increase enrolment levels in higher education.
    'This will provide the 'brain power' for the nation. We are living in an age where innovation is shaping many areas of human activity. New technologies can enhance our agriculture and industrial productivity,' she added.
    Noting that industries should continue to grow, the president said, Indian companies should persist with efforts to be efficient and globally competitive.
    She also said a 'fresh perspective' is required for agriculture to steer it towards a second green revolution.
    But, she added, that it cannot be looked in isolation and needs to be connected with other sectors of the economy.
    'Linking industry with agriculture would provide a basis for growth of industry in the rural areas and also promote agriculture business,' Patil said.
    She said support to the rural poor and farm labour through skill development, vocational training and social welfare programmes, must be a priority.

    Montek sees inflation falling to 6% as price pressures ease

    As the underlying inflationary pressure is easing off, wholesale price inflation could fall to 6% by December, Planning Commission deputy chairman Montek Singh Ahluwalia told FE in an interview. He added that it is this welcome sign reflected in the seasonally adjusted data that should influence policy-making at this juncture, rather than year-on-year figures impacted by the base level effect.
    Inflation has been in double digits for five months in a row. It stood at 10.55% in June. Source said that the Planning Commission's internal research shows that inflation could even fall to 5.5% by December, even after the impact of fuel price increase, that will show up in July data, is factored in.
    "Because inflation rose last year quite sharply, the year-on-year rate would remain high and would slowly start coming down (from August-September). The point is that the prices this year have not been rising the way they were last year,"Ahluwalia said, drawing attention to the relatively flat nature of the Wholesale Price Index (WPI) graph so far this fiscal.
    It was not difficult to "kill" inflation provided "if you don't mind the collateral damage" to the economy, Ahluwalia said. Stating that the less than half way through the current fiscal, the economy's overall prospects looked "good,"he said the "continuing reasonable growth rate" in capital goods output suggested investments were well on track.
    Even as overall industrial output expanded at a 13-month low of 7.1% in June, capital goods production grew at 9.7%. During April-June, the growth in capital goods production was an impressive 34%.
    Given the global economic conditions, an 8.5% growth on an average inflation of 6% would represent extremely good macro-economic management, he claimed, adding that going ahead, "we ought to be aiming at somewhat higher growth and somewhat lower inflation."
    Ahluwalia said his prediction on inflation was based on certain assumptions that have strong grounding. Inflation's underlying momentum is evidently relenting. There is a marked improvement in food availability thanks to good monsoon, adequate food stocks and the recent additional release of food grains. From 17-19% a few weeks ago, food inflation - which forms about 50% of the primary articles that have a 22% weight on WPI - came down to 9.5% for the week ended July 24. (It went up to 11.4% for the week-ended July 31 on predicted lines as food prices had declined in the same period last year).
    The good monsoon and ample food stocks this fiscal are in sharp contrast to the grossly inadequate rains last year and continuous build-up of speculative pressure on prices. The easing of price pressures was evident in the entire primary products basket, and to a lesser extent, in the manufactured goods segment.
    He added that he saw no huge pressure on prices globally this year-- either on fuel or other raw materials-- given the rather fragile nature of the global economic recovery. With huge excess capacities in products like steel, it was unlikely that their prices would go up.
    "If you have failed to notice the base level effect, you would, in order to lower inflation, be wanting to (bring) prices down... ," Ahluwalia warned. He, however, refused to comment specifically on what the RBI's monetary policy trajectory should be. "I'm sure that the governor is aware that the monetary policy should be forward-looking," he said. When an inflationary upsurge occurs, the main policy imperative ought to be to effect a "soft landing," he said.
    To curb inflation, RBI has raised policy rates four times by a total of 100-125 basis points since March and will review policy on September 16.
    Ahluwalia said if inflation comes down to 6% by December as predicted, it can barely be attributed to the base effect. The decline would be because the underlying rate of inflation now is much lower than it was last year.
    The present level of momentum, unless it is disturbed through some unexpected global developments, would ensure that the inflation would ease to 6% by December.

    Cabinet secy clears Orissa PCPIR project

    The Paradip Petro Chemicals and Petroleum Investment Region (PCPIR) will soon be placed before the Cabinet Committee on Economic Affairs (CCEA) as the Union Cabinet secretary on Friday cleared the project proposal.
    The PCPIR, which will be spread over an area of 250 sq km centreing the port town of Paradip is expected to attract Rs 2.80 lakh crore. The Indian Oil Corporation's (IOC (IOC.NS : 380.35 -1
    A high-level meeting chaired by Union Cabinet secretary, KM Chandrashekar, was held in New Delhi on Friday. The meeting was attended by senior officials of 15 Union ministries.
    The Orissa's additional development commissioner, RN Senapati, along with industry secretary, Sourav Garg, IDCO chairman, Priyabrata Patnaik, presented the Paradip PCPIR proposal before Chandrashekar.
    "The state government is expecting that the PCPIR would attract a total of Rs 2,79,375 crore," said the state industries minister, Raghunath Mohanty. He added that the project would create direct employment opportunities for 1,90,000 persons and indirect employment for 6,10,000 lakh persons.
    He said that the land acquisition for the project has already started and the phase -I project will be completed by 2020.
    The Union minister of state for chemical and fertilizer, Srikant Jena, said, "The PCPIR project will change the face of Orissa." Jena, who hails from Orissa, added that the project will emerge as one of the most economical viable projects of the eastern region.
    The PCPIR project in the state will be the fourth project in the country after West Bengal, Andhra Pradesh and Gujarat.The central government will provide rail connectivity, highway network and airports while the state government will provide the basic infrastructure, including power and water supply, said IDCO chairman, Priyabrata Patnaik.

    (a) to (d): The mandate of the Unique Identification Authority of India (UIDAI) is to issue unique identification numbers to all residents of the country.

    The first set of numbers are expected to be issued between August 2010 to February 2011. The Authority plans to cover 600 million people within 4 years from the start of the project. Consultations are on with civil society organizations, activists and other groups working on the field to ensure that the programme reaches the marginalized groups. UIDAI has formulated guidelines to procure the services of volunteers with specialised skills.

    Thanks for circulating this letter, for this intervention is vital at this stage. Otherwise the whole point of any kind of caste enumeration will be lost.
    I would just like to correct your impression that it this late stage I have quietly changed my mind. I have not. Right from the beginning (at least a year before the parliamentary debate), I have been arguing for and trying to put pressure on policy makers to expand the existing caste enumeration in the Census. That places me firmly against those who argue against any kind of caste enumeration or the expansion of the existing enumeration (e.g. my friends like Pratap Mehta and Sunil Khilnani) and in the camp of those who are for "caste enumeration" (e.g. my friends like yourself and Satish Deshpande). If forced to choose between these two camps I would definitely choose the pro-caste enumeration camp. That is why I sent a note to the Bangalure seminar, came for the launch of the book based on that, defended caste-census against the representative of Meri Jaat Hindustani on CNN-IBN on the 12th and have signed the latest letter. Compared to the existing policy I do welcome the decision of the GOM.
    But I do have a difference with the camp that I have chosen to side with. Census categories should be driven by policy needs and I cannot pursuade myself that counting all castes is the most pressing policy need today. What we need above all is the enumeration of the OBCs (and DNSNTs, which I had not thought of earlier -- that is one change in my thinking) which is a legal category. I do not see the full force of Satish's (and Mary's) point that on principle everyone should be equally marked or unmarked. Nor do I share your hope that counting all castes would help the cause of social justice more than counting OBCs would. I do think there is a real risk in pushing for all-caste count in this census: it can jeopardise the good that could acutally come from OBC count. I cannot be entirely sure that my apprehensions are well founded and would be happy to be proven wrong.
    In other words your and my differences have not disappeared. But I do believe in thinking hard about what are my principal differences and which ones are secondary differences and I am very conscious of how suicidal is that politics which spends its principal energies on fighting its friends. I would not wish to lose all sense of proportions when stating my secondary differences. In any case, on question of social justice I am condemned to disagree with my friends. As you would recall, I (and also Satish then) was not in favour of flat 27% reservation for OBC; my first preference then was a graded system that recognised multiple disadvatages not confined only to the caste dimension. But then 27% quota was better than nothign at all. Similarly, unlike most friends in the 'social justice camp' I do support the idea of screening based on some kind of a "creamy layer" principle and I also advocate sub-quotas within the SC/ST/OBC quotas. Pushed to the wall, I would stand for the social justice camp, for that is where my principal commitment lies.  But I do not want to be misunderstood about what my real preference is and where I stand. I have disagreed with the social justice camp and will continue to express my disagreement in the hope that politics of social justice will become more intelligent and effective than it is today.
    For the time being it should be our collective effort to get rid of this obnoxious suggestion of shifting caste count at the biometrics stage. YOu and I can continue to disagree at leisure.

    Letter to the Group of Ministers on caste Census

    The objection is to entrusting caste enumeration, not to the Census organisation but to biometric data capture.

    Honourable Members,
    We welcome your decision to enumerate caste in Census 2011. This is a progressive and much needed step towards re-orienting our polity and revitalising the implementation of social policy.
    We are, however, deeply distressed to learn that you have recommended that the collection of caste data be done in conjunction with the National Population Register (NPR) process at the biometric data capture stage. We respectfully urge you to reconsider this move because it will not only defeat the very purpose of enumerating caste, but will condemn the entire exercise to almost certain failure.
    Please note, Honourable Members, that even its most ardent supporters have never claimed that caste enumeration will be easy. Every Indian Census, for at least the past three decades, has been the largest and most complex project of its kind in human history. The Census of India (or the Office of the Registrar General of India &#8212; ORGI) is the only competent agency in the country with the necessary expertise and experience to undertake this gigantic task. It has successfully collected caste data in the past, and with the vastly superior technological resources available today, it can do so again despite the challenge of enumerating 120 crore Indians. The collection of caste data at the stage of biometric capture would be cumbersome and time consuming. Outside agencies are likely to be involved, and therefore there are chances of data gathering being compromised because it would be tagged on to the huge task of biometric documentation of about 84 crore Indians. If caste d!
    ata are compromised, it will defeat the very objectives that the data are meant to achieve. The respective time frames are also important &#8212; the Census enumeration phase will definitely be over by March 2011 whereas the biometric data capture process is likely to take much longer.
    An even more decisive argument against attaching caste enumeration to biometric data capture is that, as of now, it is not clear what socio-economic or educational data &#8212; if any &#8212; will be available through this method.
    If all we get is a headcount of castes among the 15-plus population, then the entire exercise is a waste. The main reason to enumerate caste is to enable the distribution of national resources and opportunities to be informed by empirical evidence on sex-ratios, literacy, life expectancy, occupation, household assets, and so on.
    Without such evidence, all the problems that are blocking the implementation of social justice policies will remain unsolved. By contrast, we know that including caste in the existing enumeration process scheduled for February 2011 will enable all the data normally collected by the Census to be correlated with caste. This method will have the additional advantage of the close supervision of a trained body of census officials.
    Finally, there are the constitutional-legal issues, and the crucial question of confidentiality. The Census Act 1948 provides strong protection for all data collected by the Census, and this has ensured that the Census &#8212; which necessarily collects individual information &#8212; has released only aggregated and anonymised data. Given the absence of such protection under the Citizenship Rules of 2003 &#8212; which governs the NPR and the biometric data capture process &#8212; there is every chance of the confidentiality of caste data being breached. If the main concern is to eliminate the possibility of inflation of numbers and to protect the integrity of the head count, then other measures are available. For example, the household population totals (along with gender breakup) already collected in the House-listing and Housing Census Schedule can be used as a check on the caste data at the enumeration stage.
    It is for all these reasons that, at a recent national conference organised by the Centre for the Study of Social Exclusion of the National Law School of India, Bengaluru, a group of distinguished academics, policy and legal experts agreed unanimously that the proper agency for caste enumeration is the ORGI, and the proper stage is the house-to-house Population Enumeration phase of Census 2011 to be conducted from February 9&#8211;28, 2011. In fact, the group went so far as to issue a strong warning against associating caste enumeration with the NPR process.
    Enumerating castes has compelling benefits for our society. It will invigorate our social justice policies; provide the credible evidence demanded by our judiciary; allow the revision of beneficiary group listings; and help profile India's social diversity. Therefore, we congratulate you, Honourable Members, for having taken this bold and visionary step. We also appeal to you not to undo the good that you have done. We urge you to entrust caste enumeration to the tried and trusted census organisation and avoid the serious risks of linking it to biometric data capture.

    Hardcore Maoist surrenders in Jharkhand
    A hardcore Maoist rebel surrendered to senior police officials in Jharkhand Saturday.

    Sanjay Parmanik of the outlawed Communist Party of India-Maoist (CPI-Maoist) surrendered to Inspector General of Police (Ranchi zone) Rezi Dundung.

    Parmanik, who faces more than 11 criminal cases, is a close associate of CPI-Maoist leader, Kundan Pahan, who is known as the 'Veerappan of Jharkhand'.

    'We will extend facilities to Sanjay as per the provisions of the rehabilitation policy of the state government. We will welcome more Maoist rebels surrendering,' Dundung told reporters, adding that the operations against the Maoists will continue.

    In the last one month, six hardcore Maoist rebels have surrendered in Jharkhand.

    PM's office devalued in the last six years: Advani

    Mysore (Karnataka), Aug 14 (IANS) Renewing his attack on Prime Minister Manmohan Singh, whom he had termed India's weakest prime minister during the last poll campaign, Bharatiya Janata Party leader L.K. Advani Saturday said the office has been devalued in the last six years.

    'The office of the prime minister is steadily losing dignity and its functioning is coming in for sarcastic comments in media columns,' Advani said, addressing a huge party rally here, about 130 kms from Bangalore.

    The situation has come to such a pass that 'the prime minister cannot even independently decide on his Independence Day speech,' he claimed.

    The rally was held to counter the Congress campaign against the two-year-old BJP government in Karnataka, particularly over alleged illegal mining by BJP ministers, the Reddy brothers of Bellary.

    The Congress concluded a 16-day, 320km 'padayatra' (march) from Bangalore to Bellary Aug 9. It was led, among others, by Leader of Opposition in the Assembly Siddaramiah.

    Mysore is Siddaramaiah's political base and hence was chosen by the BJP to organise the third of the four rallies it announced to take on the Congress' campaign against the government.

    The first was held at Davangere Aug 2, the second at Gulbarga Aug 5 and the fourth will be in Bellary Aug 20.

    Leader of the Opposition in the Lok Sabha Sushma Swaraj is scheduled to address the Bellary rally.

    Advani, Chief Minister B.S. Yeddyurappa, party general secretary and South Bangalore Lok Sabha member H.N. Ananth Kumar and other party leaders criticised the Congress for demanding a Central Bureau of Investigation probe into illegal mining.

    Advani praised Yeddyurappa for banning export and transport of iron ore for export from Karnataka.

    'He is the first chief minister to lead a delegation to the central government urging it to ban export of iron ore,' Advani said.

    He urged the central government to heed Yeddyurappa's plea and ban iron ore export.

    Advani also attacked the Congress-led central government over rising prices of essential commodities and said burden on the 'aam admi' (the common man) was becoming unbearable.

    Complete CWG work expeditiously: PM

    Prime Minister Manmohan Singh Saturday directed officials to complete all pending works related to the Commonwealth Games expeditiously in a time-bound manner.
    'The prime minister directed the ministries concerned, the government of the national capital and the Organizing Committee to complete all pending works expeditiously through time-bound action plans and carry out a quality audit of the completed facilities,' a statement issued here said.
    'All the facilities must meet international standards,' the release said after a high-level meet convened by the prime minister.
    The meeting was attended by union Sports Minister M.S. Gill, Delhi Chief Minister Sheila Dikshit and other ministers concerned to discuss ways to control the damage over the controversies surrounding the Commonwealth Games and to ensure the event's smooth conduct Oct 3-14.

    Organiser alleges ''Islamisation'' of Kashmir

    Sangh Parivar fountainhead RSS has alleged that separatist forces and elements across the border were actively involved in "Islamisation" of Kashmir through covert means. "The Islamisation of Kashmir is a dangerous game.
    This was on for the last two decades. First they started changing the names of places and signboards.
    They they imposed a ban on cinema halls, beauty parlours, restaurants and fashion shops.
    They asked their women to wear veil even in schools and offices," RSS mouthpiece Organiser states in its latest issue. The editorial of August 15 issue of the mouthpiece goes on to claim that women have been prevented from wearing jeans, fashionable outfits and make-up in the border state.
    "Some Mullahs also suggested girls not to go to schools. Madrasa education was promoted in a big way.
    They adopted Arabic script for Kashmir and encouraged promotion of Arabic language," the article states. The editorial alleges that even the administration in the state has become "Islamic".
    "The terrorists also want Friday declared a weekly holiday instead of Sunday. Non-Kashmiris cannot buy property, participate in politics or vote in the election and all rights of a citizen are denied under the law," the editorial says.
    It further alleges that Hindu migrants who came from across the border at the time of partition have still not been given citizens'' rights in Kashmir. "The Kashmiri Islamists continued to implement their agenda unchallenged by demolishing hundreds of Hindu temples all over the valley, selectively killing Hindus and finally forcing them to migrate, leaving their jobs, property and everything," the editorial says.
    It suggests that all such elements should be asked to "get out of India" and go to Pakistan or to Pakistan-Occupied Kashmir where they can "enjoy all the freedom under Islamic rule". Organiser has also alleged that development funds for the state of Jammu and Kashmir is being "siphoned off by politicians and part fund the insurgency of the Islamists".
    The editorial also criticises the continuance of Article 370 which grants special status to Kashmir. "Under this article a Kashmiri cannot marry a non-Kashmiri and if such a marriage happens the Kashmiri will lose his right on property, voting, etc," it states.
    The article accuses the separatists of "systematically" targeting Hindus in schools, offices and public places. "Hindu, Sikh and Christian shops were attacked and looted.
    Migrant labourers were targeted. Public sector company establishments where non-Kashmiris worked were forced to leave the valley," the article states.

    Rahul to restart Uttar Pradesh march Oct 2

    After a lull, Congress general secretary Rahul Gandhi is all set to launch the second phase of his 'Mission 2012', aimed at revival of the party in Uttar Pradesh.
    The charismatic Gandhi scion who undertook padyatras and addressed rallies during April and May, would restart the exercise from Oct 2.
    While the last rally was addressed by Rahul Gandhi in Ambedkar Nagar town in eastern Uttar Pradesh, the new destination would be somewhere in the western part of the state.
    Uttar Pradesh Congress president Rita Bahuguna Joshi told IANS: 'We have yet to finalise the place where he would undertake a padyatra or address a rally, we have been told it would be a prominent place in the western part of the state.'
    'The reason for selecting western Uttar Pradesh was that in this area Congress had done well in the past but failed to even retain some of its own seats in the last Lok Sabha election,' she said.
    'This is part of the party's campaign undertaken as part of the 125th anniversary celebrations of the party,' remarked a senior Congressman.
    The first round of padyatras and rallies commenced April 14, the birth anniversary of Babasaheb Bhimrao Ambedkar and concluded May 12.
    The second round would begin Oct 2, the birth anniversary of Mahatma Gandhi, and conclude Nov 12 at Allahabad.
    While Rahul Gandhi would kickstart the padyatra, his mother and Congress president Sonia Gandhi would join the last leg in Allahabad.

    50 days to go, CWG gets PM's push

    With 50 days to go for the Commonwealth Games, Prime Minister Manmohan Singh Saturday summoned all the officials concerned in the preparations of the mega-sporting event and asked them to ensure the facilities are ready in time and meet international standards as the 'eyes of the world' were on India.
    The prime minister, who chaired a high-level meeting to review the preparations for the Games, asked the Group of Ministers (GOM) for the games headed by Urban Development Minister S. Jaipal Reddy to hold frequent meetings to supervise the preparations.
    The GoM has been empowered to take all decisions necessary for the smooth conduct of the games, and the cabinet will be briefed on the state of preparations on a weekly basis.
    'The Group of Ministers will refer any matter that may require further consideration to the finance minister for a final decision,' a press statement issued by the Prime Minister's Office said.
    Cabinet Secretary K.M. Chandrashekhar has been directed to liaise closely with the GOM to ensure effective coordination among all the authorities concerned.
    'The committee of secretaries headed by the cabinet secretary will continue to review implementation and it will have the status of an empowered committee. It will have jurisdiction over matters relating to the organising committee and a secretary level officer of the cabinet secretariat will liaise with the organising committee on a daily basis,' the statement said.
    The prime minister, who has decided to visit the games venues in the last week of August, observed that there had been slippages in the time schedules of some of the construction works and deficiencies had also been observed in some of the works.
    He said that, in the run up to the Games, it was important to gain public confidence by instilling order and carrying out effective supervision of the preparation works.
    The prime minister directed the ministries concerned to conduct thorough investigations into all the complaints that have been received of procedural and other irregularities. He said that those found guilty should face severe and exemplary punishment.
    The organising committee was asked to take necessary steps urgently to conclude all pending preparations. Its senior management committee will meet daily, and be chaired by the chief executive officer in the absence of the chairman or vice-chairman.
    Additional senior and experienced officers from the government would be deputed as required.
    The prime minister said that the eyes of the world were on the country as it conducts this prestigious event.
    'The Commonwealth Games is an occasion not only to celebrate sporting excellence but also the spirit of kinship and camaraderie among the Commonwealth fraternity. India will have an opportunity to present its culture, its achievements, its warm hospitality and its organisational capabilities to the world,' the statement said.
    'Our athletes and sportsmen are training hard and need the full support and encouragement of their fellow Indians,' he said, urging all concerned to 'work single-mindedly so that the Games could be held in a manner the nation could be justifiably proud of'.
    Apart from Reddy, the meeting was attended by Youth Affairs and Sports Minister M.S. Gill, Delhi Lt. Governor Tejinder Khanna, Delhi Chief Minister Sheila Dikshit, Principal Secretary to Prime Minister T.K.A. Nair, Cabinet Secretary K.M. Chandrasekhar, Organising Committee chairman Suresh Kalmadi and other senior officials.
    The prime minister convened the meeting a day after the Congress core committee met at his residence to discuss the CWG controversies and left it to the government to take steps for smooth conduct of the games.
    The preparations for the Games have attracted adverse media coverage for the delays in construction works and alleged irregularities concerning the Organising Committee, led by Kalmadi.
    Kalmadi has denied charges levelled at him and said he was ready for scrutiny. Opposition parties led by the Bharatiya Janata Party (BJP) and the Left have called for Kalmadi's resignation and an explanation by the prime minister on the floor of parliament.
    The organising committee had Aug 5 suspended T.S. Darbari, Sanjay Mahendroo and M. Jayachandran, whose names featured in the irregularities related to the Queen's Baton Relay, following the report submitted by its probe panel looking into the allegations.
    The organising committee treasurer Anil Khanna had also resigned in the wake of allegations that his son's firm secured the contract for laying synthetic courts at the R.K. Khanna Tennis Stadium, which is one of the venues.

    Kashmir Valley by and large peaceful

    Kashmir Valley remained by and large peaceful today with stray incidents of mob violence at Sopore as the police put to use for the first time its non-lethal weapon -- Shotgun -- which proved helpful in dispersing protesters who tried to attack an army camp. Authorities had imposed curfew and restrictions in various parts of the Valley which saw widespread trouble yesterday in which four people were killed in police firing.
    Today''s mob violence also saw a tragic incident when a five-year-old girl suffered serious injuries on her eye when the vehicle in which she was travelling was attacked by stone-pelters in South Kashmir. One person, identified as Rafiq Ahmed Dar, was injured when the police and security forces used the Shotgun, a non-lethal weapon, for the first time to disperse a violent mob in Seelo at Sopore when they attempted to overrun a camp of the 22-Rashtriya Rifles of the army.
    In adjacent Bomai, a mob tried to set afire a police station but was prevented by security forces, police said, adding some one from the crowd fired at the police party injuring one constable. A five-year-old girl suffered eye injuries when a group of protestors pelted stones at her vehicle in Valtengu village of South Kashmir today.
    The girl, Rohana, was on her way to Srinagar for a medical check-up when a mob, defying curfew, pelted stones on her vehicle. "She was going for a check-up when she got an eye injury after some miscreants pelted stones on the Sumo in which she was travelling," police said.
    Elsewhere, 20-year-old Firdous Ahmad Khan received minor injuries when he fell down on a stone when a group of people were pelting stones at a security force convoy at Singhpora in Pattan in Baramulla district this morning. At least seven persons, including four policemen, were injured in a clash between the police and a group of protestors in the premises of sacred Hazratbal shrine on the outskirts of Srinagar.
    Jammu and Kashmir Chief Minister Omar Abdullah chaired a meeting of Unified Headquarters meeting to discuss the prevailing situation in the Valley which has been hit by fresh protests. CRPF Director General Vikram Srivastava was summoned by the state Chief Minister following reports of high-handedness by CRPF at Bomai yesterday.
    The recent spurt in the violence in the Valley dominated the annual Independence Day message of the state Governor N N Vohra who said that "due to sad happenings in Kashmir in the past two months, normalcy in the Valley has been disrupted by an unending series of stone-pelting protests, burning of public property and attacks on the law enforcement agencies, which has resulted in a large number of deaths." While expressing grief over the cycle of violence in the last two months in the Valley, he appealed all political, social and cultural organisations to work together for forging peace in the trouble torn valley.

    Obama backs controversial mosque at 9/11 Ground Zero

    President Barack Obama has come out in strong support of a controversial proposal to build an Islamic centre and mosque near New York's Ground Zero, saying that 'Muslims have the same right as anyone else to practice their religion'.
    'That includes the right to build a place of worship and a community centre on private property in lower Manhattan, in accordance with local laws and ordinances,' he said at a White House Iftar dinner celebrating the Islamic holy month of Ramadan.
    Obama, who said he was speaking both as a citizen and as president, invoked the attacks of Sep 11, 2001, which critics of the Islamic centre cite as the main reason for preventing its construction.
    'We must all recognize and respect the sensitivities surrounding the development of lower Manhattan,' Obama said. 'The 9/11 attacks were a deeply traumatic event for our country.
    'The pain and suffering experienced by those who lost loved ones is unimaginable,' he continued.
    'So I understand the emotions that this issue engenders. Ground Zero is, indeed, hallowed ground.'
    But Obama argued that American ideals and the constitution demanded that the project proceed.
    'This is America, and our commitment to religious freedom must be unshakable,' he said.
    'The principle that people of all faiths are welcome in this country, and will not be treated differently by their government, is essential to who we are. The writ of our founders must endure.'
    Obama's remarks drew praise from New York Mayor Michael Bloomberg, who announced his support for the Islamic centre last week.
    'I applaud President Obama's clarion defence of the freedom of religion tonight,' he said.
    Muslim advocacy group The Council on American-Islamic Relations (CAIR) also welcomed Obama's strong support for Muslim religious rights and hoped 'his remarks will serve as encouragement to those who are challenging the rising level of Islamophobia in our society'.
    CAIR National Executive Director Nihad Awad asked the president to take a similarly forthright stand against the planned burning of Qurans by a Florida church on the upcoming anniversary of the 9/11 terror attacks.
    The proposed Islamic centre has provoked vocal opposition from some families of 9/11 victims and other groups. Nearly 70 percent of Americans oppose the plan, according to CNN/Opinion Research Corporation Poll released Wednesday.
    The project's leaders say they plan to build the $100-million, 13-storey facility called Cordoba House three blocks from the site of the 9/11 attacks. It will include a 500-seat performing arts centre, a lecture hall, a swimming pool, a gym, a culinary school, a restaurant and a prayer space for Muslims.

    China to mourn mudslide victims Sunday, flags to be at half-mast

    China will fly its national flag at half-mast Sunday in its offices in the country and abroad to mourn the death of over 1,200 people and misery of thousands of others in the wake of a series of mudslides in the country's northwestern Gansu province.
    The Zhouqu county in Gannan Tibetan Autonomous Prefecture was worst hit, with hundreds dead and missing after mudslides Aug 8.
    In line with government decision, flags of the Bureau of International Expositions and Shanghai World Expo will also fly at half-mast, Xinhua reported Saturday.
    The expo, which saw about 40 million visitors since its opening in May, has decided to suspend about 100 cultural events Sunday.
    Over 1,500 survivors are now living in tents or in schools, while around 8,000 sought shelter in relatives and friends' houses, the publicity department of Gannan prefecture said.
    Meanwhile, water and power supplies, and telecommunication services, are being restored in Zhouqu.
    Power supply to 60 percent of households in the county has been restored, while relief teams are digging new wells, the provincial information office said. Donations worth 120.4 million yuan ($17.7 million) were rushed to the province.
    Workers are continuing to clear the Bailong river, blocked by debris, amid fears that more rains could trigger new floods and mudslides.
    The Gansu Pavilion at the expo will hold a 'solemn and simple' ceremony, an official said. Screens at the pavilion will broadcast pictures and videos of disaster relief.
    Volunteers at the expo have put stickers on their uniforms with letters 'May Heaven Bless Zhouqu', to draw attention on the plight of the affected people.
    The International Federation of Red Cross and Red Crescent Societies has also put up donation boxes in its pavilion at the expo to raise funds for the victims.

    On I-day eve, Obama says India inspiration to everyone

    India and Indians have been an inspiration and beacon of hope for people across the globe, US President Barack Obama has said on the eve of India's 63rd Independence Day.
    "Ever since August 15, 1947, India's non-violent struggle for freedom, its rejection of terrorism and extremism, and its belief in democracy, tolerance, and the rule of law have been an inspiration and beacon of hope for people around the world," Obama said yesterday.
    Observing that India's example has had a profound effect on many countries, including the US, the President said leaders of America's civil rights movement, including Dr Martin Luther King Jr spoke about the debt they owed to Mahatma Gandhi.
    Looking forward to his visit to India in November, Obama said the ties between the people of the two countries have never been stronger.
    "The over two million members of the Indian American community are living examples of the bonds that bind our nations together and their accomplishments have become well-known and admired in both countries," he said.
    "The strategic partnership between our countries will continue to grow, and I am looking forward to my November visit to India. Our goal is to make this one of the defining partnerships of the 21st century," Obama said.
    "On behalf of my administration and the American people, I wish to congratulate all who will celebrate the 63rd anniversary of India's independence.
    Indians around the world can not only look back on their history with pride, but can also look ahead to a future filled with hope and further progress," Obama said in his statement.

    'Let, Qaida may attack Americans in India'

    In a fresh warning, the US has said it has "credible evidence" that terrorists may be planning terror attacks at places frequented by its citizens in India, Pakistan and Middle East and asked them to be alert and take precautionary measures.
    In a "Worldwide Caution" statement, the State Department said it continues to receive information that terrorist groups in South and Central Asia, including in India and Pakistan, may be planning attacks in the region, possibly against US government facilities, citizens or its interests.
    "In India, there is a continuing threat of terrorism as attacks have randomly targeted public places frequented by Westerners, including luxury and other hotels, trains, train stations, markets, cinemas, mosques, and restaurants in large urban areas," the State Department said.
    The presence of al-Qaeda, Taliban elements, LeT, indigenous sectarian groups, and other terror organisations, many of which are on the US government's list of foreign terror organisations, poses a potential danger to US citizens in the region, it said.
    Terrorists and their sympathisers have demonstrated their willingness and capability to attack targets where Americans or Westerners are known to congregate or visit, the statement said.
    Their actions may include, but are not limited to, vehicle-born explosives, improvised explosive devices, assassinations, carjacking, rocket attacks, assaults, or kidnappings, it added.
    "Some examples include Pakistan where a number of extremist groups continue to target US citizens and other Western interests and Pakistani officials.
    "Suicide bombing attacks continue to occur throughout the country on a regular basis, often targeting government authorities such as police checkpoints and military installations, as well as public areas such as mosques, and shopping areas," it said.
    The State Department said credible information indicates terrorist groups seek to continue attacks against US interests in the Middle East and North Africa.
    It also said that a number of Al Qaeda operatives and other extremists are believed to be operating in and around Africa.
    "US citizens considering travel by sea near the Horn of Africa or in the Southern Red Sea should exercise caution as there has been a notable increase in armed attacks, robberies and kidnappings for ransom at sea by pirates," the State Department said.

    Navi Mumbai airport to cause environmental damage: Ramesh

    Environment Minister Jairam Ramesh today disfavoured the proposed Navi Mumbai Airport saying it would have serious environmental implication and suggested an alternative site for the second airport in Mumbai. He said the proposed airport construction in Navi Mumbai will have serious environmental implication and flooding of Panvel town could be one among them.
    "Mumbai needs a second airport. But where that airport should be located is a matter that has to be decided coolly, dispassionately, taking into account all environmental matters," Ramesh told reporters here while explaining the steps taken by the ministry on the environmental damages caused by the oil spill off the Mumbai Coast.
    Strongly refuting the charge that he was stalling the development of the city, the Minister said environmental approval is not a mere formality. "I have no problem with Navi Mumbai.
    I am not to stall any development. But we cannot ignore environmental issues.
    Environmental clearance is not a formality. It has to be gone through (sic)," Ramesh said.
    Coastal Regulation Zone (CRZ) 1991 did not allow building of an airport in Navi Mumbai. Though it was amended in 2009, it was not to build an airport in Navi Mumbai, he said.
    "Please note that CRZ ''91 was amended to make constructing an airport in Navi Mumbai a permissible activity subject to neutralisation measures being undertaken," Ramesh said. .

    Prohibitory orders around Madani camp, area under police net

    Amid speculation about the imminent arrest of PDP leader Abdul Nasser Madani in the 2008 Bangalore serial blasts case, prohibitory orders were today clamped and security beefed up in and around his camp at Anwarssery near here. As tension prevailed in the area with People''s Democratic Party workers collecting in large numbers, police used teargas to disperse them.
    PDP said Madani would cooperate with police and said none should get provoked and resort to violence. A Karnataka Police team has been camping in the district with the arrest warrant for the last five days, awaiting the green signal from state police to execute the order.
    The district administration imposed prohibitory orders under IPC Section 144 and brought the main roads leading to the orphanage complex at Anwarssery, where Madani is camping, under its control. The ban orders were enforced in Mainagapally and nearby Sasthacottah panchyats.
    A strong contingent under SP Harshita Attalluri is camping in the area. Additional forces of Special Armed Battalion had been sent to the area to meet the situation.
    While Madani remained inside the complex, some of his supporters who spoke to him told reporters that the PDP leader was willing to co-operate with police. "Madani did not utter a single word against execution of the order.
    But he reiterated his stand that he was falsely implicated in the case," said K F Abdul Salam Moulvi of Dakshina Kerala Jayyuth Ulema, after meeting him. PDP working chairman Poonthura Siraj said Madani was keen that his arrest should not lead to any law and order problem but wanted police to avoid creating "a siege-like situation" in the area.
    Security has been further tightened across Kerala in view of Independence Day celebrations and also taking into account the developments concerning the PDP leader. Meanwhile, the ''freedom parade'' planned by radical group Popular Front of India in different parts of Kerala has been banned.
    PFI activists are suspected to be behind the attack on a lecturer, whose right hand was chopped off on July 4 for preparing a question paper, with alleged derogatory references to Prophet Mohammad. Madani''s anticipatory bail plea was rejected last week by the Karnataka High Court.
    The PDP leader was also an accused in the 1998 Coimbatore bomb blasts case but was acquitted later. The serial blasts, hours before senior BJP leader L K Advani was to address an election meeting, had left 58 people dead.

    Group of Ministers to meet tomorrow

    The Group of Ministers for the Commonwealth Games, which has now been empowered to take all necessary decicions for the smooth conduct of the event, will meet here tomorrow to take stock of the preparations in the wake of the corruption scandals that have rocked the event. It will be the first meeting of the Group of Ministers after the alleged corruption scandals and comes a day after Prime Minister Manmohan Singh''s emergency review meeting on the Games.
    The Group of Ministers, headed by Urban Development Minister Jaipal Reddy, had been directed by the Prime Minister to meet immediately and frequently thereafter. Apart from Reddy, Sports Minister M S Gill, Delhi Chief Minister Sheila Dikshit and Organising Committee chairman Suresh Kalmadi are among those who will be present at the meeting.
    The Cabinet Secretary was also directed to liaise closely with the Group of Ministers to ensure "effective coordination" among all the authorites concerned. At the meeting, the GoM was empowered to take all decisions necessary for the smooth conduct of the Games and refer any matter that may require further consideration to Finance Minister Pranab Mukherjee for a final decision.
    "All the facilities must meet international standards," the Prime Minister underlined and expressed confidence that the ongoing preparations supervised directly the GoM would enable the Games to be conducted smoothly and in a befitting manner", the PMO said in a statement. The Cabinet will be briefed on the state of preparations on a weekly basis, the statement added.

    Indians most likely to report sexual harassment at work - poll

    Sexual harassment is at dangerous levels in the workplace with a joint Reuters/Ipsos global poll finding one in 10 workers have been pestered for sex by a senior employer.
    The survey of about 12,000 people in 24 countries found workers in India were the mostly likely to report sexual harassment with a report rate of 26 percent.
    They were followed by workers in China with 18 percent reporting sexual harrassment, Saudi Arabia 16 percent, Mexico 13 percent and South Africa 10 percent.
    In Italy, nine percent of workers reported being sexually harrassed at work, while in Brazil, Russia, South Korea and the United States a total of 8 percent of workers reported being pushed for sex by a senior.
    The survey comes as experts warn that sexual harrassment seems to be on the rise in the workplace with several high profile cases recently.
    Hewlett-Packard CEO Mark Hurd resigned last week amid an investigation into claims of sexual harrassment and Mark McInnes, former CEO of upmarket Australian retailer David Jones, quit in June after admitting "unbecoming behaviour" to a female staff member.
    "Where senior people have tried to have sex with employees because they work for them and not because they wanted a true relationship it's not simply harassment, it's exploitation," said John Wright, a senior vice-president at market research company Ipsos.
    The workers who were least likely to have felt sexually harassed in the workplace were from Sweden and France were only three percent of employees reported such incidents.
    Only four percent of workers in Britain and Australia reported sexual harrassment, five percent in Poland, Germany nad Belgium, and six percent in Spain, Japan, Canada and Argentina. Seven percent of Hungarian workers reported sexual harrassment.
    Wright said the survey found workers aged under 35 were most likely to report feeling sexually harrassed.
    The poll also found that seven percent of employees have been intentionally physically assaulted out of anger by a co-worker or manager during their work day.
    India again topped the table with 25 percent of Indian workers saying they had been assaulted at work. Sweden was once again at the bottom with only one percent reporting such an incident.
    "A workplace culture that either condones or leaves unchecked any employee being slapped, punched, kicked or shoved by a co-worker or manager out of anger creates an atmosphere of productivity out of fear and intimidation -- simply another form of exploitation," said Wright.

    Patil bats for sustainable tourism in Kerala

    Ashwini Shrivastava Alappuzha (Ker), Aug 14 (PTI) Mesmerised by the natural beauty of Kerala, President Pratibha Patil today impressed upon the need to ensure that its pristine backwaters remain pollution free and asked the state to draft a masterplan for sustainable tourism. "Kerala has everything - beaches, misty hill stations, the backwaters, forestlands rich with a large variety of flora and fauna.
    It has historic monuments and a rich variety of art and culture. It''s alluring beauty and serenity leaves tourists mesmerised," the President, who is on a three-day tour of Kerala, said while inaugurating the 58th historic Nehru Trophy boat race here.
    To all these advantages, can be added boat race festivals to make Kerala a favoured tourist destination, she said. The President asked the state administration to develop sustainable tourism with the help of a properly drafted master plan.
    "Alappuzha has a special status in the tourism map of India, as a prime destination for backwater tourism. Being so, it is imperative to save its pristine natural beauty and its waterways from getting polluted," Patil said as she enjoyed the popular boat races marking Onam revelry.
    Praising the traditional boat races, she said they not only bring out the spirit of competition but also celebrate camaraderie and team work. The President also extended Onam greetings to the people of Kerala.
    She was presented with the replica of a snake boat by the organisers. The almost 3.5 hours boat race was witnessed by thousands of spectators from across the world.
    Sixty boats, including 19 snake boats participated in the most colourful water sport in Kerala, on the Punnamada lake. The most popular event of the competition is the race of ''Chundan Valloms'' (snake boats).
    Other boats which participate are known as ''churulan'', ''Odi'', ''Vepu''. The history of this race dates back to the year 1952 when Prime Minister Jawaharlal Nehru visited Alappuzha and an impromptu race was conducted in his honour.
    "The Nehru Boat Race and other smaller boat races in Kerala during this time of the year can be an opportunity to attract more tourists to the state. "This boat race is not only the test of the physical strength of the crew but also about their knowledge of the water currents, their observation powers, and other technical aspects of boat racing.
    It is, moreover, team work in action and truly victory is the outcome of co-operation and co-ordination amongst the members of a team," Patil said. PTI AKV/NM.

    Weekly Review: Sensex up by 23 pts

    The BSE benchmark Sensex ended marginally higher by 23 points to 18,167.03 on the back of rise in interest rate related stocks--realty, consumer durable, banking and auto segments.
    A further improvement in monsoon rains and sustained heavy buying by foreign funds and strong sales in the month of July, announced by major automobile companies mainly helped the Sensex to rise further for the second consecutive week.
    Realty stocks were at the forefront on good Q1 results reported by most realty companies.
    Banking stocks gained after India's largest commercial bank State Bank of India reported strong Q1 June 2010 results.
    Shares of SBI hit a record high above Rs 2,800-level to end at Rs 2,849.40 by gaining 8.75 per cent after the Parliament approved a bill enabling the government to reduce its holding in State Bank of India to 51 per cent and help it to raise capital.
    However, IT segment was the worst hit after the recent weak US economic data, as most of the Indian software companies get their major part of revenues from overseas.
    Tata Motors flared up by 13.71 pc after the announcement of an excellent Q1 results. The company reported a consolidated net profit of Rs 1,988.73 crore for the quarter ended June 30, as against a loss of Rs 328.78 crore in the same period last fiscal.

    Mukherjee asks PSBs to accelerate financial deepening

    Union Finance Minister Pranab Mukherjee has asked the Public Sector Banks (PSBs) to accelerate the financial deepening else it could constraint the full potential of the Indian economy.
    Addressing the Chief Executive Officers (CEOs) of all public sector banks and financial institutions during a review meeting in the national capital, Mukherjee on Saturday said that this is essential to maintain high GDP growth trajectory.
    In order to meet the needs of one of the fastest growing economies of the world, banks will have to constantly augment their capital base, he further added.
    He asked the public sector banks to ensure convergence of Indian Accounting Standards (IAS) with the International Financial Reporting Standards by 2012, although the banks are required to adopt these standards by 2013.
    Mr. Mukherjee directed all the banks to focus on financial inclusion to reach out to those who are still left outside the banking network by using new technologies and business correspondents etc.
    He said that this is an important priority of the Government as only 37.2 per cent of bank branches of Scheduled Commercial Banks are in rural areas and only about 40 per cent of the country's population has bank accounts.
    Mr. Mukherjee directed the banks to make their Financial Inclusion Plans (FIPs) for covering those villages with a population of over 2000 (as per 2001 Census) in consultation with the State Governments by March 31, 2010.
    He said that he understand that these Financial Inclusion Plans have been already finalized by most banks and are being scrutinized by the RBI.
    In order to meet the increasing demand and expectations of consumers and to provide and maintain high standard of services by the public sector banks and financial institutions, management of human resources and proper training of officers and staff of PSBs/FIs become very important in the coming years, he stated.
    He also said that although proper grievance redressal mechanism is in place, still many people do not get satisfied.
    He asked the banks not only to ensure that grievances are redressed properly on time but should ensure that proper reply to customers is also given.
    Minister of State for Finance Namo Narian Meena, Secretary, Financial Services R.Gopalan, Deputy Governor, RBI, Chairman, NABARD and senior officials of the Ministry among others were also present during the meeting. (ANI)

    49. Rush for political power forces Dalits to compromise with Brahminical parties

    50. Only after a thorough-going (1) social and (2) cultural revolution, there can be a (3) political revolution. This is what the "Father of India" had said.
    51. To reinforce this argument Dr. Ambedkar cited the famous Budhist slogan, Buddham, Dhammam, Sangham, which he translated into English as Educate, Agitate, Organise. We had described this slogan of Babasaheb as his "Three Commandments" and brought out a booklet itself (third reprint 2005) under the title: When Dalits Disobeyed "the Final Words" of their Father. (See p.4).

    52. How to overthrow BSO: The point he was driving at is of great importance — not only for Dalits but all the oppressed humanity. He said without "Education" (ideological exercise), there can be no "Agitation" (expression of anger, deep dissatisfaction with the existing socio, cultural, economic order). And unless the suffering people under the Brahminical Social Order undergo the twin process of "Educate" and "Agitate", they cannot graduate and launch the final assault against the BSO. The final assault (revolution) needs tremendous "Organisation" which can come only after completing the first two phases: "Educate" and then "Agitate".

    53. Where did we go wrong: Only when the first two phases are completed, the people will automatically build the "organisation" to launch the revolution.

    54. But ever since the death of Babasaheb there has been a spurt of Dalit movements but none of them led to revolution. Why?

    55. This has been worrying us. Where did the Dalit movement derail? Despite our population being an awesome 20% of the country's 1,300 million population, why we are not able to launch the revolution of Babasaheb's dream?

    56. This made us read Babasaheb's writings again and again and consult scholars on the subject but none was able to throw any light.

    57. Who changed the wordings: A Dalit intellectual from Pune sent us an English translation of Babasaheb's 1948 speech delivered at Lucknow (published after the Editorial). The speech was made in Hindi and its text was published (2002) in the Marathi version of his Works Vol.18, Part-III page 90, by the Maharashtra Govt.

    58. Please note. We don't have with us the Marathi text of his speech and we also can't read Marathi.

    59. It is in this speech that Babasaheb said "political power is the master-key to social progress". Please note the wordings. The text of the speech translated to English by our Pune brother is published on p.4.

    60. Ready to be corrected: But how did Babasaheb's words that "political power is the master-key to social progress" changed into "political power is the master-key that will open each and every lock?" Or did Babasaheb say it and we are not aware of it? We would like to be corrected.

    61. To this day no authority on Babasaheb was able to tell us from where the above words were smuggled and put into his mouth. Be that as it may, the new twist given to Babasaheb's words led to formation of Bahujan Samaj Party (BSP) and many other parties. Dalit movement itself has transformed into many political parties in different parts of India. But except UP, nowhere Dalits were able to capture political power — let alone "opening each and every lock". Even in UP, BSP had to join hands with Brahmins and change its slogan from Bahujan into Sarvajan.

    62. Brahmin did not stop hating Dalits: In spite of taking Brahmins into the Mayawati cabinet, Brahmins did not stop hating the Dalits. Every effort is being made to topple Mayawati's govt of which DV has been a great supporter and admirer.

    63. We will be too glad if experts on Babasaheb enlighten us on this "master-key". We are ready to apologise if we are wrong. Babasaheb has given us his "Three Commandments" which alone will lead us to political revolution. But those Dalit leaders' newly formed political parties have not completed the three stages. And that is how they failed to capture power which is safely and solely held by the Brahminical rulers.

    64. RPI disappoints: Even Mayawati is not able to extend her sway even to neighbouring states. The Republican Party is a big disappointment.

    65. Not only that. The Dalit political leaders are imitating Brahmins in corruption. In Parliament itself we have 120 Dalit MPs. This is a big number but nobody takes them seriously. The ruling Brahminists care a two-pence to Dalit political parties. In all the states Dalit political leaders have forged an alliance with upper caste political parties compromising with the principles laid down by Babasaheb.

    66. We don't have a single all-India major media of our own. We have not been able to produce a noted Dalit journalist.

    67. Over 85% of Dalits are in villages or urban slums — working as slaves. Except during election, they are not even counted. All these things are happening because the Dalit leadership has forgotten Babasaheb's Three Commandments. "The master key" is not only stolen but has further confused our people.

    68. Who will remove the confusion?

    69. This is one of the reasons which made us announce DV closure.

    80. Sisters and Brothers,

    81. I firmly believe that we shall not at all benefit by merging with or joining the Congress. Day by day Congress is becoming weaker. The Congress has weakened further as the Socialists have quit the Congress. In such a situation, taking advantage of the contest/rivalry between these parties, we can capture power by co-operating with the party which will accept our terms and conditions.

    82. Political power is the master-key to social progress.

    83. It is impossible for the Backward Castes to capture power by joining the Congress. The Congress is a big institution. Our entry into the Congress will be equal to putting a drop of water into an ocean. Our progress is impossible if we join the Congress. If the Congress splits into various groups then only we can effect our advancement. The enemy's power will only increase if we join the Congress. Today Congress's situation is like a house on fire. We will be annihilated if we join the Congress. I won't be surprised if in the coming two years Congress gets destroyed.

    84. Political awakening in U.P.

    85. The Socialists have quit the Congress. Therefore, Congress's strength will surely reduce. In such a situation, we should form an independent organization, the third party. If the Congress or Socialists do not get a majority, they will come begging to us for our votes. At that time, we can put forth our terms and conditions for extending our support to them, and thus maintain the balance of power.

    86. Twelve years before, I had come to Lucknow as a member of the Lothian Committee. I am very happy to see that the political awakening in the Untouchables is much more in comparison to that during that time.

    87. I proudly mention the satyagraha done by the Untouchables in the United Provinces last year. I congratulate those who participated in this movement and suffered for the cause. If your decision to accomplish a thing is firm, then you can easily accomplish that thing by taking the necessary efforts and by surmounting all the obstacles that come in the way.

    88. British betrayed Dalits

    89. Many of my disciples are in confusion over my entry into the Congress Party. I will try to dispel the confusion present in their minds.

    90. The British did not transfer power, according to its declaration, to all the four parties — namely the Hindus, Muslims, Sikhs and the Untouchables. The Viceroy had clarified in the Simla Parishad that power will not be transferred to Congress alone. The Scheduled Castes Federation (SCF) had won the primary elections in 1946 and had vanquished its opposition. The SCF established its representative character by winning the primary elections in 1946. But the British did not keep its promise and decided to transfer power only to the Hindus, Mussalmans and Sikhs.

    91. That period was extremely bleak in our political struggle. Everywhere there was darkness and no ray of light. There was no hope. I had the huge responsibility of my community on my shoulders. In such a situation, I was not sure of the course of action to pursue. In such a dismal situation, I did not want to take my community astray. Therefore, I decided to wait until things get clear.

    92. Why I compromised with the Congress?

    93. "You fought the Congress for 25 years and now in such a critical situation you have chosen the policy of remaining silent, why?"

    94. Such questions are asked to me. I say it is not always useful to fight. Many times it is unnecessary to use the second way. The British betrayed us. There were many traitors among us. It would not have been apt to fight such a big institution. After this remains the way of compromise. Through this we have succeeded in getting many rights. It is correct that we did not get all that we wanted but still we have succeeded in getting many rights.

    95. We have got reserved seats in the executive and assemblies. They have accepted many of our demands. Our demand for Separate Electorates was not accepted. Other minorities, too, have failed to get Separate Electorates. So there is no need to be ashamed of our demand not getting accepted. This is not the time to declare war against Congress. Through co-operation and compromise we must accomplish whatever we can.

    96. I did not become a member of the Congress though I joined the Central Govt. I have no intention of becoming a member of the Congress. I was invited by the Congress to join the Central Govt. and I joined it without putting forward any condition.

    97. Why we need Dalit officers

    98. I am solid as stone and, therefore, I do not have fear of getting dissolved in water. I joined the Congress Govt. but it will have no effect on me. But your situation is different. You will get dissolved in Congress as mud dissolves in water. When it is useless or me to remain there, I will quit anytime.

    99. The situation is such that we need our people in the administration. It is true that good laws will not sabotage our interests. But good laws can be wrongly and unjustly implemented to injure our interests. In such times if those people who have a tradition of behaving and working against the Untouchables are in authority, then that is harmful for our future.

    100. The law does not support forced labour. But zamindars (landlords) do not obey the law. In many places the relatives of such oppressive people are in authority. These people do not take action on any application put forward by an Untouchable against these zamindars (landlords). If in such places there are Untouchable officers then they would have defended the rights of their untouchable brethren.

    101. If I decide to join the Congress, then I will openly announce it. If it is in the interests of the Untouchables then I will urge you to do it. But till the time I do not openly ask you to join the Congress, do not join the Congress.
